REQUEST FOR EXPRESSION OF INTEREST For the Provision of
Compressor Package
Background
Sasol Petroleum Mozambique Limitada (Sasol) is investigating the
establishment of a liquids
processing facility, the PSA Field Development Project Phase 1
Surface Facilities, commonly
termed the PSASF Project. The PSASF Project is to be located in
the vicinity of the existing Sasol
gas processing plant near Inhassoro in the Province of
Inhambane. In support of the engineering,
procurement and construction of the PSASF Project, amongst
others the manufacture and supply
of equipment together with services and support is required.
Requirement Gas Compressor Package (Turbine Driven)
The PSASF Project requires the Engineering, Design, Material
Supply, Manufacture, Inspection,
Testing Packaging, Delivery, Supervision of installation and
commissioning of heavy duty industrial
gas Turbine Driven Gas Compressor Package(hereinafter referred
to as Gas Compressor
Package) commonly used in the oil, gas and petrochemical
industries. Interested parties will need
to demonstrate their appropriate ability and experience to
successfully supply the equipment
and/or material as listed below in compliance with the specified
project technical and commercial
requirements and criteria.
Note that all applicable equipment and material is to comply
with the Pressure Equipment
Regulations as governed by Mozambican and South African
legislation and regulations.
Description A14 - Gas Compressor (Turbine driven):

Natural Gas Compressor Package compliant with API-617 to handle
a variety of inlet flows and
pressure ratios. Expectation of the compressor to produce a
pressure ratio of 10:1. The
compressor Package shall be heavy duty industrial gas Turbine
driven. The Turbine to be a
natural gas fired type engine, meeting the requirements of
API-616 and the World Bank
environmental emissions standard.
Objective of this Request for Expression of Interest (EOI)
This request is intended to solicit EOI responses which will
enable Sasol to identify and assess
suitably qualified and experienced Original Equipment
Manufacturers (OEM),
Suppliers/Distributors/Agents (hereinafter referred to as
respondents) established and operating in
the Republic of Mozambique, in order to create an opportunity
for such local respondents to
potentially participate in the future bidding for the Supply of
the Gas Compressor Package.
Sasol hereby invites Mozambican OEMs and other Mozambican
respondents to indicate their
interest in supplying The Gas Compressor Package. Interested
OEMs, and respondents should
provide appropriate information IN ENGLISH showing that they
have the required qualification, ability and relevant experience to
perform this work and supply this equipment. Responses are to
be limited to the following required essential documentation and
information ONLY :
1) Company ownership structure (percentage shareholding held by
shareholders as well
as a description of the identity of shareholders) and details of
registration of the
company in terms of Mozambican legislation.
2) Relevant financial information of the company (last 3 years
turnover, net profit after tax
and total equity reserves).
3) Technical capability :
a. Track record of work performed/equipment manufactured
specifically for the
referenced category.
b. ISO Standards, API Standards, ASME Codes and familiarity with
South African PER
regulations
4) Fabrication / technical and shop floor capabilities including
sub-contracting of forgings,
castings, dry-gas seal, anti-surge control, condition monitoring
system, load sharing

between two parallel packages, all control and instrumentation
associated with the Gas
Compressor Package.
5) Management / Supervisor & Skilled Resources - Organogram
of directors, senior
managers and skilled resources.
6) Information and details of the companys Quality Management
System (QMS), which
should be well established and be in accordance with ISO
Standard 9001 2008.
7) Should respondents not have an entrenched Quality Management
System, kindly
confirm if QMS of others will be applied.
8) Confirmation of the Companys ability to conduct business in
the English Language
Potential respondents will be selected in terms of PSASF
Projects evaluation criteria (as
determined by Sasol), taking into account the details that the
company supplies, all other
information (including all risks associated with this project)
and potential respondents will be
selected by Sasol in its sole and unfettered discretion.
Respondents who satisfy the pre-qualification criteria will be
required to sign a Confidentiality
Agreement with Sasol prior to the issue of receiving any further
information regarding the project.

Interested parties should note that this request by Sasol is
aimed solely at requesting information
required by it to enable future decisions regarding the supply
of Gas Compressor Package. It does
not, in any manner, indicate any intention by Sasol to enter
into further discussions with any
respondent which submits information and expresses interest to
participate in this process, or to
enter into any contract or other commercial relationship between
Sasol and such company, nor
does it constitute an undertaking by Sasol to award any
contracts to, or to place any purchase
orders related thereto whatsoever, on any person. Sasol is under
no obligation to consider only
the respondents to this EOI for potential future engagement.
Responses by Sasol will only be made to short-listed prospective
respondents and Sasol may
request further information from such respondents. Sasol may
also arrange for auditing of
information that has been provided by a respondent pursuant to
this EOI.
Respondents are advised that consideration will also be afforded
to EOI respondents who indicate
interest to supply the Gas Compressor and Turbine from separate
OEMs. Such consideration
shall however be based on respondents capability to supply the
Gas Compressor Package as an
integrated compliant unit.
Interested parties must immediately kindly contact sender of
this EOI, if any of the content of EOI
not fully understood or requires further clarification. Such
clarification shall be limited to the content
of this EOI and not extend to any further Technical detail or
clarification of the Gas Compressor
Package.
