This EOI Document has been prepared by Managing Director WATCO, Odisha, Bhubaneswar solely for the purpose of gathering valuable information and inputs from experienced and reputed consultancy firms having consistent and outstanding track record in the field of preparation of Feasibility report/DPR and providing PMC services for implementation of 24X7 water supply systems in India/abroad. This is a knowledge sharing exercise for going to the subsequent stage of EOI process.
The information contained in this EOI document (the “EOI”) or subsequently provided to the Consultancy Firms, whether verbally or in documentary or any other form by or on behalf of WATCO or any of their employees or advisors, is provided to Consultancy Firms on the terms and conditions set out in this EOI and such other terms and conditions subject to which such information is provided.
This EOI is neither a bid nor an agreement and is neither an offer nor invitation by
“WATCO” to the Consultancy Firms. The purpose of this EOI, is to provide interested
Consultancy Firms with information that may be useful to them, for sharing credible and valuable information related to their experience, expertise and success stories in the field of preparation of Feasibility Reports/DPRs together with providing PMC services for implementation of 24X7 water supply systems in India/abroad and presenting the same through interactive session during Video Conference pursuant to this EOI.
The issue of this EOI does not imply that “WATCO” is bound to select any of the
participating consultancy firm for the upcoming consultancy assignments nor is an indication in any way of their qualification at the EOI stage. The Consultancy firm shall bear all its costs associated with or relating to the preparation and submission of its EOI including but not limited to preparation, copying, postage, delivery fees, expenses associated with any demonstrations or presentations which may be required by “WATCO” or any other costs
incurred in connection with or relating to its EOI. All such costs and expenses will remain with the consultancy firm and “WATCO” shall not be liable in any manner whatsoever for the
same or for any other costs or other expenses incurred by a consultancy firm in preparation or submission of the EOI.

The MANAGING Director, WATCO, Bhubaneswar on behalf of the Governor of Odisha invites Expression of Interest (EOI) in conformity with the detailed EOI document, from experienced and reputed consultancy firms for the purpose of gathering valuable information and inputs in the field of preparation of Feasibility report/DPR and providing PMC services for implementation of 24X7 water supply systems in India/abroad. The EOI can be downloaded from WATCO website www.watcoodisha.in and completed document can be sent by E-mail/hard copy as per details provided in the EOI document. Processing fee of Rs.5000/- shall be deposited as provided in the EOI document.

EXPRESSION OF INTREST (EOI)
WATCO invites Expression of Interest (EOI) from reputed, experienced and eligible consultancy firms having consistent and outstanding track record in the field of preparation of Feasibility report/DPR and providing Project Management Consultancy (PMC) services for implementation of 24X7 water supply systems in India/abroad, solely for the purpose of gathering valuable information, inputs and learning experience for utilizing the same in the next level of bidding process.
The Odisha Mineral Bearing Areas Development Corporation (OMBADC) has
sanctioned funds for providing 24X7 water supply system in selected 14 urban
local bodies of Odisha which are presently served with the intermittent water
supply. The primary objectives of providing 24X7 water supply are: 1) It is
reliable: 24x7 water supply reduces the time and money spent by citizens to
store water 2) Pressurized system, thus eliminates chances of pollution, 3).
Continuous water supply thus helps keep water clean and safe for consumers.
The salient features of existing water supply systems in these ULBs is attached at
Annexure-I and II.
Successful Implementation of the 24X7 water supply system would require
selection of expert and experienced consultancy farms having consistent and
outstanding track record in the field of providing PMC services from concept to
commissioning of 24X7 water supply systems in India/abroad. The PMC services
broadly encompass preparation of feasibility report/DPR , bid process
management for selection of civil contractor, project management services during
construction, commissioning and during 1st year of O&M of the project. It is
therefore absolutely necessary to scan through the market to know about
experience, expertise and success stories of the consultancy firms who have
provided consultancy services and steered successful implementation of 24X7
water supply systems in Indian towns and abroad.

Expression of Interest therefore, is called by this notice from Consultancy Firms in
the field of Preparation of Feasibility Report/DPR and Providing PMC services
for implementation of 24X7 Water Supply Systems, to understand the potential
available in the market of such firms, learning about their experience and
expertise in having provided PMC services for successful execution and
commissioning of 24X7 water supply projects both in towns of India and abroad so
as to enable WATCO to formulate proper RFP document for selection of the
right type of consultancy firms to ensure successful implementation of the 24X7
water supply projects in the 14 ULBs.
A. Eligibility criteria and document submission requirement for participating in the EOI:
1. The Consultancy firms registered in India as per companies act and operational successfully for the last 10 years and registered under the taxation authorities of India(GST/IT) and having outstanding track record in the area of design and PMC services with special focus on 24X7 water supply system both in Indian towns and abroad demonstrating robust performance consistently in India. Company profile including Copies of MOA, registration certificates to be submitted.
2. Consultancy firms with average annual turnover of Rs.30 crores in last 5 years.
Copies of balance sheets to be furnished.
3. The Consultancy firm must have carried out (as a single entity) at least One work of Detailed Engineering, Design or PMC of 24 X 7 water supply works in India Internationally of cities / with at least 3 No. projects of 3000 connections.
OR
The Consultancy firm must have carried out (as a single entity) at least Three work of Detailed Engineering, Design or PMC of 24 X 7 water supply works in India or Internationally of cities / Towns of at least 1 (One) Lakh population. Experience certificates from the Government authorities from appropriate level shall be furnished justifying the above experience.
4. The Consultancy firm must not have been blacklisted or debarred or suspended from bidding in tendering process (either as single entity or as partner of JV) by any Govt. /Semi govt. Authority, Funding Agencies like World Bank/ADB/ JICA etc.) at the time of bidding. The debarred period shall not be valid at the time of bidding.
B. Technical Meeting cum presentation through Video Conferencing
Consulting firms qualifying the eligibility criteria shall be invited to participate in the Technical Meeting cum presentation trough Video conferencing to be held and date will be intimated in due course to eligible firms. The Video Conferencing details shall be intimated to the eligible firms by E-mail. The firms /their authorized technical team shall make a detailed presentation to cover the followings and participate in the

interactive session with the technical team of WATCO/PHEO:
1. Company profile and credentials including financial and technical capability. 2. Organizational profile with resources available etc. 3. Present work load and status of the assignments 4. All completion certificates they have to demonstrate their capability including
past performance records in the field of 24X7 water supply systems in Indian towns/abroad.
5. Design and PMC experience in implementation of 24X7 water supply systems including success stories and failures, technology experience in 24X7 water supply systems etc. May also indicate on various software and hardwares, used by them.
6. Approach and methodology which they may conceive for doing a 24X7 water supply project from concept to commissioning.
7. Any other information they may like to share.
Each Manufacturer will be given 30 (thirty) minutes time for their presentation. They may share the hard copy and soft copy of the presentation by E mail before the Video-conferencing date.
C. SUBMISSION OF EOI:-
The EOI shall be submitted on line along with the documents cited above at clause A under eligibility criteria and non-refundable processing fees of Rs.5,000/- (Rupees Five thousand only) through electronic submission ( E-mail as well as hard copy by courier/registered post before the scheduled date of submission) as under:
The Consultancy Firm shall submit the processing fee amount electronically on or before the last date and time of the bid in Account Number 35406572672 at State Bank of India, HOD Branch, Bhubaneswar (IFSC /RTGS code No SBIN0010249) through the firm’s banker. Since the amount is less than Rs.one lac the same may be remitted through NEFT. EOI number shall be inserted before the beneficiary name and date & time of closing of bid should be inserted either before the Firm’s address or Firm’s name as shown below

i) The firm must upload the scanned copy of RTGS/NEFT customer confirmation
in place of DD/Pay order along with the EOI document before the date and time of closing of the receipt of the EOI. If processing fee is transferred through online Banking, confirmation receipt indicating transaction number should be mentioned.
v) Processing fee received without complying with above instructions shall be
liable for rejection.”

The EOI shall be received on stipulated date & in time. After scrutinizing the same, the EOIs confirming to the aforesaid criteria of processing fee and fulfilling the eligibility requirements shall be treated as 'Responsive' & it shall be communicated to them, about the date of technical presentation as mentioned in EOI. Consultancy Firms qualifying the eligibility requirement receiving intimation shall only attend the Video Conference based technical presentation meeting. The processing fee above is nonrefundable and nontransferable. EOI shall be submitted both through [email protected],
