Executive Summary

A new fixed-target experiment at the CERN SPS accelerator is proposed that will use decaysof charm mesons to search for Heavy Neutral Leptons (HNLs), which are right-handed partners ofthe Standard Model neutrinos. The existence of such particles is strongly motivated by theory, asthey can simultaneously explain the baryon asymmetry of the Universe, account for the pattern ofneutrino masses and oscillations and provide a Dark Matter candidate.

Cosmological constraints on the properties of HNLs now indicate that the majority of theinteresting parameter space for such particles was beyond the reach of the previous searches atthe PS191, BEBC, CHARM, CCFR and NuTeV experiments. For HNLs with mass below 2GeV,the proposed experiment will improve on the sensitivity of previous searches by four orders ofmagnitude and will cover a major fraction of the parameter space favoured by theoretical models.

The experiment requires a 400GeV proton beam from the SPS with a total of 2× 1020 protonson target, achievable within five years of data taking. The proposed detector will reconstructexclusive HNL decays and measure the HNL mass. The apparatus is based on existing technologiesand consists of a target, a hadron absorber, a muon shield, a decay volume and two magneticspectrometers, each of which has a 0.5Tm magnet, a calorimeter and a muon detector. Thedetector has a total length of about 100m with a 5m diameter. The complete experimental set-upcould be accommodated in CERN’s North Area.

The discovery of a HNL would have a great impact on our understanding of nature and open anew area for future research.

1 Introduction

The new scalar particle with mass MH = 125.5 ± 0.2stat+0.5−0.6syst GeV (ATLAS) [1], MH = 125.7 ±

0.3stat±0.3syst GeV (CMS) [2], recently found at the LHC, has properties consistent with those of the

SM may well be a consistent effective theory all the way up to the Plank scale

ü  MH < 175 GeV à SM is a weakly coupled theory up to the Plank energies !

ü  MH > 111 GeV à EW vacuum is stable or metastable with a lifetime greatly exceeding the age of our Universe (Espinosa et al)

ü  No sign of New Physics seen

Stable  vacuum  is  perfectly      admi7ed  by  present  data

See-saw generation of neutrino masses

Most general renormalisable Lagrangian of all SM particles (+3 singlets wrt the SM gauge group):

Majorana term which carries no gauge charge

Yukawa term: mixing of NI with active neutrinos to

explain oscillations

The scale of the active neutrino mass is given by the see-saw formula: where - typical value of the Dirac mass term

Example: For M ~ 1 GeV and mν ~ 0.05 eV it results in mD ~ 10 keV and Yukawa coupling ~ 10-7

Constraints on DM HNL N1

ü  Stability à N1 must have a lifetime larger than that of the Universe

ü  Production à N1 are created in the early Universe in reactions ll à νN1 , qq à νN1 etc. Need to provide correct DM abundance ü  Structure formation à N1 should be heavy enough ! Otherwise its free streaming length would erase structure non-uniformities at small scales ( Lyman-α forest spectra of distant quasars and structure of dwarf galaxies ) ü  X-ray spectra à Radiative decays N1àγν produce a mono-line in photon galaxies spectrum. This line has not yet been seen by X-ray telescopes (such as Chandra or XMM-Newton)

Baryon asymmetry

•  CP is not conserved in νMSM 6 CPV phases in the lepton sector and 1 CKM phase in the quark sector (to be compared with only one CKM phase in the SM) •  Deviations from thermal equilibrium

ü  HNL are created in the early Universe ü  CPV in the interference of HNL mixing and decay

ü  Lepton number goes from HNL to active neutrinos

ü  Then lepton number transfers to baryons in the equilibrium sphaleron processes

Constraints on BAU HNL N2,3

Baryon asymmetry is generated by CPV in HNL mixing and decays + sphalerons ü  BAU generation requires out of equilibrium à mixing angle of N2,3 can not be large ü  To generate correct order of the active neutrino masses the mixing angle of N2,3 to active neutrino can not be too small ü  Decays of N2,3 should keep BBN scenario working

ü  Experimental constraints

PS Explanation of DM with N1 reduces a number of free parameters à Degeneracy of N2,3 masses is required to ensure sufficient CPV

Experimental requirements •  Search for HNL in Heavy Flavour decays

Beam dump experiment at the SPS with a total of 2×1020 protons on target (pot) to produce large number of charm mesons

•  HNLs produced in charm decays have significant PT

Detector must be placed close to the target to maximize geometrical acceptance Effective (and “short”) muon shield is essential to reduce muon-induced backgrounds (mainly from short-lived resonances accompanying charm production) 23
