Subject: Technology Collaboration for Reversible Pump-turbine and/or Generator-Motor

for Pump-Storage System

1) Introduction This Expression of Interest (EoI) seeks response from Original Equipment Manufacturers (OEMs) meeting the requirements of this EoI and willing to be associated with BHEL through a license & technology collaboration agreement on long term basis to enable BHEL to design, engineer, manufacture, assemble, test, supply, erect, commission, repair, retrofit and service the reversible Pump-turbine and/or Generator-Motor for Pump-Storage System.

1.1) About Bharat Heavy Electricals Limited (BHEL)

1.2) BHEL’s experience in Reversible Pump-turbine and/or Generator-Motor for Pump-

Storage System BHEL’s Heavy Electrical Plant (HEP) located at Bhopal is responsible for manufacturing of various rating of Hydro Turbines, Generators, Pumps, Motors and associated equipment and BHEL’s Electronics Division, Bengaluru is responsible for manufacturing of various rating of Excitation and Control & Monitoring equipment for Power Projects since past 50 years. At present India is having pump storage installations of around 4804 MW in 11 different project locations out of which BHEL was associated in six projects having cumulative installation of 3390 MW.

2) Scope of cooperation: BHEL is seeking response from reputed OEMs for technology transfer & collaboration on a long term basis for design, engineer, manufacture, assemble, test, supply, erect, commission, repair, retrofit and service the reversible Pump-turbine and/or Generator-Motor for Pump-Storage applications.. BHEL intends to manufacture these reversible Pump-turbines and/or Generator-Motors for Pump-Storage System under a long term licensing & technology transfer agreement which could be operationalized with transfer of technology. Interested parties/prospective collaborator meeting requirement of this EoI are invited to respond to this EoI. BHEL prefers to collaborate with the OEM having both i.e. reversible pump-turbine and Motor-Generator, however OEMs having only one technology may also participate in the EoI. Upon receipt of responses against EoI from OEMs, BHEL will review the responses to ascertain suitability of the offer made by the prospective collaborator and shortlist the OEMs for further discussions. Detailed discussions on commercial and other terms and conditions to finalise the Technology Collaboration Agreement(TCA) shall be held with shortlisted OEMs/Prospective Collaborators. The detailed terms and conditions for such a paid-up license agreement shall be mutually agreed upon. Indicative scope of technology transfer for reversible Pump-turbine and/or Generator-Motor for Pump-Storage System are given in Annexure-1. Business sharing option, during the initial period of technology assimilation by BHEL can also be considered.

3) Pre-Qualification Requirement (PQR):

The Prospective Collaborator / Licensor shall meet all of the following qualification requirements as on the date of submission of EoI:

A. General Experience:

I. Willingness to participate in tenders:

Prospective Collaborators should be willing to participate in tenders with BHEL for Pump Storage Scheme as per tender conditions.

II. The Prospective Collaborator / Licensor shall meet the following conditions as on

the date of submission of EoI:

At least Fifteen (15) years of experience in design, engineering, manufacturing, supply, testing, erection/supervision of erection and commissioning/supervision of commissioning of Reversible Pump-Turbines and/or Motor-Generators for Pump- Storage Systems (PSS) / Hydro Electric Projects.

As a prime contractor, lead partner in a Joint Venture / Consortium or EPC contractor of executing at least Five (5) nos. Pump- Storage Systems (PSS) of contract valuing at least USD 44 Million or INR 300 Cr. for each Project. Further, out of these Five (5) Projects, Two (2) nos. PSS should have executed in last Fifteen (15) years as a supplier of Reversible Pump-Turbine or Motor-Generator or both.

B. Specific Experience: The Prospective Collaborator / Licensor should have experience of successfully and substantially completion of works covering:

i. Design, engineering, manufacturing, testing, supply and erecting / supervising

erection and commission / supervising commission of at least Five (5) nos. reversible Pump Turbines of minimum 100 MW at 5 different pumped storage stations. Out of these Five (5) nos., at least two (2) nos. Reversible Pump Turbines should have been executed in last Fifteen (15) years from the date of this EoI. Also, out of these Five (5) nos., at least one (1) no. Reversible Pump Turbine should be of minimum 200 MW rating. Each of these Five (5) Reversible Pump Turbines should have completed successful operation for a period of minimum two (2) years as on the date of this EoI.

AND / OR

ii. Design, engineering, manufacturing, testing, supply and erecting / supervising

erection and commission / supervising commission of at least Five (5) nos. Reversible Generator-Motor of minimum 100 MW (50Hz or 60Hz) along with excitation system at 5 different pumped storage station. Out of these Five (5) nos., Two (2) nos. shall be executed in last fifteen (15) years from the date of this EoI. Also out of these Five (5) nos., at least one (1) No shall be of minimum 200 MW and at least Two (2) nos. shall be of variable speed design. These Five (5) nos. Reversible Generator-Motor should have completed min. 2 year of successful operation as on the date of EoI.

Relevant proof along with the optimum efficiency, head, and discharge pertaining to each pump and/or turbine mode and reference list is to be submitted (as per Annexure-4)

4) Brief Description of EoI Process:

The interested Prospective Collaborators shall ensure that their response along with annexures (Indicative technical features of Reversible Pump-turbine and/or Generator-Motor as per Annexure-2A, 2B) Experience in the field of reversible Pump-turbine and/or Generator-Motor for Pump-Storage System as per Annexure- 3A, 3B and Detailed product reference for major supplies in last 15 years as per Annexure-4) are received by BHEL on or before 21st February 2017. The response shall necessarily be accompanied with details on Company background, product profile, Reversible Pump-turbine and/or Generator-Motor for Pump-Storage System proposed along with its technical details, Reference list of Customers using the proposed model, List of approvals / conformance certificates from the customer, Product data sheet and annual audited financial reports for last 3 (three) years including auditor’s report. 5 Miscellaneous:

5.1 Right to accept or reject any or all Applications:

a) Notwithstanding anything contained in this EoI, BHEL reserves the right to accept or

reject any Application and to annul the EoI Process and reject all Applications, at any time without any liability or any obligation for such acceptance, rejection or annulment, and without assigning any reasons therefore. In the event that BHEL rejects or annuls all the Applications, it may, at its discretion, invite all eligible OEMs/Suppliers to submit fresh Applications.

b) BHEL reserves the right to disqualify any Applicant during or after completion of EoI process, if it is found there was a material misrepresentation by any such Applicant or the Applicant fails to provide, within the specified time, supplemental information sought by BHEL.

c) BHEL reserves the right to verify all statements, information and documents submitted by the Applicant in response to the EoI. Any such verification or lack of such verification by BHEL shall not relieve the Applicant of his obligations or liabilities hereunder nor will it affect any rights of BHEL.

5.2 Governing Laws & Jurisdiction

The EoI process shall be governed by, and construed in accordance with, the laws of India

and the Courts at New Delhi (India) shall have exclusive jurisdiction over all disputes arising under, pursuant to and/ or in connection with the EoI process.

Annexure-1 Indicative Scope of Technology Transfer

a) Licensing and transfer of state-of-the-art technology relating to design, engineering, manufacturing, assembly, testing, supply, erection, commissioning, repair, retrofit and service reversible Pump-Turbine and/or Motor-Generator along with Excitation System for Pump- Storage Systems (PSS).

b) Seamless transfer of necessary design and manufacturing know how and know why for Reversible Pump-Turbine and/or Motor-Generator, all the electronic cards / sub-assemblies and power modules required to be used in Excitation System for Pump-Storage System

c) Transfer of all design, design calculations, manufacturing drawings, technical and quality surveillance assistance and supervision during manufacturing, erection, testing, commissioning of equipment.

d) Assistance in planning & establishing the new manufacturing, testing and assembly facilities & processes/ suitable augmentation at BHEL’s existing facilities/processes by way of expert advice in terms of identifying, sizing & selection of equipment / machinery required for manufacturing, their layout and foundation etc. Assistance for commissioning of the manufacturing facilities, design of special tools and dies, jigs & fixtures etc.

e) Transfer of applicable computer programs / software including Logics, engineering tools, commissioning tools and source code (wherever applicable).

f) Transfer of improvements/modifications/developments/up gradations to be carried out by the Applicant during the period of TCA for taking care of new market requirements and obsolescence. Subsequent updates required due to component obsolescence or updates implemented by Prospective Customer due to safety consideration would also be provided.

g) Training of BHEL Engineers to enable them design, engineer, manufacture, assemble, quality control, test, supply, install, commission, repair, retrofit and service Reversible Pump-Turbine and/or Motor-Generator along with Excitation System for Pump-Storage System.

h) Deputation of Collaborator’s experts to assist BHEL in absorbing the technology for Reversible Pump-Turbine and/or Motor-Generator along with Excitation System for Pump-Storage System.

i) Support through engineering services from Collaborator’s design office / manufacturing facilities for Reversible Pump-Turbine and/or Motor-Generator along with Excitation System for Pump-Storage System.

j) Transfer of information to enable BHEL to procure items from other vendors (not being manufactured by the Collaborator) for use in Reversible Pump-Turbine and/or Motor-Generator along with Excitation System for Pump-Storage System.

Reversible pump-turbines for pumped storage plants including transfer of know-how and know-why of hydraulic & mechanical design, manufacturing technology, methodology of erection & commissioning:

Neat line / Water passage drawing of turbine components from Spiral casing inlet to Draft tube exit including stay vanes profile, guide vane profile & runner blade profile

Annexure-2B

Indicative technical features of Reversible Generator/ motor along with excitation

system for Pump-Storage System for which Transfer of Technology is sought

Reversible Generator-motor for pumped storage plants along with excitation system including transfer of know-how and know-why of electrical and mechanical design, manufacturing technology, methodology of erection & commissioning:

1 Generator -Motor above 100 MW, 50 to 60 Hz, Variable and fixed speed

2 The excitation system platform offered for technology transfer shall be the latest generation being marketed by the OEM i) with all the features required for variable speed PSS and ii) Controller shall be of reputed make and at least 32 bits.

3 The excitation system shall be suitable to be configured to meet redundancy requirements in the electronic hardware (controller level as well as I/O) as well as control functions like dual auto channel (closed loop voltage/MVAR) control and manual channel (field current regulator).

4 The excitation system platform being proposed for TCA shall have Qualified for type test for environmental conditions, mechanical stability and EMI/EMC immunity ( Details to be provided).

5 The excitation system being proposed shall be suitable for operation up to an ambient temperature of 55 deg C and relative humidity of 95% non-condensing.

6 The power convertor along with the sub-assemblies shall be covered under TCA.

7 The system shall have interface for connectivity with higher order control system / third party DCS system.

8 The excitation system shall have suitable local AND remote terminal for operation with GUI/HMI based software for parameter setting, commissioning, troubleshooting (trending & event recording) and upload/downloading the software. A GUI/HMI PC based Engineering tool shall be available for configuring project specific software.
