Dale,

Our agency along with county fire, and other county agencies, as well as other partners on the Traffic SafetyTeam will be participating in the Columbia County Traffic Satèty Day behind the mall. It will be held onSaturday, March 24, 2012 from 10a.m. to 2 p.m. Is the Commercial Hold Harmless Agreement (it's thedocument that is attached) something that I can fill out and return or does it need to be done by you? I just wantto make sure before I submit what I have filled out.

Thanks!

To: Busscher, GinaSubject: Traffic Safety Day at the Lake City Mail

Good news! The Lake City Mall approved our request to have the Columbia Community Traffic Safety Daybehind the Mall on Saturday, March 24 from 10 a.m. to 2 p.m. We can use the paved parking lot and the grassyarea next to it.

The Mall manager said this is the same day that the Easter Bunny arrives and it will bring in even more trafficto the Mall that day. She will also advertise our event on their marquee that faces U.S. 90.

Since we are holding it on Mall property, there is a hold harmless agreement that each agency must sign in theevent something happens at our event. The agreement is attached if you can start the process to get it signed byyour agency.

Also, the Mall will make a poster for us advertising the event and if we send them a logo, she can add it to theposter. Sounds like a win-win partnership with the Mall and looking forward to bringing this public serviceevent to Lake City on March 24.

Please let me know if you have any questions.

Thanks,Gina BusscherFDOT Public Information Office386-758-3714

MEMORANDUM

TO: Michele Crummitt, Human Resource Director

FROM: Kevin Kirby, Public Works Director

DATE: January 18, 2012

SUBJECT: Hiring Policy Variance

I am requesting a variation of policy to exclude recruitment for the four (4) positions onthe urbanized mowing crew. This crew has been on board as temporary labor throughWal-Staff since October and has performed exceedingly well. I do not believe it wouldbe in the County's best interest to spend additional funds for recruitment for thesepositions when we have folLr (4) very good candidates available currently.

I would ask that all other requirements be met, ie. license check, background check, drugtesting, agility testing, etc.

The four positions would be classified as: (1) crew leader and (3) maintenancetechnicians with the job duties the same as those in Landscape and Parks.

If you need any additional information, please contact myself or Connie.

Good afternoon! The North Florida Economic Development Partnership (NFEDP) is coordinating the execution of aSecond Amendment to the Second Memorandum of Agreement (MOA) relating to the Columbia County and SuwanneeCounty Catalyst Sites which was originally executed by the 14 counties Boards of County Commissioners in July 2008.When the 2nd MOA was prepared, a Scribner's error occurred regarding the Suwannee County parcel identificationnumbers which has now been corrected and incorporated in this MOA.

A second unforeseen issue has arisen which is also addressed in the 2nd Amendment to the 2nd MOA. In order for theColumbia County and Suwannee County Catalyst Sites to compete against neighboring, highly competitive states,Columbia and Suwannee Counties need to be able to offer ad valorem tax abatement as part of their economicdevelopment toolbox incentives to recruit prospects to locate at the Catalyst Sites. Columbia and Suwannee Countyhave the authority by referendum to abate those taxes and each county is currently working with prospectivecompanies which are also considering other states in the Southeast US. Without the abatement, the companies will notlocate in Florida. After much consideration, the counties have concluded that the most important goal is to create jobsfor the NFEDP region and the small amount of tax revenue distribution which was outlined in the 2n MOA is insignificantcompared to potential job creation currently being considered at the two Catalyst Sites. Therefore, this issue is alsoincluded in the 2 Amendment to the 2nd MOA. This issue was addressed at the July 2011 NFEDP Board meeting, amotion was made and passed unanimously by the full board. However, to make sure all BOCCs are aware of the issue, it¡s addressed in the 2' Amendment to the 2nd MOA.

Once the MOA is executed and returned, the Department of Economic Opportunity (DEO) Director will execute andreturn it to the Institute of Government at FSU. One copy will be emailed to you for your files and one will remain on fileat DEO.

Execution Instructions:Mail instructions: Please print two copies of the 2n Amendment to the 2 MOA, have the BOCC Chairperson executeboth copies, and mail or FedEx to:The Institute of Government at FSUAttn: Diane ScholzFSU Research Complex

Application Changes Recommended by Staff

Delete from Section II, Paragraph C. "Verfìcation ofsource of load and weightticket shall be required by the County on a quarterly basis."

Section III, Paragraph I, sentence should read: "The franchise shall be for a oneyear period and is renewable for successive years thereafter on the anniversary date ofthe originalfranchise."

Inclusions to the Agreement as Directed by Commissioners:

The verbiage "adequately prepared" is too subjective. The word "adequately" isto be clearly defined and the expected "standards" will be spelled out in theagreement. The County shall be named as an insured party in the Franchisee's policy and willbe notified if insured's policy is about to lapse.

MOTION: By Commissioner DuPree to approve staff recommendations for Sectiontwo subject to changes discussed by Commission. Second by Commissioner Bailey. Themotion carried unanimously.

Commissioner DePratter is of the opinion that if lower prices for disposing can befound outside of the county, it is a savings to the taxpayer. He said that it appears to himthat the burden is being placed on the businesses that are here to make money on thecitizens.

The motion carried 4-1 with Commissioner DePratter voting in opposition.

Attorney Feagle noted the contract will need to reflect and "ending" date.
