The Boston Marathon bombing had an immense impact on Massachusetts General Hospital, and its Police and Security Department. The hospital had to respond not only to the original event, getting close to 40 patients, thousands of anxious people, families, visitors and media, but also a Presidential visit with only little notice and significant operational/logistical challenges. The security concerns for the delegation included the Governor, Mayor, and new Director of the Secret Service along with President Obama.

The week finished with the trauma of the suspects killing an officer and escaping causing a lockdown of a hospital with an average of 60,000 people daily. Massachusetts General was the hospital most affected and lessons learned are intense. Participants will hear first-hand accounts of how Security mobilized, worked with outside law enforcement, utilized mutual aid and found the balance to safeguard the environment in a manner to minimize chaos, fear and disruption. The presentation will also address ways to optimize public/private partnerships.

Hurricane Sandy stressed hundreds of miles of infrastructure in dozens of communities. Traditional support and response plans from were pressed into action, testing every level of crisis management plans and response. Also stressed during the crisis were support functions which always appear stable, but which were exposed as entire communities dealt with their own response. There are often a lot of lessons learned from small crises. When a crisis like Hurricane Sandy confronts your business and business continuity plans, it provides not only a ton of lessons learned, but opportunity to reflect on entire programs. Time Warner Cable’s post mortem involved over 75 interviews and input from over 250 personnel. The discussion will share a post crisis perspective and lessons learned from Hurricane

The California Governor’s Office of Emergency Services (Cal OES) is responsible for coordination of overall state agency response to major disasters in support of local government. Cal OES assures the state’s readiness to respond to and recover from all hazards, and for assisting local governments in their emergency preparedness, response, recovery, and hazard mitigation efforts. Cal OES also works with partners in state government, the federal government such as FEMA, tribal governments, and the private sector for a comprehensive approach to emergency management.

Gibbs, CPP, ASIS International Council Vice President IHSSF Board of Directors, and Guidepost Solutions/ TDCDavid Gibbs has served the security industry domestically and internationally for more than 40 years. Mr. Gibbs is the Managing Director for Guidepost Solutions, a company that specializes in risk management consulting for domestic and international companies and organizations.

He currently serves as ASIS International Council Vice President. Formerly he was the Chairman of the Council on Leadership & Management Practices, who has just released a major work for ASIS members worldwide titled, “Mentoring Security Leaders.” He also serves on the IHSSF (International Healthcare Security & Safety Foundation) Board of Directors.

He has served two terms as the ASIS Foundation Board Trustee as Vice President, Ethics & Standards, Crime/Loss Prevention, Healthcare, Strategic Planning Councils. He also serves on the University of Phoenix curriculum Advisory Board. Previously he served on the U. S. Olympics Advisory Committee. He is Board Certified in Security Management, and has the designation as a CPP.

Rebekah joined ASIS International in September 1995 and became a Certified Protection Professional (CPP) November 2001. She has been in ASIS International regional leadership since 2007 where she served as Regional Vice President 2007 and 2008 until promoted to Senior Regional Vice President from 2009 to present. She has also served concurrently on the ASIS International Awards Committee since 2010. Bonnie S. Michelman, Director of Police and Outside Services and Security Consultant/Coordinator, Partners Healthcare SystemsBonnie Michelman has extensive leadership and security management experience in diverse industries. She currently is the Director of Police, Security and Outside Services at Massachusetts General Hospital and the Security Consultant for Partners Healthcare Inc. comprising 13 hospitals in Massachusetts. She was formerly District Manager at First Security Services, overseeing 60 diverse operations, and Assistant Vice President for General Services and Operations at Newton Wellesley Hospital,

managing 16 departments.

Bonnie served as President in 2001 of ASIS-International, a 38,000-person organization, Chairman of the Board in 2002, and Foundation President from 2003–2005. She is past President (2008 and 1995) and Chairman of the Board of the International Association for Healthcare Security and Safety (IAHSS). Bonnie is currently on the Board of Directors for the International Security Management Association (ISMA). She is an Instructor at Northeastern University, College of Criminal Justice in the Graduate and Undergraduate program since 1988. Bonnie is on the Regional Board of Directors for the Anti-Defamation League (ADL) and chairs their National Security Committee. Under Bonnie’s direction, MGH won the Lindberg Bell Award for the nation’s finest healthcare security program in 1999 and 2007 among numerous other awards and recognitions. She was appointed in 2010 by DHS Secretary Janet Napolitano to the Homeland Security Advisory Council (HSAC). She has held many leadership positions nationally and internationally. She lectures and consults internationally on areas of workplace violence, hate crimes, active shooter training, domestic violence, risk assessment and management, disaster planning, leadership and communications. She has over 60 publications in various journals on safety, security, leadership and management.

Bonnie has an MBA, and MS in Criminal Justice and a BA in Government and Sociology.

Brian J. Allen, ESQ, CPP, CFE, CISM Group Vice President, CSO Times Warner CableBrian Allen is the Chief Security Officer for Time Warner Cable located in New York, NY. He joined Time Warner Cable in January 2002 and has over 20 years of experience in the security field. Brian is responsible for the national protection of Time Warner Cable’s assets, coordinates the company’s crisis management and business continuity management program, including the coordination with federal and state emergency management organizations. He plays a critical role in the security risk management program, which includes the company’s Law Enforcement Response Center, the customer-facing Enterprise Risk Operation Center,

oversight of internal and external investigations and the company’s workplace violence program.

Throughout his career, Brian has enjoyed success in other positions. He was previously the Director of the Office of Cable Signal Theft at the National Cable and Telecommunications Association in Washington, D.C., prior to his current position at Time Warner Cable.

Brian earned his BS in Criminal Justice from Long Island University and received his Juris Doctor from Touro Law Center in New York. He is a member of the New York State Bar Association, a Certified Protection Professional with ASIS, a Certified Fraud Examiner with the ACFE and a Certified Information Security Manager with ISACA. Brian is also a member of the International Security Management Association and the Advance Threat Assessment Professionals.

As a Time Warner Cable leader, Brian shares in the commitment of serving our communities. He actively sits on the Board of Directors with the Domestic Violence Crisis Center in Connecticut, served on the Board of Directors with the ASIS International from 2011–2013 and actively sits on the Board of Trustees with ASIS International’s Foundation.

KEY NOTE SPEAKER: Mark S. Ghilarducci, State of California Secretary of Emergency Mark S. Ghilarducci serves as the Director of the California Governor’s Office of Emergency Services (Cal OES), appointed July 1, 2013 by Governor Edmund G. Brown Jr. Ghilarducci previously served as Secretary of the California Emergency Management Agency (Cal EMA) appointed in February 2012 by Governor Brown. As a member of the Cabinet, Director Ghilarducci serves as the Governor’s Homeland Security Advisor (HSA) and oversees statewide public safety, emergency management, emergency communications, counter-terrorism efforts and the State Threat Assessment System (STAS). His duties include serving as chair of

numerous boards and committees and he sits on several state and national commissions and work groups.

Mr. Ghilarducci has over 30 years of diversified service in both the public and private sectors, in the emergency services, fire and rescue and homeland security disciplines. Prior to his appointment as OES Deputy Director, he served as a Federal Coordinating Officer (FCO) with the U.S. Federal Emergency Management Agency (FEMA), where appointed by President William J. Clinton, he directed and coordinated federal response and recovery

He has served in both command and technical advisory positions at many high profile and complex events, including the collapse of the I-880 Cypress Freeway in Oakland, following the 1989 Loma Prieta Earthquake; the 1995 Great Hanshin (Kobe, Japan) earthquake, providing technical advice on fire, rescue and recovery operations to the Japanese Foreign Ministry and Prefectural Governments of Osaka and Kobe; as the Commander of the National US&R Incident Management Team, dispatched to manage technical rescue operations following the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City; as Coordinator of the California response to the World Trade Center and Pentagon Terrorist attacks in 2001; and as an advisor to the State of Louisiana and Governor Kathleen Blanco following Hurricane Katrina in 2005.

A principal author of the National US&R Response System, Mr. Ghilarducci served for over ten years as an Appointee to National US&R Response System Advisory Committee.

Mr. Ghilarducci also worked for ten years in private sector. He served as Vice President and Director of the Western States and Asia -Pacific Office of Witt Associates, an international crisis and consequence management consulting firm, based in Washington DC. He has spent significant time working in both China and Mexico supporting Emergency Management and Public Safety Capacity Building efforts.

He received his Bachelors of Science degree in 1987 from the University of California at Davis and in 1996, was named Young Alumnus of the Year by the University. He is a 1998 graduate of the Fellowship Program for Senior Executives in State and Local Government at Harvard University, JFK School of Government.

KEY NOTE SPEAKER: Christina Curry, State of California Deputy Director CalOES Christina Curry was appointed by Governor Brown in 2012 and has held multiple positions for Cal OES, including appointments as Assistant Director in 2005 and Deputy Director of Preparedness and Training in 2008. Curry’s areas of oversight include state-level planning and preparedness programs for all hazards. She also held multiple positions at the Governor’s Office of Emergency Services from 1991 to 2001.

Bruce T. Blythe, Chairman Crisis Management International, Crisis Care Network and Behavioral Medical Interventions Bruce Blythe is an internationally acclaimed crisis management expert and the owner and chairman of three companies that provide employers with a continuum of crisis preparedness, crisis response, and employee return-to-work services. Crisis Management International (Atlanta-based) is the preparedness arm of the three companies. CMI has assisted hundreds of companies worldwide with crisis and business continuity planning, training and exercising. CMI also provides workplace violence preparedness programs and threat of violence consultations through a specialty network of threat management specialists,

Widely regarded as a thought leader in the crisis management and business continuity industries, he is the author of Blindsided: A Manager’s Guide to Catastrophic Incidents in the Workplace. He has served in the military police for the U.S. Marine Corps. He’s a certified clinical psychologist and has been a consultant to the FBI on workplace violence and terrorism.

Blythe has appeared on NBC’s Today Show, CNN, ABC’s 20/20, CBS’ 48 Hours, CNBC, NPR and others. Andrea Davis, Walt Disney Company Ms. Davis started from humble beginnings. She began college as a single teen mother and waitressed graveyard shifts to put herself through school. She attributes those challenging times to giving her the drive to succeed and the determination to help others during times of crisis. For the past 15 years, Ms. Davis has dedicated herself to the field of emergency management.

Ms. Davis joined the Walt Disney Company as the Director of Global Crisis Management and Business Continuity in the fall of 2012. She overseas an enterprisewide department that is responsible for all hazards emergency planning and testing for Disney and its affiliates worldwide. Prior to joining Disney, she served as the External Affairs Director for the Federal Emergency Management Agency’s (FEMA) Louisiana Recovery Office (LRO) where she oversaw all public affairs, congressional and intergovernmental outreach for the recovery operations and was responsible for reshaping FEMA’s image within the local community. The LRO managed the recovery from four hurricanes Katrina, Rita, Ike and Gustav and the 2011 Mississippi River flooding incident with a total portfolio of over $20 billion dollars—the largest recovery operation in the United States since the Civil War.

Additionally, Ms. Davis served as the Regional Training and Exercise Planner for the City and County of San Francisco’s Department of Emergency Management where she developed a comprehensive five-year emergency training plan and exercise program that was adopted by the State of California. Ms. Davis coordinated the expansion and execution of the 2010 statewide Golden Guardian exercise; a full-scale port security exercise.

Ms. Davis’ additional experience includes serving as the Emergency Manager for the Federal Reserve System where she managed all aspects of the Federal Reserves’ local and national emergency response and continuity planning. Furthermore, Ms. Davis has also served as the Emergency Manager and Public Information Officer for the Northern District of the U.S. Attorney’s Office, the Salvation Army and several other San Francisco based nonprofits.

Ms. Davis’ educational background includes a Bachelor of Arts in International Relations from CSU, Chico, and a Master of Science in Public Health from Pennsylvania State University’s medical school. Her passion is working with nonprofits to incorporate emergency planning into local development and government. Ms. Davis is currently serving on the Board of Directors for the American Red Cross, Los Angeles Region Chapter. Her past service includes serving as a Board Director for EMPOWER, a national nonprofit focused on mentoring women in the emergency management field, a committee chair for the Building Owner and Managers Association (BOMA), San Francisco Office and as a Board Member for the United Way’s Resilient Communities Council, San Francisco. Additionally, Ms. Davis is a 2013 inductee to the Women’s Emergency Management Hall of Fame.

PANEL MODERATORS

Matt Powers, Technical Director, Security Solutions, Anixter Matt Powers is the Vice President of Global Technology Marketing at Anixter. He brings with him over 14 years of sales, management and technical experience in the physical security industry. Matt is a current elected member of the ASIS Physical Security Council for 2014–2015, with a special focus in ASIS’ education, international and physical security system design subcommittees.

In 2010, Matt was elected into the Technical Services Committee of ONVIF, making Anixter the only nonmanufacturer representative to serve on an ONVIF committee. ONVIF is an open industry forum for the development of a global standard for the interface of IP-based physical security products. In his committee role, Matt’s objective was to be the voice of Anixter’s customers, both end-users and integrators, within the standards community. During his time with ONVIF, he assisted in the development of many physical security interoperability standards such as ONVIF Profiles S (video streaming), C (IP-based access control) and G (edge video storage). Matt also introduced the Profile concept to the ONVIF standards committee. Profiles is based a concept of making it easier for security practitioners to understand the benefits of ONVIF conformant devices and how various conformant device interoperate with each other.

In his career at Anixter, Matt has spent over 12 years focused on the physical security industry. He has worked with integrators and their end users globally on many complex physical security applications ranging from citywide security, education, retail, critical infrastructure and enterprise. He was also responsible for leading Anixter’s physical security-focused testing at the Anixter Infrastructure Solutions Lab to help customers make informed purchasing decisions. In this role he also interfaced with other standards organizations such as Underwriters Laboratories (UL) to provide input on the development of their UL 2802 standard focused on performance testing of camera image quality.

Alex Rodriquez, Walt Disney Company Manager, Global Security Communications Center (GSCC)Alex Rodriguez is responsible for managing the Walt Disney Company Global Security Communications Center which is known as the “GSCC.” Mr. Rodriguez’s primary role within the GSCC is to provide support and leadership to his team in protecting Disney operations and assets globally. His responsibilities consist of the oversight of daily center operations, global incident management, asset tracking and travel notification. In addition to these duties, Mr. Rodriguez is involved in the ongoing development of employee training for Communicators and Supervisors as well as the revision and standardization of employee

policies and procedures.

As a Manager, Mr. Rodriguez has lead company initiatives to completely remodel and enhance the GSCC by identifying and integrating state of the art technology to assist in supporting the Disney Company enterprise. Mr. Rodriguez’s role within the Company recently expanded to assist in managing the newly created Special Services department, which includes the Executive Protection Program and Production Security.

Prior to joining the Walt Disney Company security team, Mr. Rodriguez attended the US Army Military Intelligence School in Fort Huachuca, Arizona where he graduated as a Counter Intelligence Agent. Mr. Rodriguez was deployed for nearly two years to Kandahar, Afghanistan as a Counterintelligence Agent as part of Operation Enduring Freedom. Upon his return, he was awarded the Bronze Star Medal for exceptional meritorious service while serving as a member of the Combined Joint Task Force 76 in support of Operation Enduring Freedom and an Army Commendation Medal with a Valor Device for exceptional valorous achievement as the Team Leader of the 8th Tactical Human Team.

Following his deployment, Mr. Rodriguez returned to California State University, Los Angeles where he completed his remaining coursework and received his Bachelor of Arts in Sociology to add to his extensive background in investigations, counter terrorism, threat vulnerability assessments, intelligence analysis, risk management and policy development.
