• “So far, Lower Saxony has had to make coverage as the only state alcohol test purchases. German Family Minister Ursula von der Leyen had failed in 2007 with the draft law. Critics see the youth abused as mystery shoppers to detect violations of law.”

• “Lower Saxony, told the newspaper that the test purchases in his state have brought "outstanding success". In the first phase of sample purchases were illegal yet three out of four young people get alcohol. In the second test wave it was only every second.”
