a. Introduction
The following report on resistance preparations in WehrkreisVII was obtained. from Obst d Pol Paul SCHMITZ—VOIGT, Inspekteurder Sipo, MUENCHEN.. A career policeman and expert criminologist,(in which he has 1?een active ever, since 192).), he claims , that heas cot very active as IdS, and did not enjoy the complete con-.fidence of the Party. His inside knowledge concerning resistanceplans is allegedly limited.
He appears cooperative and frank..
b. Unternehmen WERWOLF
SCHMITZ—VOIGT first heard about the WERWOLF project inJanuary 1945 when' the SD Leiter, 0/Stubaf GLITZ, told him thatPRUETZWN was touring the country on a special mission.
During one of the last bi—weekly meetings with his policechiefs, the HSSPf MUENCHEN, Freiherr von EBBPSTEIN, pointed ata stack of secret documents, and stated that he was unable toattend to WERWOLF preparations himself. , Severa/ persons weresuggested for the task, including'Ernst,WAGNER and. .H/Stuf HOOG--STRASSER, an SD intelligence man in AUGSBURG. No decision wasreached, and SCHUITZ .—VOIGT did not hear any more about the mat-ter. Those present at the : meeting were: GdO Gen MUM, EdSObst FRIEDRICH, Gestapo Leiter 0/Reg , Rat SCHAEFER„Kripo Leiter0/Reg Rat GREINER, SD Leiter GLITZ, Kommandeur d GendarmerieGen/Maj . RAUNER, and tWo members of von EBERSTEIN t s staff:GADE and Obst/Lt DECKER or DECKERT.
c. BUNDSCHUH
Early in April 1945 a:teletype message claseifiddolGeheimeReichssache" and signed by EALTENBRUNNER, arrived from . Ant IV. .Its approximate contents were at follows:'
.Personnel suitable for espionage and sabotage is to beorganized under the code word "BUNDSCHUH". Small groups are.to be formed to remain'behind the enemy lines. "Anlauf Stol-len" (contact addresses) and rationdumps are tp be establish-ed for their use.

SCHMITZ-VOIGT discussed the message with his three subordinateofficers, GLITZ (SD Leiter), SCHAEFER (Gestapo Leiter) andGREINER (Kripo Leiter). They agreed that the organizati:m ofthe project in the short time left would prOve ektremely dif-ficult.
Only GLITZ decided to organize his SD men in groups oftwo to three men each. There were approximately 20 full-time(hauptantliche) members. Ttto or three; notably DAUBER, weltqualified to function as leaders of the organization, in SCHMITZ-VOIGT's opinion.
There were, in SCHMITZ-VOIGT t s estimation, three areassuitable for the preparation of sabotage missions:
ROSENHEIM, tho seat of an SD- ,Anssen Stolle, Its Lei-ter, HIERL, had been temperarily relived by GLITZbut had been brought back. • • .
BAD TOELZ, where sufficient arms, explosives and food-stuffs were available at the Junkerschule.
TEGERN SEE, where the office of the Komnando NeldeGoblet MUENCHEN was located in the ENAG Heim at ROT-TACH and where arms, food supplies, and WIT equip-ment were available. A W/T station was located atROTTACH.
GLITZ was in charge. (His predecessor, Obst/Lt WAAG, arelative of Admiral CANARIS, was transferred to Wehrmelde AmtEEMPTEN after 20 Jul44.) Other officers were: Obst/Lts WER-NER and SENDNER (deputies), Maj (Obst/Lt?) .'mn UNIUH, and MaiULRICH. UNRUH and ULRICH are in US captivity.
d. SIGRUNE
While BUNDSCHUH conaerned Sipo and SD 'personnel, SIGRUNEwas to be organized by the Gestapo. • It was' the Geheime Reichs-sache and , SCHMITZ-VOIGT hat no knowledge of it. He never dis-cussed the matter with the Gestapo Leiter SCHAEFER end doesnot believe that SCHAEFER ever undertook anything in that mat-ter. The majority of the Gestapo agents, as well as most of
' the Kripo personnel were organized in Alarm-Einheiten and somewere posted to prevent loctings and uprisings of foreign workers.SCHAEFER intended to stay with his Alarm aainheiten. If he had, madoany preparations for future resistance movements, ho would havereported it to either SCHMITZ-VOIGT or to von MERSTEIN.
e. Other Leads
In mid-April various personalities arrived from the RSHAafter the BERLIN offices had been liquidated.
, Standf EHLERS called on SCHMITZ-VOIGT and informed him of• the dispersal of Ant III. EHLERS acted as ORI21DOEF I s represent-ative in the South, while OHLENDOPF remained in Northern Germany.

AA the female amployeei of the central and all local officeswere dismissed, it was yuggested that positions be found. for thenin private industry. Whether this suggestion was motivated byhumanitarian considerations or by speculations on their futureuse for clandestine purposes was not clear. The meeting was at-tended by GLITZ and several other Amt III officials unknown toSCHMITZ-VOIGT.
EHLEBS centinued his journey South to an unknown destination.
Standf Dr PAEFFGEN of Ant VI arrived accompanied by severalofficials unknown to SCHMITZ-VOIGT. He seemed to work in closeCooperation with GLITZ and DAUBER.
SCHUITZ-VOIGT was told by GLITZ that Dr ICNOCHION had arrivedfrom MEM= and was slated to boom° Inspekteur der /Commando Mel-de Gebiete. GLITZ and Dr KNOCHEN left together for Italy..
Another possible organizer of a resistance movement in Be-varia is Dr /SSELHORST, wlis as former Gestapo Leiter of MUEN-CHEN, is well acquainted with terrain and personalities in thatarea. ISSELHOPST was relieved (atrafversetzt) from his post inMUENCHEN and sent to the Eastern front, subsequently beccming BdSSTASBOURG and IdS STUTTGART, where he was also in charge of theborder police. Since fall of 1944 he was in the RSHA for spec-ial missions.
SCHMITZ-VOIGT had his offices at Haus BAST= at BERG onthe Sternberg Lake. Von EBERSTEIN moved into the same build-ing in April 1945. Ho stayed there :tly a few days and thenmoved to BAD TOELZ, where 0/Gruf BERG. the "RIMIER of theSouth !' had his headquarters. •
SCHMITZ-VOIGT is positive that there was no sabotage orW/T school in Wehrkreis VII. The WIT school at ORT/SEI/SouthTYrol, which supplied agents for work behind the Allied linosin Italy, was dissolved in the fall of 1944.
