NEW YORK – The chairman of the Senate subcommittee overseeing
aviation said Friday he would recommend holding congressional
hearings on aircraft registration after The Associated Press reported
the Federal Aviation Administration was missing data on one-third of
U.S. planes.
"We need to find out why, and how it can be brought back to have a
registry that has credibility," said North Dakota Sen. Byron Dorgan, a
Democrat.
The FAA says as many as 119,000 of the 357,000 U.S.-registered
aircraft have "questionable registration" due to missing paperwork,
invalid addresses and other paperwork problems.
In reports in 2007 and 2008, the agency warned that the probblem was
causing loopholes that terrorists, drug traffickers and other criminals
might exploit. It was concerned that a criminal might use a U.S.
registration, known as an N-number, to slip by computer systems
designed to t rack suspicious flights.
"It is advantageous to a drug trafficker or a terrorist to use an airplane
with a registered N-number as these airplanes would be subject to less
scrutiny," the FAA wrote in a 2008 explanation of the registry problem.
On Friday the FAA said it was taking "proactive steps" to clean up thedatabase by requiring all aircraft owners to re-register their planes over the next three years.
"The agency is moving to a mandatory re-registration system l ike the ones most states use to register
automobiles, so we have more current and complete registration information in our database," the agency
said.
Dorgan's counterpart in the House of Representatives, Rep. Jerry Costello, D-Ill., said Friday the FAA needs
to improve its recordkeeping but stopped short of calling for hearings.
"Given the security issues at stake, revising and modernizing the registration process is necessary," Costello
said in a written s tatement. "The FAA needs to ensure the re-registration process runs as smoothly as
possible and that the maintenance of records is improved, and I believe the FAA is proceeding accordingly."
Both congressmen will soon be stepping down from their leadership roles in the aviation committees. Dorgan
is retiring in January, and Senate leaders have not yet chosen a new committee chair.
Costello, a Democrat, will lose the post when Republicans take control of the House in January. His l ikely
replacement, Rep. Tom Petri, R-Wis., was unavailable for comment on Friday, a spokeswoman said.
Until now, aircraft owners were only required to register once, when they purchased an aircraft. Errors
accumulated over decades as new purchasers forgot to register, owners died, invalid addresses went
uncorrected and junked aircraft went unreported, the FAA says.
In addition to law enforcement purposes, the FAA said it uses the database to contact owners about safety
problems and locate planes that go miss ing.
Pilot groups said the outdated registry was not a security risk , noting the United States has other safeguards
against terrorism.
The Transportation Security Administration does background checks on student pilots from other countries,
air traffic controllers watch for suspicious flights, and the Department of Homeland Security has launched new

1. Arguing Reagan wasn't an B movie actor hired to play President by the Republican leadership?
Considering the number of times he muffed his lines he definitely had Alzheimers while being
president. The Air Traffic Controllers went on strike because of the number of near collisions due to
high staff turnover and non-functional computer systems. The inability to track computers in the air
definitely helped the terrorists: Thank you Mr Reagan.
2. Many commercial planes are in "boneyards" in Marana, AZ; Mohave, CA; etc and will not be
registered because although flyable the owners choose not to fly them.3. Race cars and ATVs are not licensed, they are used off road. Aircraft are not required to use
commercial airports that require locators. Seaplanes usually don't use airports.
4. WA State requires licensing of boats however only one third of the total has bothered.
5. E.G.: There is a farm south of our town that has a grass field and entertains parachute jumping.
There is a newer monoplane, several flyable biplanes, and a biplane that appears to be in need of
repair (falling apart). Occasionally other planes are there for a few days. No security. The Cessna
that was shot down trying to ram the West Wing (well after 9/11) was stolen from just such a small
field.

You've had 9 years to clean this up! Talk about a "lame duck Congress"!
Maybe if you got together with the NIS, the FAA might be able to find these planes...seems like
both Federal Agencies have the same problems...
Congress is only going to waste more money on a hearing...the FAA doesn't know what they are
doing, and have no idea how to go about cleaning it up! What is there to argue for months?
You people haven't been able to find the open end of a shopping bag...if you could, you should wear
it over your heads!

The FAA is atypical. If you look at any City in this counrty that is run by the NEGRO faction, you
will see the same pattern. Things misplaced or not entered at all. I recall when I was in business
many, many years ago, a branch office of an Insurance company being told that they had to hire a
Negro in the Claims Dept. They did and it didn't take her long to just about destroy the dept. Mis-
filing ,destroying files , etc. Currently the City of New orleans under the first Caucasian moyor in the
past 20 years or so finding that each department under the previous mayor is in complete
shambles. Soooo, what is happening in the current Federal Administration is not at all a suprise.
May GOD help us.

Close the borders. If a plane without a flight plan enters USA airspace shoot it down. No need to cry
about the bother of registering it.

This registration problem with aircrdaft, especially general aviation, has been with us for at least 40
years. A part of my job used to be cross-reference searches of aircraft registrations with FCC radio
transmitter licenses. No one thought it was a problem back 40 years ago. Why another day late,
dollar short approach now?

AXIOM::A government on the brink of chaos is always bogged down in paperwork.
Can anyone see the fallacy of this ariticle?
HINT:: Why don't criminals register their guns. Why do they seek out "clean" pieces?
QUESTION:: lf Achmed is planning to load his airplane with explosives and fly it into a crowded
target, why would he rush to get that registration paperwork done properly?

Every car in the USA has an owner - has a tag, pays property taxes on that vehicle. Why not
planes?
A car owner also has to have insurance - do planes not have that? It should be easy to track
planes - the Insurance Companies and property tax records and license records should show that.
Also, the pilots have licenses and should be required to show WHAT plane they fly and WHERE it
is located. Computers make it so easy to make "files" on this kind of thing - even "dumped" cars
are known about - the owners have to return the license tags to the state where they live and show
the
car was "dumped" and not running. Too bad so many people drive without their licenses....but we
can't catch them all - I guess the same is true of planes - However, planes need fuel - we can also
check with those selling fuel for planes - easy enough - get fuel company to register the owner and
location!

Don't worry about the planes with open borders terrorists can just walk in and bring their items with
them ! We have 1.8 - 2.8 million illegals crossing each year !
