Subject:- 40th Advanced Professional Programme in Public Administration (APPPA) atIndian Institute of Public Administration, New Delhi from1st July 2014 to 30thApril 2015.

Sir/ Madam,Reference is invited to this Department's circular of even number dated 7thNovember

2013 inviting nominations for the above mentioned training programme to be held at liP A,New Delhi from 1stJuly 2014 to 30thApril 2015.

2. The nomination of officers listed at Annexure-I have been accepted for the40th Advanced Professional Programme in Public Administration (40th APPPA) subject to thefollowing conditions:-

• No course fee is payable. However, sponsoring Ministry/Department/Office shouldundertake to bear all other expenses on training of officers;

• The Sponsoring Ministry/Department/Office should undertake to pay the pay andallowances and other entitlements in respect of the officer(s) throughout the durationof the course;

• An amount of Rs.3,88,000/-(Rupees Three Lakh Eighty Eight thousand only) wouldbe remitted by the sponsoring organizations to the Registrar, Indian Institute of PublicAdministration (IIPA), New Delhi by 15th July, 2014 to cover cost of preparation ofdissertation/field visit, village study, urban study and foreign study visit in respect ofeach participant under intimation to this Department. After completion of the training,sponsoring organizations may settle their accounts with the liP A in consultation withtheir officer(s) concerned.

• During the course, the officer(s) would be entitled to the terms indicated in para 8 ofthis Department's circular of even number dated 7thNovember 2013.

• The officers who are on central deputation under Central Staffing Scheme and whosetenure at the centre ends during the programme or within three months after theprogramme are liable to be repatriated to their parent cadre after completion of theprogramme.

• An ad hoc allowance of Rs. 5000/- (Rupee five thousand only) for purchase of booksstationery etc. will be sanctioned to the participants by sponsoring organizations fromtheir contingent expenditure;

• During the course, the officer(s) would not be released to take up any otherassignment/deputation;

• The officer would be required to execute a 'Bond' prior to hislher joining theprogramme and submit the same to hislher Cadre Controlling Authority that he/shewill serve the Government for a period of five years, or to repay the total expensesincurred on the training in the event of hislher resignation, voluntary retirement orquitting programme without completing.

• The officer(s) may be withdrawn from the course by the Director, Indian Institute ofPublic Administration (IIPA), New Delhi in case of their performance beingunsatisfactory.

3. It is requested that a formal communication confirming the acceptance of the conditionsreferred to in para 2 above, may please be sent to this Department immediately latest by10-06-2014.

4. Please note that the course will be commenced on 1st July 2014 and the participantsare required to report to the Director, Indian Institute of Public Administration (lIPA),Indraprastha Estate, Ring Road, New Delhi-lI0002. The officer(s) concerned may please beinformed accordingly. The sponsoring organizations are also requested to kindly obtainvigilance clearances and cadre clearance (clearance from State Government in case of IAS/IPS and IFS officers) in respect of the officer (s) nominated by them before joining theprogram.

5. Since last minute withdrawal causes considerable difficulties, the participation of theofficer(s) sponsored by you may also kindly be confirmed by return fax.
