Please refer to this Department's letter of even no. dated 30.07.2019 regarding holding of31st meeting of Standing Committee of Voluntary Agencies (SCOV A) under the Chairmanship ofHon'ble MOS (PP). Owing to some administrative reasons, the 31 st SCOVA meeting has beenrescheduled to a new date. Details of the meeting are as under:-

2. Because of the constraint of the space, only one representative may attend the above saidmeeting. It is requested that the name of the member nominated to attend the meeting may kindlybe sent to the undersigned.

3 Only one outstation member will be paid TAIDA and local members will be paidconveyance charges in accordance with the rules/instructions. Outstation members will be paidTNDA as per their last entitlement on retirement. Representatives of Pensioners Associationswho are entitled for journey by air and also entitled to journey by air as per this Department'sletter no. 42/l1/2014-P&PW(G) dated 19.05.2014 may purchase their Air Tickets from Air Indiaonly (at Booking Counters/website of Air India) or by utilising the services of authorised travelagency i.e Balmer Lawrie & Company/IRCTC/M/s Ashok Travels & Tours.

4. In connection with para 3 above, the cancellation charges will be reimbursed to theSCOVA members who had booked their tickets for attending the meeting on 061h Sept,20 19 onsubmission of both cancelled and new tickets.

5. It is requested to fill up the Mandate Form enclosed. The TNDA reimbursement wouldbe made through e-payment mode afterwards.

Sub:- Grant of TA to Non-official members attending the SCOVA meetings Permissionto perform AIR Journey for journey above 1000 kms.

I am directed to refer to the subject noted above which was one of the Agenda items forthe 24th Meeting of Standing Committee of Voluntary Agencies and was referred to theDepartment of Expenditure for the further consideration.

2. The Department of Expenditure has given its approval in the matter and has stated thatthe DoPPW may regulate the entitlement of TA in respect of Non-official Members as per theentitlement of officials presently holding the posts from which these Non-officials (who areretired Government employees) had retired as per provisions of Revised Travelling AllowanceRules vide Department of Expenditure's OM no 19030/3/2008-EIV dtd 23.09.2008 subject tothe conditions that where the distance to be travelled is more than 1000 kms, the Non-officials, if they are otherwise not entitled to air travel in terms of the OM dtd 23.09.2008, maytravel by Air by Air India only and that the cheapest economy class airfare of Air India wouldbe reimbursed. Whereas, if the distance to be travelled is more than 1000 kms, but thelocations are not connected by Air India, the Non-official Members would have to travel byother authorised mode of transport (e.g rail).

4. This issues with the approval of Department of Expenditure vide Mlo Finance 10 Note no23389/2014 dt 07.02.2014 (F.No 19020/1/2014-E-IV).

RESOLUTION

Consequent upon expiry of tenure of the Standing Committee of Voluntary Agencies(SCOVA) constituted vide this Department's Resolution No. 42/0812013-P&PW(G) dated25th August, 2015 for a period of two years, the Government of India has decided toreconstitute the SCOV A with the following composition.

2. The term of SCOVA being reconstituted through this Resolution will be of 2 years.The Standing Group members would serve for three terms of two years (one term of twoyears) or till the pleasure of the Chairman SCOVA, whichever is earlier. The RotatingGroup members would serve for one term of two years and would be eligible for re-nomination for one more term.'

3. The SCOV A will hold its meeting as often as may be necessary. However, it willmeet at least once in a year.

4. The SCOV A will function to promote the following objectives:-

(i) To provide a feedback on implementation of policies/programme of theDepartment of Pension and Pensioners Welfare.

(ii) To discuss and critically examine the policy initiatives; and(iii) To mobilise voluntary efforts to supplement the Government action.

5. Travelling Allowance and Daily Allowance to Non-official members for attending themeeting of SCOVA shall be regulated in accordance with the provisions of SR190 and ordersof Govemment of India there under as issuedfrom time to time and this Department's letterno. 42/11/20 14-P&PW(G) dated 19.05.2014.

6. The expenditure involved will be met from within the sanctioned budget grant ofDepartment of Pension & Pensioners Welfare.
