The draft investigation work plan, called a “Remedial Investigation Work Plan,” was submitted toNYSDEC under New York’s Brownfield Cleanup Program. Highlights of the Proposed Site Investigation The investigation will define the nature and extent of contamination in soil, surface water,groundwater and any other parts of the environment that may be affected.

The following activities will be performed as part of the remedial investigation:

Install and sample two sub-slab soil vapor points, two indoor air samples (located in nearby off-site residential dwellings), and one outdoor ambient air sample.

Install seven monitoring wells. Two sets of clustered monitoring wells will be installed on the southeast and southwest sides of the project site. These cluster wells will be screened at a shallow (55-65 ft.) water table zone, intermediate (75-85 ft.), and deep (95-105 ft.) intervals. An upgradient well will be installed on the north side of the property and will be screened at the shallow watertable interval as a baseline data point screened at 55-65 ft. Install three soil borings to 65 ft. below ground surface (bgs) to identify on-site soil conditions at all monitoring well locations. Sample the eleven monitoring wells associated with the adjacent gas station.

Next Steps NYSDEC will consider public comments, revise the plan as necessary, and approve the work plan.NYSDOH must concur with the plan. The approved work plan will be made available to the public(see “Where to Find Information” below). After the work plan is approved, the activities detailed inthe work plan will be implemented as soon as possible. The work, as currently described in the plan,is expected to take 8 months to complete. When the investigation is completed, a report will be prepared and submitted to the NYSDEC thatsummarizes the results. NYSDEC will review the report, make any necessary revisions and, ifappropriate, approve the report. After the investigation, a cleanup plan, called a “Remedial Work Plan” will be developed and aDecision Document will be proposed. The cleanup plan will include an evaluation of the proposedsite remedy, or recommend a no action or no further action alternative. The goal of the cleanup planis to ensure the protection of public health and the environment. NYSDEC will present the proposedcleanup plan to the public for its review and comment during a 45-day comment period. NYSDECwill keep the public informed throughout the investigation and cleanup of the site.

Background Location: The site is located in an urban area at 202-16 Hillside Avenue, Hollis, NY. The site is located within Queens county. The site is approximately 580 feet to the west of Francis Lewis Boulevard and theRoute 25 (Hillside Avenue) intersection. Site Features: The site consists of a one-story commercial retail dry cleaners and a paved parking lot in the front of the property and an unpaved parking area on the west side of the building. The site is approximately 9,838 square feet and the building footprint encompasses approximately 3,500 square feet. Current Zoning and Land Use: The site is currently an active dry-cleaner and is zoned as R4 (residential) with a Cl-2 (commercial) overlay, and is surrounded by commercial and residential uses. The nearest residential area is directly adjacent to the site building, five feet (5’) to the south. Commercial uses are present in adjacentbuildings including a gas station to the west of the site. There are two-story buildings located across 204th Street to the east, which contain commercial establishments. Some of these buildings alsocontain residential units on the second floor. There is a large shopping center across Hillside Avenue.

Past Use of the Site: The site has been used as a dry cleaner since at least 1961. The current operator, Jodina Hillside Corp., began operating the business in 2000. Prior operators include Swift Drive-In Cleaners and Triple D&P Cleaners, Inc. The names of other prior operators are currently unknown. It is believed that Swift Drive-In Cleaners, Triple D&P Cleaners and other unknown entities that operated the dry cleaners prior to Swift Drive-In Cleaners were responsible for contaminants identified in the BCP application. No remedial activity has been conducted at the site. Site Geology and Hydrogeology: The geology of Queens County consists of unconsolidated glacial deposits overlying crystalline bedrock at about 80 feet bgs. Soil cores collected from nearby investigations consisted of fill material containing brown coarse to medium sand with some gravel. The site is located approximately six (6)miles northeast of Jamaica Bay. Groundwater in the vicinity of the site was encountered atapproximately 51 to 52 feet bgs and flows toward the southwest.

Brownfield Cleanup Program: New York's Brownfield Cleanup Program (BCP) encourages the voluntary cleanup of contaminated properties known as "brownfields" so that they can be reused and redeveloped. These uses may include recreation, housing, business or other uses. A brownfield site is any real property where a contaminant is present at levels exceeding the soil cleanup objectives or other health-based or environmental standards, criteria or guidance adopted by DEC that are applicable based on the reasonably anticipated use of the property, in accordance with applicable regulations.
