Dear Colleagues, Over the past several months, we have made it through a busy season ofsummer turnaround work, a smooth kickoff to the academic year with avery sustainable and customer service oriented Move-In, ribbon cuttingsand other celebrations for several new projects and renovated spaces, aswell as openings for new campus restaurants. And let's not forget one verycoordinated hurricane preparedness plan put in place. I am proud and grateful to be able to work with a department ofexceptional, committed individuals who display great teamwork and agenuine interest in the well being of our community members. Penn Connects 2.0, Phase 2 of the campus development master plan whichcovers the years 2011-15, was presented at the June University Trusteemeetings. It builds upon the accomplishments of Phase 1 (2006-10) andincludes the acquisition of the 23-acre former industrial parcel located southof campus along the Schuylkill River, now known as South Bank.

The renewed vision is based on the following four principles:

Focus the academic mission in the core campus, highlighting theintegration of Penn's outstanding 12 schools.Encourage connections within and beyond the campus to embraceinterdisciplinary academic pursuit, research discovery and clinicalcare.Develop vibrant living and activity spaces that support the learningenvironment.Employ University sustainability goals and objectives to informfuture development. In particular, balance new construction withadaptive reuse opportunities.

The above principles coalesce around five primary themes of connection inPhase 2:

Penn Connects: Teaching and Scholarship Encourage integration of knowledge between 12 schools.Penn Connects: Research and Clinical Care Encourage integration of knowledge from "bench to bedside."Penn Connects: Living and Learning Encourage integration of knowledge beyond the classroom.Penn Connects: Campus and Community Encourage integration of knowledge with local and global partners.Penn Connects: Past and Future Encourage integration of knowledge via reinvestment and newgrowth.

Century Bonds UpdateThe University of Pennsylvania's Board of Trustees' Executive Committeepassed in March a resolution to authorize the University to take advantageof the low interest rates and sell $300 million worth of bonds at a yield rateof 4.67 percent -- the lowest interest rate ever issued for either universities orcorporations, according to The Wall Street Journal.

As of mid-November,the University total forthe Penn's WayCampaign topped $1.4million. FRESparticipation was high,with severaldepartments coming instrong:

2112, the University will have to pay back the $300 million plus interest.These funds will be used as part of the Climate Action Plan goals tomodernize aging buildings on campus. Specifically, the proceeds from thebond sale will fund new heating, cooling, and lighting systems in olderbuildings in order to generate cost savings and make the University moremodern and efficient. FRES recently created a few new roles to manage the Century Bondprojects, hiring John Zurn as Century Bond Program Director and JohnMahony as Senior Project Manager, while Margo Pietras was promoted toSenior Project Manager for the Century Bond Program. Penn also selected apre-construction and construction management service company for theseprojects, working closely in collaboration with the University and ourdesign consultants.

Annual Update Meeting & RecapThis past June, FRES held a series of annual update meetings with all staffmembers to discuss the past year's accomplishments and lay out the goalsfor the upcoming year. A summary recap of the meeting highlights can befound here and on the FRES website by navigating to Penn Community(PennKey required) and then going to FRES Information .

Administration Update

Update on the FRES Lean Process ImprovementsThe FRES Lean Process Improvement Team, a cross functional team, hasexhibited innovation, initiative, and commitment to service as theyimproved FRES' work flow processes to thirteen different trade shops usingthe Lean Six Sigma methodology, resulting in improved work orderefficiency, increased workforce satisfaction, better communication withschools and centers, better inventory management, and reduced work ordercycle times. The overall average number of days it took to complete a work order wasreduced by 46%. The upper process limit, a statistical calculation indicatingthe boundary for maximum permissible values was reduced by 49%.Schools/centers found work was being completed sooner and on the firstattempt. With obstacles removed, mechanics also have enjoyed increased jobsatisfaction. As of November, about 60% of shops have implemented Lean ProcessImprovements. The goal is to have all shops participating by April 2013.

2012 Recognition

(Each person'sname is followed by thequarter of the year inwhich they were

committee encourages all of us to know each other and contribute to apositive workplace environment. They coordinate programs for FRESthroughout the year, encouraging them to participate in diverse activitieswithin FRES and the Penn Community. The FRES Engagement Committee Blood Drive was held from October 22through November 9, 2012. Our goal was 20% of the 150 FRES staff to signup to donate blood. We actually exceeded our goal and had 36 peopleactually go to the Penn Blood Donation center to give blood. As a result, 100people will benefit from our Blood Drive. Eight FRES employees havesigned up to give blood on an ongoing basis and three FRES employees gave blood platelet donations, which is needed for high risk patient care.FRES thanks the Engagement Committee members and especially BethSchwartz, Lauren Robinson and Deborah Stokes for their work on thisactivity. Anyone interested in donating blood in the future may visitpennmedicine.org for more information. The current event for the FRES Engagement Committee, spearheaded byCarol Mercaldo, is an Adopt a Family community event, where we aresponsoring four families from the West Philadelphia area this holidayseason. FRES staff gave more than $1400 in monetary donations andbrought in many items on the families' wish lists, doubling last year'scollection. We will host a luncheon for the families this week and give thegifts to them to enjoy during the holidays. The FRES Engagement Committee is committed to serving the PennCommunity and enhancing relationships of FRES staff one event at a time.This Spring, they will be organizing Take Our Children to Work Day.Anyone interested in volunteering for this committee should contact LaurenRobinson at [email protected]. Preservation Pennsylvania has recognized the George A. Weiss Pavilionwith a Construction Project Award for Public & Institutional Properties. The initial design for the adaptive reuse of the historic Franklin Field, withthe new space 'captured' from within the exterior arches, resulted in a verynarrow and long floor plan. Searching through the University's architecturalarchives, it was discovered that adjacent streets were much lower whenFranklin Field was built, and that an extra 25,000 square feet of space existedbelow the current ground floor of the stadium concourse. By excavating theadjacent landscape and incorporating this space, a total of 55,000 square feetwas made available for the intercollegiate strength and conditioning center,a general fitness center, retail outlets, and the Education Commons. The Pennsylvania Historic Preservation Awards are presented annually byPreservation Pennsylvania, the Commonwealth's only statewide non-profitdedicated to preserving Pennsylvania's historic places.

Rotunda Registered as Historic Place

The Rotunda has been added to the Philadelphia Register of Historic Placesby the Philadelphia Historical Commission. The submission was preparedby a graduate student as part of PennDesign's 2011 Preservation Studio.

Built in 1911 for the First Church of Christ, the building, at 4014 Walnut St.,is now owned by the University of Pennsylvania as part of its Facilities andReal Estate Services arts portfolio and offers cultural programming for thecommunity. Over the years, programming of the space has increasedsignificantly, so much so that The Rotunda was recently nominated for BestSmall Music Venue in Philadelphia Magazine's "Best of Philly 2012."

Penn Honored as Tree Campus USA School in 2011

For the third year in a row, Penn has been recognized bythe Arbor Day Foundation as a Tree Campus USA schoolin 2011. The program honors college campuses andnearby neighborhood leaders for promoting healthy

urban forest management and engaging the campus community inenvironmental stewardship. Penn now is one of 148 colleges anduniversities across the country to be recognized.

Philadelphia Named as a Green Power Community

In June, Philadelphia became the largest city to be named a Green PowerCommunity (GPC) by the U.S. Environmental Protection Agency based onmeeting green power purchasing requirements. The program wasannounced at an event at Citizens Bank Park, where Penn was recognized asa leader in Philadelphia's green power usage and as a major contributor tothe city's recognition as a GPC. The announcement was accompanied by thekickoff of the Green Power Community Challenge, a 10-week, summer-longcampaign to increase awareness of the benefits of renewable energy andincreasing green power usage. From July through September, Mayor Nutterasked city residents and businesses to learn about and consider buyinggreen power to help Philadelphia become the top ranking green city. FRES Awarded Two Bennie Awards

The Office of the Executive Vice President recognized FRES in June withtwo Bennie Awards: (1) The Penn Park team for "Penn Park's role in beautifying University City,connecting Penn to Center City, while contributing to the Climate ActionPlan." Congrats to the FRES staff involved in the design, construction, andoperation of Penn Park, including: David Hollenberg, Mark Kocent, MikeDausch, Bob Lundgren, Dan Garofalo, Ke Feng, Jim Mann, Rich Russell,Mark Breintenbach, Marc Cooper, Ken Ogawa, Ben Suplick, Kris Kealey,and Marilyn Jost. ARTS & CULTURE

40th Street Summer Series Returns

The annual 40th Street Summer Series, a free outdoor concert series held onthe fourth Saturday of the month from June to September, returned to WestPhiladelphia for another successful season. Hosted by the University ofPennsylvania, The Rotunda, and the University City District (UCD), the2012 lineup included performances from Slavic Soul Party, Sun Ra Arkestra, Adventuredrum, and the Warriors of the Wonderful Sound with OdeanPope and Dave Liebman. About 1,500 attendees in total attended all concertsheld on the beautiful green space just behind the Walnut Street Free Libraryat 40th and Walnut Streets. Artist in Residency Program Exhibited

Now in its ninth year, the 40th Street Artist-In-Residence Program awardsWest Philadelphia artists one year of free studio space at 40th and ChestnutStreets. In exchange, each artist shares his/her talents with the WestPhiladelphia community by leading workshops, teaching classes, exhibitingin the area, etc. Founded by artist Edward M. Epstein in 2003, the programaddresses the need for studio space in West Philadelphia, assists artists withcareer development, and makes the 40th Street area a nexus for visual arts. This summer, works by the outgoing 2011-2012 residents Marie Alarcon,

Miles, Beth Nixon, and Martina Plagwere displayed in the gallery at City Hall as part of an exhibit entitledResidency Reimagined: Artist Residencies in the 21st Century. Additionally,the program held its own exhibit of the work from the past year andwelcomed the new 2012-2013 residents with opening ceremonies on the firstfloor gallery at 4007 Chestnut Street in August. This year's artists alsohosted an Open Studios weekend in September in conjunction with the City's Open Studios events.

Shoemaker Green Increases Open Space on Campus

The transformation of the open space on 33rd Street in front of the Palestraand Hutchinson gym into Shoemaker Green was completed for a ribboncutting campus-wide event in September. Sustainable design aspects of theproject, created by landscape architectural firm Andropogon Associates,include: a rain garden, porous pavers, and a cistern for rainwater reuse. Thegreen space will capture and control storm water, plus increase localbiodiversity with the planting of native species. Penn Vet Working Dog Center

Penn Vet's Working Dog Center marked its grand opening on September11th at Penn's South Bank in Grays Ferry with music, a color guard, andremarks by the Center's director Cynthia Otto and invited guests. TheWorking Dog Center will train and conduct research on detection dogs. Each weekday for the next year, the dogs, including seven retrievers, aGerman shephard, and one Dutch shepherd, donated by breeders aroundthe country, will receive specialized training to become effective police dogs,search-and-rescue dogs, or bomb or narcotic detection dogs. At night andon weekends, the dogs will make their homes with foster families. When thedogs "graduate," they will move on to designated organizations such aslocal police forces, the military, and the Transportation SecurityAdministration. One or two dogs in the graduating class will join the PennPolice and may be part of the Center's attempt to breed exceptional workingdogs. Education Commons Opens for Use

The Education Commons, a state-of-the-art study and information facilitythat supports teaching and collaborative learning on the mezzanine of WeissPavilion, opened in March with an open house hosted by the Penn Libraries.Comprising 6,400 square feet and 168 seats, the monumental archedwindows of Franklin Field visually join the interior space with the expanseof lawns and tree-lined walkways that make up Shoemaker Green. Golkin Hall Opens With Week-Long Celebration

The $33.6-million Golkin Hall, located on the 3400 block of Sansom Street,was formally opened in April with a week-long series of events, concludingwith a Conversation with U.S. Supreme Court Associate Justice SoniaSotomayor and a ribbon cutting ceremony. The building provides Penn Lawwith more classrooms and faculty office space, an auditorium that seats 350and a moot courtroom. Construction on the new Spruce Street Plaza, located in front of the Hospital of the University of Pennsylvania (HUP) at 33rd and SpruceStreets began in May. The project turns the asphalt parking lot known asLot 8 into a public green space for the enjoyment of Penn communitymembers and campus visitors. The plaza will feature benches, lighting,seasonal plantings, street trees, decorative paving, and a lawn area. Theproject also transforms Lot 6, the parking spaces at the southwest corner of Franklin Field, into a new location for street vendors, complete withelectrical infrastructure and landscaping. The food carts previously locatedadjacent to Lot 8 have been moved across the street, creating a fresh air foodplaza. Spruce Street Plaza opened to the public in December. Additionalplantings and official opening of the plaza is anticipated for Spring 2013.

The ARCH Undergoes Renovations

The ARCH renovation project began this summer and will restore thehistoric building to its original grandeur, with the addition of modernamenities such as an upgrade to its mechanical and electrical systems, andwill be equipped with central air conditioning. A new elevator, replacing anaging chair lift, will also make the building compliant with the Americanswith Disabilities Act. During the anticipated 18-month renovation, the three

Hutchinson Gymnasium Infill Building ExpandsAthletic Training Spaces

Renovation plans for the $22 million Hutchinson Infill project began thispast May. The Infill building, located between the Palestra and HutchinsonGymnasium, will feature renovations to the lobby, practice basketballcourts, multi-use spaces, second floor offices, conference rooms, andcorridors, while the Hutchinson Gymnasium's renovations will upgradelocker rooms and training space on the ground floor as well as thegymnastics and fencing areas on the second floor. Both buildings will seemajor renovations in their lower levels, with the addition of new heating,cooling, and mechanical units. The project is targeting LEED Silvercertification and is expected to be completed in August 2013.

Renovations to the Wharton School's Steinberg Hall - Dietrich Hall began inMay to create a new four-story addition to the west side of the building.The new wing features a beaconing new entrance and provides an invitingcourtyard. Inside the building, the design calls for two large tieredclassrooms joined by collaborative group study spaces, seminar rooms andfaculty offices. The exterior limestone and glazed facades will complementthe existing building, while establishing a meaningful granite-paved plazaand glowing facade facing the Class of '62 Walkway along 37th Street. Withthe renovations, Steinberg Hall-Dietrich Hall has become a more eco-friendly building, with a set target of achieving a LEED Silver certificationby the project's completion in July 2013. Classroom space will be completedin time for student use at the start of the Spring 2013 semester. Construction has continued on the Singh Center, with the steel framecomplete and most of the exterior cladding and fritted glass having beeninstalled. The 78,000 sq. ft. facility will include a number of state-of-the-artlaboratories as well as a public galleria, conference rooms, and a multi-purpose Forum space. The building is scheduled for completion in early2013 and the site will be complete later that fall.

Smilow Translational Research Center Fit-Out

The fitout of the Smilow Translational Research Center (TRC) of thePerelman School of Medicine, which first opened in 2010, continued thissummer and fall. Construction of the three shelled upper floors in the TRC,an additional $61 million component of the project, was completed thismonth. Directly connected to the Perelman Center for Advanced Medicine(PCAM) and the Roberts Proton Therapy Center, the TRC will furtheradvance the goal of giving patients faster access to the most advancedtreatment anywhere.

Van Pelt Library Special Collections Center EntersSecond Phase

The renovation of a new Special Collections Center on the sixth floor of theVan Pelt-Dietrich Library Center completed Phase 1 during the 2011-2012 school year with a central glazed pavilion, reading room and studentstudy lounge all in the treetops overlooking College Green. Phase 2 of therenovation commenced over the summer, adding new seminar rooms and aShakespeare Library. Designed to make rare books and special collectionsmore usable and visible, the Special Collections Center will open up newpossibilities for teaching and learning for the Penn community, visitingscholars, and the public. Completion is anticipated in January 2013.

Power Down Challenge: Raising Awareness ofEnergy Use

The Power Down Challenge is a three-week building energy reductioncompetition that raises awareness about daily conservation actions. The 2012Power Down Challenge set up two campus energy reduction competitions:the first among the College Houses and the second among a handful of non-residential campus buildings. Building energy consumption was measured each week during thecompetition and results communicated to occupants. The competition grewthis year, with the number of participating non-residential buildingsexpanding to 11. Read more about the College Houses and campusbuildings that participated. The Power Down Challenge kicked off on October 31, with the campuscommunity "powering down" through November 18. Posters, social media,and tabling events encouraged all members of the Penn Community to saveenergy during this period, and to consider ongoing ways to conserveenergy. Stouffer College House won the competition this year, reducing their energyconsumption by 14.5%. In the Campus Buildings competition, Jaffe came out

Compost Tea: A Treat for Penn's LandscapesIn an effort to employ more organic solutions in the maintenance of Penn'scampus landscapes, Facilities & Real Estate Services has begun treating thecampus soil, grass, and plants with compost tea. Compost tea is all natural,made by soaking or steeping compost in a tank of water. The resulting "tea"is then applied to soil and vegetation, improving the microbial health ofsoils, making it more difficult for weeds to grow, and reducing the need forpesticides. The compost used to make the tea comes from our campus food waste,compostable cardboard, napkins, and paper towels that are sent to TheWilmington Organic Recycling Center where they undergo an eight-weekcomposting process and are returned to be used for the compost teaproduct. Each tank makes 250 gallons of tea which can cover one and a halfacres; 15 to 20 tanks will provide enough tea for the entire campus. The firstround of the compost tea application took place early this summer, withtwenty different green spaces across campus sprayed with the tea, followedby further rounds in the late summer and into the fall.
