OOn October 1st, 2014 Child Find Saskatchewan is commemorating 30 years of service in Saskatchewan. Our success over the last 30 years is due greatly to the generosity of our Board of Directors, our volunteers and our staff.

it has been a pleasure and an incredible life time experience to serve as a full time volunteer for 28 of those 30 years. i wish to thank those who have served on the board of directors and those who have volunteered to deliver our programs, services and who have raised funds required to run this organization. it is only with their dedication that we have been able to accomplish so much.

We have made many friends, developed partnerships with businesses, law enforcement, government agencies, service clubs and community organizations, locally, provincially, nationally and internationally. The cherished relationships we have built over the years have added greatly to the success of our organization.

in January 2013 we were able to show our appreciation to george elliott, Vijay Tumber, Peter Morin, Darrell nordstrom, Stephen Butters, Dwain Orr and Carol

Deagnon by awarding them with the Queen elizabeth 11 Diamond Jubilee Medal. each of these dedicated individuals volunteered their time and energy and lent us their specialized talents over the years, for this we are forever grateful.

As always, our focus remains to aid in locating and recovering missing persons and to support their searching families. We continue to develop and offer support programs like Connecting Families, our education and preventative programs like ALeRT Youth and our All About Me iD Clinics and of course, publish our ALERT Magazine. We look forward to retaining the support of the citizens of Saskatchewan—without them we would not survive.

We believe: “A Missing Child is Everyone’s Responsibility.”

We are committed to work relentlessly towards our mission and make our community a safer place for our children. “All Children Have a Right to be Safe”.

Thank you,

Phyllis Hallatt

Child Find Saskatchewan turns 30Giving a voice to missing and exploited children

AA congratulatory letter from the premiere of Saskatch-ewan in 1984, applauding the efforts of Child Find Sas-katchewan’s dedication to missing and exploited children was a definite highlight and a push forward for Child Find. in the first years they were endorsed by the Canadian Association of Chiefs of Police which added credibility and was a proud achievement for Child Find. They knew they were well on their way to making a difference in the lives of families in Saskatchewan. Phyllis Hallatt, president of Child Find Saskatchewan since 1987 says, “there was a tremendous need to raise awareness of missing and exploited children and a need to educate the public so that their children do not become a statistic.” During this time Child Find arranged for a 24 hour, 365 day, crisis line to be available to report a missing child, or leave a tip on a child that is missing.

As education and prevention is key, Child Find developed a new program called the “All About Me iD” Clinic which is still a very popular program today. Hallatt is thrilled with the longevity of the program and admits it is heartwarming to see parents who as children, participated in the program are now having their own children iD’d.

in the first years, one of the supporters of the charity was intercontinental Packers who agreed to print safety tips on their Olympic Bacon wrappers. Through the 80’s Child Find SK continued to have great success with fundraising campaigns

and fostering relationships with law enforcement, government agencies, corporations etc. it was evident

that Child Find was filling a much needed role in the community. in 1989, the Premier of

Saskatchewan first declared the month of May as Missing Children’s Month which

is commemorated by the green ribbon in memory of 15 year old Kristen French who was murdered in 1992 in Ontario. The green Ribbon is still used today as a symbol of hope.

in 1990, with 3315 children reported missing; Child Find

continued to work tirelessly to aid law enforcement in the search and recovery of missing

children. Phyllis remembers one case in particular when Child Find

aided in the recovery of 3 children that were returned to their father after being abducted by their mother and taken out of the country. “This is what we work for. The safe recovery and return of children to their custodial parents.” in 1996 Child Find became a member of the Association of Missing and exploited Children’s Organization (AMeCO) in the U.S.

Child Find was heavily involved in the first Canada Remembers Air Show. As the decade came to a close, the charity continued to grow and expand their family

of volunteers to run programs and services throughout the province. One of the highlights on the national front in the year of 1999 was Wayne gretzky becoming celebrity spokes-person.

in 2002 Child Find launched their official news mag-azine, now known as “ALeRT” which continues today as an informative publication dedicated to the safety of Sas-katchewan children. 2003 saw Child Find Saskatchewan’s new safety video “Smart Kids” produced in

association with Thomega entertainment inc which debuted at Rainbow Cinemas. As the 20th Anniversary approached Child Find participated in BBQ’s, marches and walks for the missing, fundraising concerts, steak nights and galas.

in 2002 Child Find Saskatchewan worked with a steering committee to help coordinate the necessary partners to incorporate the Amber Alert program. in 2004, they finally saw their hard work become a reality when the Amber Alert system was adopted by the province. A milestone in 2006 was reached when the first AMBeR Alert was issued and Child Find became the second fan out the AMBeR Alert System. Phyllis points out that Saskatchewan is the only province in Canada that will issue an Amber Alert for someone who is missing due to Alzheimer’s, or a vulnerable adult who is believed to be at risk of serious bodily harm or death.

Deserved accolades and awards were received by President, Phyllis Hallatt in 2006 as the recipient of the Saskatchewan Centennial Leadership Award. in 2007, she received the Joan Taavon Award for outstanding leadership and last but certainly not least; Phyllis Hallatt was awarded the CTV Citizen of the year in 2007. Phyllis says she was honoured and grateful for the recognition she received and shares the blessing with her staff and volunteers.

education, prevention and support are the key elements in the programs developed by Child Find in their effort to stop youth from going missing and to provide much needed support for searching families. in their 25th

year, the Teens and Tween program, now known as ALeRT Youth, and Connecting Families were launched in 2009/10. All our program and services are offered free of charge. Please see more information on these programs at www.childfind.sk.ca under “Programs.”

Twenty five years of serving the community was load-ed with successes, treasured moments and events in-cluding a congratulatory letter from Prime Minister, Ste-phen Harper. “Of course”, says Hallatt, “doing the kind of work that we do, there were also some very sad and worrisome events over the last couple of decades but that is the nature of our business. We learn from it and try to help the families cope as best we can.”

With on-line searching now being the norm, Child Find sends images and physical descriptions of missing chil-dren and youth to law enforcement and media, reach-ing thousands of people businesses, road side cafes, bus stops, airports etc in the province and has been instrumental in locating and safely recovering missing children and youth. “How we reached the public and the media today is a far cry from how we did it back then. When we received a photo of the child, we had to have it reproduced by a photo lab then mail it out to each of the newspaper agencies. For radio, we called each of them and reported the particulars along with a physical description and we hand delivered photos to the TV stations. it was so time consuming and when a child is missing, time is everything,” says Phyllis.

Thirty years is a long time to dedicate to a cause and Hallatt has been there full time for 28 of those years and all of that time is on a volunteer basis. She has never drawn a salary. Yes, you read that right. So it was fitting that in 2013, Phyllis was recognized for her outstanding service when she was chosen to receive the Queen elizabeth ii Diamond Jubilee Medal. Another well deserved honour was bestowed upon Phyllis in May of this year when she was the recipient of the YWCA Women of Distinction, Lifetime Achievement Award.

Child Find Saskatchewan would like to take this oppor-tunity to thank all the volunteers, supporters, corporate sponsors and staff who have been instrumental in the success and the incredible strides the charity has made over the last 30 years. Child Find also wishes to thank the people of Saskatchewan who believe, as they do that “A Missing Child is Everyone’s Responsibility” and that “All Children Have a Right to be Safe.”

AAs the weather begins to change and families get back into the swing of the school season, thoughts of our children and their needs become forefront in our minds. As parents we worry about the effects of bullying on our children and how we can help. The school system does much to help in controlling the bullying within the school but there is only so much they can do. The “zero Tolerance for Bullying” that many schools have adopted is only the first step. Many high schools have resource workers and school counsellors that do everything within their means to help teens, but ultimately it is the parent’s responsibility to watch for the changes and to seek help for their child.

With all the positive changes the internet has brought us, it has also created a world of bullying that allows people, young and old, to say things they wouldn’t say to someone’s face. This has created a type of harassment, or cyber bulling that can start in the school but will follow the child home through the computer. As parents we need to be vigilant with what is happening with our children and watch for changes in their behavior. it is normal for kids, as they reach the teenage years, to stop sharing as much with their parents about their day to day activities, but this can be the first sign of their being a problem.

good communication with your children starts at a young age and shouldn’t stop as they get older. Asking

them about their day can be something that happens around the supper table every day. However, as kids get older, the more activities they are involved with and the more time they want to spend with their peers rather than their parents. it is up to parents to maintain a strong contact with the school so you will hear if there is anything they notice as they spend so much time with our kids.

There are many great authors who have written books to help teens and parents deal with different issues such as; Barbara Coloroso, Lisa Bloom, Michael gurian, Anthony e. Wolf and Dr. Scott Wooding.

The Saskatchewan Abilities Council works with people of varying abilities to enhance their independence and participation in the community through vocational, rehabilitation and recreational services.

These authors have taken on difficult topics and presented them in an easy to read format. The internet also has some great websites to help children find the help they need and also can provide parents with help and resources including……Kidshelpphone.ca; needHelpnow.ca; TexteD.ca; Thedoorthatsnotlocked.ca; Kidsintheknow.ca.

The stigma of counselling is slowly changing and people have become more open to seek help. it is easier talking with someone who is not emotionally connected to you as it provides a freedom to say what you think with no hurt feelings. There still are many parents that present their child at the door of a counsellor’s office and ask them to ‘fix my child’ but ultimately, it’s the whole family that has the problem, but only one child is showing the symptoms.

During a crisis, such as a death, terminal illness or a divorce, parents have taken the stance with their children where they encourage (force) or negotiate to have their children attend counselling for one or two sessions, if they like it they continue, and if they don’t, they have met someone they can reach out to later. This has worked for many teens as they will know who to contact when they need support and that relationship has already been established.

When looking for a counsellor, the number one thing to look for is someone you feel comfortable with. This is a special relationship as you, or your child, will need to connect with the person they are sharing their deepest feelings with. There are many options for counsellors, so do your homework and ask all the questions you need to. And remember, it is all about your comfort and confidence in who you choose.

. Play “What if” scenarios with your child. This technique fosters your child’s ability to develop problem solving skills, adopt sound safety habits and increases their self confidence. Some scenarios may include: What if it is raining and someone offers you a ride home? What do you do?What if someone asks your help finding their child or lost dog? What do you do?What if someone asks you for directions on your way home from school? What do you do?

. Call Child Find Saskatchewan 306.955.0070 and ask about our “All About Me iD” Clinic and have your child iD’d. This booklet will expedite your child’s picture and physical informa-tion to assist law enforcement and the media. For more information visit our website at childfind.sk.ca and search under “Programs.”

AKnowledge is PowerAs our children settle in for another school year, safety remains an issue of utmost importance. Child Find Sas-katchewan highly recommends that parents reinforce the following safety measures with their children.

. ensure your child knows his or her complete name, your full name, address and telephone number.

. if your child walks or rides a bike to school, establish together the route they will take.

. When taking the bus, walk your child to the stop and make sure they board the bus. Know the route the bus takes to the school and back and record the number of the bus along with the driver’s name.

. There is safety in numbers. A child that is accompanied by a friend is less likely to be accosted by an individual with questionable intentions.

. Your child should understand that they do not have to engage in conversation with adults that ap-proach them and to always keep a safe distance of at least 3 giant steps between them and someone they don’t know.

. Use a secret password for emergencies or when you must send someone other than an approved

RRemember how you used to “baby proof” your whole house when they began walking? Or how nervous you would get when they started climbing trees? Well your nerves are about to be tested, because now—they’re driving.

Learning to drive is one of the most exciting times in a teens’ life—but it can also be the most dangerous. Young drivers are two to three times more likely to experience a crash. in 2010, 18 per cent of all motor vehicle fatalities and serious injuries involved young drivers 15 to 19. There are several factors that could attribute to these statistics.

The most basic factor is whether teens are able to recognize hazards and to appropriately react to the unexpected. As well, teenagers are much less likely to wear their seatbelt, and more likely to be distracted while driving than older drivers. if a teen is texting while driving, their chance of crashing is 23 times higher than if they were not texting.

According to statistics from the Canadian Centre on Substance Abuse, 18.5 per cent of fatalities among this age group were impaired by alcohol or drugs. Drugged driving is just as deadly and prevalent as drunk driving.

As a parent, you have the ability to start conversations about safe driving habits with your teens early in their driving education. The trick to these conversations is to get your point across without over bearing or controlling.

How can you do that? Here are some quick tips to get you on your way:

1. it’s best to set the ground rules early—even before your teen starts driving. One great way to do this is by signing a driving contract. The Teens Drive Smart driving contract requires your son or daughter to commit to being alert, vigilant and responsible behind the wheel.

2. Combat texting and driving by leading by example. So, before you answer that text on the expressway think to yourself, “Would i want my son or daughter to answer this text while driving?”

3. Consider having your teen share a car with yourself or one of their siblings before you let them go out and get their own car. According to studies, teens with primary access to a vehicle are more likely to use a cellphone while driving and speed compared

to their peers who share the car with another family member.

4. Underage drinking is illegal and should never be condoned, but that doesn’t mean you shouldn’t talk to your teens about it. Make sure your teen knows that if he or she ever feels unable to drive, no matter what the situation, to always call you instead of getting behind the wheel or in another car.

5. Just like texting, teens will learn the ropes about speeding from watching your habits. So, lead by example and respect the speed limit.

Who or what is Responsible? The Impact of Childhood Obesity

• Be sure to maintain proper portion control for age and weight.

A healthy diet, along with regular physical activity in childhood (at least 35 to 60 minutes a day) can help ensure a healthy weight and strong bones for life. After school sports are a great opportunity to teach children about exercise, teamwork, and personal excellence. As parents we need to fuel this with good nutrition, excitement and participation. Family fitness like a bike ride, walk, swimming or even throwing a ball around contributes to the development of lean muscle tissue. Children learn what they live so if we as adults eat healthy, there is a better chance of our children doing the same. Remember—you are the one who controls what they eat!

OOver the past 20 years, there has been a dramatic increase in the number of children, adolescents and adults diagnosed as overweight or obese. Today, approximately 32% of north American children and adolescents, ages 2 to 19, are considered overweight or obese. Childhood obesity is among the most serious health challenges of the 21st century.

What Causes Childhood Obesity?generally, obesity is thought to be the result of eating too many calories and not getting enough physical activity. However, a combination of genetics, activity level, diet, and the environment in which a child lives and plays can contribute to weight. For example, if a child has one obese biological parent, the odds are roughly 3:1 that the child will have a BMi in the obese range.

Some of the environmental factors that may contribute to excess weight in children and adolescents include:• greater availability of less healthy foods and sugary

drinks.• Advertising of less healthy foods.• Lack of daily, quality physical activity in schools.• no safe and appealing place, in many communities,

to play or be active.• Limited access to healthy, affordable foods.• increasing portion sizes.• greater exposure to television and media. in

studies it has shown children ages 8 to 18 spend an average of 7.5 hours a day using entertainment media including TV, computers, video games, cell phones and movies.

Obesity can cause many health and social problems beginning in childhood, and continuing and intensifying throughout life. These problems include type 2 diabetes, cardiovascular disease, pulmonary disease, metabolic syndrome, obstructive sleep apnea, low self-esteem and depression.

What can we do?• Limit the amount of sugar and empty

carbohydrates they consume. • Avoid prepackaged snacks and lunch items. • Prepare healthy alternatives—fruit, veggies and dip,

cheese and crackers.• Limit cookies and sugar cereals. • Buy plain yogurt, add your own fruit and use Stevia

or Splenda as a sweetener if needed.

Trick or TreatGive me something good to eat!

Halloween is one of the most anticipated nights of the year but it does have its risks. No need to halt the fun just be trick or treat savvy for safety.

Have Fun! But remember these tips.

Always trick or treat in a familiar neighbourhood. Have a planned route and tell an adult where you are going and how long you’ll be.

Lit pathways and porch lights should be on. Choose houses that are well lit and avoid dark doorways. never enter someone’s houses. Politely accept your candy and leave.

Leave masks, props and accessories at home. They can be dangerous and cumbersome. Keep your costume short enough so you won’t trip on it. Only use skin-friendly make-up to enhance your costume.

On a dark scary night all trick or treaters need to be visible. Wear bright colours, reflective tape and carry a glow stick or flash light for good measure.

Walk on the sidewalk not on street and never zigzag from house to house.

Even super heroes, goblins and things that go bump in the night do better in groups. Stick to a group of 4 or 5 trick or treaters.

Every clown and every knight in shining armour needs to check in at home base. Carry a cell phone if you can and be home at your designated time.

Never sneak a bite of candy before an adult has had a chance to inspect it. Look for pin holes, torn wrappers, unusual appearance or discolouration. And remember, it’s always a good idea share your candy with your parents.

Bob Pringle, Saskatchewan Advocate for Children and Youth

The Advocate for Children and Youth is an independent officer of the Legislative Assembly of Saskatchewan. He leads a team of regional advocates, investigators, and administrative, research and communication professionals who work on behalf of the province’s young people.

Who Can CallAnyone can call us if they have a concern about a child, youth or group of children and youth receiving services from a provincial ministry, agency, or publicly funded health entity. Children and youth are encouraged to call on their own behalf.

How We HelpWe will listen to the concern, ask questions to clarify the situation, and review the steps already taken to resolve the issue. We might offer information or referrals to other agencies or ministries to help you to advocate for yourself and/or for the child or youth.

Advocacy by us on behalf of a child or youth is usually initiated at the request of the young person. We will work directly with them to negotiate a resolution to the matters raised with the service provider, caseworker and/or caregiver. We may also formally investigate the concern if required.

If a child or youth is unable to provide direction, we will work to ensure that he or she receives the services and quality of care they are entitled to by legislation and policy.

All contacts with us are confidential.

Our Vision is that the rights, interests and well-being of all children and youth are valued and respected in Saskatchewan communities and in government legislation, policy, programs and practice.
