Upcoming State Events in Early 2014

AIAA Rocky Mountain Section (RMS) collaborates with: Colorado Space Business Round Table, Colorado Space Coalition, Space Foundation, Spaceport Colorado and Aeronautics Authority, and various Economic Development Corporations

The RMS wants AIAA national support to be tailored to the Section’s needs and goals

Lessons Learned from Space 2013 Event

• A September 9 reception with CA Sen. Steve Knight was set and publicized• A last-minute legislative calendar change prevented Sen. Knight from coming

No alternate from Sen. Knight’s office was available, also due to the legislative calendar change

• Reception was held to allow discussion of future state event interests with attendees Participation was diminished because conference attendees learned of the

planned speaker’s absence prior to the event• Future events of this type should have a broader program plan (e.g., additional

notable speakers) so that even a keynote speaker cancellation does not eliminate the event attraction

Implications of Recent Discussions Regarding Hawaii

• A 3-day aerospace summit was planned in Honolulu on October 7-9 Organized by local activists, some being AIAA members, but without AIAA National involvement Was a first-of-kind state-centric event evolved from a prior, annual, international conferences organized by

the Pacific International Space Center for Exploration Systems (PISCES) The Hawaii Office of Aerospace Development (OAD), as well as Legislature committees and the

Lieutenant Governor’s Office were organizational participants Bruce Pittman attended and generated notes that will be reviewed in planning future AIAA coordination

• Hawaii is actively promoting aerospace development on the islands, including with OAD funding• There is much aerospace-related industry on the islands employing many thousands, but there are only a little

over 60 AIAA members (about half are full members - the rest are Education Associates and students)• AIAA National first learned of the summit less than two weeks in advance• AIAA National coordination with follow-on event planners could help raise the AIAA profile locally, with the

potential for many new AIAA members Points of contact have been identified with strong collaborative interest

• Hawaii AIAA members are currently assigned to the San Fernando Section in Region 6 The Section remoteness limits interaction with/connection to Hawaiian residents, which is likely also true

for other US locations outside the mainland (e.g., Alaska and Puerto Rico) New AIAA strategies are needed to involve aerospace professionals at remote-from-mainland US

locations to get added, sustained membership

Some Suggested Guidelines for Future State Event Support Planning

• A master database of state government PoCs needs to be established through AIAA National As AIAA engages in more states, it will be ever more important to keep track of important AIAA

state-level contacts All volunteers and staff who identify PoCs should have a path to getting that information promptly

added to a database This database would likely become a critical resource to enabling success of the State Activities

Working Group’s (SA WG) goals• AIAA local-level volunteers with expertise in areas of local legislative interest will need to be

identified and vetted for interaction (e.g., testimony) A common set of rules for state-level engagement should be established and documented Preparation of an interaction procedures manual and/or training process for vetted volunteers

should be considered A set of interaction procedures should include on-going vetting and mentoring of new volunteers that

would sustain local interaction capabilities• An important role for AIAA staff will be assisting local volunteers in preparation of any

requested testimony or legislative background information sought at their state level The SA WG will need to coordinate with TAC to create a list of national-level SMEs that can help the

staff get applicable, substantive technical content

Region Activities

• Solicited 2014 Congressional Visits Day (CVD) Key Issue input Sent e-mail to section leadership for all Region I sections requesting they contact

their membership for CVD key issue input Two (2) out of 13 sections responded

– Delaware & Long Island

• Reported on changes to A4A and CVD for 2014 at August RAC meeting• Attempting to schedule Region 1 Public Policy Colloquium for the fall

Planning on ~2hrs on a Saturday via telecon Workshop to discuss successes and challenges amongst sections

• Attempting to add Public Policy track to 2013 Region 1 YPSE Conference Intro to public policy presentation at beginning of conference by Region DD explaining why

we need to perform public policy activities and how to participate within AIAA Panel discussion at end of conference with YP’s and Students from region sharing their

experiences at CVD and encouraging others to participate

• 8/25/13 – Delaware Section sponsored a trip to New Garden Flying Field (N57) Air show

• 8/26/13 – Long Island Section met with District Director Chris Chaffee, Staff Assistant Renzo Castro, & Kimberly Young (Rep. Carolyn McCarthy – NY-4)

• CT Section reported it does not have PP activities, as the section council believes UTC does not wish/allow them to engage in this activity

No briefing on day before CVD. Breakfast on Capitol Hill day of CVD rather than

reception after visits. Room TBD. Reduces the time on site for the overall event-

Congressional Visits Day

• Changes to the program (Member Participation Program): The Member Participation Program (CVD stipend)

will be limited. Review of applications will be performed by Public

Policy Executive Committee. Applicants will be compared and vetted by need,

underserved demographics and geographic need. Applicants will be notified of determinations in

January.17

Public Service Award

• AIAA Public Service AwardThe Public Service Award honors an individual who is not an AIAA member but has shown consistent and visible support for national aviation and space goals. When judging nominations, the committee will look for a public figure who is widely known outside of the aerospace community and has a positive public image, a supporter of the aerospace industry who has shown consistent and visible support of national aeronautics and/or astronautics research and development and unhesitant willingness to be identified with aerospace programs/supporters, and a person who has no personal vested interest in advocacy. The recipient may be a member of non-employer related pro-aerospace organizations or may be an elected official.Nomination Deadline: 1 October

National Space Symposium, AAS’s Goddard Memorial Symposium and Dinner, IAF Spring Meeting, Rotary International Conference, Paris Air Show, NASA Small Business Symposium Gartner Symposium & IT Expo.

• Approval authority for foreign conference travel to be consistent with domestic. Retain substantial involvement requirement.

• Domestic conferences- substantial involvement no longer a relevant criterion.

• Establish penalty for poor judgment in application of travel/conference sequestration guidance.
