The whole Month of May, which coincides with the celebration of Ocean Month is dedicated to giving our farmers and fisherfolk the due recognition and tribute for tirelessly toiling our lands and seas. The Farmers and Fisherfolk Month Celebration brings into the forefront their indispensable roles in poverty alleviation and food security. Towards this end, the government stands beside and behind every farmer and fisherfolk, so called the “backbone of the nation“.

The cover speaks of a multi-faceted approach in intervening along fisheries development. The inauguration of the Monitoring, Control and Surveillance Building in Maconacon, Isabela will specially be helpful for an effective Anti-Illegal, Unreported and Unregulated Fishing campaign. The various technology caravan have brought forth physical and technical assistance to equip our fisherfolk. Further, the Community-Based Multi-Species Hatchery in Palanan, Isabela will readily make available fish seeds for the province’s coastal municipalities.

Ang pagsulong ng sektor ng agrikultura kung saan nabibilang ang pagsasaka at pangingisda ay binibigyan ng pambansang pamahalaan ng higit na prayoridad hindi lamang para makapagdulot ito ng isang pantay na pamamahagi ng mga benepisyo at mga oportunidad kundi para hayaan ang mga magsasaka at mga mangingisda na mapalaki nang labis ang kanilang ambag sa yaman ng bansa.

Taong 1989 nang lagdaan ni Pangulong Corazon Cojuangco-Aquino ang Proclamation No. 33 na nagtatakda sa Mayo bilang Buwan ng Magsasaka at Mangingisda. Ito ay upang bigyan ng nararapat na pagkilala ang kanilang napakahalagang kontribusyon tungo sa isang matatag na bayan.

Ngayong taon ay ipinagdiriwang natin ang ika-25 taon ng Farmers and Fisherfolk Month bilang isang paraan ng pagpupugay sa mga masisipag na magsasaka at mangingisda na siyang walang sawang pinagyayaman ang mga kabukiran at palaisdaan ng ating bansa.

Ang Kawanihan ng Pangisdaan at Yamang-Tubig dito sa Lambak ng Cagayan ay kaisa sa selebrasyon ngayong taon at bilang tugon ay naglaan ito ng karagdagang mga programa at proyekto na mag-aangat sa produksyon, gayundin sa pangangalaga ng ating mga yamang-dagat. Kabilang na rito ang pagbabahagi ng dagdag na mga gamit pangisda; pagpapatayo ng community-based at lying-in hatcheries; pagpapatala ng bawat mangingisda sa pambansang programa na FishR; pagpapalawak sa kaalaman at kakayahan ng mga fisherfolk sa fish processing, marine mammal stranding response, at fishery law enforcement; pagtatasa ng proyektong mangrove rehabilitation at marami pang iba.

Tampok sa pagdiriwang na ito ang pagtatalaga kay G. Alexander M. Agra na mula sa hanay ng mga mangingisda bilang Fisherfolk Regional Director. Layunin ng ganitong gawain na mas mailapit ang Kawanihan sa mga taong pinagsisilbihan nito. Gayundin, nais nito na maiparating sa mga mangingisda na buo ang suporta at pangarap ng Kawanihan para sa kanilang lubos na pag-unlad.

Ipinapaabot ng Kawanihan ang taos-puso nitong pasasalamat at pagmamalaki sa bawat Pilipinong mangingisda para sa tiwala, pakikipagtulungan, pagsisikap at pagkakataon na mapaglingkuran kayo nang buong katapatan at kahusayan.

Sa matatag na balikatan, maunlad na kinabukasan para sa sektor ng pangisdaan!

HANGING OF STREAMERS

INSTALLATION OF FISHERFOLK REGIONAL DIRECTOR 2014

Mr. Alexander M. Agra assumed the role and position of BFAR Fisherfolk Regional Director. This is to further dramatize and popularize the fisherfolk empowerment and participation as government partners and draw awareness on the vital role of farmers and fisherfolk as backbone in the government’s poverty alleviation program.

Agra chairs the Claveria Municipal Fisheries and Aquatic Resources Management Council (MFARMC), which is a policy- recommending body for marine conservation, protection and management.

With his leadership, Agra ushered the Claveria- MFARMC towards the Gawad Saka Best FARMC Award in 2013 back-to-back with its second place effort in 2012.

During his stint as Fisherfolk Regional Director, Agra exposed himself and immersed with the fisherfolk through his various visits in communities within the region. He said, “I have gained a clearer view of the fishery sector and I understand, it is worth to note that we have the government on our side.”

NSAP TRAINING

TIPON-TIPANBFAR R02 officials keep the populace abreast of the latest happenings and new technologies in fisheries as different media practitioners from print, broadcast and cable TV raised their queries in a live press conference dubbed as “Tipon-Tipan sa PIA”.

Dr. Mudjeekiwis S. Santos, Scientist I together with Ms. Grace Lopez and Mr. Francisco Torres, Jr. of the National Fisheries Research and Development Institute (NFRDI) headed the NATIONAL STOCK ASSESSMENT PROGRAM (NSAP) Standard Training for enumerators. It aims to develop the skill of enumerators in reliably identifying fishes, invertebrates, boats and gears common in a given area/sampling sites.

BFAR RO2 has included more fishing areas under its NSAP in response to Director Asis G. Perez’ pronouncement on expanding the program’s areas of coverage which, at present, is only 20 percent of the country’s major fishing areas.

Sampling sites in the region now include the municipalities of Pamplona, Sanchez Mira, Ballesteros, Sta. Praxedes in Cagayan, and Dinapigue, Divilacan, Maconacon, and Palanan in Isabela.

The Assessment provides specific and continuous information on fishery resources which is fundamental to fishery management.

The fisheries bureau of Region 02 has held last May 30 the first Tilapia Congress in Cagayan Valley, in a bid to further boost the tilapia industry in the region.

Assistant Regional Director Dr. Milagros C. Morales stated that the fisheries agency is continuously disseminating new technologies both on production and post-harvest in order to address pressing issues such as the high cost of feeds, high capital, fish kills and improper management.

The Guest Speaker during the event, Mr. Victorino Zafra, a successful hatchery operator from San Jose City, Nueva Ecija underscored the need to adhere to recommended technologies and management practices in order to avoid losses in any fish production venture.

Mr. Arnel Santiago (upper photo), and Mr. Danilo Santos, shared their testimonies of successful tilapia fish farming.

Fisherfolk Regional Director Alexander M. Agra shared the successful story of the Claveria-FARMC and their back-to-back winning streak in the Gawad Saka Award for Outstanding Agricultural Achievers. The accolade honors the Claveria-FARMC’s critical role on fisheries management, protection and conservation.

The Participatory Rural Appraisal conducted by BFAR RO2 in Brgy. Bella Luz, San Mateo, Isabela has involved the residents at ascertaining the viability of establishing of fish sanctuary along the Magat River. The same shall proceed following compliance by the Local Government Unit on the recommendations made by the BFAR RO2.

Ms. Dyna R. Tomas, resident of Brgy. Bella Luz discussed on the analysis of the strengths, weaknesses, opportunities and threats that can either make or unmake the prospect of establishing and having a fish sanctuary.

BFAR RO2 through its law enforcement division, together with the Philippine Coast Guard (PCG) has able to execute twelve (12) seaborne patrol operations against poaching and illegal fishing activities in the waters of Isabela, Balintang Channel, Bashi Channel, and Babuyan Claro including the waters around the municipalities and Islands of Batanes (Itbayat up to Y’ami, “Amyanan” island).

On the other hand, inland monitoring and patrolling resulted in the arrest of fisheries violators and confiscation of illegal fishing paraphernalia and catch.

Also, BFAR RO2 is in continuous look out in markets for fish caught through blast fishing.

CREATION OF PMMSNIN THE COASTAL MUNICIPALITIES OF ISABELA

UP Professor and Philippine Marine Mammal Stranding Network (PMMSN) chairperson Dr. Lemnuel V. Aragones led (except for Dinapigue) the creation of PMMSN local chapters in the coastal municipalities of Isabela. This is to advocate the protection of marine mammals and to train locales on the proper marine mammal stranding response. Dr. Aragones was joined by Dr. Ernst Duque of the DA-RFU 02 and his wife Dr. Christine Lilian Duque.

LAUNCHING OF COMMUNITY-BASED MULTI SPECIES HATCHERY (palanan, isabela)

National Director Asis G. Perez, together with ISU-Roxas Campus Administrator Quirino D. Parallag and Asst. Regional Director Milagros C. Morales, spearheaded the ribbon cutting ceremony that marked the launching of newly established Community-Based Multi Species Hatchery in Culasi, Palanan, Isabela.

One of the strategized programs of the Bureau of Fisheries and Aquatic Resources in achieving its goal of sustaining the fishery and aquatic resources in the region is the implementation and establishment of Community-Based Hatcheries (CBH) espoused and funded under the Philippine National Aquasilviculture Program (PNAP). The hatchery is a facility for breeding and spawning gravid mudcrab and other high-value and freshwater species for stock enhancement and distribution to interested fisherfolk for grow-out culture.

LAUNCHING OF COMMUNITY-BASED MULTI SPECIES HATCHERY (palanan, isabela)

Hon. Mayor Lyzel Kate Domingo-Vicente of Maconacon, Isabela joined BFAR Director Asis G. Perez in the ribbon cutting ceremony during the inauguration of the newly refurbished Monitoring, Control, and Surveillance Biulding in Maconacon, Isabela.

The Monitoring, Control and Surveillance Office in Maconacon, Isabela serves as main coordination office for fishery law enforcement operations. Personnel manning the station provide technical assistance to other fishery law enforcement agencies relative to the enforcement of fishery laws. This also serves as Provincial Fishery Office for the coastal municipalities of Isabela.

Development of the fisheries sector in the coastal areas of Isabela province is seen to accelerate in the near future following the conduct of the CY 2014 Fisheries Technology Caravan in Dinapigue, Divilacan, Maconacon and Palanan. BFAR Director Asis G. Perez led (except for Dinapigue) the awarding of various projects among them is the distribution of fishing gears and equipment such as marine engines (5.5 Hp and 16 Hp), squid jiggers, bottom set gill nets, shallow hand lines and payao. The project has benefited hundreds of fisherfolk who are registered on the FishR Program.

BFAR RO2 conducted training on Fish Processing to members of Milagrosa Multi-purpose Cooperative in Uyugan, Batanes to help the organization diversify its processed fish products.

Dr. Angel Encarnacion, Chief of BFAR RO2 Fisheries Post-harvest and Marketing Division and Acting Provincial Fishery Action Officer of Batanes, headed the formal awarding of projects to Mahatao Farmers and Fisherfolk Association and Mahatao Agrarian Reform Beneficiaries Association. Congresswoman Henedina Razon-Abad, Mayor William Agsunod of LGU Mahatao, Batanes and Fisherfolk Regional Director Alexander Agra joined in the awarding of projects.

BFAR RO2 showcased the fisheries banner program in the first-ever Agri-Pinoy Grand Harvest Festival with the highlight on the significant contributions of the fisheries sector to the nations food security.

Among the activities conducted were the technology forum on Tilapia, Rice eel and Seaweeds Processing, product display of various fishery value-added products and harvest field day of Tilapia Techno-Demo Project.

The Bureau likewise distributed fishing gears and post-harvest equipment to the fisherfolk and Rural Improvement Clubs (RICs) in Quirino province’s municipalities of Aglipay, Cabarroguis, Diffun, Maddela, Nagtipunan asnd Saguday.

Mr. Christopher Casco and Ms. Mary Ann Abdullah represented the fisheries banner program to the Search for Mr. and Ms. Agri Pinoy 2014. BFAR RO2-Fisheries Production Division Chief Dr. Severina S. Bueno and Fisherfolk Regional Director Alexander M. Agra joined the two during the awarding ceremony.

Mayor Esterlina Aguinaldo-Ramos of LGU - Sta. Praxedes, Cagayan and BFAR RO2 Assistant Regional Director Milagros C. Morales opened the celebration of the “Araw ng Magsasaka at Mangingisda” in the 7th Sarakat Festival. BFAR RO2 held a Gamet Cooking Contest to popularize the consumption of this type of marine vegetable and display of guraman processed products. The quiz bee popularized knowledge about fisheries.

Lobster Menus

Some members of the CY 2014 Fisheries Technology Caravan team in Maconacon, Isabela served as judges in the Lobster cooking Contest during the Binaging Festival. Lobster or binaging is abundant in the place. To properly manage this resources, BFAR RO2 promised to construct lying-in cages for berried lobster and has already conducted a Participatory Rural Appraisal in the place to help identify particular measures for protection and conservation of lobster.

Dr. Milagros C. Morales, together with Mr. Dominador Abalos, The Provincial Fishery Action Officer of Nueva Vizcaya and LGU - Alfonso Castañeda Officials headed the awarding of 10 units of non-motorized boat and 10 units of gillnets to Galintuha Fisherfolk Association during the Kasipegan Festival of Alfonso Castañeda, Nueva Vizcaya.
