This case, involving travelwith subject KITZER by Indianapolis Undercover Special Agents, hasgenerated a great volume oi information concerning a group oiinternational venture capital brokers dealing in iraudulentsecurities drawn on "oii-shore" hanks. Until the present time,while the covert operation was still intact, overt coverageof leads in most oi the violations uncovered have sot been "set forth to protect the Indianapolis operation.
-Bureau has advised that all leads set out in this latterhe covered immediately. .As set forth in previous connmnications,successiul prosecution in these cases is heavily dependentupon a coordinated eiiort in the Bureau and various U8i's/Strike Forces involved. .

The transactionwould he the sale of PRESLEY's Jetstar to IIP Leasing Group.II? in turn would borrow enough money from the Chemical hankof New York to cover both the paying off of the presentindebtedness on the aircraft, over $600,000, and also mpgradingthis aircraft in order to qualify it for Pederal AviationRegulation FAR! 121 laintenance Program. This mp-grading hadan estimated cost of $350,000. E
Upon completion of the np-grading, the plane allegedlywould he valued on the open market at approximately $950,000.Iith IIP purchasing this plane, the contractual agreement would-continue in that PRESLEY would then lease the plane hack for84 months at a monthly rental of 816,755 and he is tars wodldsub-lease the plane for 817,755 per mnth for I4 months to Air¢argo Express ACE!. This way PIEBLEY would profit hy 81,000a month and, at the end of the seven year period, he had the -right to hny hack the plane for 81.00. EASZNER, who was at the meeting held on Jane 84, 1016, wasen agent for Iorld Aircraft Exchange, inc. and was swpoeed tobe responsible for supervising the mp-gradinga and modi ieationsof the aircraft to qualify for the PAR l2l Iaiateaaaee Program.
Ihen the contract was signed on Inns E5, 1070, IE!!! _;'PRESLEY, acting for ELVIS PEESLEY, paid tee checks to II? _hoth in the amount of 816,155 representing the first mmd - -eighty-fourth monthly rental payments. Subsequently, PRO told P8281!-2Y's attorney that themoney to cover these checks was conning from Jamaica or someplaceelse and that there had been an error in the transfer of thefunds. The checks were to be redeposited, but, mpon mo doing,the cheeks were again returned by the bank without payment.
The Chemical Bank of Iew York refused to accept the leaseagreement, prepared their own agreement and finally this mostrecent contractual agreement was signed. -
On July 16, 1976, VERNON PRESLEY, RED PE, IIGEL III?I!LDand ROBERT CAGGIANO met at the Iational Dank of Comerce, IBC!,Iemphis, Tennessee, whereupon a check in the amount of $330,048.33was accepted by IBC, drawn against the Chemical hank of Iew Yorkand was deposited to the account of ELVIS PRESLEY. This wasthe reminder of funds based on the contractual leasing agreementwhich allowed the paying off of the $600,000 mortgage on theplane over and above the above-stated figure.
At the same _n.-�e, invoices on the stationery of Iorldaircraft Exchange were presented with reconnended approval forpayment by IIP Leasing Corporation. They were as follows: 1

The first monthly payment for rent was not due from ACEuntil August, l976. Iowever, ACE had indicated an interest inanother aircraft belonging to PRESLEY and an arrangaent was -again proposed by IIIGEL IINTIELD. This arrangement was proposedon behalf of A. G. I. Pinancial Corporation which is the sameorganization previously submitted by PRO to replace IIP in thefirst contract. This latter corporation was formed by AI@DIANNARINO of Iiami, Plorida.
A.G.l|. sought to fill the sane role occupied by IIP withregard to the'Jet'st'ar on another plane of P8E8l.EY's, a Dansault-Palcon. A sinilar type sale-lease back arrangement was enteredinto and VERNON PRESLEY gave personal checks to IAIIAEIN in
-the approximately amount of $53,000 which IAIIIABID subsequentlycashed. Although this wire was received and considered, so psyssntswere received from ACE and finally, one of l>8.ESL!Y's pilots pentto Iiami and reclaimed the airplane. Upon its return to Ienphis,the leg book was revieved and revealed that none of the funds inexcess of quarter of a sillion dollars which had been paid outup-grading and sodifying the plane to qualify it for 121laintenance had been applied to the plane.
D. B1-ZECBER SUITE, Attorney for 31.718 91281.27, had variousconversations with PRO.
