Message from the President

The visit in France, in October 2013, of Singapore’s Prime Minister Lee Hsien Loong, was a chance to reaffi rm the two countries’ historical ties and strategic partnership that will be further reinforced through the EU-Singapore Free Trade Agreement. In Asean, Singapore is France’s largest trading partner, and the two countries discussed bringing the commercial bilateral exchanges from €10 billion in 2013 to 15 billion by 2020.

The French presence in Singapore is substantial and keeps growing year-on-year and the French Chamber plays an active role in supporting this growth, by developing both our business services and our range of activities and events.

So, once again, the FCCS has reached new heights in terms of new members, number of events, companies set up and job offers fulfi lled. A total of 147 events were organised this year by our 16 committees. The active contribution and participation of all our members, from very large companies to SMEs, proved to be a key success factor for these events, which attracted more than 4,800 participants. I would like to take this opportunity to thank our members for their involvement.

services to facilitate company setups and expansion in the region.

To refl ect the expansion of French businesses in Singapore and in the continued interest of our members, our board increased from 20 to 25 members in 2013. And with our recent decision to take additional offi ce space to expand the FCCS business centre, we will continue to develop our service offerings for the benefi t of our business community.

This growth trend will certainly hold in 2014/2015 and our Chamber will continue in its efforts to always serve you better.

Message from the Director

Thanks to the support and dedication of our board members, committee members, members and FCCS team, our departments have all signifi cantly increased their activities. I feel very proud and thankful to them, as their combined efforts contributed in projec-ting an extremely dynamic image of our French Business community.

Allow me to comment briefl y on the year 2013, whose roadmap included various strategic directions, leading to new initiatives and projects.

• Working at regional level: we put the emphasis on the regional role of Singapore within the Asian region and reinforced our cooperation with other French Chambers in Asia. Our business support department coordinated for its clients a number of business missions in the region and our Infrastructure and Asia Committees brought our members to Myanmar and Iskandar. We also organised several talks and BtB meetings on how to do business in the region to allow our members to benefi t from the experience and best practice from Directors of French Chambers in Asia & Australia.

• Acting as spokesman for the France trademark: in order to promote the French touch and know-how while better addressing the needs of our French retail members, we

embarked on new B2C activities and launched So Chic, the essential guide for French shopping and dining in Singapore. Printed at 50,000 copies and distributed free of charge, this informative guide was extremely well received by both retailers and consumers and has already become the indispensable reference when looking for French brands and restaurants in Singapore. Another interesting initiative is our new training workshop series, French DNA, which allows our member companies to raise their team’s awareness of French Culture, develop their understanding of French communication codes and facilitate intercultural relationship.

• Our Committees as the backbone of all our activities: we fostered our sectorial committees to promote our members’ expertise and better answer their needs. This year, we created a Smart City sub-committee to capitalise on French expertise in this sector and identify how French companies can contribute to Singapore goals in this fi eld.

Many projects lie ahead for 2014, among which an expanded business centre, a smartphone application, and new sectorial committees, to conti-nuously improve the services made available to our members.

The fi rst of its kind here, this guide aims to introduce both prestigious and lesser-known French retail brands as well as French dining establishments and gourmet retailers. Human Resources Services at a Glance

Our Recruitment Services unit was created in September 2004 with a convention signed with the French Embassy. This convention allows the FCCS to operate an Employment and Professional Training Committee (CCPEFP) to assist French nationals looking for job opportunities in foreign countries.

Recruitment Services reports once a year (in January) to a Steering Committee that comprises the French Embassy, the French Consulate, representatives from French institutions and majors business partners. Reports are then evaluated by a National Committee in France for the yearly subsidy attribution. The FCCS obtained an Employment Agency Licence from Singapore’s Ministry of Manpower end of 2005. Renewable on a yearly basis, this license allows the FCCS to continue developing its recruitment activities and services for any company or candidate.

ActivitiesThe FCCS HR department has two core missions:

• Assist companies hiring in Singapore in their search for French or local talents. We act like a recruitment agency and offer support in the recruitment process by defining positions, referring candidates matching requirements after interview and establishing a shortlist of candidates. Recruitment Services also gives advice on HR issues and participates in the running of the HR Directors Club;

• Assist French nationals or French-speaking persons in their job search and career development in the local market. We maintain an active database, give information and advice on employment issues and the labour market, and offer many practical workshops that address the job search.

Training Programme A Comprehensive Training Programme

TrainingsThis year, we have diversified our offer with 12 new modules and training partners, from flexible half-day to extensive full-day training sessions. More than 80 persons chose our training modules to enhance their skills.

French DNALaunched in 2014, this new workshop series is a chance for companies to initiate their team members into French culture and raise their awareness of it through our French DNA modules, in order to develop a better understanding of French communication “codes” and facilitate intercultural relationship. French DNA is designed to:• Reward corporate teams with an initiation into French

lifestyle; • Raise employee loyalty and develop brand attachment to

External Relations with InstitutionsFrench Chambers in Asia

A Powerful NetworkEvery year, all the French Chambers of Commerce in Asia gather for their annual meeting. Growth and dynamism can defi ne this powerful network, which has become one of the most infl uential in the region.

This year’s meeting was held in Mumbai, India, and focused on membership and communication. In the presence of the president of UCCIFE and several presidents of French Chambers in Asia, this three-day meeting aimed to study insights and know-how so as to enhance services to all our members. Several action plans were discussed to improve coordination between the Chambers in Asia, coordinate market information towards France and create sectorial approaches.

Singapore and BeyondThanks to its strategic location in Asia, the French Chamber of Commerce in Singapore plays a key role in accompanying French companies in Singapore and beyond. The FCCS aims to enhance its collaborations with the French Chambers of the region and many initiatives recently launched illustrate this trend.

The FCCS Business Support regularly coordinates regio-nal missions by tapping into this dynamic network. French companies then have the possibility to extend their business mission beyond Singapore to explore additional business opportunities.

We welcome representatives and experts from Southeast Asia on a regular basis to share the business practices and, hence, help our members expand their business in this fast-growing region. Last but not least, we organise several business missions for our members in neighbouring markets, such as the successful delegation to Yangon, Myanmar, and the seminar and site visit in Iskandar, Malaysia.

External Relations with InstitutionsPartners in France

CCI France International (formerly known as UCCIFE)The French Chamber is a member of CCI France International. Founded in 1907, UCCIFE brings together 111 French Chambers in 81 countries, which together represent the largest private network of French companies in the world. Its mission is to act as a network coordinator circulating information, cooperation and know-how, promoting its members to the business networks in France and providing some specific services.

The FCCS participates twice a year in seminars, once with all the Directors of all international French Chambers and once with the Directors of the French Chambers in Asia, for experience-sharing. The FCCS also collaborates on a regular basis with a number of CCIs in France and is proud to be part of this network, helping French SMEs to internationalise.

French Ministry of Foreign AffairsThe FCCS continues its mission of assistance to French citizens willing to find a job in Singapore and benefits again this year from a financial support for fulfilling this mission.
