In view of the existence of thebubonio plague in Honolulu- - andAsiatic ports the supervising sur-

general of the Marine HospitalService of tho United States has isBued a circular letter to Collectorsof the Port making them acquaintedwith the additional quarantine re-

adopted by the serviceThe new rules are very stringentwith regard to the inspection deten-tion

REGARDING PRIVY VAULTS AND CESSPOOL

8 No privy vault sink or cess-pool

feet of any stream lako pnnd wellor spring of water nor within twofeet of tho line of any lot nor shallit be made tnoro than eighteen orless than sis feot deep or placed insuch a position that it is not easilyncceissihlo for emptying nud clean ¬

12 The Board of Health or itsAgents may cause the euiptyiugordisinfecting of any privy vault sinkor cesspool that may be deemed of ¬

fensive or when required by publichealth at tho expense of the owneror occupant of the premises

13 Within thirty days after thepublic sewer system is put intooperation the use of privy vaultsand cesspools shall be entirely dis ¬

continued within the limits of suchsewer system aud all privieB shallb removed except in so far as per ¬

mission may be granted by thoBoard of Health to transform thosame into approved water closetsconnected with the sewer system

14 No privy vault or cesspoolshall be excavated or maintainedwithin ten feet from any dwellinghouse or inhabited building or cookhouBe or place where cooking b

donoIB No privy vault or cesspool

shall be maintained or excavated inany place where for any reason freeand unimpeded access may not behad to the same by an excavatorcart

16 No privy shall be built ormaintained so as to entirely coverthe cesspool or vault under thesame but the cesspool or vault shallproject out on one side beyond thesuperstructure in such a manner asto allow the inspection aud removalof the contents of said cesspool orvault The contents of any privyvault or cesspool shall not be allow-ed

to rise within eighteen inches ofthe top of the same or to such aheight as to flow out onto the sur-face

19 All connections to cesspoolsor privy vaults shall be made withcast iron lsad or vitrified sewerpipe All urinals shall bo connectedto cesspools vaults or sower bytrapped waste pipes

20 All cesspools shall be pro-perly

after at least once every fourmouths and shall bo thoroughlydisinfected at least once each weekwith such disinfectant as the Boardof Health shall direct all snohcleaning and dihinfecting to beatthe expense of the owner of theproperty

21 All waste soil sewer or drainpipes shall be of oast iron lead orvitrified clay If of iron or lead thejoints shall be caulked with moltenJead if of vitrified clay they shallhave tight cement joints all jointsto bo smooth in the inside opendrains may be of water tight masonry
