WHAT ARE OHS LEADING (or LEAD) INDICATORS? §  Measures of the positive steps that

organisations and individuals take to prevent an OHS incident

§  Characteristics of workplaces that precede OHS outcomes

§  Measures of the ‘safety potential’ of a workplace

§  Resources that are available in the workplace and that impact OHS performance

(References: Christian et al., 2009; Geldart et al., 2010; Laitinen et al., 2013; Reiman & Pietikäinen, 2012; Sinelnikov, Inouye, & Kerper, 2015; Wachter & Yorio, 2014)

Overall, “a general consensus exists for the use of leading indicators as a measure of OHS performance”

(Sinelnikov et al., Safety Science, 2015: 240).

Sinelnikov et al. (2015: 248) call for the development and validation of a

“standard index of leading indicators that could be used for benchmarking across organizations”.

•  To measure OHS leading indicators, we used an adapted version of the ORGANIZATION PERFORMANCE METRIC (OPM)

•  The OPM was developed at the Institute for Work & Health, Ontario Canada (IWH, 2011)

•  The OPM is an eight-item tool that asks for responses to a set of statements about aspects of health and safety in his/her workplace

•  A higher score reflects that the respondent agrees that OHS leading indicators are present in his/her workplace

•  OPM scores can range from 8 to 40

Survey of ANMF (Victorian branch) members

4,891 responses:

•  3,273 registered nurses (67 percent),

•  1,055 enrolled nurses (22 percent),

•  407 midwives (8 percent) and

•  156 personal carers (3 percent).

•  93% female

•  24% fulltime, 64% part-time

•  81% more than one job

ANMF (Vic) survey: Self-reported OHS outcomes

§  60% had experienced an OHS incident in the past year (unreported incident, reported incident, or near-miss).

§  Total number of OHS incidents in the past 12 months: §  on average, 4.9 (SD = 21.8) OHS incidents in the past year.

Total incidents= sum of all OHS incidents: incidents reported to management, incidents not reported to management and near misses.

§  17% reported having days off work that were associated with a workplace OHS incident within the last 12 months.

§  32% reported having days off work as a result of workplace stress within the past 12 months.

§  7% reported that they had made a WorkCover claim
