C1 HSE FATIGUE INDEX In order to provide a comparative baseline, the typical shift pattern for test subjects was assessed using the HSE’s Fatigue Index Calculator for shift working1. The HSE index is related to the relative probability of high levels of sleepiness associated with a pattern of shift work. It is expressed as a value between 0 and 100, where a value of 20.7 corresponds to the average or general norm.
Figure 1 illustrates fatigue index scores over a six day duty period for HA Traffic Officers.

These scores assume a normal shift pattern of three early (06.00 to 14.00) followed by three late (14.00 to 22.00), typical breaks of 15 minutes every two hours, maximum time between breaks of three hours, a maximum of 30 minute journey to work, with moderately demanding workload and constant attention. TOs rate a maximum score of 8.9 and an average of 6.4 on the fatigue scale. There is a decrease in fatigue between day three and four, as a result of a 24 hour break between shifts rather than the normal 16 hour break.
It is perhaps worth noting that fatigue levels remain below 20.7 in the rare event that TOs begin a shift pattern with three late shifts followed by three early ones, as illustrated in Figure 2. The maximum index rating is 14, still below the nominal average limit, despite the break between days three and four being reduced to eight hours.

It is clear from the assessment that TOs face lower than average risk of sleepiness and/or fatigue, which is borne out by the low level subjective assessment scores. It is worth noting that the index calculator has no

mechanism for distinguishing between double or single crewing as the fatigue index is based upon job description rather than the level of staffing available to undertake a task.
