CHAPTER 1
EXECUTIVE SUMMERY1.1 INTRODUCTION:
1.1.1 Preamble:
Amendment of the Environmental Impact Notification No. S.O. 60 (E) dated27.01.1994, issued by the MOEF, Govt. of India has made mandatory underSchedule - I of EIA notification for 30 different activities to obtain NOC (NoObjection Certificate) from the State Pollution Control Board and EnvironmentalClearance from the Ministry of Environment & Forests, Govt. of India. Thisamendment to the EIA Notification is effective from 14.09.2006.

Bharat Petroleum Corporation Limited, (A Govt. of India Enterprise), Workingunder the ageis of Ministry of Petroleum is proposed to have and establishmentfor Storage and Distribution of Petroleum & Lube products at Ennore Installation.Ennore Installation will be constructed at Survey No: 1556 B Vallur village and354/1 Athipattu village, near Ennore, Tamilnadu.
Bharat Petroleum Corporation Limited, based storage units located inside thenotified industrial area/estate are listed at S.N. 6(b) under category ‘B’. Thereceipt terminal is an integrated facility within pipeline and hence the project istreated as category 'A’ and appraised by State Expert Appraisal Committee Letterno: SEIAA-TN/F 2433/TVLR/6(a)/AEE-II/2014 Dated 16.02.2015. The report is inaccordance to the Terms of Reference (TORs) given for Environmental Clearanceapplication.

portion will be disposed scientifically.
The hazardous wastes generated is spent oilfrom DG set which is stored in MS drums andsent to authorized preprocessors.
On cleaning of tanks, tank bottom sludge isbeing disposed off through the agenciesapproved by Pollution Control Board.
1.1.4 Water requirement and wastewater treatment and discharge details

The total quantity of water requirement for the industry is about 5.5 KLD. Thebreak-up of the consumption of water is as presented in table below.

1.1.9 PLEA TO EXEMPT THE PROJECT FROM PUBLIC HEARING:
The project is proposed storage of petroleum products which does notresult in any major environmental ramification of significance.
The layout of the installation including proposed tanks and other facilitiesare designed so as to maintain the highest safety standards, which compilesto the latest standards of OISD,CCOE guidelines and MBLalrecommendations. The design of the facilities in the Installation are beingdone in line with the OISD and API standards, so as to ensure highestdegree of safety during construction and operation.
CHAPTER 2
INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION
2.1 INTRODUCTION OF PROJECT PROPONENT
Bharat Petroleum Corporation Limited (BPCL) is an Indian state-controlled oil andgas company headquartered in Mumbai, Maharashtra. BPCL has been ranked 225thin the Fortune Global 500 rankings of the world's biggest corporations for the year2012.
BPCL, with an equity base of Rs. 723.08 Crore, is a leading player in the PetroleumSector in the country. BPCL currently has Refineries at Mumbai and Kochi with acapacity of 12 Million Metric Tonnes per Annum (MMTPA) and 9.5 MMTPArespectively for refining crude oil. BPC's subsidiary at Numaligarh has a capacity of3 MMTPA.
Also, Bharat Oman Refineries Ltd. (BORL) a joint venture of BPCL, a state-of-art,grass root refinery with a capacity of 6 MMTPA at Bina, Dist. Sagar, MadhyaPradesh is also a part of BPCL. This Refinery is on stream and completelyoperational from 2011.
2.2 BRIEF DESCRIPTION ABOUT THE NATURE OF THE PROJECT
Bharat Petroleum Corporation Limited (BPCL), Ennore Installation will be one ofthe major Oil installations in the country for feeding the important market ofChennai city ; Revenue districts of Chennai Urban and Chennai Rural and somedistricts of Tamilnadu. Ennore Installation will be feeding approximately 182 Retailoutlets, 84 Industrial Customers and 1 Aviation Filling Stations.

Ennore Installation will get its inputs through ocean tanker from Mumbai and KRrefinery.
The total Petroleum storage tankage capacity will be 1,17,035 KL.
Product will be dispatched to retail customers through tank Lorries.
PROJECT DESCRIPTION SUMMERY:
The proposed terminal will have 6 Nos. Above ground vertical Petroleum producttanks, 2 nos above ground horizontal petroleum products tanks, 4 nos. petroleumUnderground tanks, 2 Nos. water tanks, Admin Building, tank truck filling gantry,MCC room, Store room, associated facilities as per the layout.

2.2.1 ESSENTIAL REQUIREMENTS OF THE PROJECT

Generally for any industry to perform viably the availability of certain basicessential requirements is necessary. The essential requirements include1. Raw material2. Fuel3. Transport4. Power5. Water6. Land7. Man power etc.

In the context of proposed Storage capacity at BPCL all the above basicrequirements are essentially available as it is an existing industry.
2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND/REGION:
Presently Tondiarpet Installation which was put up way back in 1299 in a totalarea of 40 acres. This installation has been catering to the need of 6 revenuedistricts of Tamilnadu and union Territory of Pondicherry. Besides MS/HSD werealso moved on stock transfer to Tada depot and ATF to Coimbatore / Devangonthiby means of tank Lorries. The installation was handling around 11 lakhs KL ofproduct per annum of MS/HSD/SKO/ATF/FO/LDO etc., The product movement toTondiarpet was mainly through costal movement by 3 dock lines from Chennai portand 5 pipelines from CPCL.
Over a period of time, the area has become thickly populated and no space isavailable inside the installation for further expansion. BPCL in the long term planhas been looking for land from early 2003 for shifting of operations fromTondiarpet. Currently dock line have been cut and are not in use as per thedirection of Central Pollution Control Board (CPCB).
We have got the land admeasuring 100 acres from salt commissioner,Departmental of industrial Promotion & Policy, Ministry of Commerce & Industry atAthipattu village, Ennore.
The project being proposed is important in view of the energy security of thenation and will also contribute to the socio economic development the region.
The received petroleum products will be stored and dispatched to the Chennaiurban and rural via Tank Lorries and to the entire state of Tamilnadu and somenorthern some parts of Andhra Pradesh through Tank lorries.
2.4 EMPLOYMENT GENERATION DUE TO THE PROJECT
The total direct employment potential of the proposed industry is about 100people. However, there are indirect employment generation due to the projectduring the transportations, marketing & distribution etc.,

3.1 TYPE OF PROJECT
It is intended to store and dispatch of petroleum & Lube products and he receiptof these products will be through Ocean tankers from Mumbai and KR refinery andproducts will be dispatched to retail customers through tank lorries.

3.3 BASIS OF SELECTING THE PROPOSED SITE:
The efficient functioning of any industry mainly depends on the availability of itsbasic requirements viz. raw materials, fuel, power, water, manpower etc. The plantis being presently operated.
3.3.1 Proposed environmental safeguards:
1. What type of mitigative measures has been incorporated for control &prevention of water pollution due to effluent discharge?
The proposed project is New storage facility capacity and other alliedfacilities. Domestic wastewater generated from project will be treated inseptic tank and soak pit. And no effluent is generated from the project.Therefore no major impact is envisaged.
2. Measures incorporated for control & prevention of air pollution due toboiler stack, DG exhaust and process exhaust?
Well-designed stacks of adequate heights are proposed for thegenerator for dispersion of gaseous emissions at levels as per theguidelines.
3. Measures proposed for prevention of adverse effect on fragileecosystem?
The proposed project is storage of petroleum products. Further, the industryis located in Ennore which is not an ecologically sensitive area. Thereforethere are no adverse effects on the fragile ecosystem are anticipated.
3.4 SIZE/MAGNITUDE OF OPERATION
The industry “M/s. Bharat Petroleum Corporation Limited” is a large scaleindustrial unit. The proposed investment for the New Storage facility is about Rs.369 Crores. Total Petroleum storage Capacity : 1,16,820 KL.Total capital investment on the Project is detailed as under

Proposed Receipt: The products will be received to our installation through Oceantanker via HPCL pipeline.
Storage: The storage tanks for 1,17,035 KL are used for storage of differentproducts. The details of tanks with sizes is detailed in table 3.1.
Dispatch: The products received will be stored in respective tanks and will bedispatched to retail outlets through tank lorries.

3.6.1 DOMESTIC SOLID WASTE: During construction period NIL
3.7 WATER, ENERGY/POWER REQUIREMENT & SOURCE
3.7.1 Water
The requirement of water for the construction purpose will be supplied throuauthorized suppliers.
3.7.2 Power
The total power requirement for the industry is about 450 kVA which is to beobtained from TANGEDCO.Further diesel generators are installed to serve as alternative sources of powersupply to this unit in emergencies during power failure.

3.7.3 Air pollution sources:
The major air pollution sources from the industry are DG sets. These generatorsets are provided with stack of stipulated height as per consent of TANGEDCOwhich is adequate to disperse the gaseous emissions of the resort to thesurrounding environment.
The sources of air pollution, type of fuel used, fuel consumption and chimneyheight details are indicated in the table below.

3.7.4 Noise generation and its management:
The major source of noise pollution in the industry is the DG set for which acousticenclosure is proposed. Also ambient noise levels will be ensured within theambient standards by inbuilt design of mechanical equipment and building apartfrom vegetation (tree plantations) along the periphery and at various locationswithin the industry premises.

3.7.5 Solid waste generation and management
The quantity of solid waste generated from the industry is calculated as follows

SITE ANALYSIS4.1 CONNECTIVITY

4.2 LAND FORM, LAND USE & OWNERSHIP:
The proposed site is industrially converted land and the proponent has legal entitlementand procession certificate for project site area. WE would abide by the norms as per OISDand PCB for provision of green belt area.
4.3 TOPOGRAPHY
M/s. Bharat Petroleum Corporation Limited is located at latitude of 13°15' N &longitude 80°20'"E.
The proposed petroleum storage of M/s. Bharat Petroleum Corporation Limited, EnnoreInstallation will be situated at, Survey No: 1556 B Vallur village and 354/1 Athipattuvillage, Near Ennore, Tamilnadu.

4.4 EXISTING LAND USE PATTERN
The BPCL plant is located in Ennore. The establishments around the plant arePetroleum product storage of HPCL. Therefore no major impact on the surroundingarea is envisaged.
4.5 EXISTING INFRASTRUCTURE: NIL
4.6 SOIL CLASSIFICATION : Soil investigation being done.
4.7 METEOROLOGICAL DATA :
Assessment of the micro and macro meteorology is important from the standpointof understanding the nature and extent of air pollution in the study area. Theclimatic condition of the area may be classified as moderately or seasonally dry,tropical or temperate savanna climate with four seasons in a year. Winter iscritical for air pollution build-up because of frequent calm conditions withtemperature inversions resulting in poor atmospheric mixing, natural ventilationand high emission loads during evening traffic peaks.
The classification of months according to the seasons is given in the followingtable.

4.7.1 Temperature
The hottest day of 2013 was May 23, with a high temperature of 41°C. Forreference, on that day the average high temperature is 38°C and the hightemperature exceeds 41°C only one day in ten. The hottest month of 2013 wasMay with an average daily high temperature of 37°C.
The coldest day of 2013 was December 16, with a low temperature of 19°C. Forreference, on that day the average low temperature is 22°C and the lowtemperature drops below 20°C only one day in ten. The coldest month of 2013 wasJanuary with an average daily low temperature of 21°C.

4.7.2 Relative humidity
Ennore generally experience high humidity. The average maximum values of therelative humidity remain high throughout the year (above 90%) The averageminimum monthly values are between 25% in May and 48 % in November.
4.7.3 Rainfall
More than 60% of the annual rainfall takes place during the NE monsoon ( Octoberto December). The average monthly rainfall in the period 1972 – 1983 varied from1mm in march / April to 416 mm in November. The annual rainfall showsconsiderable variation over the ears, from 550mm in 1982 to 1522 mm in 1975.
4.7.4 Atmospheric pressure
The maximum and the minimum atmospheric pressures are recorded during allseasons. In the summer season, the mean maximum and minimum pressure valuesare observed to be 904 mb in the month of May and 918 mb in the month of Junerespectively. During monsoon season, the maximum pressure is 913 mb (July) andminimum 903 (August) mb. The maximum pressure during the post-monsoon seasonis observed to be 914 mb in November and minimum pressure is 905 mb in themonth of October. During the winter season the minimum atmospheric pressure is907 mb in December and the maximum is 919 mb in the month of January. Thevalues are presented in Table 4.1.
4.7.7 Wind
The site is coastal exposed to south west and north east monsoon. The wind ispredominantly SW to SE during SW monsoon from June to September and form NEto NW during NE monsoon from October to January.

4.8 SOCIAL INFRASTRUCTURE AVAILABLE
Infrastructure is the basic physical and organizational structures needed for theoperation of a society or enterprise or the services and facilities necessary for aneconomy to function.

PLANNING BRIEF5.1 PLANNING CONCEPT
M/s. Bharat Petroleum Corporation Limited has proposed to Construct New Storagefacilities for Petroleum Products.
5.2 POPULATION PROJECTIONThe total direct employment potential of the industry is about 100 people.However, there is indirect employment generation due to the project duringthe transportations, marketing & distribution etc.
5.3 LAND-USE PLANNINGThe industry is designed envisaging adequate area for landscape, productstorage, and internal movement of vehicles as shown in the table below.

5.4.1 RoadwaysRoadways are required for transportation of Products and employees to &from the industry during the operation phase.
5.4.2 Water supply & sewerage infrastructure:Water demand for the industry will be met by local municipal water supplyand bore well.
The domestic sewage generated is treated in septic tank & discharged into soak pitwithin the industry premises.

CHAPTER 6
PROPOSED INFRASTRUCTURE
6.1 INDUSTRIAL AREA (PROCESSING AREA)
M/s. Bharat Petroleum Corporation Limited, has proposed to storage Facility forPetroleum Products.
6.2 SOCIAL INFRASTRUCTUREDetailed in Chapter 4, Section 4.8.
6.3 CONNECTIVITYDetailed in Chapter 4, Section 4.1.
6.4 DRINKING WATER MANAGEMENTThe source of water supply for the industry will be from the authorized localsuppliers. The total water requirement is about 5.5 KLD.
6.5 SEWERAGE SYSTEMAt present the industrial does not have the common Underground drainage system(UGD) facility. The domestic sewage generated from the project is treated inseptic tank & discharged into soak pit. No Industrial effluent is generated in theproject.
6.6 SOLID WASTE MANAGEMENT
The domestic garbage is proposed to be composted within the industry premises &the product will be used as manure for green-belt/landscape development. Thehazardous solid waste generated from DG Set will be stored in MS drums and willbe sent to authorized reprocessors. The storage tanks in the project will becleaned once in 5 years. The tank bottom sludge shall be handed over to commonincineration facility or to the agency approved by Pollution Control Board.
6.7 POWER REQUIREMENT & SUPPLY SOURCE
The total power requirement for the industry is about 600 kVA which is to beobtained from TANGEDCO.

Further diesel generators are installed to serve as alternative sources of powersupply to this unit in emergencies during power failure.
CHAPTER 7
REHABILITATION & RESETTLEMENT PLAN
M/s. Bharat Petroleum Corporation Limited has proposed new Storage and alliedfacilities for Petroleum Products. The area considered for the facility is vacantland, therefore no rehabilitation and resettlement is envisaged.

ANALYSIS OF PROPOSAL
Observing the demographic pattern of the study area it can be inferred thatoccupational pattern is a mixture of industrial and agricultural activity. Theproject will increase the employment potential by creating direct and in-directemployment opportunities and thus be beneficial for the local populace.
The management of the industry proposes to give preference to local peoplewith both direct and indirect employment.
