We, atTheParke, havebeenblessedover theyearswithactive,wellledandaccomplishedadvisorycom-mittees. It is important for us to knowthetremendousamountoftimeandeffortrequiredtoinsurethatwemaintainourexpectedlifestylehereatTheParke.Eachadvisorycommitteeistaskedwithspecificareasofresponsibility.JustasIhavediscussedinpastPresident’sCor-nerstheimportanceofourAdministrativestafftothesuccessofourCommunity,Ialsofeelthatweshouldbefullyawareofthecontributionsandimportanceofeachoftheseadvisorycommittees.Asyoualreadyknow,themakeupofeachcom-mitteechangesatthebeginningofeachyearwhenmembersareappointedbytheBoardofDirectorstoservefortwo-yearterms. CommitteesalsohaveAlternateMembersappointedbytheBoardandserveforone-yearterms.Thefollowingisaquicksummaryofthepurpose,responsibilities,andmember-shipofeachadvisorycommittee.
Budget and Finance Advisory CommitteeThepurposeoftheBudget&FinanceAdvisoryCommit-teeistoadvisetheBoardofDirectorsinprovidingeffectivecontrol over Community assets including cost control overplannedexpensesandtheneedsoftheCommunity.There-sponsibilitiesoftheCommitteeinvolveamonthlyreviewofallexpensestoidentifypossibleanomaliesrequiringcorrec-tiveaction,monitorandupdatereplacementreserverequire-
ments,reviewandadviseonpurchasing/contractualarrange-mentsand toprovidea thoroughanalysisand recommenda-tionstotheBoardofDirectorsoftheannualbudget.Ofnote,this Committee under previous chairs, Diane McGraw andFrankKoval,providedoutstandingworkinthedevelopmentofthe2015budget.TheBudgetandFinanceCommitteefor2015willbenewlychairedbyRialLinewithmembersCharlieWalker,CindyOs-trowski,GingerBurke,andDonClagett,andwithAlternatemembersJimMarateaandJimAngstadt.
Communications Advisory CommitteeThepurposeoftheCommunicationsAdvisoryCommitteeistoadvisetheBoardofDirectorsintheexchangeorsharingofallwrittenandvisual information regardingParkeactivi-tiesinvolvingParkemembership,whichmightincludeHOAbusiness andoperational concerns and recreational andpro-grammedactivities.TheresponsibilitiesoftheCommitteein-volveparticipationinthedevelopmentofthemonthlyNews-letter,assiststheadministrativestaffinmanagingthewebsite

Covenants Committee Thepurposeof theCovenantsCommittee is to insurecompliancewithGoverningDocumentsandtofosterharmo-nywithin theCommunitybyactingasa residentadvocate.TheresponsibilitiesoftheCovenantsCommitteeinvolvetheinterpretationofParkeGoverningDocumentsandbyrevisingandupdatingallParkedocumentsasrequestedbytheBoardof Directors, the investigation and rendering of decisionson alleged violations of Governing documents while mak-ingreasonableeffortstoresolveconflictsinaninformalandamicablemanner,andtheimpositionofreasonablefinesforviolationsofGoverningDocuments.Ofnote,theCommitteeduring2014wasmostsuccessfulinitsroleasresidentadvo-cateandaffectedanumberofsignificantrevisionstoParkeGoverningDocuments. TheCovenantsCommittee for2015willbe ledby re-turning chair Margaret Giacoponello with members PennyMiller, Donna Potenza, Marie Buley, Pat Gates, and CindyOstrowski,andwithAlternatemembersBobBalestriandJimAngstadt.
Design Review Committee ThepurposeoftheDesignReviewCommitteeistopro-vide clear guidelines for the requesting and approval of allresidential modifications and additions being requested bya homeowner. The responsibilities of the Design ReviewCommittee involve the review and approval/disapproval ofexternalmodificationsandimprovementstopropertyunitsaswellascommunityproperty inaccordancewithestablishedguidelines.Inaddition,toprovideassistancetohomeowners

Thescopeof responsibilitiesof theOperationsAdvisoryCommitteeencompasses theoversightofallParkefacilities, includingtheClubhouse,pool,ponds,docks,com-monarealandscaping,andservicecontracts.TheCommitteeistofocusitseffortonpreventivemaintenance,energyconser-vation,andothercostreductionopportunities.Ofnote,during2014theCommitteewassuccessfulinproducinganumberofClubhouse and landscaping improvements/upgrades as wellas conducting significant preventive maintenance activitiesthroughouttheCommunity.TheOperationsAdvisoryCommitteefor2015willbeledbyreturningchairTomPiattiwithmembersVitoPotenza,BobOstrowski, BillGlock, andBobBalestri, andwithAlternatemembersJoeGreenandRonTuturice.

InlightoftherecentinstallationofpropanetanksinOceanPines,inparticularattheCorePoolComplexonCathellRoad,andthedelayinOceanPinesreachinganinstallationagree-mentwithSandpiperEnergy,TheParkemightbefacedwithadecisiontoallowResidentstoinstalltanksontheirproperties.ThecurrentDesignGuidelinesprohibitafueltankinexcessof25poundsonanyportionofAssociationproperty,whethercommonareaorresidentiallots.Thisisnotasimpledecision–itwillinvolveseveralcommitteesworkingtogetherinwhatI envisionasaBoard-appointed task force,with representa-tives from Operations, Design Review, and Covenants withsupportivecostreportingfromBudgetandFinanceandafewinterestedresidents.Ataminimumthistaskforcewillbechargedwithresearch-ingpropanetankinstallationonAssociationpropertyandresi-dential property and submitting a report/recommendation totheBoardofDirectors.Areasofresearchwillinclude,butnotbe limitedto:1)buildingcodesmandatingtheplacementoftanksnearbuildingsandhomes,2)safetyoftanks,3)possibletank sizes appropriate for thehomes, 4) installationof suchtanks,5)placementoftankswithconsiderationoflandscapingmaintenance(ridingmowers),aestheticofCommunity,and6)Covenant/GoverningDocumentchanges. Thefinalresolutionofthisissueisgoingtotaketime,notonlyfortheresearch,butalsotheimplementationofanychanges to theGoverningDocuments. ThecollaborationoftheCommitteeswith respect to the availabilityof themanyvolunteers will also create time constraints. In all honesty,evenwiththemostproficientprogress,thefinaloutcomeandimplementationwillbeafewmonths.Therefore,Iamoffer-ing the followingadvice: Do not rushout togetquotesonpropanetankinstalls.NeitheryounortheAssociationisal-lowedtohavetanksatthistimeabove25pounds.Doreviewyourpropanebills;usethisformulatoconverttheamountofpropane(onyourbillasCCFs)togallons–CCFx2.8196=Gallons. Compare thecostsavings. Recognize thatSharpisasubsidiaryofSandpiperandwillnotchargeaterminationfeeifyouabandonthepropanetankandswitchtonaturalgaswhenitcomesavailable.Othersupplierswillmorethanlikelychargeaterminationfeeandotherfeestoremovetheirtanksfromyourproperty.Dolookatcommitteemeetingminutes;infact,attendvariouscommitteemeetingswherethissubjectis on the agenda. This,alongwiththeholidaysbeingoverandthetrashsituationundercontrol,makesforasmooth,quietwinterfortheDRC.I’mlookingforwardtospringforseveralreasons,onebe-ingalittlemoreactionforourcommittee.PerhapsIshouldqualifythatbysaying“goodaction”asinproperlypreparedapplicationsandpaperworkforyourprojects.Wearealreadyplanning for the mold inspection on July 9 and 10. Pleasecheckyourhouseinthespringandsummerand,ifwarranted,arrangetohavethepower-washingdonebyJuly8soyouwillbesqueakycleanfortheinspectionsonthe9th.I’llremindyouagainthatweallneedtoplaybytherulesand we will get along splendidly. Years ago, to save money,the Parke Energy Task Force recommended the conversionof the Clubhouse (7 systems) and Mail Pavilion (1 system)to high efficiency heat pumps with electric backup. TheseHVACsystemsprovideheatcheaperthanapropanefurnace.Todate, twooftheClubhousesystemshavebeenconvertedwiththeremaindertobereplacedinthenexttwoyearsandtheMailPavilionsystemonceitrequiressubstantialmaintenance.Therefore,at this time it isnotnecessary to transitionawayfromSandpipertobulkdeliveryforthesesystems.However,weheatourpoolyear-roundanditisnotcosteffectivetouseelectric(mustinstallanewelectrictransformer/serviceandre-placetheexistingpropaneboiler),soasubcommitteehasbeenformedwithBobBalestriasChairtocontactseveralvendorstodeterminepricingandthefeasibilityofinstallingatanktohaveproponedeliveredbytruck.Isitpossibleforaresidenttodothis?Presently,ourcovenantrulesprohibitinstallationoffueltanks,eitheraboveorbelowground,whichholdover25poundsoffuel.Althoughthatrulecanbechanged,mostof our homes lack enough ground in order to meet the 10-footminimumfroma500gallontanktoabuilding,awindow,crawlspacevent,electricmeter,anA/Ccompressor,propertyline or easement. So, how are our residents lowering theirheatingcosts?Theyareretro-fittingtheirhomeswithahigh-efficiencyheat pumpwith electricorpropanebackup. Thebenefitisalowercostforheatinginthewinterandcoolinginthesummermonths.

Teaching Your Dog New TricksTherearemanytheoriesaboutdogtraining,butmostex-perts agree thatdogs respondbest to reward-based training.Newresearchshowsthatdogscanlearnto“pleasetheirown-ers.”Whenstartingtotrainyourdog,thinkofitasincreasingattachmentbetweenyouandyourpet.Youseethistypeofat-tachmentwhenyourdogisveryhappytoseeyouafteralongdayaway.Thissameemotioncanbeusedtohelpyourdoglearngoodbehavior. Oneway researchershave seen thatdogs can increasethisattachmentisbysimplylettingthemwinwhentheyplaygameswiththeirowners.Inthestudy,dogsplayedtug-of-warwithaperson,overandover.Whenthedogswereallowedtowinthegame,theyweremoreinterestedinplayingwiththatparticularperson.Andbestofall,thedogswhowereallowedtowindidnotexhibitanyunwelcomedominantbehavior—theysimplylearnedtoattachmoretotheirplaymate.Thistypeofinteractionleadstoasenseof“workingto-gether,”whichinturncanhelpyourdogbecomemoreconfi-dentandobedient.Playingthistypeofgameisalsoagoodopportunitytoteachyourdogthatattheendofthegame,heorsheshoulddroptheropeatyourcommand.Ifyourdogknowsthatyouwillcontinuethegameifheobeys,thenyou’vere-wardedthegoodbehaviorwithanactivitythatyourdogwish-estocontinue.Youknowyourdogbest,soifyouengageinthistypeofplayandyounotice thatyourdogbecomes fearfulorover-excited,itmightbebesttotakeabreak.Occasionally,adogwillnotenjoythese typesofgames,sopayattentiontoanynegativebehavioritmightcause.Butifyoucansetsomefirmrulesforplayandyourdogenjoystheattention,itcanleadtobetterbehaviorandahappierrelationship.
Bytheendof the17thCentury,advances inphysicsandchemistry encouraged physicians to look into the workingsofthehumanbody.Theysoondiscoveredthatthe“revealedtruths”handeddownbytheGreeksdidnotmatchwhattheyfoundinthelaboratory.Thefirstgreatdiscoverywasthena-tureoftheheartandthecirculatorysystemofourbodies. Whenattentionwasthengiventoplants,itseemedquitenatural toassume that theplants’circulatorysystemswouldmimic those of animals. Just look at trees with their manybranchesincludingthoseappearingontheleaves; theyhavetheappearanceofourowncirculatorysystem.Butthissimi-laritywassoonfoundtobedeceptivewhentheylookedinsideplantsandfoundnothingatallthatresembledtheheartoranyotherorganfoundinanimals. Thecirculatorysysteminplantshastwomajor“arteries,”a column leading upwards from the roots to the leaves andanothercomingdownfromtheleavestotheroots.Theirprin-cipalfunctionsarestraightforward.Wateristakenupbytherootsandtransportedtotheleaveswhereitiscombinedwithcarbondioxidefromtheairviaphotosynthesis(Seeearlierar-ticlesonoxygen)togeneratesugars.Theleavesusesomeofthesenutrients, butmost are shippeddown to the roots andstoredforfutureuse.Therootsalsoabsorbmineralsandnutri-entsfromthesoilthatarenecessaryforplantmetabolism–thisabsorptionprocessisaidedgreatlybyroot-associatedmicro-organisms(moreonthisinalatercolumn). Plantsareinadifferentkingdomfromthatofanimalssoit should not be surprising that the mechanics of their livesalsodiffersubstantiallyfromthoseofanimals.Thenextseriesof articleswill delve into thesedifferences.The first article(PlantsII)willfocusonperhapsthemoststrikingdifference:they’regreenandanimalsaren’t–at leastmostanimalsandthose that are green are so for reasons quite different fromthose of plants. The obvious (and shallow) answer is thatplantsaregreenbecauseoftheirchlorophyllthatisneededtocarryoutphotosynthesis, something thatanimalsareunabletodo.Butwhyhaven’tanimalsevolvedthecapabilitytopho-tosynthesizetheirfood?Afterall,tobeabletoliveonairandwateralone(ornearlyso)givesorganismsahugeadvantage. ThenextseriesofarticlesafterPlantsIIdealwithamorecomplex question but one you likely have not considered.How is it thatourworld is sogreen, i.e. covered inplants?Thequestionreallyisnotwhyplantsaregreen,buthowtheyareabletosurvivetheonslaughtofravenousinsectsandvari-ouspathogenicmicroorganisms thatwould love toconsumethemall.Thegeneralanswertothislatterquestionliesinthenatureofthings.Natureisnotreallyblack&whitebutratherabalanceofgrays,whereadversarialorganismsreachacom-promisewithoneanotherwhereineachtakesalittlebutleavesallwithenoughtosurviveandreproduce.Itisthedetailsofhowthesecompromisesarearrivedatandmaintainedthatwillprovidethereaderswithinterestingandsurprisingstories.
