Make Chinatown a BID

What is a Business Improvement District (BID)?

A BID is a geographically defined area and is a legally recognized authority by the government. A BID collects a fee from proper-ty owners, which pays for services to improve the area. All property owners share the costs of the district. The district services are decided by the BID.

What can BIDs do?

BIDs deliver a range of services over-and-above normal City services and invest in the long-term economic development of their districts.

BID can clean the streets. BID can hire cleaning staffs to remove sidewalk litter and graffiti.

BID can improve public safety. Secur ity officers can be hired to reduce and prevent cr ime, such as robbery and theft.

BID can help small businesses to thrive. BID can hire Business exper ts to conduct workshops and programs to

Assist with property value appeal

Conduct employee training

Assist business owners with public resources and funding opportunities, such as Security Camera Grant Program and Storefront Improvement Program

Assist with business promotion on social media

BID can promote the neighborhood. BID can host special events to highlight commercial activities in the distr ict, such as Center City Restaurant week organized by Center City District. BID can also provide marketing opportunities to business-es that encourage people to visit the neighborhood (i.e. brochures, flyers, advertising campaigns, etc.)

NAC Programs and Ser vices

First NAC Service Area Briefing

On January 16th, PCDC’s new NAC office organized the first NAC Service Area Briefing at Francis House of Peace- Ping An House. More than 30 community mem-bers attended the meeting. Elhadji Ndiaye, Neighborhood Program Coordination Unit Supervisor, and Angela Price, Neighborhood Program Coordinator, came to the meet-ing to show their support for Chinatown. PCDC invited Vicki Riley from Philadelphia Department of Revenue to introduce property tax rebates programs to the communi-ty, such as Homestead Exemption and senior citizen Real Estate Tax freeze. Chinatown community members learned about city resources for homeowners who have difficulty paying property taxes.

There will be three more NAC Service Area Briefings in

the coming eight months. Stay tuned for the updates.

New Neighborhood Advisory Committee (NAC) Office at PCDC

Chinatown is a recent NAC neighborhood, and we are already making connections with City agencies which offer programs to help homeowners and tenants improve their housing conditions. The NAC team at the Division of Housing and Community Development is offering technical assistance to PCDC to engage you and help you. The Neighborhood Advisory Committee Program offers community-based nonprofit organizations the opportunity to lead and en-gage residents in eligible neighborhoods in activities that support the City’s core objectives, including:

Promoting neighborhood sustainability through programs addressing homelessness prevention, energy conservation education, housing preservation, neighborhood safety, and health and wellness;

Utilizing referral services for available housing counseling, workforce development and economic opportunities; Cultivating youth mentoring and civic engagement; and Ensuring resident participation in City planning and development initiatives.

What is the Basic Systems Repair Program? The Basic Systems Repair Program (BSRP) provides free repairs to correct electrical, plumbing, heating, structural and roofing emer-gencies in eligible owner-occupied homes in Philadelphia.

What types of emergencies are eligible? You can apply for free major systems repairs if your home’s prob-lems include:

Dangerous electrical conditions, such as overheating or spark-ing wiring or entire circuits that won’t stay on;

Leaking or broken sewer lines; Leaking or broken water service lines; Violations from Water Department, Philadelphia Gas Works,

PECO or Philadelphia L&I; Roof leaks which have caused a 4 sq. ft. or larger section of

ceiling to collapse (Small roof leaks are not considered emer-gencies); and

Structural repairs to exterior walls of home (Brick pointing and stucco are not considered emergencies)

* Note: All hazardous conditions must be resolvable within grant limits in order for any work to be performed.

Who is eligible? To be eligible for free emergency repairs you must:

Have not have received BSRP services in the last three years. Own and live in the single-familyhouse with the problem Be current or under current payment agreement for both your

property taxes and your water bill Meet the income guidelines Not own any other residential property

Income Guidelines Income is calculated using gross income for all members of the household.

The first step in receiving PHDC services is to complete an Expression of Interest form. You may download an Ex-pression of Interest form and return it to PHDC by US Mail to:

Goal No. 6 — Coalition Building

PCDC is leading the Chinatown Neighborhood Plan in the coming years. With 1,300 community members and stakeholders

engaged in the planning process, the Plan sets out specific goals and actions in improving the built environment, expanding economic opportunity, and enhancing community life. Broad engagement and involvement throughout the community in the implementation process of the Plan will strengthen Chinatown as a vital residential neighborhood, a destination commercial district, and a home away from home for immigrants across the city and region.

How We Came Up with the Goal Two of the fastest growing population segments in cities are immigrant communities and millennial urban professionals, and this is particularly true for Chinatown and Chinatown North. The socio-economic divide is wide and there are often few lines of communication or spaces of overlap between higher income professionals and lower-income immigrants. The neighborhood is also a very diverse mix of land uses with artists and creative industries, restaurants and manufacturers sharing space with residents. Building a strong and equitable neighborhood compels these different and sometimes conflicting interests to come together. We aim to develop and strengthen community networks and leadership to ensure active and meaningful community engagement in the plan’s implementation.

What We Are Going to Do to Achieve the Goal Build community engagement and stewardship PCDC will identify partners and brainstorm concepts for regular pilot collaborative community events, which will engage community partners, residents, and community members. Several youth-led community projects will be conducted to strengthen youth leadership and engagement. Grow and amplify community voice PCDC will complete education campaign around affordable housing, targeting Chinatown community members and residents. Community engagement workshops will conducted to empower residents with knowledge about policy, and provide them with the skills to influence policy. Additionally, PCDC will organize community visit to City Council to present community concerns.

Zoning and Planning

Below are the current and upcoming zoning matters within the Chinatown district. Zoning matters are presented to the com-munity first, through public RCO meetings, before they are heard by the Zoning Board of Adjustment (ZBA). Please feel free to attend an RCO meeting or ZBA hearing regarding any matter of interest. All ZBA hearings are held at One Parkway Building, 1515 Arch Street, 18th Floor.

PCDC's Planning Committee meets at 6pm on the second Tuesday of each month as the Registered Community Organiza-tion (RCO) for the boundaries of 7th to 13th Street, Filbert to Spring Garden Street.

The next meeting is on February 12. The next three meetings are: March 12th April 9th May 14th

Previous Cases: Address: 911-13 Race Street Appeal #: 35575 Permit #: 900684 Scheduled Hearing Time: Jan 30, 2019 Proposal: Complete demolition of an existing attached struc-ture, and the erection of an attached structure, size and location as shown on plan/application. Use as sit-down restaurant at first and second floors, with multi-family household living (thirty-two (32) dwelling units) above, with eleven (11) accesso-ry class 1a bicycle parking spaces (located on an accessible route); no signs on this permit. RCO Opinion: oppose. The proposed apartment building exceeds the height limit in Chinatown, it would make the area too dense, and the site is historic. Upcoming Cases: There are currently no upcoming cases scheduled for a public

meeting at PCDC. If there are cases added to the meeting agen-

da, PCDC will post them on the official Facebook page.

Zoning Matters

Crane Chinatown Update

Crane Chinatown is a new development under construction and sponsored by PCDC along the northern region of China-town. Visible from the neighborhoods that surround it, it is a symbol of the trajectory of this hard-working and proud com-munity. Crane is a multi-use development with residences, retail and office space, and a community center. It is on schedule to finish construction by Fall 2019. We are pleased to announce our new Project and Business Development Manager, Anne Montgomery, who will manage the completion of the construction and the development of the community center program.

PCDC’s HUD certified Housing Counseling Program offers Homebuyer Education classes monthly to assist and support homeownership now or in the future. PCDC is the only agency to offer Chinese Homebuyer education within Philadelphia. You will get a head start to homeownership, which can lead you to more favorable options when you decide to become homeowner. The morning class is from 9am to 1pm; the afternoon class is from 3pm to 7pm!

The upcoming class is Thursday, February 28th.

PA Property Tax/Rent Rebate Program

PCDC is reminding low-income homeowners and renters to consider applying for Pennsylvania’s Property Tax/Rent Rebate Program. This program is designed to reduce pay-ment towards property tax/rent for seniors and perma-nently disabled citizens living in Pennsylvania. The amount of rebate given depends on the income and the property taxes or the rent you paid during the 2018 cal-endar year. The earlier you submit your claim, the more likely your rebate check will be among the first the De-partment of Revenue will mail. Eligibility for the pro-gram:

You were 65 or older as of December 31, 2018 You were under age 65, but your spouse who resided in

the same household was 65 as of December 31, 2018 You were a widow or widower during 2018 and were 50

or older as of December 31, 2018 You were 18 or older during 2018, you were unable to

work because of a physical or mental disability, and your disability is expected to continue.

Homeowners and renters can be eligible for a rebate up to $650 if their income does not exceed $35,000. Some home-owners may qualify for supplemental rebates to increase their rebate. Renters must have a landlord-tenant relation-ship. Landlords must have paid real estate tax. The deadline is June 30, 2019. Please call Philadelphia Chinatown Devel-opment Corp. Federal Income Tax Basics 101

Once again, the tax filing deadline is coming soon - April 15th. This article offers a basic introduction to income tax filing.

1) The amount of tax that you owe depends on your income level and filing status. There are seven tax rates from 7% to 37%;

2) Tax deductions and tax credits allow you to save money on taxes

3) Tax deduction allows you to deduct an amount from your tax-able income;

4) Tax credit is an amount of credit that can be offset against your tax liability;

5) Typically you pay either a “withholding tax” or “estimated tax.” If you work for a company, your employer probably withholds income tax from your paycheck. The employer sends the withholding tax to the IRS on your behalf. The amount of withholding tax is determined by the information that you provide in a W-4 form and your income.

6) If you have too much tax withheld from your paycheck during the year, you will receive a tax refund.

7) If you have too little tax withheld from your paycheck during the year, you will have to make a tax payment.

8) If you are an employee of a company, the company will issue you a W-2 form, which states your income and taxes withheld.

9) If you are a contractor, the company will issue you a 1099 form, which states the amount of payments made to you and any taxes withheld.

10) Tax credits include: 1) Earned Income Tax Credit (EITC); 2) Additional Child Tax Credit (ACTC), 30 American Opportuni-ty Tax Credit (AOTC); 4) and Net Premium Tax Credit. Each of these credits has its eligibility requirements.

PCDC Clients Thrilled to Move into New Housing!

Ten PCDC clients signed their leases to move into their new apartments at Cantrell Place. One resident told Housing Coun-selor Wendy Lee that the new apartments are so nice and spa-cious. We congratulate our clients for advancing through PCDC’s housing counseling program to obtain affordable housing. The monthly rent fee charged to our clients will be 30% of their monthly income.

PCDC housing counselors helped twenty-three clients to apply to Cantrell Place last summer. Most of these clients waited in line early on application day and were placed at the top of the application list. Ten completed the application and approval process with PCDC’s help and successfully obtained an apart-ment.

If anyone is interested in learning how to find affordable hous-ing or need assistance throughout the process, PCDC offers rental, pre-purchase and post-purchase housing counseling and education service to our commu-nity. GOOD CREDIT IS VALUABLE

Now that you understand the basic types of credit and interest, you are ready to establish good credit history. Credit history is a large part of your financial reputation, and it is examined when you apply for a loan for a new home or car—and per-haps when you apply for a job.

With good credit, you will receive preferable interest rates and pay lower fees. Over time, you will see this for yourself. As your good credit history grows, you will have an easier time getting a loan approved, and you will receive favorable rates and terms. Your home’s equity is a valuable tool for building wealth for the future of your family. You can use the equity to purchase a large home, or you can borrow against the equity to improve your property. Your home’s equity may even fund your business, retirement or your children’s education.

Other advantages of homeownership include valuable tax bene-

fits, such as being able to deduct your mortgage interest pay-

ments on your annual income tax return if you itemize your tax

deductions. Another advantage is having the same monthly

mortgage payment over the life of your loan (If you have a fixed

-rate mortgage). If you are a renter who has ever experienced a

rent increase, you can easily see the value of this.

Believe it or not, there are also advantages to using credit cards for your regular purchases (provided you pay off your balance each month). Carrying large amounts of cash to make purchases is dangerous. Cash cannot be replaced if lost or stolen, while most credit cards offer some form of protection if your card is reported stolen or missing. When you use a credit card, you may receive some form of buyer protection if you purchase an item that is defective. Credit cards also offer a way to track your pur-chases via your monthly statement—giving you an effective way to track expenses for your household or small business.

稅務申報截止日期即將到來 - 4月15日。本文提供了所得稅申

報的基本介紹。

1) 您所欠稅款的金額取決於你的收入水準和申報狀態。稅

率為7%至37%;

2) 稅收減免和稅收抵免使你可以節省稅款

a. 扣稅允許你從應納稅所得額中扣除一筆金額;

b. 稅收抵免是可以抵消你的應繳稅金的抵免金額;

3) 通常,你需要支付“預扣稅”或“估計稅”。如果你在公司工

分區和規劃

以下是華埠街區目前和即將開展的區劃事宜。在分區調整

委員會(ZBA)聽取之前,區域事務首先通過公共RCO會

基本系統維修項目

什麼是基本的系統修復項目?基本系統維修項目(BSRP)為費

城符合條件的自住房提供免費維修,以糾正電力、管道、

供暖、結構和屋頂緊急情況。

哪些類型的緊急情況是符合要求的?

你可以申請免費的主要係統維修,如果你家的問題包括:

危險的電氣情況,例如過熱或火花線或整個電路不能繼

續工作;

下水道漏水或破損;

供水管道漏水或破損;

水務署、費城氣體工程、PECO或Philadelphia L&I的違

規行為;

造成4平方英尺的屋頂漏水,或更大面積的天花板倒塌

(小型屋頂滲漏不屬緊急情況);

住宅外牆的結構維修(磚塊勾縫和粉刷不屬緊急情況

*注:所有危險狀況必須在經費限制內解決。

首次NAC服務區域簡報

一月十六日,PCDC 新的NAC辦公室在平安樓組織了首

次NAC服務區域簡報。超過30個社區成員參加了會議。

Elhadji Ndiaye,社區項目的協調主管和 Angela

Price, 社區項目的調解員, 參加了會議以表示對華人街

的支持。 PCDC邀請了來自費城稅務局的Vicki Riley

New Neighborhood Advisory Committee (NAC) Office at PCDC

什麽是商業改進區(BID)? 商業改進區是一個特定的地理區劃,并被政府在法律上承認的行政機關。它能對業主收費,并用收

得款項投資于當地的設施服務以改善該區。區內所有業 主共同分擔該區的花銷。區內如何提供服務由商業改進區來決定。

商業改進區能提供什麽? BID提供超出一般城市服務的一系列服務,並投資於其所在地區的長期經濟發展。

BID可以清潔街道美化社區。 BID可以僱用清潔人員打掃人行道上的垃圾和塗鴉。

BID可以改善公共安全。 BID可以僱用保安人員來減少和預防例如搶劫和盜竊的犯罪活動。

BID可以幫助小商戶蓬勃發展。 BID可以聘請業務專家來舉辦研討會和活動以幫助小商戶 :
