Dear SASFAA Members & Friends:
On behalf of the SASFAA Executive Board and Conference Committee, it is an honor to welcome each of you to the 52nd annual conference in Memphis, Tennessee.
Our theme, “Uncovering our Purpose, Power, and Passion”, applies not only to our association, but also to us as individuals. As an association, we must ensure that our purpose, passion and power is to continue to provide excellent training opportunities within each state as well as within the region so that the students we serve will have the opportunity to achieve their educational goals. As individuals, we must also continue to share our purpose, power and passion toward each other and most importantly to our new members that have joined the SASFAA family.
Chris Tolson Mapes, conference chair, along with the conference committee, have done an outstanding job in putting together a program suited for all. They have worked to ensure that all attending will be able to take back to their institution valuable information to continue to serve students and their families in achieving their educational goals as well as receive valuable resources and information to help each of us enhance our professional growth and development within our states as well as SASFAA. Michael Morgan, Local Arrangements Chair, the Local Arrangements Committee, and the Tennessee Association, TASFAA, have done an excellent job to ensure the conference is enjoyable and informative for all.
We are honored to have Justin Draeger (NASFAA President), Eileen O’Leary (NASFAA Chair) and Carney McCullough (Department of Education) joining us this year.
I am very excited about this year’s conference charity. The Big Oak Ranch is a non-profit organiza-tion that provides a home for children needing a chance. The commitment the Big Oak Ranch makes to the children placed in their care is love. They promise to take care of them. To feed, clothe and shelter them. But more importantly, they give them a chance at a new way of life, a life that is different from the cycle of pain they have known. They make a promise to every child that comes to the Ranch. I love you. Sound familiar? We as financial aid professionals do much of the same thing to the students we serve. We provide them with valuable information so that they have the opportunity of achieving their educational dreams. I hope that each of you will give generously to this worthwhile organization.

Welcome to Memphis SASFAA!
We hope that you enjoy Memphis, and The Peabody Hotel for the 2015 SASFAA Annual Conference. The
Conference Committee has worked very hard to put together a wonderful program full of training
opportunities and time for you to join with your colleagues to learn best practices. It is the hope of the
Committee that each of you will also take the time to attend our evening events so that you can network
with colleagues, reconnect and make new friends, as well as meet our new members and first-time
attendees. We are providing general sessions and events that will motivate, challenge, and enrich the
services you offer to your students upon returning to your offices.

John Croyle, former defensive end for the University of Alabama’s 1973 National Championship football
team, will be sharing about his work as founder and executive director of Big Oak Ranch, and his personal
philosophies in being important and encouraging to young people.
Monday, February 23, 2015 General Session 8:30 am
Justin Draeger will share with us the latest legislative and regulatory news from Washington, D.C. We
will hear about NASFAA’s latest advocacy efforts and hear predictions that you can take back to your
campus about the direction of financial aid in the near future.

Carney McCullough will be joining us to bring the Federal Update.
In addition to the general sessions, the U.S. Department of Education team is providing some great topics
during the concurrent sessions on Monday and Tuesday. We are pleased to have Tom Utz from the Office
of Inspector General. He will be presenting a session on Monday and it will be repeated on Tuesday.
Additionally, Amanda Sharp, NASFAA Training Specialist will present sessions on Monday.
I want to remind you that this is your conference and in an effort to help plan future conferences, the
conference committee wants to hear from you! We want to know what worked and what you would like to
see next year. At the close of the conference you will be reminded to complete the conference evaluation.
We do look forward to hearing your input to help make SASFAA 2016 in Greensboro a great success!

Opening Session Speaker
John F. Croyle, Founder and Executive
Director, Big Oak Ranch, Inc.
John Croyle, is a guy who found out early in life what he was put on this earth to do. He has
been featured nationally in both print publications and on national television for his work as the
Founder and Executive Director of Big Oak Ranch, Inc. This organization is comprised of three
ministries in Alabama: Big Oak Boys Ranch in Gadsden, Big Oak Girls Ranch in Springville, and
the Westbrook Christian School in Rainbow City. The ranches and school provide a quality,
Christian home and education for children who are simply in need.
John is a former defensive end for the University of Alabama’s 1973 National Championship
football team for the legendary Coach Paul “Bear” Bryant. At the age of 19, John felt he had
been given the gift to work with young people. His dream was to have the best children’s home
in America. On the advice of Coach Bryant he declined opportunities for the NFL to pursue that
dream. Since 1974, more than 1,800 children have called Big Oak Ranch Home.
John holds a Bachelor of Arts Degree from the University of Alabama, as well as an Honorary
Doctor of Humanities from the University of Mobile. He has been married to his wife, Teresa
Smith, since 1975 and they have two children: Reagan (married to John David Phillips), former
University of Alabama basketball player and current Childcare Team Director for Big Oak
Ranch, and Brodie (married to Kelli Schutz Croyle), former University of Alabama and NFL
quarterback. John and Teresa have 5 grandchildren.
In addition to his work on-site at the Ranch, John speaks across that nation. Audiences range
from corporate, motivational events to Christian based organizations. Having learned a lifetime
of lessons helping raise more than 1,800 children, John’s vision is to help people everywhere be
better parents. His personal philosophy is “A hundred years from now it will not matter what
kind of house we lived in, the kind of car we drove or how much money we had in the bank, but
the world may be different because you and I were important in the life of a child.”

The mission of The Soulsville Charter School is to prepare its students for college and life in an academically rigorous and music-rich environment. The "8 O'Clock Jazz Band" is a jazz combo that has been in existence for 5 years. In this short time, the group has gained notoriety through its inspired performances for leaders in government (including First Lady Barbara Bush, US Sec-retary of Education Arne Duncan, and Congressman Steve Cohen), accomplished musicians (including John Legend, Steve Cropper, Victor Wooten, and Booker T. Jones), and other notable figures (including poet Maya Angelou). The students in the group demonstrate grit and determi-nation in their consistent practice and perform with a musicianship that is well beyond their years. Graduates from the "8 O'Clock Jazz Band" have gone on to win music scholarships at many colleges and universities including Brown University, Berklee College of Music, The Uni-versity of Memphis, Bethel College, and Indiana University.

General Session Speaker
Justin Draeger, President of NASFAA
Washington Update
Justin Draeger is President and CEO of the National Association of Student Financial Aid
Administrators. He serves as the primary voice of NASFAA and as the liaison between the asso-
ciation members, the U.S. Congress, federal agencies and the media. Most of Justin’s career has
been devoted to assisting disadvantaged populations achieve their educational goals and better
their communities.
Since 2002, Justin has been engaged in either administering, interpreting, communicating, or
developing student financial aid policy. His prior experiences include working as a financial aid
director, regulatory and policy analyst, and spokesperson. He has held senior positions oversee-
ing government relations, communications, and policy work. Justin is frequently quoted in the
press and has appeared on The Today Show on NBC, National Public Radio, APM’s Market-
place, Fox Business News, CNBC, and C-SPAN, and is often quoted in national news outlets.
Justin currently serves on the boards of directors of Baker College, the Association Mutual
Health Insurance Company, and other organizations that promote health and education. He
earned his undergraduate degree from Brigham Young University and his MBA from Baker Col-
lege. Justin lives in Fairfax, VA with his wife and three children, where he spends his free time
shuttling children to various events, playing racquetball, running or swimming.

Eileen O’Leary, Assistant Vice-
President, Student Financial Services,
Stonehill College
NASFAA National Chair
Eileen O’Leary is the Assistant Vice President, Student Financial Services at Stonehill College,
where she has worked in financial aid for nearly 30 years. Eileen is the National Chair of
NASFAA and has also served in various state and national positions, including National Chair of
the National Direct Student Loan Coalition and current member of its executive board, current
member of the NASFAA Ethics Task Force, NASFAA commission director 2011-2012, member
of the NASFAA Reimagining Aid Delivery and Design (RADD) Task Force, its Award Letter and
Consumer Disclosure Task Force, the 2001-2006 Reauthorization Task Force, and the NASFAA
Federal Issues Committee from 2006-2008.
In addition, Eileen has been the President of MASFAA (2000-2001) and a member of the
MASFAA Government Relations Committee and its Executive Board.
In addition, she has served as a non-federal negotiator on two Negotiated Rulemaking series
that focused on federal student loan issues, and has presented on financial aid issues to
members of the Massachusetts legislature, at US Senate field hearings, as well as other public
forums. Eileen is also a member of the Massachusetts Office of Student Financial Assistance
advisory board.

David Bartnicki, Federal Training Officer
U.S. Department of Education
David has worked for the U.S. Department of Education’s Federal Student Aid Office for 20 years.
He has served as an Institutional Review Specialist, Institutional Improvement Specialist (IIS),
Branch Chief for Contract Compliance and is currently a Federal Training Officer.
David’s entire government career has been in the Atlanta Regional Office where he currently works
directly with over 1,000 postsecondary schools in the Southeast Region. As a training officer, David
provides training and technical assistance on a wide variety of federal student aid topics to schools,
state agencies, accreditation bodies and higher education organizations through a variety of state,
regional, national and Department venues.
While in FSA, David has helped redesign the FSA Assessment Modules, developed the popular “Ask
A Fed” booth at the annual FSA Conferences, and developed the Department’s compliance review
process for ED’s private collection agencies. David serves on the Conference Delivery Team, the
Training Topics Report Team, and the National Verification Team.
In addition, David has received several financial aid awards including the 2014 Certificate of
Recognition from the State of Alabama Governor Bentley’s Office; 2013 FSA Award for Most
Innovative Team, 2013 FASFAA Distinguished Service Award (FL), 2013 TASFAA Distinguished
Service Award (TN), the 2012 SASFAA Distinguished Service Award (Southern Regional), the 2012
AASFAA John H. Buchanan Distinguished Service Award (AL), 2012 MASFAA Special Recognition
Award (MS), the 2011 Kentucky “Admiral” Award, 2010 FSA Award for Best Mission Results, the
2005 Florida Public Career Technical Center’s Merit Award, the 2003 SCASFAA Distinguished
Service Award (SC), the 2003 AASFAA Award of Merit (AL) and the 2001 NCASFAA Award of Merit
(NC).
When not working, David enjoys spending time with his wife, Christy, and sons Luke (15), Adam
(14), and Ethan (10).

Wood Mason, Program and Management
Analyst, U.S. Department of Education
Mr. Wood Mason has been a Fed for 35 years, the last 20 with the Department of Education. He was a charter member of the Direct Loan Client Account Management Group (CAMG) helping a group of over 100 schools successfully participate in the program. While at CAMG he trained schools on the program as well as on the Department’s EdExpress software. In late 2000 he was assigned as a liaison to what was then only a project that would take advantage of the similarities of the Direct Loan and Pell Grant Program, later known as the Common Origination and Disbursement System, or COD, and has been associated with the training of, and support to, schools that process their Title IV data via that system ever since. In the Summer of 2001 Mr. Mason was part of the team that developed the initial COD training for schools, and that Winter presented the system to the Community at the FSA Electronic Access Conference. In mid-2003 he was assigned as one of two FSA Liaisons to the COD School Relations Center (SRC) in Niagara Falls, NY where he mentored the COD SRC Customer Service Representatives and acted as an FSA Resource. In 2008 Mr. Mason was tasked with following the migration of a handful of FFELP schools into the Direct Loan Program as a result of the credit crunch, later taking the Lead of the “OnBoarding Team” that migrated over 4,000 formerly FFELP schools into Direct Loans.
Since December of 2010 he has been a staff member on the Federal Loan School Support Team, lending support to more than 1,000 Direct Loan schools participating in the program. During these last 12 years or so, Mr. Mason has been a speaker at numerous State, Regional, and National conferences, bringing to the Title IV Community the latest updates and improvements to electronic processing via the COD System as well as associated topics.

resources, it is easy to become overwhelmed or confused in knowing where to start, let
alone how to find the answers you need. This session will provide tips to locate and use
common resources, how to navigate the path to a regulatory or statutory citation, and how to
find your answers along the way.

In a fiscal climate that demands we are as efficient and effective as possible in administering

Applying the Return of Title IV requirements to students enrolled in modular programs
continues to challenge financial aid administrators. This session begins with an explanation
of what is a modular program for return of Title IV funds purposes. Participants will then
learn how to identify when a student has withdrawn from a modular program and how to
determine the student’s withdrawal date and the percentage of the payment period or period
of enrollment completed. The session also includes examples illustrating the application of
the return of Title IV funds provisions to students enrolled in modular programs.

There are an estimated 11,700 undocumented immigrants in the United States. New York, Illinois, Florida, California, Texas and Arizona remain the states with the largest undocumented population; however other states have seen a significant growth in the number of undocumented residents. There is often much confusion on how we can best serve these students as laws vary by state. This session examines the federal and state laws regard ing financial aid eligibility for Deferred Action for Childhood Arrivals (DACA) students. Best practices for working with these students will be identified and discussed.

Financial and Debt Literacy is not just a financial aid issue, but rather a campus responsibility. Campuses offering early, and ongoing, financial and debt literacy education across student and academic programs are seeing results in student financial decision making, particularly as it relates to borrowing habits and debt management. This education proves most effective when offered in interactive and relevant formats. This session will share best practices and will offer data demonstrating the results of this education on students’ financial behaviors. The session will also share the concept of a “flipped classroom approach” for teaching finances. Whether it is a full length personal finance course or a financial education component of orientation or FYE curriculum, it’s never just about the content, it is about how that content is delivered.
