On my assumption of duty as Minister of

FCT, I was confronted with the following

challenges: -

a chaotic and corrupt land administration

system,

abuse of mass housing programme,

endemic traffic congestion,

failing environmental orderliness,

threatening security situation,

inadequate transportation infrastructure &

services,

LAUNCHING OF ACCELERATED

AREA COUNCIL TITLE REISSUANCE

SCHEME (AACTRIS)

Conversion of customary (Area Council) land titles to statutory titles saw the lunching of Accelerated Area Council Titles Reissuance Scheme (AACTRIS) on the 19th of December, 2011.

So far, the Project Implementation Committee has cleared 170 cases for issuance of Certificates of Occupancy with the hope of increasing this figure to 1000 in the shortest time.

FCT Administration is to grant agreed

percentage of land in a Greenfield district to a

Developer for real property development under a

Special Contract envisaged by the Land Use Act;

In exchange for the grant, the Developer is to

provide primary infrastructure in the agreed

district without any financial, technical or demand

risk on the part of the FCTA;

Legal Justification for the Relationship

under section 8 of the Land Use Act FCT may make any grant of

land subject to a Special Contract; and

The Hon. Minister has the power to revoke such grant in the

event that there is any breach of the Special Contract

Basic Terms of Relationship

Commitment fee N350 million on presentation of Business Plan

to fund Physical Plan, Preliminary design, Detailed Engineering

Design, Survey plan, Feasibility Studies, and Preparation of

Agreement;

Detailed design and provide Infrastructure in the district within a

maximum period of 48 months;



Land Swap Model

Strict compliance with FCDA Specifications and Standards for

district infrastructure works;

The Developer shall not commence real property development

or sale of any land in the district until it achieves at least 35%

of functional Infrastructure works;

The release of land titles to the Developer shall be made as

follows:

15% of the Rights of Occupancy shall be released to the

Developer on evidence of transfer of 15% of the infrastructure

cost to the Project Account;

80% of the Rights of Occupancy shall be released on the basis

of interim measured certificates, the minimum value of which

shall not be less than 20% of the Infrastructure works;

5% Retained till after the retention period of 12 months

Note that the Rights of Occupancy are to be warehoused in a bank

mutually agreed by the parties;

The structure of the total project Cost shall consist of Construction

Cost, Financing Cost, Professional fees, Resident Supervision Cost,

The funding structure of the project must include an

acceptable ratio as follows:

The Developer is to provide an acceptable Performance Bond

Through coordination and provision of logistics supports to

the Security Agencies of the FCT Commands have

resulted in some of the success recorded. They include: 370 stolen vehicles recovered.

150 suspected armed robbers arrested.

Prompt response to distress calls reduced from 30 minutes to 10

minutes.

Several criminal hideouts were raided in various locations in Abuja.

About 600 kilograms of substances suspected to be Indian hemp

and other hard drugs recovered

35 drug addicts were rehabilitated and 19 are still undergoing

rehabilitation.

24 hours surveillance and guards in strategic location in Abuja.

Ensured crime free festivities during the EMBER months.

The market consist of over 2,000
