TEAMING & PARTNERING – THE ANC ADVANTAGE

As an SBA-certified Alaska Native-owned 8(a) company, Tunista Construction has been granted special contracting opportunities under the FAR for government contracts; and for DoD contracts in particular. These special contracting provisions include $20 Million limit sole source 8(a) contracts, 8(a) set-aside competitive advantages, expedited A-76 authority, and 5% bonus for DoD contractors that subcontract with Native American-owned firms. Other 8(a) firms may not receive sole source contracts in excess of $3.5 million for construction services.

Specific to U.S. government contracting officers, language within the Defense Appropriations Act provides that a command does not have to go through the A-76 process but may do a direct conversion of that function to a private contractor, regardless of the number of civilian employees, if the command contracts with a firm that is 51% or more Native American-owned, so long as the conversion is cost-effective.

As a participant of the DoD Native Incentive Program and pursuant to statutory language and implementing regulations, a DoD prime contractor that subcontracts with a firm that is 51% or more Native American- owned is entitled to receive a rebate equal to 5% of the amount of the subcontract award.

TCL maintains a strong financial position both with project capital and surety support sufficient to effectively manage and execute a robust construction program. Our current surety program has a $150 Million Aggregate and $40 Million Single Contract Capacity.

TASK ORDER CONTRACT VEHICLES HUBZone MATOC for the USACE Louisville District

Tunista Construction, LLC has been awarded a Contract with the U.S. Army Corps of Engineers, Louisville District for the IDIQ Design/Build Multiple Award Task Order Contract (MATOC) for Construction Services for the Louisville District Mission Boundaries including Army and Air Force Reserves. Tunista will perform design-build and design-bid-build construction services on this 5-year, not-to-exceed $200M MATOC. Task order work will include new building construction, renovation, all types of building and facilities demolition, structural repairs, site work, civil works, industrial repairs, hazardous materials abatement, and associated design.

HUBZone MATOC for the USACE Kansas City District

The U.S. Army Corps of Engineers, Kansas City District awarded Tunista Construction a contract for the FY14 HUBZone Multiple Award Task Order Contract (MATOC). Tunista will perform design-build and design-bid-build construction services on this 5-year, not-to-exceed $49M MATOC. The contract will support military construction and renovation projects within the Kansas City District, and individual projects will include facility maintenance, road and traffic improvements, and building/facility construction.

CURRENT PROJECTS AND PAST PERFORMANCE BCT Increment 3A 800 Person Dining Facility, Joint Base Lewis-McChord, Washington

Tunista Construction, LLC was awarded the BCT Increment 3A Dining Facility project as a competitive best value selection with the Seattle District of USACE. Tunista is providing comprehensive general construction services for the construction of a new 20,000 square foot dining facility that will serve 800 soldiers and military personnel per day. As a part of this construction program for the new facility, two 50,000 square foot barracks buildings were demolished, to include the removal and disposal of Asbestos and other hazardous materials. Tunista Construction’s focus on sustainable construction processes and LEED programs resulted in a significant green savings to the project as usable concrete from the previous buildings were recycled into 1,200 cubic yards of material for the new 2.83-acre site. As a General Contractor, TCL is managing all aspects of the construction and coordinating with a strong performing subcontractor team. The team is managing under the Lean Construction methodology of project delivery and implementing the Last Planner System for weekly, and monthly planning (pull planning). Teams are working at a high level of efficiency through a collaborative effort of communication and project controls. A core focus for the company is the development of our program at Fort Lewis; Tunista Construction is self-performing all of the civil construction and concrete work at the site. Additionally, TCL is working closely with a heavily coordinated effort with other contractors at adjacent construction sites to maintain a high level of efficiency between our self-performing crews on adjacent contracts. The kitchen area requires extensive plumbing, electrical, and mechanical scopes of work.

Kodiak National Wildlife Replacement Triplex at Kodiak National Wildlife Refuge, Kodiak, Alaska

The Replacement Triplex is a housing facility for employees of the Kodiak National Wildlife Refuge, contracted by the US Fish and Wildlife Service. Located in Kodiak, AK, this triplex will consist of one single story accessible unit, and two 2-story typical units. Each unit will have 2 bedrooms, 1.5 baths, separate fenced yards, exterior storage closets, and utility meters. This project will conform to LEED Silver requirements. During the design phase, a challenge was discovered with the existing gravity sewer system, which was built in 1982 and its condition and remaining useful life is unknown. As a Value Engineering solution, a new elevated bed septic system was designed, incorporating a septic tank effluent pump system with alternating pumps. The project involves some special environmental considerations because the site selected for the replacement triplex is a quarter mile of the ocean and an area where migratory birds were found nesting. In order to prevent disturbance of already nesting migratory birds, clearing and grubbing of the site was fast-tracked to be completed by April 15, 2014.

JRIC Server Room Relocation at Naval Air Station-Joint Reserve Base, New Orleans, Louisiana

The JRIC Server Room relocation is a very high security project that was awarded to Tunista Construction through the Alpha Sole Source methodology by NAVFAC Southeast. This scope of work includes site utility work for fiber optics communication, minor interior demolition, interior construction, interior doors, interior finishes, mechanical, electrical, lighting, communications and incidental related work for relocation of enclave at Building 20 at Naval Air Station-Joint Reserve Base New Orleans. Due to the level of security for this server room relocation, there are no project photos and very limited details about the project itself.

Supplemental Renovations for Tactical Equipment & Maintenance Facilities (TEMF), Fort Polk, Louisiana

The scope of work involved the installation of POL/HAZMAT Storage Buildings, fluid distribution system, and fluid recovery system to comply with established Center of Standardization criteria. Tunista Construction installed a 180 SF portable POL storage building that is sized to hold one week’s worth of materials used in the POL Distribution Room, and a 180 SF portable hazardous storage waste building, including all electrical and mechanical components. TCL also provided and installed a fluid recovery system that allows the transfer of used waste oil and waste antifreeze from the collection stations to the appropriate waste fluid tank. This included several components, including movable collection vessels, collection stations, piping, pipe installation, pumps, storage tanks, hose rack/stand, hose reel, and a pump system. This project was performed in three phases to allow for sequenced work and continued facility operations during construction.

Multi-Purpose Machine Gun Range, Joint Base Elmendorf-Richardson (JBER), Alaska

The USACE Alaska District awarded this project for the upgrade and new construction of a Multi-Purpose Machine Gun Range (MPMG). The scope of work included mass excavation, heavy construction (civil), installation of new targets, control building construction, SCADA telemetry, electrical/mechanical construction, underground construction, concrete, and road construction. Tunista Construction, in conjunction with its sister company Brice, Inc., completed the project ahead of schedule and provided betterments for the US Army Corps of Engineers. Our team of professionals worked closely with Government personnel to provide efficient delivery of project objectives to accelerate and minimize the impact to the customer. 162nd Repairs of Portable Buildings, Barracks, and other structures, Fort Polk, Louisiana

The 162nd footprint at North Fort Polk includes 41 buildings that were in need of various types of repair; including building envelopes, interior subfloor and structural members, damaged wall materials, and HVAC drain lines in communication’s closets. To correct this problem and bring the buildings back up to code, Tunista Construction has or will perform minor roof repairs, repairing/replacing flashing at building eaves, interior subfloor and structural members replacement, relocation of interior drain lines in communication rooms, replacing damage wallboard and base cove, and other material damage due to building issues for various buildings in the 162nd foot print. The scope of work also includes various renovations/repairs to several other occupied buildings through the South Fort Polk “footprint” including: Firestone Storefront, Courthouse, DHR Bldg., In/Out Processing, MP Patrol Room, Railhead Facilities, PAAF Weather Station and Runway, DRMO, and Real Property Bldg.

Add/Alter Air Support Operations Squadron (ASOS) Training Facility, Joint Base Elmendorf Richardson, Alaska Tunista Construction completed this Design/Build project in partnership with USKH Architects and the US Army Corps of Engineers. Tunista Construction utilized a Pre-Engineered Building (PEB) to meet the needs of the Air Force for the new 12,000 SF multi-purpose garage facility to store the local contingency of MRAP vehicles. In addition to the main garage facility, a new HUMVEE trailer storage structure was erected on site. As a restricted access site, the ASOS project addressed new structural needs, as well utility upgrades to the existing ASOS facility including installation of 3,000 feet of new water and natural gas service lines. The utility upgrades were complemented by a complete conversion and upgrade to the current HVAC system to the existing ASOS facility. Procured through the Alpha Sole Source methodology and approach, our team worked very closely with the government (USACE & Air Force), our design manager USKH, as well as key subcontractors to identify fast-track opportunities in design, scheduling, procurement and construction. This effort provided for value engineering opportunities not only for this project but for future work the Air Force was planning upon completion of this project.

Weller Elementary Lighting Upgrade, North Star Borough, Fairbanks, Alaska

The Weller Elementary Lighting Upgrade project was a design-build renovation project for the Fairbanks North Star Borough in which Tunista Construction teamed with Design Alaska of Fairbanks, Alaska.

The project scope of work included demolition of the existing and replacement of all acoustical ceiling and grid as well as lighting and controls. The Weller project demonstrated Tunista Construction’s capability to perform in a split-schedule scenario in a challenging climate environment. Our team completed all gym, exterior and miscellaneous interior lighting during the academic school year to allow current occupancy during construction activities; therefore demonstrating our ability to conduct construction activities during facility occupation.

State of Alaska Department of Natural Resources Northern Area HQ Maintenance Shop, Fairbanks, Alaska

Tunista Construction completed the construction of the Northern Area HQ Maintenance Shop, a Design-Build project for the State of Alaska Department of Natural Resources (DNR) in June of 2011. The project scope consisted of designing and constructing an 1,840 SF maintenance shop. Located in the extreme sub-arctic climate, the DNR Northern Area HQ Maintenance shop required a “fast-track” schedule in order to complete the concrete foundation prior to the onset of the fall season. Upon receiving notice to proceed (NTP), within 3 weeks Tunista Construction broke ground and began work. Artic construction considerations and remote logistics were critical factors for this construction operation. Tunista Construction completed the project with self-performed work and strong team of qualified subcontractors and material men.

19th Street Signal Improvements (Parking Lot N)

Construction of a 42,000 SF parking lot and a four-chamber wide, 280-foot long detention system with control structures, including grading and repaving of the intersection and campus. Site lighting and electrical were also installed, and the project was completed within a short window before the Fall session began at Tacoma Community College.

Company Operations Facility (COF), Aviation Task Force Phase 3B, Fort Wainwright, Alaska

In April 2014, Tunista Construction was awarded this contact through competitive bid with the Alaska District USACE. The scope of work is to construct a 13,163 SF Company Operations Facility (COF) for the Aviation Task Force Phase 3B at Fort Wainwright, Alaska. The facility will house an Administrative Module, Readiness Module and Enclosed Hardstand Facility. The building construction includes construction of water, steam, condensate, sewer, and power for the entire facility. When construction is complete, the COF building will meet LEED Silver standards. BCT Complex, Phase 3 – Battalion HQ C&D Tunista Construction performed all civil site work on this project for two new Battalion Headquarters buildings, which provide office space for 30 Colonels and Commanders in each building at Joint Base Lewis-McChord. On this 360,000 SF site, TCL performed 6,500 cubic yards of mass grading, cut and fill, and installation of all wet utilities. This project also included two 30,000-gallon bin green innovation rainwater systems to supply landscaping, using advance filter technology to supply irrigation from the roofing system. Design/Build Company Operations Facility/MP Facility, Fort Wainwright, Alaska The Unit Company Operations Facility (COF) was a large Design/Build project completed on schedule and on budget for the entire project duration. TCL constructed a 45,000 SF Company Operations Facility (COF), Administrative Facility, Deployment Equipment Storage, Enclosed Hardstand and Organizational Parking Facilities. This project demonstrates Tunista’s ability to perform large or small scale design/build projects, as well as manage a variety of subcontractors It also demonstrates our collective ability to manage projects and work in extreme conditions with logistical challenges. Both structures, the COF and Military Police Facility (MPF) were completed as a part of this project. In addition to meeting the typical rigors of USACE construction and reporting requirements, the project had anti-terrorism components and requirements. This project highlights Tunista Construction’s ability to work in partnership with the government on a complex project with challenging requirements. Tunista performed all parts of this project, from excavation and parking to entire structures in an efficient and professional manner. 601 Street Utilidor Upgrade - FTW319, Fort Wainwright, Alaska This project was for the new construction, renovation and installation of the utilidor underground system at Ft. Wainwright for the new housing subdivision. The project required extensive planning, outage request, weekend work and constant/detailed coordination with the installation utility shops.

As prime contractor, Tunista renovated the utilidor system from Manhole H2-5-1L to G2-5-2 and from Manhole H2-2-4 to H2-3-8 inclusive. The project included concrete demolition, asbestos abatement, excavation, select fill, compaction, installation of trench sheeting/shoring, new steam lines, welding, new water lines, new sewer lines, reinforced concrete slabs and walls, new manholes, waterproofing, insulation, mechanical and electrical work. Tunista self-performed the construction of new utilidor sections and lids, structurally modifying man-holes and existing utilidor sections, waterproofing, installation of insulation, labor for pipe demolition and lid removal/replacement, placement and installation of trench shoring and bracing, emergency egress ramps, renovating the lateral utilidor to Buildings 4014 including the mechanical pit in the building.

Tunista Construction is a subsidiary of the Calista Corporation, which is one of the Regional Alaska Native Corporations. With nearly $350 million in financial assets, Calista’s support allows Tunista Construction to meet the financial and bonding requirements of projects in the private and public sectors.

ACCESS TO PROJECT BONDING

Tunista Construction has access to adequate bonding capacity through a shared program through our parent corporation, the Calista Corporation. Due to the financial strength of our parent corporation, as well as our successful history of project completion, our bonding rates are competitive and we can readily provide bid, performance and execution bonds for very large projects. Our written limits are $40 Million per project and $150 Million aggregate, but we have the potential to bond projects much larger than these limits, should the situation require or allow.
