President’s Message

As one reads past Digests, the President’s Message has traditionally focused on saying thank you to the many people involved in the staging of the festival. I would be remiss if I didn’t follow that tradition. This was the second consecutive year that the Alberta Music Festival Association hosted the National Music Festival in Edmonton. That is dedication! Alberta’s efforts were led by co-chairs Dianne Johnstone and Norma Jean Atkinson, who in turn were assisted by a host of volunteers. As a result of their efforts, which encompassed months of work, the National Music Festival was a resounding success. The young musicians representing all provinces in Canada had the opportunity to meet, to compete with, and to socialize with one another. Some left with new friendships that will last a lifetime. My personal thank you to the Alberta Music Festival Association and its volunteers; to the Federation’s Executive Director, Heather Bedford-Clooney; and to those tireless volunteers all across Canada, who in their local communities, provide the initial opportunities for the young musicians who eventually perform at the National Music Festival.

Although the primary focus of the Federation’s gathering is the National Music Festival, the Annual General Meeting sets the course for the Federation’s future. Year to year much of the business transacted is routine, but not all of it. This year the AGM was presented with a governance proposal

crafted by the Da Capo Committee (a committee authorized to examine the Federation’s governance and structure). It was accepted in principal although refinements and required by-law changes are in process for presentation at the next AGM.

The time before the formal Federation Dinner is set aside for the presentation of choral awards and the recognition of outstanding contributions to the Federation. This year, Dianne Johnstone was awarded “Founding Member” status. Dianne has been part of the Federation since 1998 and fund raiser for many of those intervening years. Gloria Nickell was awarded an Honorary Life Membership for her significant contribution to the festival movement at the local, provincial and national level. Thank you Dianne and Gloria!

Delegates and friends of the Federation were saddened to learn of Marilyn Wiwcharuk’s battle with cancer. I had the honour of representing the Federation at a memorial service in Kamloops, BC, for Marilyn, who was the Past President of the Federation at the time of her death. Marilyn had served three years as president and had been a member of the Executive Committee for a number of years before that. Delegates at the AGM missed her presence.

Dianne Johnstone, true to earlier stated intentions, confirmed that she was retiring from her long-held position as Fund Raiser for FCMF. With the need to ensure continuity in maintaining the current donor base and efforts to expand it, the delegates at the AGM voted to combine the roles of the Fund Raiser and the Executive Director, on a temporary trial basis. This effectively created a new position for which applications were requested. The successful applicant was Barbara Long of New Brunswick who has a long history with both NB and with the Federation. Welcome Barbara.

Executive Committee members said their farewells to Heather Bedford-Clooney in October, at their Executive Committee meeting in Saskatoon. As I conclude this message, I would like to acknowledge Heather’s significant contribution to the Federation since her appointment as Executive Assistant in 2011, then as Executive Director in 2012. During her tenure the organization made significant strides in moving away from paper based to digital means of communication with Digests and Piú Mosso newsletter being primarily distributed via electronic communication. Heather was instrumental in leading a three year trial to move away from campus based accommodation and meals, to other options which would allow participants to make more of their own choices about accommodations and meals. Being confined to a campus is no longer a requirement for participants. Should this continue to be the model, Heather’s contribution will be ongoing for some years.

Co-ordinating myriad details associated with the planning and running of a National Music Festival is a huge challenge. So, as we say farewell to Heather in her capacity as Executive Director, she goes with our best wishes for her future, and with our gratitude for a job well, and always promptly, done. Thank you, Heather!

Significant Contributors to FCMFFOUNDERS OF THE FEDERATIONThe purpose of this designation is to retain the names of those individuals who are worthy of memory. These outstanding festival leaders committed themselves to the music festival movement in Canada and, by their service to the Federation of Canadian Music Festivals and the National Music Festival, have enriched the lives of countless young musicians.

Worthy names to receive this honour will be recommended by the Executive of the Federation of Canadian Music Festivals and ratified by the delegates at the Annual General meeting. The names of the recipients of this honour will be listed annually in the Digest.

George S. MathiesonFederation members have always recognized the pivotal role played by this festival leader. Through his initiative the Conference of Festival Delegates was assembled in 1926 and continued to meet regularly until 1949. It was he who established the link with the British Music Festival Federation in order that the British adjudicator chain could be set in place. Mr. Mathieson, more than anyone, made that “chain” work in those early years. A man of energy and foresight, Mr. Mathieson is indeed our principal founder.

Richard W. CookeRichard Cooke was elected Secretary-Treasurer of the newly formed Federation of Music Festivals in 1949. He served faithfully in that position until 1978. His contemporaries knew him affectionately as “Mr. Festival”. There can be no denying the devotion and dedication of this festival leader. Obviously he was energetic, clever and, in his own way, charismatic. He, as part of the “Winnipeg Trio”*, created a strong and effective Federation.*Reg Hugo and James Seaton, for years were fellow members with Mr. Cooke of the Administrative Council.

Reg HugoReg Hugo, first President of the Federation of Canadian Music Festivals in 1950, served in this capacity until 1964. Thereafter he remained involved as an active member of the Administrative Committee of the Federation until his death in 1974 — altogether nearly thirty years of conscientious service. This learned and articulate festival leader was honoured by the Federation in 1968 with the designation of Lifetime Honorary President and Life Member. As founding President of the Federation, he built a solid foundation.

E.G. “Ted” PridhamTed Pridham, President of the Federation of Canadian Music Festivals from 1964-1967, made his greatest contribution to the Federation as chief organizer of the Centennial Festival of 1967 and then as coordinator of the National Music Festival in 1972. Richard Cooke saw Mr. Pridham’s efforts on behalf of these two important festivals as essential. As well, Ted Pridham was coordinator of the National Music Festival until 1977 and joined Reg Hugo as an Honorary President of the Federation between 1970-1987. It is quite specifically through the vision, talents and energies of this man that a National Festival became a reality.

Marlene Cherry Marlene Cherry was responsible for initiating significant change in the sponsorship of the FCMF Conference and its associated National Music Festival at a crucial time. Working on a Steering Committee with colleagues Mac Jones and Dianne Johnstone, Marlene Cherry helped create a new Conference model in which she saw the realization of the first ever city-sponsored FCMF Conference and Competition held in Lloydminster, AB/SK in 2002, thereby ensuring that young musicians from across Canada would continue to have the opportunity to showcase their talents.

Cora Molstad Cora Molstad began her involvement in the festival movement in 1963 with the Edmonton Kiwanis Club and continued her involvement in festivals throughout the next thirty years. From 1978 on, Mrs. Molstad was involved with and responsible for starting fifteen new Music Festivals in Alberta. In 1981, she and her committee organized and programmed the first National Music Festival to be held outside of Toronto. In 1993, she became the first woman to join the Edmonton Kiwanis Club and became the first female President of the Kiwanis Music Festival Board.

Dianne JohnstoneAt the 2016 National Music Festival, Dianne Johnstone was awarded the honour of being named as a ‘Founder of the Federation’. Dianne began her involvement in the festival movement in 1987 with the Provost Music Festival. She sat on the Alberta Music Festival Board for many years and through her involvement with Alberta she became involved with the Federation of Canadian Music Festivals. It was at this time her passion grew even more for the Festival Movement and young musicians in Canada! In 2002, a time when FCMF was transitioning from corporate sponsorship, she was asked to raise funds to host the National Music Festival in Lloydminster and thus began her position as Fundraiser for the National Music Festival. During the years 2002 – 2016 she brought in over a $1,000,000. Her work and commitment helped shape FCMF into the organization it is today.

UNFINISHED BUSINESS FROM LAST MEETINGa. Choral Submissions

In order to simplify the choral submission process, MP3 or MP4 formats of recordings and a copy of the scores will be uploaded into a specially designated Dropbox folder. The Executive Director will then code them for anonymity and place into a different Dropbox folder for the adjudicators.

•The front cover of music must be included to be considered a legal copy.•If preferred, the files may be submitted by email from locals to provincials, and from provincials to national Executive Director.•Include a copy of the receipt for downloaded music, if available.•According to consultation with a Copyright Canada representative, it is legal to record for educational and archival purposes •OMFA used the model this year and it worked very well.

REPORTS OF OFFICERS

PRESIDENT’S REPORTWhat an eventful past year this has been. It really began last year when then President Marilyn Wiwcharuk was able to persuade the delegates to accept a plan to invest our long standing “National Trust Fund” in the Victoria Foundation. That move was accompanied by a gift from the Foundation itself and from another Foundation Donor with an interest in supporting our goals. The return on that investment allows us this year to present a 2nd prize at the Grand Award Competition. Sadly, Marilyn’s health which was not especially good at the 2015 AGM continued to deteriorate and after a significant effort at continuing to teach her pupils and participate in the affairs of the Federation, Marilyn required and requested hospice care. The Federation was represented by the President of the Federation at her “Celebration of Life Service.” It was indeed a tribute to Marilyn’s involvement in music in her home town of Kamloops, in her province and, through her contributions to the Federation, in all of Canada. After many, many, many years of active involvement in the Federation, as delegate, Vice-president, President, Past President and fund raiser, Dianne Johnstone advised that she will leave her work in the organization effective October 31, 2016. Quite apart from the official offices she has held, Dianne has become the “go-to” person for all – all members, all the reminders, and all the little details she seems to have her finger on. Each of you will appreciate how much she will be missed even though the writer is at a loss to find the appropriate words. To simply say thank you seems woefully inadequate. An outcome of last year’s AGM was the authorization of a committee to examine the Federation’s goal, purpose, and ability to move into the future. Some of the results of the committee work will be shared with delegates at this AGM. The committee will want an extension to its term as there still remains much to be done. Each of you as this year’s delegates will have a unique opportunity to have a voice and hand in moving the Federation into the future. EXECUTIVE DIRECTOR’S REPORTIt has been a joy to serve the FCMF as Executive Director for the past year. We have been looking forward to the future, a future that is most exciting. I thank Jerry Lonsbury and the Executive for their help and encouragement as I went about my daily tasks. I would especially like to thank Pam Allen, Dianne Johnstone, Joan Woodrow and Steven Fielder- they give a great deal to the organization and, I am fortunate they share their talents with me.Respectfully submitted,Heather Bedford Clooney

TREASURER’S REPORTWe are never completely certain of the outcome of the finances but always optimistic that revenue will come pouring in and we will find the deal of the century to keep our expenses low. To be honest, I am always overwhelmed by the generosity that comes our way. The net gain over loss this year was once again on the plus side and our investment in the Victoria Foundation has seen growth that would not have been possible had we continued to keep our funds in GICs.Working on the budget this year was a bit challenging. We are faced with the retirement of our very successful fundraiser, Dianne Johnstone. Will our revenues be affected as a result? Will we be affected by the devastating loss of the wild fires in Fort McMurray to which Alberta and the rest of the country has responded by reaching out with donations? Dianne and I have often discussed the hours that are spent not just finding donors but maintaining and nurturing the relationships that allow us year after year to be the recipients of their generosity and the beneficiaries of their loyalty to our organization.In 2017 without Dianne at the helm, we are not certain of the outcome of the donations that will be received but I do know that Dianne is going to make sure that the new Fundraiser is introduced to each and every one of our donors and will re-assure them that

we are still a worthy cause.Ottawa’s host committee is working diligently on raising funds and forming partnerships in the city to assist us with the cost of the festival. The host committee has already shown that they are committed to helping us to produce another successful National Music Festival. This transfer did not take place. The National Trust Fund Investment account, with a balance of $96931.63, was closed and the funds were transferred to the savings account that held the balance of $4,019.33, in order to have the $100,000.00 required to invest in the Victoria Foundation.

Rationale: In this type of investment, the principle is guaranteed and interest rates can be as high as 5% per annum.

MOTION #4: That FCMF re-invest the interest earned from the Victoria Foundation by adding it to the capital, for this year. Pam Allen/Robin Norman. Carried.

c. Review of last fiscal year’s Revenue and Expenses FCMF Treasurer, Leslie Walters, presented a working copy of the last fiscal year’s Revenue and Expenses which showed details of how money was received and spent.

MOTION #6: That the Conference Registration fee be raised from $175 to $200. Robin Norman/Lynn Van Zanten. Carried.

Expenses:• There was a discussion about the FCMF’s VISA card and whether it is the best type of card for the Federation. There is an annual fee with accumulated points available to help provinces with competitor travel. Do the points collected off-set the annual fee? Should we use the card as much as possible to collect more points?

ACTION #2: Track this year’s FCMF expenses paid by VISA credit card as a test to study whether the cost of the card is covered by the value of the points earned.

• It was noted that Air Mile points are accumulating and should be used soon before they expire.

ACTION #3: Use expiring Air Miles points for fall Executive Meeting travel.

• Website - Executive looking at alternatives to lower website maintenance costs.

• Cost of Ottawa venues can be reduced from $27,000 to $5,500 if all local and provincial festivals include a University of Ottawa ad in their program. There was unanimous consent from delegates that this initiative should be undertaken. The University of Ottawa will prepare the ads in various sizes.

ACTION #4: – That the Executive Director send the University of Ottawa ads to Provincial Administrators to distribute to their locals, as quickly as possible.

d. NOTICE OF MOTION: AFFILIATION FEE INCREASE - [submitted by Norma Jean Atkinson]

Whereas: the Federation of Canadian Music Festivals will soon be without its current fundraiser and,Whereas: some donors have already expressed an intent to withdraw their financial support and,Whereas: financial resources available in many areas of the country and in many corporations is dwindling:Therefore: BE IT RESOLVED that: affiliation fees be increased by $0.75 per music entry for a three year period beginning with the levy calculated on the statistical reports for the 2017 local festivals.

Discussion:• It was clarified that the proposal is one $0.75 raise with no further raise for at least three years • This increase would result in $90,000 extra revenue per year which could be used to:

o build cushion in reserve fundo enable FCMF to add value by extending competitor time with adjudicator

• Since awards are approximately $40,000, would this increase result in eliminating the fund-raiser position? Would the revenues be used to cover partial competitor expenses again?• Concern expressed that many festivals [large and small] are struggling and this increase is not affordable and would force them to withdraw from the federation.

MOTION #7: That the Notice of Motion to raise affiliation fees by $0.75 as presented above be accepted. Norma Jean Atkinson/RJ Chambers. Defeated.

The affiliation fees remain at $0.90 per entry for the 2017 budget.

CANADIAN MUSIC FESTIVAL ADJUDICATORS’ ASSOCIATION

Mel Hurst, President of CMFAA presented the following report:

Thank you for the opportunity to speak at your AGM. We appreciate being included on the Agenda.I would like to bring you up-to-date on the directions we are taking in the Association.1. 2. Web-site: CMFAA has a new web-site, as of last year. I hope you have all seen it, and hopefully, used it! We are in Phase III of its development. Dues can now be paid on-line using PayPal. Phase IV will include our ongoing improvement to the membership profile by adding a members on-line picture and, if they have a web-site, a corresponding link will be available. Fourteen Festivals have up-dated their info using the ‘online update Form”. I would encourage you to access this service.

3. Directory: Although anyone can access the site, the Password to enter the Directory is cmfdir18. We are currently trying to achieve parity in the length of each profile! They should be limited to 80 words.

A new hardcopy of the Directory was printed last year, and is available to any Festival upon request. An email to our Registrar will get you a hardcopy! We did mail a copy to each Festival for whom we had an address.

4. New Members: [ie new Adjudicators on the roster] There are approximately 70 new adjudicators on our roster over the last five years! They come with excellent academic qualifications and truly superb recommendations from at least three different Festivals. We use a standard Evaluation Form to create a level playing field for all applicants. Applications are now handled on-line. Thank you to all who have helped in this process by completing the Form. Your response is totally confidential, and is seen only by the Vice-President. Our total membership is 192 adjudicators.

5. Mentorship Program: After much discussion over several years, the Executive has decided to work towards a mentorship program. This program will be instituted with new members as part of their application to join CMFAA as of September 1, 2016. Prospective members who have their applications underway but who have not yet been approved for membership will be strongly recommended to take the mentorship courses. The executive agrees that having a mentorship program would be helpful for all adjudicators, but at this time it is not feasible to create for current members.New members will be expected to join a senior adjudicator for a day at a music festival. This will give all new members clear ideas on techniques of adjudication, understanding the code of conduct, the philosophy of the festival, and the organization’s expectations.

The workshops will be based on interest, and geographic need, and could happen as early as Fall 2016. Greg Butler will draw up workshop evaluation questions for these sessions. He will also draw up questions for the senior adjudicator to discuss with applicants should they choose to spend a day with an adjudicator.

6. Awards: The CMFAA is giving a total of $7,000.00 to the National Festival this year. • For 2017 we will continue to offer the First Prize in the Chamber Music category in the amount of $1,500.00• For 2017 we will continue to offer the Provincial Award of $500.00 to assist travel of competitors to Nationals, for a total of $5,000.00• For 2017 we will continue to offer the Piano Duet Prize of $500.00• Note: We are looking at procedures to possibly change the allocation of the $5,000.00 for the 2018 Festival.

7. New Initiatives: Finding the Duet Capital of Canada! The CMFAA has initiated the Duet Challenge this year, with an annual award of $500.00. This Prize has generated a good deal of interest, with increased correspondence with Festivals across the country.

There were 22 Entries this spring, from across Canada. The winning Festival this year is the Norfolk Musical Arts Festival of Simcoe, Ontario. They had 154 entries, of which 26 were duets.

Note from the Minutes: The Executive believes that Duet playing is highly desirable, and therefore the executive is starting the “Duet Challenge” Festival Scholarship. The “Duet Prize” will be awarded, starting in 2016, to the Music Festival with the highest percentage of duet entries relative to the total number of piano solo entries in that festival. The prize will be $500 per year to be presented to the winning festival, which will then be able to offer as a Scholarship the following festival season. Each festival can submit their numbers to the CMFAA through our website beginning after the festival season in 2016. The executive has made a special webpage available on our website regarding this.

8. Code of Conduct: Festival Administrators from across the country have spoken to me in confidence, about various concerns they have had re adjudicators. I have brought these concerns to the Executive, resulting in several additions to our Code of Conduct.

The Executive feels it is time to update the Member’s code of conduct to deal with the growing importance of social media, so that the following will be added to the Code of Conduct:

Code of Conduct [update 8]Adjudicators should never use social media to discuss music festivals or any performer/ performance. Furthermore, they should not post pictures of any students involved in festivals.

Clarification of Conduct - guidelines regarding the sanctioning of adjudicators failing to maintain professional standards at all times.

Addendum to 7 Adjudicators must be professional in all dealings with music festival committees. In addition, they need an excellent ability to communicate in the spoken language of the festival. Membership should never use profanity in their adjudications.

Note:By applying and being a member of the CMFAA, you agree to uphold the code of ethics of the organization, or risk sanctions. 9. Reminder:- The Executive feels there two factors critical to the development of young musicians. One is Sight-Reading and the other is Quick Study. These two classes add interest and stimulus to a Festival. We recommend that these two classes be included in a Festival, wherever possible.

When these are included, two parameters are suggested:-We are recommending that the Quick Study class should only be a 24 hours study, and without teacher intervention. - We recommend that participation in any combination of Sight-reading or Quick study classes be a prerequisite of senior students being able to receive scholarships in local festivals.

10. Adjudication Fees: The executive is concerned about the challenges that adjudicators have in maintaining their professional standards, as well as with the loss of regular pay, schedules of teaching being changed/cancelled, travel days to and from, not to mention the expense of comparable expertise in other areas, and no increase for several years, [I believe seven or eight years] the following motion was passed:

Motion: That adjudicator’s fees be increased from $300 per day to $400 per day effective the beginning of the music festival season in 2017. Further, that a working day might consist of 1, 2, or 3 sessions, and that there would be no partial payment days [to allow adjudicators to be compensated for travel time]. Finally, the CMFAA is not changing the existing guideline that states that adjudicators would be given no more than 5 sessions in a row without a break. Moved by Mel Hurst, Seconded unanimously.

a. Life Membership

b. Creation of new position

Delegates accepted the president’s request for an addition to the agenda. Jerry then presented the following on behalf of the Executive Committee:

WHEREAS:Dianne Johnstone is retiring from the fund Raiser position, and the Federation needs to ensure the continuity of those duties, the Executive Committee recommends a new position be created to include all the responsibilities of the Executive Director, the maintenance of the current donor list, and the duties of the office assistant. All responsibilities are detailed in the Policy and Procedure Manual, which is subject to annual revision.

Salary range: $30,000 to $35,000 annually.

We thank all of these ladies for their dedication, hard work, and excellent service in their roles. All three of these ladies are invited to apply for the new position, along with other qualified applicants. Duties will begin November 1, 2016.

Discussion:• Proposed salary is combination of the current pay for the three positions combined; range allows for flexibility depending on experience of the person hired.• The proposal is about what FCMF needs administratively, not personalities.• Having the administrative position maintain current donor database provides stability in transition during search for a new fundraiser.• Does not preclude continuing with search for fundraiser.• Concern about Fundraising salary used without having it available for a new fundraiser that would be responsible for finding new donors.• Some felt the concept needs to be better prepared and costed out.• Do we want an Executive Director that oversees all the operations of the federation or an Office Administrator?

o Current ED job description is more consistent with those of an Office Administrator.o Going to Office Administrator would require By-law changes.

• Should we get legal advice for the contract?

Discussion was tabled for a day to give delegates opportunity to think and discuss this new proposal.

MOTION #13: That the Personnel Committee be the Hiring Committee as mandated in the draft Policy & Procedure Manual. This committee shall consist of the President, Vice President, and one other member of the Executive Committee, appointed by the President.

The responsibilities of this committee are the following: to create job descriptions, performance standards, and evaluation forms for the contracted employees, to conduct the hiring of staff, and periodically review and revise, if necessary, the Policy and Procedures

Notice of Motion Regarding Percussion

Below is a Notice of Motion for changes to the Syllabus [Percussion - Provincial and National level only]. These changes were brought to me by our percussion Prof. [Darrell Bueckert] at the U of S, reviewed by New Brunswick percussion teachers [2], and Bill Gordon [Manitoba] who was on my Syllabus committee last year.

Provincial FestivalCompetitors must perform two selections. This deletes the requirement of a multi-movement selection.

1. One work for Keyboard Percussion [eg. marimba, vibraphone, xylophone]2. One work for Timpani or Multi-percussion or Snare Drum

National Festival Competitors must perform three selections, works must include: 1. One work for Keyboard Percussion [eg. marimba, vibraphone, xylophone] 2. One work for Timpani or Multi-percussion or Snare Drum3. One own choice

For multi-instrument works and snare drum, memorization is encouraged but not required. All other works must be memorized.

Rationale: At the provincial level, competitors are required to play TWO selections, and must include works on ‘Marimba’ and on ‘Timpani or Snare Drum’, yet note #2 says that one of them has to be a multi-percussion work. This can’t really work because multi-percussion is actually another instrument category like marimba, timpani or snare drum. Some multi-percussion pieces may include marimba, some may include timpani and some may include snare drum, but the current wording almost eliminates the possibility of performing on marimba AND timpani, as the requirements suggest. Competitors will end up having to play “marimba and multi-percussion” or “timpani and multi-percussion” because there are very few multi-percussion works that include marimba or timpani. A greater percentage of multi-percussion works do include snare drum.

It seems as if we may be mistaking the multi-percussion [an instrument category] for multi-movement [a composition category]. You can ask for a marimba piece that is ‘multi-movement’ but it is silly to ask for a marimba piece that is ‘multi-percussion’.

The winning Percussionist at nationals should be the one to show greatest proficiency on ‘Marimba’ [or other keyboard percussion] AND ‘Timpani’ AND ‘Multi-percussion or Snare Drum’. They could demonstrate ONE of these at the local level, TWO at the provincial level, and all THREE at the national level, but it is very confusing to say that one of the national level pieces should be multi-percussion without mentioning that one should also be marimba and one should also be timpani.

ACTION #5: To change percussion entry process from DVD to MP4 or YouTube submission.

There was discussion about allowing a clip of the 1st place percussion video be included in the Grand Award Competition.• They would be at a disadvantage against live performers but they wouldn’t be excluded.• Would involve additional expense of hiring a percussion specialist for the GAC.

No change will be made in the current rule on the issue.

b. Musical Theatre Class

It certainly has been an interesting year as the fundraiser! The downturn in the economy touched many businesses which in turn touched our festivals. Alberta as the host for this year’s National Festival not only suffered the energy sectors job loss but also the catastrophic Fort Mac Murray fire has definitely affected our donations.

For the first time in many years not all of our prizes had a sponsor and our donations to the Celebration were down. We were fortunate to be able to take money from the Celebration money to cover the prizes.The $45 Celebration Fund brought in roughly $4,820 dollars which was down from last year, approximately $2,500 of this was used to cover the shortfall of sponsorship of the awards.

A total of $35,800 was donated to the prizes. Lloyd Carr Harris continued to sponsor $10,000 towards adjudicator’s fees. A total of $250 was donated to the general operating fund and $100 toward the trust fund.

In 2012 I mentioned I would retire in 2015 but as Alberta was hosting in 2015 and 2016 I decided to stay on as fundraiser. I gave considerable thought to the position I have held since I started to fundraise which was in 2002. I have thoroughly enjoyed my time with this organization and am proud of the fact that since 2002 I have brought in roughly $900,000 dollars and probably another $100,000 in gift in kind donations. I know there are many people who are upset by the fact a corporate sponsor was not found but I was not a professional fundraiser and just started doing this because I had a passion for the National Music Festival and the gifted young musicians of this country! I focused on award money and other expenses such as costs for sponsored events such as receptions, venues, bussing and whatever else we needed.

Although I still have the passion for the Festival Movement I feel it is time to pass on the torch and let someone else have the opportunity to try their hand at it. I have not completely left the Festival Movement as I will still work for the Alberta Music Festival.I have made wonderful friends over the years not only with executive and donors but I have made lasting friendships also with some of the competitors. I would like to thank all the donors for their support during my term.

I would also like to thank FCMF for enriching my life by giving me this opportunity. I feel truly blessed to have been a part of this journey and wish all the best to the future of FCMF.

Acting on the authority of the 2016 AGM, the Da Capo Committee [working name for the committee appointed last year to propose changes to the Federation] submits the following notice of motion for consideration at the 2017 Annual General Meeting.

1. The Board of Governors shall be constituted as follows:a. One member from each province selected by each province in a manner deemed appropriate in that province. Each province will name a member and an alternate. The alternate may fulfill the role of the member at any time the member cannot participateb. The Presidentc. The Past President d. The treasurer

2. Officers of the Board of Governors shall be:a. The President elected by the Board of Governors. The province from which the President is elected shall name another individual from that province to be its member on the Board of Governors. b. The Vice President elected by the Board of Governorsc. The Past President d. The Treasurer elected by the Board of Governors

3. Executive Director:The Executive Director is required to attend board meetings as part of the mandate of the position. The Executive Director shall manage the day to day affairs and carry out the policies of the Association under the direction of the Board of Governors and shall report to the President. The Executive Director shall have privilege of voice but not vote.

4. Voting privileges:a. Each provincial member shall have one vote;b. The Past President shall not have a vote;c. The President shall vote only to break a tie.

5. Terms of Members and Officers:a. Each officer may serve a maximum of two consecutive, two-year [total of 4 years] terms in any position and a maximum total of four, two-year [total 8 years] terms in a combination of any officer positions, excepting the Past President who may remain if required to complete a term.b. All members not serving as an officer serve terms at the pleasure of their provincial associations. c. A vacancy in an officer position shall be filled by the election of another member of the Board of Governors.

Discussion:• This proposal is the result of several months’ work by the DaCapo Committee.• FCMF is a federation of 10 provincial associations. This model would equalize representation at the Executive level, and hopefully will improve connection with local festivals.• The suggestion is that Officers’ expenses would be paid by FCMF; other members of Board of Governors’ expenses to be paid half by FCMF and half by the province they represent. • The suggestion is that the Board of Governors would have monthly meetings with summary and request for input being sent to local festivals. • AGM – Several possibilities of structure were discussed and will be investigated.

o Board of Governors and provincial alternates, plus observers; alternates and observers have voice onlyo Alternates have vote at AGM so each province has 2 votes o Provinces could have proportional representation at the AGM

• Acceptance would require significant By-law changes. These changes could be approved by Board at a Special Meeting called by the Executive Committee or at 2017 AGM.

The discussion was tabled until Wednesday’s meeting to allow delegates time to think about and discuss.

MOTION #16: To accept in principle the proposal of new governance model of the Board of Governors submitted DaCapo Committee, with the understanding they will address the required changes in By-Laws and submit quarterly reports to the Executive Director to distribute to Provincial Administrators and 2016 delegates. marketing, website etc.; develop a residence audience for additional concerts; drop the Grand Award Concert and use that money to enrich 1st place prizes; have two dedicated adjudicators per discipline; include tours/performance opportunities in prize package; expand view of product to include local festivals and the essential role they play in emerging artist recognition and nurturing; need to make the National Music Festival the “go to festival”;• Location – discussion of pros and cons of permanent or semi-permanent locations• Equalized travel plan – the total cost of competitor travel would be divided by the number of competitors to get an average cost. Each province would pay this average cost for each of their competitors. Other organizations do this very successfully. This plan could be used whether or not we move to permanent/semi-permanent locations.

ACTION #6: that the DaCapo Committee investigates an equalized travel plan and bring back a concrete proposal to implement.

TOM DAVIDSON’S REPORT ON POTENTIAL GOVERNMENT FUNDING

After last year’s election at the AGM, in my new position as a Director of the Federation, I approached the Executive Committee for permission to pursue an application for the Canada 150 Fund and associated government funding possibilities.

Meetings were held in October 2015 to discuss a national funding model for the development and training of young Canadian musicians, other possible sources of funding and the great opportunities that the FCMF is able to provide through its existing infrastructure. Along with the all of the obvious arguments, comparisons were made to the present support given to sport by the federal government.

1] Francis Scarpeleggia MP for Lac-Saint-Louis2] Stephane Dion MP for Saint-Laurent—Cartierville [Liberal critic for Canadian Heritage]3] Senior executive officers of the Department of Canadian Heritage, who identified that there were really no existing funding programs appropriate to the needs of the FCMF.

Summary of Canada 150 application entitled “National Music Festival/Festival de Musique National – CANADA 150” submitted March 2016:

On the occasion of Canada’s Sesquicentennial and the 50th anniversary of the 1967 National Centennial Festival of Music, the FCMF proposes a pilot project of expansion and development. This project celebrates the exceptional achievements of our talented Canadian musical youth and dedicated volunteers, their participation together in local communities and together as a nation. The proposal is concerned with outreach in order to stimulate musical creativity and education through a wider and more diverse participant and audience pool. It also seeks to establish criteria for further development and programming. The 2017 National Music Festival will be hosted by the National Capital Region Music Festival and will take place at the University of Ottawa from August 6-12 inclusive.

INITIATIVES:-7 days of free concerts, master classes and workshops. Open to public and free admission. -Addition of Junior [16 and under] classes in four major discipline areas [voice, piano, strings and musical theatre] -Separate award for the best performance of a Canadian work-Canada 150 Multicultural Choral Class [recorded submission] -Canada 150 Composition class [submission by score]-Support participation of individuals and groups from regional and remote communities

Notification was received on July 13, 2016 that the application was not successful.

As a natural extension of work on the Canada 150 application and the 2017 National Music Festival in Ottawa, an invitation has been extended to Justin Trudeau [in his dual capacities as Prime Minister and Minister of Youth] to present at the Grand Award Concert and there has been some preliminary discussion with the CBC. In addition, letters to the Honorable Melanie Joly, Minister of Canadian Heritage were sent to request consideration for new vision/revision with respect to existing funding models.

a. Policy and Procedure Manual Report

This document is currently a draft.

Gloria Nickell had worked on this document prior to 2015-2016. She had asked the Executive Director and the Fund Raiser for input into their job descriptions.

The Executive Committee has recommended that this document be an all-encompassing “go to” book for the FCMF.

The content of the Draft has been available to you since July 21, when it was e-mailed to you by the Executive Director. Thank you to Carol Donhauser for her excellent work in formatting the Draft.

I would appreciate having any corrections, or possible additions, to this Draft in writing. The next edition of the Draft will be available by mid-October.

By its nature the Policy and Procedures Manual is a living document, subject to change and development.

I propose the formation of an Ad Hoc Committee to be formed to continue the work on this very important document for 2016-2017. Hopefully the Draft will be presented and accepted at the 2017 AGM. In the future the updating of Policy and Procedures Manual will be the responsibility of the Executive Director, with assistance of the Vice-President, to do annual updates, if necessary.

Policy Statement:The Federation of Canadian Music Festivals, in keeping with its intent to honour those participating in various components of the festival will provide, during the week of its AGM and National Music Festival, an event acknowledging the contribution of choral directors to the success of that portion of the National Music Festival.

Implementation:1. Choral directors of 1st place choirs will be invited to a social gathering and presentation of awards in the festival hotel or other suitable venue.2. Presentations will be made by a [retired from conducting] person prominent in the choral community of the host city, or by another guest of honour, or by an official of the Federation.3. Presentations will be plaque or certificate according to the current practice of the Federation for other awards.4. All delegates, designates and observers will be invited to the ceremony.5. An official photographer will be present and record each presentation.6. The Federation will provide light snacks and refreshments. such as coffee, soft drinks, bottled water, wine and/or beer.7. If the occasion is scheduled for the same evening as the Federation Dinner or other Festival event, recipients of awards will be invited as guests of the Federation.

British ColumbiaGreetings from the West Coast! Performing Arts BC is once again pleased to be at the FCMF AGM and National Festival. We would like to thank the entire FCMF Board for all their hard work as well as to express our thanks to the local organizing committee in Edmonton.

BC has had another successful festival year and all our member festivals held competitions this year. Province wide we had 12,624 music entries, 12,228 dance entries and 1,696 speech arts entries, for a total of 26,548, an increase of 1,047 over last year. Dance continues to support the festival movement in BC at both the local and provincial level.

Our 2016 provincial festival was held in Fort St. John, way up north in what is known as ‘The Peace’, after the river. Held during the first week of June, we had a wonderful time there and the sun shone almost every day! It was an eye-opening experience for most competitors and the board to spend time in northeastern BC as it is flat there – most of us are used to mountains, and the city revolves around the resource sector. With 341 full participants and 59 observers, 15 adjudicators, board members and other family members, we were responsible for bringing around 1000 people into the community for 5 days. Once again the entire town supported the festival and there was a long list of businesses giving discounts if competitors went in with their festival name tag. We were based in the Cultural Centre which is literally at the centre of town and nearby restaurants, much to their pleasure, kept running out of menu items, they were getting so much business. Apart from the facilities at the Cultural Centre, we also used 4 other dance studios and 8 churches for the duration of the festival. The local committee was so organized and so calm as were all the volunteers and everyone had a fabulous time. We had 32 Provincial choral entries this year, participating by recording only. As we always do, we offered Provincial level competition in Junior, Intermediate and Senior categories, and in the music classes, at the National level as well. We continue to offer parallel classes in Canadian Piano, Vocal Variety for classical voice and musical theatre participants and Shakespeare for speech arts participants. New this year, a Canadian music class for strings, woodwinds, brass, guitar and chamber groups all together was introduced and was instantly popular. Along with the competitions we offer workshops for all levels, which may be attended by competitors and observers alike.

Observers are those participants chosen at their local festivals by the adjudicators there. They are competitors who are not quite ready for Provincial level competition but who it was felt would benefit from attending a Provincial competition to watch and listen. Once again there were some classes just for observers: two dance classes, one in contemporary and one in ballet, a piano observer session and a string observer session. Otherwise, observers may also attend all the performance sessions and participate in some workshops. Observers also have their own concert series called ‘Future Star’ concerts: there were 2 noon hour concerts for music and speech arts observers and 1 for dance. The practice of providing written comments for observers performing in these concerts that was introduced a couple of years ago is now very much a part of the Observer experience.

We continue to offer Alexander Technique sessions during the week. This year we offered 4 group classes at different times during the festival, for which attendees pay a nominal fee. Classes are open to competitors, observers, parents, volunteers and the general public. This year proved that a 5:00pm class is the most popular time – 35 attendees vs 5 to 6 in most of the other group classes! The instructor also offers semi-private and private sessions during the week.

We re-organized our festival this year to put the National classes at the end of the week and the Senior classes right after the Intermediate classes. We had a very long concert on the Thursday evening of Junior and Intermediate winners and the Friday evening concert showcased senior music winners and the dance finals. This was a very successful event this year as we learned a lot from last year’s combination concert. The festival concluded with the National concert on the Saturday evening. All concerts were well attended, thanks to large amounts of advertising by the local committee.

Next year’s provincial festival will be held in Kamloops and we are looking forward to visiting there.

This year BC is represented at the Nationals by 7 soloists and 10 choirs and we wish them all well.

AlbertaWelcome...again...to Edmonton!! It is a great privilege to be hosting the FCMF 2016 National Music Festival. We would like to extend a warm welcome to all the FCMF executive, delegates, competitors, designates, accompanists, family and friends coming from across this great land of Canada. We hope everyone will have a wonderful experience during their stay in Edmonton.

The Alberta Music Festival Association [AMFA] Provincial Choral Festival was held in Edmonton on May 5-7, 2016. This was a year of growth for the Provincial Festival. Alberta continues to offer a live choral festival as well as an audio recorded festival. Those participating in the audio recorded portion are all the Provincial National Choirs, 10 years and under choirs, Grades 1-3 choirs and the Senior Choirs. We had 27 choirs send in their CD’s to compete in the audio recorded portion of the Festival. 39 Choirs from all over Alberta travelled to Edmonton to perform in the “Live” portion of the Provincial Choral Festival. This made a total of 66 Choirs competing in the Provincial Choral Festival this year.

The Alberta Provincial Music Festival featuring soloist, Chamber and Choral Speech was held later in the month starting on May 24 and ending on May 28. Each of the 37 local Festivals belonging to AMFA may recommend 1 entry per class to the Provincial Festival. In some classes, the larger festivals may send 2 competitors. This part of the festival is the largest to date with a total of 507 entries. The piano entries saw a great increase this year. One of the reasons could be that we had introduced a grade 2-4 piano class in 2015. The majority of Festivals were able to send competitors in this new class. Our Provincial Festival continues to grow as we had a total [Group competitors and Solo competitors] of 573 entries.

We had a great team of adjudicators this year. We appreciate these individuals for their dedication and hard work. Alberta’s 2016 adjudicators were:

We are in the midst of planning for our 2017 Alberta Provincial Music Festival. Changes will be happening as we have a lot of local festivals who are ending in the first weeks of May. Because of this we will be combining our Choral Festival and our Solo/Chamber Festival into 1 very full week at the end of May. It will be an interesting year.

I would be remiss if I did not thank all our donors and sponsors who donate to the Alberta Music Festival Association. We are truly appreciative of their support. I would also like to thank the talented and dedicated executive of the Alberta Music Festival Association. They certainly go beyond the call of duty and are truly appreciated in Alberta for their willingness to go the second mile. SaskatchewanGreetings on behalf of the Saskatchewan Music Festival Association [SMFA], our 47 District Music Festivals, and the Board of Directors and Staff. We look forward to the 67th Annual Conference and AGM and 2016 National Music Festival Competitions.

The Riders may not have had a stellar season, but Team Saskatchewan certainly did at the 2015 National Music Festival. From August 13-15, fifty-seven of Canada’s best young amateur musicians, ranging in age from 12 to 28 years, gathered in the beautiful city of Edmonton. Competitions and master classes were held at the Alberta College Campus of MacEwen University and McDougall United Church. Sherry Sproule, designate for Team Saskatchewan proudly announced our team at the competitor briefing: Godwin Friesen [piano], William Boan [strings], Brendan Catalano [woodwinds] all accompanied by Bonnie Nicholson; Abby Fuller [brass] accompanied by Maria Fuller; Griffin Hewitt [musical theatre] accompanied by Robert Ursan; and Bryan Allen [percussion]. Saskatchewan delegates attending along with Sherry were Carol Donhauser, Nancy Toppings, and Karen MacCallum. SMFA board member, Sandra Senga, joined our delegates as we followed our competitors from venue to venue and took in as

many other performances as possible. One advantage of having Nationals in a neighbouring province is that family and friends are able to attend the competition, and we were delighted to have so many come to Edmonton to support their favorite musicians. First-place winners competed for the prestigious Grand Award title and award of $5,000 at the Francis Winspear Centre for Music on Saturday evening. The winner of the Grand Award was Angela Ryu, violinist from Alberta. Our congratulations to Team Saskatchewan, who ALL placed in their disciplines [Godwin Friesen - 1st piano, Bryan Allen - 1st percussion, William Boan - 2nd strings, Brendan Catalano - 2nd woodwinds, Abby Fuller - 3rd brass, Griffin Hewitt - 3rd musical theatre]. Congratulations as well to Campbell Collegiate Chamber Choir, directed by Deidre Baird, 2nd place winners in the Paul J. Bourret Choral Competition. Choral entries were submitted by recording. Joy McFarlane-Burton of Saskatoon was elected to another term as Vice-President with the Federation of Canadian Music Festivals’ [FCMF] Board of Directors. Karen MacCallum of Swift Current was also one of three new Directors elected. Both are experienced SMFA Board of Directors and look forward to bringing their knowledge and expertise to another level. Thank you to the Alberta Host Committee and the City of Edmonton for the kind hospitality shown to our competitors and delegates during our stay.

The 7th annual Saskatchewan Music Conference was held at the Delta Inn Regina from November 6-8. “Experience the Harmony” was the theme of the conference, a joint partnership between the Saskatchewan Choral Federation [SCF], the Saskatchewan Band Association [SBA], the Saskatchewan Music Educators Association [SMEA], the Saskatchewan Orchestral Association [SOA] and the Saskatchewan Music Festival Association [SMFA]. Members of each organization had an opportunity to participate in a variety of relevant workshops provided during the event. The Awards Banquet was held Friday evening. SaskEnergy sponsored the SMFA Volunteer Awards. 2015 Volunteer Award Recipients were: Danielle Evenson and Laura Baryluk [Estevan Music Festival], Glendi Day [Eston Music Festival], Marla Frison and Joy Assmus [Kindersley & District Music Festival], Edmond Belcourt and Leona Reader [Lafleche & District Music Festival], Tammy Villeneuve [Meadow Lake & District Music Festival], Alice Abrahamson and Lois Tanner [Moosomin & District Music Festival], Karen Hill [Nipawin & District Music Festival], Karen Bell [Prince Albert Kiwanis Music Festival], Margaret and Betty Brennan [Saskatoon Music Festival], Joe-Ann Ruetz [Shaunavon & District Music Festival], and Mae Ann Chilman [Yorkton Music Festival]. The Federation of Canadian Music Festivals [FCMF] Provincial [Saskatchewan] Volunteer Award was presented to Penny Joynt. Honorary Life Memberships were bestowed on Sharon Penner and Marlene Cherry and our Sustaining Patron recognition was given to William Shurniak. The keynote speaker for the Conference was Brenda Robinson, a speaker, trainer, writer and consultant who has been addressing groups for over 20 years on topics related to communications, humor, positive working skills and wellness

in general. The SMFA Annual General Meeting was chaired by President Nancy Toppings with 25 out of 47 festivals represented. The 2014-2015 Annual Report was presented including the financial statements. Two positions on the Board of Directors were vacant and Tammy Villeneuve and Kari Mitchell were elected by acclamation. SMFA has enjoyed the collaboration with the Saskatchewan Music Alliance in planning the Saskatchewan Music Conference since 2009 and will continue to collaborate with these other groups where possible. However, it was announced that the next conference for SMFA will be a stand-alone event to be held on October 28 & 29, 2016 in Swift Current.

Convocation Hall at the University of Saskatchewan in Saskatoon, was an ideal location for the ninth biennial Wallis Opera Competition held on February 20 & 21, 2016. Seven singers [all in the early stages of their careers with credits in music festivals and recitals, opera productions in universities, roles in the Opera Nuova programme in Edmonton and as participants in the prestigious Vancouver International Song Institute] participated in the competition and workshop. Each competitor was required to perform two opera arias in two languages and of different periods. The weekend was graced by two exceptionally experienced adjudicators, Robyn Driedger-Klassen, Head of Voice at the Vancouver Academy of Music, and Michele Capalbo, who has performed on several continents - in Spain, Chile, Italy, France, and all over North America. The winner of the competition and $5000 scholarship was Allison Walmsley. The co-operation of the province’s symphony orchestras provides the winner an opportunity to be featured as a guest artist with both the Regina and Saskatoon Symphony Orchestras. Much is owed to Gordon Wallis who was the Assistant Director of the Regina Conservatory of Music and Dance, a distinguished teacher of piano and organ and a passionate opera enthusiast.

Forty-seven District Festivals were held between the months of February to May, with approximately 19,000 competitors competing for over $230,000 in scholarships. More than 160 Adjudicators were hired through the Provincial Office for over 350 days. We are indebted to a large team of volunteers, who work countless hours, to make this happen. Congratulations to the following festivals, who celebrated milestone anniversaries: Lafleche - 50 years, Lloydminster - 85 years, Twin Rivers - 15 years, Unity - 90 years. As one of the longest running provincial cultural organizations in the province, we have a reason to celebrate!

SMFA sponsored Speech Arts Workshops in Prince Albert, Rosetown, Unity, SaskValley, North Battleford, and Unity. Heather Macnab, Speech Arts specialist from Maple Creek, conducted 15 days of workshops to over 1,000 school students. We are grateful for additional funding provided by the Lotteries Trust Fund for Sport, Culture and Recreation, administered through SaskCulture Inc.

The 2016 Provincial Level of National Music Festival Competition and Provincial Final Competitions were held in Saskatoon, at the University of Saskatchewan, June 3, 4, & 5. Along with their supportive families and friends, musicians representing their district festivals from across Saskatchewan, in various disciplines of music and speech arts, filled the corridors and performance halls with energy and excitement. The judges for the weekend competitions were: Michael Esch, Markham, ON [Senior Piano]; Jane Wood, Toronto, ON [Intermediate Piano]; Christianne Rushton, Wolfville, NS [Senior Voice]; Jeffrey Plotnick, Calgary, AB [Strings]; Mary Lou Fallis, Toronto, ON [Musical Theatre, Speech Arts]; Allen Harrington, Winnipeg [Woodwind, Brass, Percussion]; Frank Ho, Edmonton [Strings]; and Catherine Robbins, Winnipeg [Choirs]. Twenty-four musicians vied for the opportunity to compete at the 2016 National Music Festival to be held August 11 - 13 in Edmonton, AB. The following were chosen to represent Saskatchewan: Spencer McKnight [voice], Gloria Yu [piano], William Boan [strings], Vanessa Klassen [woodwinds], Abby Fuller [brass], Stephen Davis [guitar], Fraser Krips [percussion] BEAM Quartet - Brendan Catalano, Eric Wong, Anna Wheeler, Megan Bauman [chamber], Jake Heisler [musical theatre], Paul J. Bourret Choral Class: AVE [Melissa Morgan, Conductor], and Richard W. Cooke Choral Class: Campbell Spirit [Russell Baird, Conductor]. The provincial competition took place over three days with over 300 competitors, from throughout the province, vying for over $24,000 in scholarships. The standard of performance was universally high, offering an outstanding example of the vast array of musical talent and hard-working students in our province. The event culminated in a mesmerizing concert of competition for the Grand Awards. The top senior competitors of the weekend were chosen from the nine disciplines, and each presented a ten-minute performance. The Sister Boyle Gold Award of $1,000, to the most outstanding competitor of the Grand Awards, was awarded to Joanne Peng of Moose Jaw.

In addition to events listed previously, the SMFA produced a sponsorship brochure, annual report, and quarterly newsletter “Festival Focus”. This year, we also launched the three-year Syllabus [2016-2018], a new provincial website [www.smfa.ca], and increased our social media presence with a “Win an iPad” Contest on Facebook. SMFA gratefully acknowledges sponsorship from SaskTel, PotashCorp, Business for the Arts – Saskatchewan artsVest; gifts-in-kind from the University of Saskatchewan, Music Department, Yamaha Piano Centre; and the continuing support of the Sask Lotteries Trust Fund for Sport, Culture & Recreation administered by SaskCulture, and individual award donors. Judy Urbonas will represent Manitoba as our 2016 Delegate.

Over the past year AMAF has maintained focus on supporting its member festivals. At our fall AGM, we provide our festivals with a kit of materials that includes the Provincial Syllabus [our new 2015 edition], a Festival Handbook, an Index of Arts Specialists, Speech Arts Manuals, Provincial Festival and Workshop forms, Administrative forms and repertoire resources. We offer an annual adjudicator training and development program designed to strengthen and expand the number of qualified adjudicators within Manitoba who are then listed in the Index of Arts Specialists. This resource is crucial to our local festivals as the majority cannot afford the expenses associated with hiring adjudicators from outside of Manitoba.

Many local festivals in Manitoba have significant financial concerns and even more communities are also finding it difficult to recruit committed volunteers to organize their events. When invited to do so, AMAF representatives offer additional assistance by attending local festival meetings to answer questions and offer support. We also offer administrative support from the office, such as providing templates to guide inexperienced volunteers through registration, scheduling and preparations of their final program.

The highlight of our year was the 2016 Provincial Music and Arts Festival, held May 27th to 29th at Brandon University School of Music in Brandon, MB. There was a 61% increase in participant numbers, primarily due to the changes made in our Provincial syllabus. AMAF offered three workshops in conjunction with the Provincial Festival, one in speech arts, one in music composition and one in musical theatre. All three were well attended and participants left with new ideas to implement in the future.We are looking forward to the upcoming year which will include continuing to look for ways to expand services offered to AMAF’s member festivals. We anticipate this will be another exciting year for arts festivals in Manitoba.

OntarioGreetings to the F.C.M.F. 2016 AGM from the Ontario delegates. Congratulations and thanks go to the committee, organized by co-chairs Norma Jean Atkinson and Dianne Johnstone, for their preparations for the Nationals to be held again in Edmonton this year. O.M.F.A .is represented by Steven Fielder from Coldwater, Darlene Ewing from Peterborough, Lisa Cozens Brillon from Niagara Falls, Sue Belleperche from Windsor and myself, Martha Gregory from Pickering. As Pam Allen is back on the F.C.M.F. Executive as Past-President, we also carry a proxy vote from Jenn Bell in Brockville. This was a challenging year for the F.C.M.F. Board with the loss of our Past President, Marilyn Wiwcharuk who gave so much of her spirit to the organization. We all remember her fondly. We also wish to remember our friends in Fort McMurray after the devastating fires there and hope for a swift rebuilding of all that was lost. It is a great joy to remember all the friends we have made across Canada through F.C.M.F.

It was a year of growth again for O.M.F.A. Three new festivals became members to total 44 festivals this year. We welcomed Carleton Place & Beckwith Music Festival, Hamilton Music Festival and Oakville Vocal Arts Festival. Our AGM was held October 26, 2015 in Pickering with 30 festivals represented. This year, we added Junior Piano Concerto classes and grade 6 classes for strings, piano and voice to our syllabus. These were very well attended at the Provincial competitions. Our Provincial competitions were once again held in 10 of Peterborough’s beautiful Churches from May 29th-June 4th. Our thanks to Darlene Ewing for arranging the venues and local volunteers. We were fortunate to have many local festivals send us volunteers this year as well as our Board members to help with the 798 solo and chamber entries that we had. There were 33 Band, 54 Choir and 19 Orchestras in our recorded classes. All results are posted daily on our FaceBook page and our website at www.omfa.info. Pam Allen, our administrator, has a very brief turnaround time to schedule after the last festival is finished [approximately 10 days] and scheduling is all done around our very busy accompanists to give them time to move from one venue to another - one accompanist alone was accompany almost 70 competitors. Workshops are provided at the end of each day of competitions by the adjudicators and in the event of more then one adjudicator in a discipline, playoffs were held after the workshops. Diane Manojlovich is already working on organizing Provincials in Hamilton for next year and Lisa Cozens Brillon is arranging our AGM for Niagara Falls. We look forward to celebrating Canada’s 150th Birthday in Ottawa with F.C.M.F. and the National Competitions in 2017.

QuébecWarmest greetings from the Province of Québec!

The Québec Provincials were held at the Schulich School of Music at McGill University on May 20. Adjudicators were Ireneus Zuk, piano and Chantal Parent, voice.

We wish to thank the Schulich School of Music for providing all of the performance venues for the Montréal local and Québec provincial festivals. However, due to budget shortfalls they are still charging for the use of performance halls and we have had to limit our competitions to classrooms. The quality of the pianos is far from ideal! In order to reduce our expenses further, the traditional Provincial “Winner’s Concert” was cancelled again this year.

The financial situation makes it increasingly difficult to carry out, let alone expand, our operations throughout the province. I am continuing my efforts to obtain long-term commitment, particularly in the area of funding, from all levels of government and the private sector. With the increased costs that are now associated with competitor entries at Nationals and without a national sponsor or government help of any kind, the future participation of competitors from this province seems limited. Fortunately, the talent, passion and energy of our young gifted musicians continue to inspire all of us in our efforts.

There were only 3 entries in the QC Provincials this year. Probably the lowest number of entries ever! In the voice category, we heard Pasquale D’Alessio and Olivia Barnes but unfortunately they are both unable to attend Nationals. As a result, Phillip Cho [piano] will be the sole competitor representing Québec in 2016. Significant competition from other festivals, workshops, orchestras and music camps throughout the summer tends to create scheduling conflicts with the National Music Festival and keep our number of entries low. In addition, we are no longer able to provide monetary prizes for provincial winners and there are other opportunities in Québec for young musicians that are quite lucrative.

In closing, I wish to thank everyone on the FCMF executive for their support and tireless work in the organization of the AGM and National Music Festival throughout the year. Special mention should be made to Heather Bedford-Clooney for her experience and practicality. Their dedication enables a truly national and inclusive vision for the whole festival movement from the grass-roots level up. Congratulations to the Host Committee and the many volunteers for making this year’s AGM and Nationals a great success.

New Brunswick / Nouveau-Brunswick2016 NB Provincial Music Festival FinalsOur 45th Provincial Music Festival was held June 1-4 in Sackville, New Brunswick on the beautiful campus of Mount Allison Universi-ty. The Marjorie Young Bell Conservatory was the venue for competitions. Thank you to Lynn Johnson for organizing the local hosting aspects of the event and all the volunteers for their assistance. We had approximately 100 entries in junior, intermediate and senior competitions. Our adjudicators were Dr. Gregory Brookes, voice; Dr. Thomas Green, piano; Mylène Dubé, strings; Abe Kestenberg, woodwinds and brass; Dr. Joel Cormier, percussion; Dr. John Burge, composition. Special thanks go to Dr. Stephen Runge and the Department of Music at the Mount Allison University for the generous use of their wonderful facilities.

Donna Rhodenizer adjudicated our taped choral competition. We had 11 choral entries 6 classes.

We are sharing our official accompanist, Nhat-Viet Phi, with two competitors from Nova Scotia. Rhéal Fournier, 1st Vice President, and I will attend the national AGM as New Brunswick’s delegates, carrying a proxy vote Christopher Lane, Treasurer.

New Festival InitiativeThe New Brunswick Federation of Music Festivals is continuing its New Festival Initiative program which offers assistance to commu-nities to start local music festivals. For many communities in New Brunswick this is actually a re-start as the community used to have a music festival but for various reasons it ceased to be operational. NBFMF is making a 3-5 year commitment to interested communi-ties. Initially, NBFMF is providing most of the administrative support, with our role diminishing gradually as the local festival commit-tee transitions to being self-sustaining.

We offered third year support to the Miramichi Regional Music Festival and the Grand Manan Music Festival; second year support to the Charlotte County Music Festival and the Sussex Regional Music Festival, and started a festival in Nackawic. There was a buzz of excitement and lots of talk of “next year”. These five festivals represent a 50% increase in our membership. Four of the five festivals had representation at the Provincial Music Festival Finals. We are very excited about this project and anticipating expanding the program into Francophone communities as early as 2017. We expect to add 1-2 new festivals for the next 4 or 5 years so that all students in New Brunswick have access to a competitive music festival within a reasonable distance.Syllabus

After surveying our member festivals and music teachers, it was agreed to add a cross-discipline Canadian Composer class and Com-position classes [solo and ensemble] at the junior, intermediate and senior levels, to the 2016 Provincial Finals syllabus. I am pleased to report that we had entries in both composition and Canadian Composer classes.

NBFMF is continuing discussions with the Fine Arts Supervisor of one of our school districts about partnering together, and with oth-er provincial organizations, to offer band and choral fests for schools.

Fund RaisingThe New Brunswick Federation of Music Festivals would like to extend special thanks to the Arts Development Branch of the Tourism, Heritage and Culture of the NB government for their on-going and increased support of NBFMF through the annual operating grant which helps fund our Provincial Festival Finals and provides assistance to each local festival. We also received additional funding for the New Festival Initiative which allowed us to expand our programming in new rural areas.

We continue researching new potential donors to increase and diversify our donor base, while building relationships with long term donors. We gratefully thank all the foundations, universities, businesses, and individuals that support the NB Federation of Music Festival by purchasing ads in our provincial festival program, sponsoring prizes, or making donations.

Thank you to the Heather Bedford-Clooney, the FCMF Executive and all the local volunteers for your time and energy in presenting the 2016 National Music Festival. We are looking forward to a productive Annual General Meeting and great music during our time in Edmonton!

Nova ScotiaGreetings from all current members of the Federation of Music Festivals of Nova Scotia

The Federation of Music Festivals of Nova Scotia celebrated its 32nd year with a hard working and committed Board providing a stable year with eight [8] active local festivals and a full slate of officers. It should be noted that Gerry Punke returned to the position of President although it had been his firm intention to set down at the end of 2015. Kathy Fuller stayed on as temporary Vice President, leaving the position of Past President unfilled.

Also, it should be on record that our extraordinary Provincial Administrator, Pamela Rogers, announced that would be getting married during the year and moving with her husband to Perth, Australia as soon as possible after that. We congratulate Pamela on her marriage – a winter wonderland affair in Corner Brook, Newfoundland - and are grateful that she has been able to carry on in her current role to the date of writing this report. We know that this reprieve cannot last forever and wish her all of the very best in her new life “down under”. She has provided outstanding service to FNSMF.

Our October meeting was held early in November, 2015, at the home of Provincial and National Treasurer, Leslie Walters in Kentville. We thank Leslie for her generous and gracious hosting of this event. For purely practical reasons it was good to be in the Annapolis Valley as the AVMF had agreed to host the 2016 Provincial Music Festival competitions at Acadia University, in Wolfville.

Our March meeting – always treacherous in Nova Scotia because of unpredictable weather and travelling conditions – was held in Halifax at the new and wonderful Halifax Central Library. It was a small meeting just involving some of the executive and representatives from Annapolis Valley so that detailed planning for this year’s Provincials could be undertaken.

Our eight member festivals have all reported successful local festivals. Over all, while numbers of participants are down, the decline was less obvious this year and there were some hopeful signs. At this time, while there are ongoing challenges to maintaining classical music festivals, there are still signs of continuing interest in the festival movement and what it offers young people.

As a Provincial Music Festival we have to be concerned about the effects of senior students trying to participate around work schedules, provincial education regulations that penalize high school students for missing school time and a reduction of qualified teachers and accompanists in rural Nova Scotia, especially for advanced level students.

As we look at our enrollments in the 2016 Provincial competitions, it is good to see increased participation in Brass and Woodwinds even as Strings remain very low. This year Voice, Musical Theatre, National Musical Theatre and Piano are all well represented. We have no Guitar and Chamber entries this year and we did not offer Percussion. Choral was represented in four categories.

Our website has continued to be an important tool in the work of the FNSMF and our grateful thanks go to Jessie and David Parkinson for developing and running the site. It has made communication both within the Federation and beyond, to the general public, much more effective. We had hoped to expand our contact with university music departments early in the academic year so that undergraduate students could plan their participation in a local festival into their year’s program but this did not happen. It remains an important aspect of our work and while not done for 2015/16, has been done for 2016/2017.

This past year’s Provincial Music Festival [2016], our 32nd year, was hosted very efficiently and successfully by the Annapolis Valley Music Festival on Friday and Saturday, June 3 and 4, at Acadia University, Wolfville. Venues used included the Wolfville Baptist Church, and Denton and University Halls Acadia University FMFNS Annual Meeting and Adjudicators’ Dinner were both help at the Blomodin Inn who also provided accommodations for the adjudicators and the executive at an affordable rate. All proved to be eminently suitable performance spaces. The organizing team was led by Kathy Fuller and Leslie Walters.

The Town of Wolfville supported the festival financially through a major donation to the Annapolis Valley Music Festival, as did Acadia University and the Wolfville Baptist Church with the donation of facilities and pianos. Two new long term donors were secured for two major awards, the Sheila K. Piercey Award for Senior Voice and Dr. Hermann Brunner with financial support for Jackson Rose Bowl for Senior Piano. Other businesses and individuals in the area were active in their support of the Provincials.

Last year, we moved the printing of our Official Program to LighthouseNOW in Bridgewater with gratifying results and we maintained that contact again this year – with equally satisfying results.

This past year, the adjudicators selected five young people to move forward to the competitions in Edmonton: Mimisu Lee, Brass, Andrew Son, Strings, LaLa Lee, Piano, Katrina Weston, Vocal Solo and Brent Raddall, Musical Theatre. In addition one choir, conducted be Heather Fraser was recommended to move forward: Annapolis Valley Honour Choir – Senior Division. Unfortunately, neither Andrew

Son nor Katrina Weston was able to accept the invitation to Edmonton. The Vocal Adjudicator recommended that Mairi Demings be the Alternate in Vocal Solo. Accompanying the team to Edmonton are Catherine Isaac Jamieson, as designate, President Vice President, Kathy Fuller [who will carry a Proxy vote for President, Gerry Punke, and Provincial Treasurer, Leslie Walters as Treasurer of FCMF.

An outstanding panel of adjudicators at last year’s Provincial Music Festival included: Dale Sorenson, Brass; Susan Farrell, Choral; Ross Thompson, Musical Theatre; Stephen Runge, Piano; David Adams, Strings; Terri-Lynn McNicol, Voice; and Karin Aurell, Woodwind.

There was continued concern about how to raise the money to help competitors fund their travel to Edmonton. Again, this year, an operating grant of $5000 from the Province of Nova Scotia has been applied for but, at this time of writing, we do not know whether nor not we have been successful. Financing travel, accommodations and meals for National Festivals, especially when they are held in cities far distant from Nova Scotia, plus the cost to competitors to pay accompanist’s fees, are all a source of ongoing concern for small provinces with limited resources. Our thanks to Treasurer, Leslie Walters for her untiring efforts with and on behalf of these young people to ensure that they all get Edmonton to compete and represent this province so ably. In this regard the FMFNS acknowledges the very generous donation towards travel costs from Peter Fraser, in Sydney.

The FCMF at their Annual Meeting, discussed several issues raised by the FMFNS and the results of those discussions were reported to the General meeting following the AGM. At this time we congratulate our Provincial Treasurer, Leslie Walters, for her ongoing and outstanding work as Treasurer with FCMF. We also congratulate Vice President, Kathy Fuller for accepting a position on the new National De Kappa Committee, and we look forward to seeing what comes out of their work that will lead the National Festival forward in new and productive ways.

Finally, I owe an enormous debt of gratitude to a very large number of Nova Scotians, especially the directors and members of the FMFNS, for making this another outstanding year for the FNSMF. My sincere thanks to you all.

Prince Edward IslandGreetings to all from Prince Edward Island. We wish you a successful AGM and national competition. It is with regret that I must say none of us will be there in person to participate in the meetings this year. I am aware of some of the issues to be discussed and I wish you well in pursuing what may become a new structure for our Federation.

Our 2016 music festival season recently concluded with the provincial competition, held as usual at UPEI, and Park Royal United Church, on May 27 and 28. It was our 70th festival season, and with 9 choirs and 67 solo competitors, it was the largest group of entries provincially, in my experience. So our festival movement is alive and very healthy. The two days were filled with many great musical performances from our young competitors, representing all four regional festivals.

Our adjudicators for the weekend were Richard Boulanger, of New Brunswick, a renowned professor of piano and musical history at the Université de Moncton, and Gregory Brookes, a Canadian who currently teaches applied voice and vocal pedagogy at Texas Tech University’s School of Music. They were joined for Saturday’s competition for advanced[28 & under] students, by Bob Nicholson, an Island native who currently plays tuba and bass trombone with the Maritime Brass Quintet. Bob has played as a brass specialist across Canada, in the Foothills Brass Quintet, as an orchestral musician with the Toronto Symphony, and the National Ballet, and many years in the pit at the Charlottetown Festival. He currently teaches at Acadia University and plays with Symphony Nova Scotia.

Many awards and scholarships were earned during the two days of competition and over $5,000.00 in prize money was presented to some of our most talented performers. At the concluding awards ceremony, the adjudicators announced that three competitors would represent PEI at the national competition. Lindsay Gillis, soprano, Justin Amador, horn, and Connie Yun, violin, will all compete here this week. I am delighted that our contingent in Edmonton will again include Frances McBurnie, our provincial President, who will accompany all our performers!

Despite this year’s success at all our festivals, our total enrollment has again declined.

While the level of talent and musicianship seems stronger than ever, many teachers are not interested or don’t encourage their students to enter festival, and young people are very busy with many activities to choose from. All our associations remain strong and support from donors and volunteers continues to be outstanding but we regret the drop in numbers overall.

Provincially, the Kiwanis Club of Charlottetown continues to be our major sponsor and they deserve our thanks for their commitment of money, and in some cases time to volunteer, as well. They are a small group, with very dedicated volunteers, and we very much appreciate that they continue to support our festivals.

I also must give thanks to our local festival coordinators and executive members, who having just survived their own festivals, still make themselves available to ensure the provincial competition runs well.

Finally, thank you to Jerry Lonsbury, Heather Bedford-Clooney, and all the members of the FCMF executive, who are always available to assist with advice and support when called upon. I wish you all well in your deliberations.

Newfoundland and LabradorWith great pleasure I bring warm greetings from the Newfoundland and Labrador Federation of Music Festivals to the FCMF. I am honoured to once again represent Newfoundland and Labrador as Provincial Administrator, Delegate, and Designate, and I am eagerly anticipating the National Competition, AGM, workshops, and other activities to be held in Edmonton, Alberta, this summer. Many thanks to Jerry Lonsbury, Joy MacFarlane-Burton, Heather Bedford-Clooney and officers of the FCMF who work tirelessly to realize this National Competition for our outstanding young musicians. The Newfoundland and Labrador Provincial Festival was held in St. John’s, NL this year at Memorial University School of Music on Friday and Saturday, May 20th and 21st, 2016.It was hosted by the Kiwanis Music Festival of St. John’s. I offer thanks and appreciation to Past-President, Margaret Wakeham for her help in hosting this year’s Provincial Festival.

There were ten [10] individual entries in six [6] classes, representing six of our seven local festivals. There were five [5] choral entries representing one [1] local festival.

Three competitors were recommended to proceed to the National Music Festival. We will have one [1] entry in Class 1, Vocal Solo from the St. John’s Kiwanis Music Festival, soprano, Noelle Slaney. Also representing the St. John’s Kiwanis Music Festival will be Flautist, Emery van de Wiel in Class 5, Woodwind Solo. Our third performer is Michael O’Keefe, a trumpeter, in Class 6 Brass Solo.

There were three [3] recommendations in the Choral category. All were recommended from the St. John’s Kiwanis Music Festival. They are, in Class 105, The Atlantic Vocal Ensemble Girls Choir, in Class 106, St. Bonaventure’s College Camerata Choir, and in Class 109, QVE Youth Choir. Susan Quinn conducts all three choirs.

Enthusiasm and talent remain very strong here in Newfoundland and Labrador. Although lack of financial and volunteer support, and the changing face of many service groups create difficulties in trying to maintain a strong presence, we keep pressing forward in the interest of our young musicians. I sincerely thank Kiwanian David Hillier who has given so freely of his time and expertise to help with the financial organization of our federation.

Finally, I would like to offer my congratulations to the local organizers, the National Executive, and the Executive Director, Heather Bedford-Clooney, for undertaking the enormous task of coordinating the 2016 AGM and the National Competition-the year’s highlight for our participating competitors.

We have audited the accompanying financial statements of The Federation of Canadian Music Festivals,which comprise the statement of financial position as at October 31, 2015 and the statements ofrevenues and expenditures and changes in net assets for the year then ended, and a summary ofsignificant accounting policies and other explanatory information.

Management's Responsibility for the Financial Statements

Management is responsible for the preparation and fair presentation of these financial statements inaccordance with Canadian generally accepted accounting principles, and for such internal control asmanagement determines is necessary to enable the preparation of financial statements that are free frommaterial misstatement, whether due to fraud or error.

Auditor's Responsibility

Our responsibility is to express an opinion on these financial statements based on our audit. Weconducted our audit in accordance with Canadian generally accepted auditing standards. Thosestandards require that we comply with ethical requirements and plan and perform the audit to obtainreasonable assurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures inthe financial statements. The procedures selected depend on the auditor's judgment, including theassessment of the risks of material misstatement of the financial statements, whether due to fraud orerror. In making those risk assessments, the auditor considers internal control relevant to the entity'spreparation and fair presentation of the financial statements in order to design audit procedures that areappropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness ofthe entity's internal control. An audit also includes evaluating the appropriateness of accounting policiesused and the reasonableness of accounting estimates made by management, as well as evaluating theoverall presentation of the financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis forour audit opinion.

As is common with many charitable organizations, the Association derives revenue from donations andfundraising activities, the completeness of which is not susceptible of satisfactory audit verification.Accordingly, our verifiication of these revenues was limited to the amounts recorded in the records of theAssociation and we were not able to determine whether any adjustments might be necessary tocontributions, excess of revenues over expenses, current assets and net assets.

1. DESCRIPTION OF BUSINESS

The Federation of Canadian Music Festivals is incorporated under the federal Non-profitCorporations Act without share capital. It is registered as a private foundation with Canada RevenueAgency and is exempt from taxes under income tax legislation. The Federation's primary purpose isto advance, promote and develop the local, provincial and national music festival activities inCanada.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

Measurement uncertainty

The preparation of financial statements in conformity with Canadian generally accepted accountingprinciples requires management to make estimates and assumptions that affect the reported amountof assets and liabilities, disclosure of contingent assets and liabilities at the date of the financialstatements and the reported amounts of revenues and expenses during the period. Such estimatesare periodically reviewed and any adjustments necessary are reported in earnings in the period inwhich they become known. Actual results could differ from these estimates.

Investments

Investments consist of an endowment fund which pays interest based on estimated returns of a fundpool. Investments are carried at the fair value as of the financial statement date.

3. FINANCIAL INSTRUMENTS

The Association has classified its financial instruments into one of the following categories: held-for-trading; loans and receivables; or other financial liabilities.

Cash is classified as held-for-trading and is measured at fair value. Receivables are classified asloans and receivables and are measured at amortized cost, less an allowance for doubtful accounts.Accounts payable and accrued liabilities are classified as other financial liabilities and are measuredat amortized cost.

The 46th Annual National Music FestivalEdmonton, AB – August 13, 2016 – Canada’s prestigious 46th National Music Festival winners are announced! From August 10th to 13th, fifty-five [55] of Canada’s best young amateur musicians from across the country, ranging in age from 12 to 28, were hosted in beautiful Edmonton, Alberta to compete and represent their province in nine [9] disciplines: piano, strings, voice, woodwinds, brass, classical guitar, percussion, chamber groups, and musical theatre. Competitions and master classes took place at the Alberta College Campus of MacEwan University and McDougall United Church.

The first place winners of each discipline competed for the Festival’s Grand Award title and prize of $5,000 on Saturday, August 13th, at Muttart Hall in the Alberta College Campus of MacEwan University, Edmonton.
