UAE leads region in business.

The Doing Business Report 2015 in its 12th annual report assessed the UAE as the only Middle East economy in the top 25 countries listed. Since last year’s report, the UAE has shown improvement in three out of 10 parameters: registering property, getting credit and protecting minority investors. It has preserved its number one position globally in ease of paying taxes, and fourth in getting electricity, building permits and registering property. It ranks eighth globally in trading across borders.

UAE will continue to invest in oil and gas.

The UAE will continue to invest heavily in oil and gas output capacity to meet the growing global demand for energy products regardless of the current slump in world oil prices, according to Suhail Bin Mohammed Faraj Faris Al Mazrouei, UAE Minister of Energy. The minister said world demand for oil and gas was rising between 1 to 1.5 per cent. In view of the growing demand in the UAE market, he asserted, UAE would invest more than $70 billion to raise its production capacity to 3.5 million barrels per day by 2017. However, he acknowledged that the current world oil prices slump will not bode well for sustained investment by small and medium oil and gas companies, particularly in shale gas, because of high production costs.

Dubai eyes US$32 billion new airport.

To further secure its position as the world’s aviation hub, Dubai Airports is building a whopping US$32 billion greenfield airport at the upcoming Dubai World Central, 30 km off the present international airport. The proposed new airport will become the world’s largest aviation facility on completion and will have five runways which all will be simultaneously operational, all A380-compatible with a length of 4.5 km each.

UAE and Italy discuss trade ties.

UAE Economy Minister Sultan Bin Saeed Al Mansouri received Italian Minister of Infrastructure & Transport Maurizio Lupi in his office in Abu Dhabi and discussed with him ways to enhance economic cooperation between the two countries. Al Mansouri praised the level of ties between the UAE and Italy and underlined current efforts to boost cooperation in economic, industrial and investment fields. He said that during the past few years, Italian comapnies were awarded contracts worth a total value of US$12

billion for oil and gas and infrastructure projects in the UAE. Non-oil trade between the UAE and Italy accounted for US$6 billion in 2013. There are 92 Italian companies operating in the UAE, in addition to 390 agencies for 4,387 Italian trademarks.

Dubai set to handle US$200 billion in projects.

Five years after the crisis that nearly derailed Dubai’s expansion plans, financial experts believe the emirate can meet its long-term capital requirements to fund ambitious growth targets. Dubai has embarked on another phase of high growth on the back of its financial recovery in the half-decade since the November 25, 2009 debt “standstill” by Dubai World, the government-owned conglomerate that was unable to meet its agreed repayments schedule. An analysis of its forthcoming capital requirements shows that current confirmed developments by government-related enterprises (GREs), such as Expo 2020 and Dubai World Central airport, will cost about US$93 billion, while other planned ‘mega-projects’ could increase the total cost to as much as US$200 billion over the next decade.

Abu Dhabi revives Noor 1 solar project.

Abu Dhabi Future Energy Company (Masdar) has revived its Noor solar power project, with at least 12 firms having submitted expressions of interest for engineering, procurement and construction contracts. The project will consist of 100MW of photovoltaic (PV) panels and will be located to the east of Al-Ain city in the Al-Aflaj area. It is the first phase of 3 Noor solar projects, for which land has already been allocated.

Plan for Dubai-China cruise route.

DP World and China’s Qingdao Port Group will work to develop cruise services between the Yellow Sea industrial hub and Dubai. The deal includes a feasibility study into the opening of a cruise route. DP World and Qingdao Port Group are already joint venture partners in China. More than 381,000 passengers and 110 cruise ships are expected to call at Dubai over the next seven months, Dubai Tourism said.

The Embassy disseminated information on the Buyer Seller Meets/Reverse BSMs being organized by Export Promotion Councils/Trade Bodies in India and facilitated participation of interested companies in these events.

Visit of Hon’ble External Affairs Minister to UAE.

Hon’ble Minister of External and Overseas Indian Affairs Smt. Sushma Swaraj visited UAE from 10 - 12 November, 2014. During the visit the Hon’ble Minister met with, inter-alia, Board Director of Abu Dhabi Investment Authority (ADIA) and reviewed the functioning of High Level Task Force on Investment which has held two meetings till date. She also held an interactive session with about 50 prominent local businessmen government officials in Abu Dhabi and apprised them about ‘Make in India’ initiative. In Dubai, EAM held an interactive session with Indian Business Community.

Important Meetings of Ambassador.

During the month under report, Ambassador held meetings with several prominent UAE dignitaries which, interalia, include dignitaries from Ras-al-Khaima International Airport and Chairman of Abu Dhabi Chamber of Commerce & Industry. He inaugurated the India Pavilion at Sharjah International Book Fair, the paper presentation competition in Manipal University in Dubai, and the Indian Pavilion at ADIPEC in Abu DhabiExpo Dubai 2014 which was organized by FIEO. In addition, he attended 8 th Council Meeting of IRENA, 24th Graduation Ceremony hosted by Skyline University College in Sharjah, ICAI Abu Dhabi CHapeter’s annual function, 10th Anniversary Celeberation of Arabian Ocean Company in Dubai, 4th PANIIM Alumni Gulf Summit in Dubai, Asian Ambassador’s Luncheon in Abu Dhabi, 11th Annual Convocation Ceremony of Graduates of Gulf Medical University in Ajman, Sheikh Zayed Memorial Educational Award 2014 in Abu Dhabi, and UAE’s 23rd National Day celebration hosted by MoFA in Abu Dhabi. During the month he also met with COO of New India Assurance Co. as well as ILO Deputy Regional Director in Abu Dhabi, held an interactive session in the Embassy for the promotion of Kochi Biennale, and interacted with UAE businessmen and officials during EAM’s visit to UAE.

Trade Fairs and Exhibitions.

ADIPEC, the largest exhibition-cum-conference of the gas and oil industry in the Middle East, witnessed participation of about 72 Indian companies, including Indian Oil Corporation. CII, for the first time, set up the Indian Pavilion with around 29 companies from India. Ambassador inaugurated the India Pavilion and interacted with exhibitors

from India on 10th November 2014. The Indian exhibitors witnessed encouraging responses from its participation in ADIPEC.

The Cotton Textiles Export Promotion Council (Texprocil) conducted a two- day Indian Cotton Textile Buyer Seller Meet from 16 - 17 November, 2014 at Traders Hotel, Dubai. The event was organized by India Trade and Exhibition Centre with support from Indian Embassy and Consulate. The event focused on one-to-one prefixed meetings and showcased Indian cotton products ranging from Cotton Textiles, Cotton Yarn, Cotton Fabrics & Cotton Madeups.

IBPC estimates put Indian investments in UAE at over AED 250 billion.

President of Indian Business and Professional Council (IBPC) chief Mr. Shahdadpuri says Indians own 40,000 to 50,000 companies in the UAE and employ nearly one million people. He further asserted, without citing the source of information, that Indians have invested over Dh250 billion in the UAE.

UAE-based company to set up vacuum cleaner unit in Hyderabad.

Italy’s Sistem-Air and UAE-based Bin Daen Group are stepping into India by setting up a Rs 400-crore centralised vacuum systems (CVS) assembling plant at Adibatla near Hyderabad. The investment is part of the joint partners' overall commitment to invest euro 200 million or up to Rs 1,500 crore over the next 2-3 years in India. The upcoming unit would cater to domestic, commercial and industrial utility, and is part of its Phase-I plan in India. Being established under a 50:50 working formula, the unit would receive shipments of CVS’ from Sistem-Air’s manufacturing facility in Italy, while the entire assembling work would take place locally.

UAE-based KEF Holdings to invest over AED 900 million in India.

UAE-based KEF Holdings, a multinational firm specialising in offsite construction technology, has announced the launch of operations in India with a planned investment of AED 900 million. The investment will be carried out over the next five years and channeled through its two business verticals KEF Infra and KEF Health, the company said in a statement. The company is working on two mega projects, KEF Industrial Park and PMHP Hospital, that are scheduled for completion by April 2015 and Q1 of 2016 respectively. KEF Industrial Park, which is situated in the South Indian state of Tamil

Nadu, is an integrated facility enabling off-site manufacturing for the construction sector while PMHP Hospital is a 500-bed tertiary care facility in the South Indian state of Kerala.

NRI businessman to invest SR1 billion in Saudi’s Jazan pharma sector.

Dr. B.R. Shetty, chief executive officer and managing director of New Medical Center Group of Companies and UAE Exchange, a UAE-based Indian billionaire has reportedly announced investments worth SR1 billion in healthcare and pharmaceutical manufacturing sectors in the new Jazan industrial city. Dr. Shetty signed an agreement with Prince Turki Bin Mohammed Bin Nasser, director of international trade at the Ministry of Commerce and Industry, and Sheikh Rafik Mohammed, chairman of the Gammon Group, to establish the pharmaceutical manufacturing plant in the city.

Jindal Saw closes deal to fund UAE operations.

Indian industrial manufacturer, Jindal Saw, has secured a six-year club facility of US$126.6 million via a group of Dubai-based banks to finance its growth in the Middle East. Commercial Bank of Dubai, Commercial Bank International, Emirates NBD and Mashreq Bank are the mandated lead arrangers and bookrunners on the transaction, providing the funding to Jindal Saw Middle East, the company’s regional subsidiary. Jindal Saw has established a facility in Abu Dhabi to provide pipes for water transportation and sewerage systems to projects across the Middle East and North Africa region.

Godrej Properties opens first overseas office in Dubai.

Godrej Properties Limited, or GPL, the real estate development arm of the Godrej Group, has announced that it has opened its first international representative office in Dubai.

Indian property remains attractive to Gulf NRIs.

IndiaHome Property Exhibition, held on 1st November 2014 in Dubai, showcased a wide range of residential and commercial properties from cities across India. The event provided a platform to non-resident Indians in the UAE to see the latest projects in the real estate sector and interact with developers’ representatives. Leading real estate developers like Emaar Developers, L&T Realty, Sunteck Realty, Lotus Greens and Jaypee Greens, among many others, showcased their projects, which they have planned, in major cities including Mumbai, Bangalore, Delhi, Pune and others.

UAE enjoys strong economic relations with India: Director of HFZA

Hamriyah Free Zone Authority (HFZA) organised road shows in Ludhiana and Chandigarh in India and participated exhibition in New Delhi in November. Director of Hamriyah Free Zone Authority (HFZA) and Sharjah Airport International Free Zone (Saif zone) asserted that during the first half of current year, over 276 Indian companies registered in HFZA and more are coming.

MARKET WATCH

ADFD signs AED 110 million deal with Madagascar.

Abu Dhabi Fund for Development (ADFD) is set to extend Dhs110 million in soft loans to the Republic of Madagascar for the construction of a 117km two-lane road and seven bridges that will connect key rural areas of the country. Madagascar is home to more than 21 million people, and the new projects are anticipated to drive the country’s tourism and agricultural sectors.

Astellas aims to introduce cancer medicines in UAE.

The Japanese drug maker Astellas is looking to introduce one of its best-selling cancer medicines in the UAE – and to start manufacturing drugs in the country by 2019. From its Dubai office, it plans to market its products in the Middle East, North Africa and sub- Saharan Africa. The Tokyo-listed company expects to enter Tunisia, Morocco, Nigeria and Ghana from Dubai. Astellas looks to start two registries in the UAE in the next few months collecting data from local hospitals and doctors on prostate cancer and leukaemia as a precursor to launching its medicines for the diseases here. In five years, Astellas expects to start a manufacturing unit and clinical trials for medicines in the UAE.

DP World to buy Economic Zones World for US$2.6 billion and delist from London.

DP World (DPW), the global ports operator based in the UAE, has spent US$2.6 billion to buy the Jebel Ali Free Zone. Apart from giving indebted Dubai World an instant cash injection, the deal also reduces the parent company’s debts by US$859 million, which will

be taken on by DPW. The acquisition puts under the same control the Jebel Ali port – the biggest in the Middle East – and the neighbouring industrial and logistics complex, the first free zone in the region, which dates back nearly 30 years.

Adco is set to invest up to US$7 billion in commitment to meet 2017 oil production target.

The Abu Dhabi Company for Onshore Oil Operations (Adco) reportedly is set to invest a further US$5 billion to $7bn to meet its production target of 1.8 million barrels per day by the end of 2017. Adco, which currently has capacity of 1.613 million bpd, invested about US$5 billion in the first phase of the expansion programme up to the end of 2012.

AED 1.3 billion Al Ain cement factory opened.

Sheikh Hamed Bin Zayed Al Nahyan, Chief of the Abu Dhabi Crown Prince’s Court, has opened the Dhs1.3 billion Al Ain cement factory of the Arkan Building Materials Co.

Aldar Properties to spend US$1.08 billion on projects.

Aldar Properties reportedly plans to spend up to US$1.08 billion in the short-term. Aldar is working on 23 development projects in Abu Dhabi and is focused on completion of existing projects. The builder of Abu Dhabi’s Formula One race circuit made a profit of US$159 million in the three months ending September 30, 2014.

ADMA-OPCO signs US$ 3.5 billion deals.

The Abu Dhabi Marine Operating Company (ADMA-OPCO) has signed three major contracts for Nasr Full Field Development Project with National Petroleum Construction Company (NPCC), Hyundai Heavy Industries (HHI) and Technip, at an approximate total value of US$3.5 billion. ADMA-OPCO has also awarded a fourth contract for EPC Work for Additional Gas Supply to Onshore & Flexibility Assurance at Umm Shaif Super Complex to NPCC at an approximate value of US$494 million.

Mubadala Petroleum starts production in Thailand.

Mubadala Petroleum has announced that production commenced at its Manora oil field in the northern Gulf of Thailand. Production is expected to reach a peak rate of approximately 15,000 bpd as production wells are completed. Up to 10 production wells and five injection wells in the main reservoir sequence are planned.

Drake & Scull bags AED 172 million project in Abu Dhabi.

Drake & Scull Engineering (DSE), the subsidiary of Drake & Scull International, has announced that it has been awarded a AED 172 million contract for a district cooling plant for a Housing Complex in Abu Dhabi. Under the terms of the agreement, DSE will design and build a district cooling plant with five chillers of 2,500 TR capacity. The work for the plant has already commenced and will be delivered in Q4 2015. Once complete, the plant will have a net production capacity of 12,500 TR. In addition, DSE will also carry out all related civil, mechanical and electrical work.

Abu Dhabi invites bids on Bab Integrated Facilities.

Abu Dhabi has invited companies to submit bids for the Bab Integrated Facilities project to develop one of the emirate’s major onshore fields. Abu Dhabi Company for Onshore Oil Operations (Adco) originally asked for technical bids to be submitted in December, but this deadline has been extended. The engineering, procurement and construction (EPC) tender was floated in October. Companies prequalified for the tender are thought to include South Korean groups Daelim, GS Engineering & Construction and SK Engineering & Construction, Spanish companies Intecsa Industrial and Tecnicas Reunidas, Italian groups Saipem and Tecnimont, and the UK’s Petrofac.

Acwa Power submits low tariff for 100MW Dubai solar scheme.

Saudi Arabia’s Acwa Power International has submitted the lowest tariff price for Dubai’s 100MW photovoltaic (PV) solar independent power plant (IPP). Dubai Electricity & Water Authority (Dewa) received bids from 10 of the 24 prequalified consortiums on 20 November. The 100MW PV plant is the second phase of the emirate’s Mohammed bin Rashid al-Maktoum Solar Park development.

Gulf Related to open Abu Dhabi mall in 2018.

Gulf Related plans to open its US$1 billion Maryah Central retail complex on 1 March 2018. The 170,000 square metre retail centre will be built on Maryah Island in Abu Dhabi next to Gulf Related’s 35,000 sq m Maryah Galleria, which opened in late 2013.The mall will be one of the biggest in the UAE and the largest in central Abu Dhabi.

Two local developers, Emaar Properties and Dubai Holding, have formally revealed their plans for the 6-square-kilometre Dubai Creek Harbour at the Lagoons project on the banks of Dubai creek in the Ras al-Khor area of the city. The project aims to develop a residential, commercial and leisure destination for Dubai much like Emaar’s other developments, Downtown Dubai and Dubai Marina.
