IAEA

Safety Aspects in Decommissioning

• Decommissioning is a safety driven activity

• Purpose is to reduce or eliminate hazards and risks

associated with a facility which is not in use or to enable

safe reuse of the building / site

• Hazards / risks due to • Presence of hazardous materials – nuclear and radioactive, non-

radioactive (toxic / chemical hazards)

• Performance of activities – cutting, decontamination, demolition,

heavy load transfer (radiation, chemical, industrial safety)

• External events (fire, flooding, earthquake)

• The IAEA creates documents and carries out programmes

on decommissioning because of this safety reason • The focus is on nuclear and radiation safety

IDN 2011 - Feedback from FaSa Project 3 01 - 03 November 2011

IAEA

Safety Requirements for Decommissioning

• The decommissioning plan

shall be supported by an

appropriate safety assessment

covering the planned

decommissioning activities and

abnormal events that may

occur during decommissioning.

• The assessment shall address

occupational exposures and

potential releases of radioactive

substances with resulting

exposure of the public.

IDN 2011 - Feedback from FaSa Project 4 01 - 03 November 2011

IAEA

DeSa Project

• DeSa (2004 - 2007) - International Project on Evaluation

and Demonstration of Safety for Decommissioning of

Facilities Using Radioactive Material

• How to do the safety assessment for decommissioning?

• Safety assessment methodology for decommissioning

• Regulatory review procedure

• Recommendations on the application of the graded approach

• Reference safety assessments for three facilities (test cases) –

NPP, RR, small laboratory

• Outcomes: WS-G-5.2 (2009) and DeSa report (IAEA Safety

Report Series in 4 volumes, to be published in 2012)

• Indirect outcomes: several WS, methodology used by MS

IDN 2011 - Feedback from FaSa Project 5 01 - 03 November 2011

IAEA

Safety Guide WS-G-5.2

• Safety assessment to

cover radiological and

non-radiological hazards,

planned activities and

unplanned events that

may occur

• Risks for workers, public

and the environment to

be assessed against the

prescribed safety criteria

Some Results

Evolution of the Safety Assessment

• Evolution in project with a phased approach

• Concept of overarching safety assessment

• “Detailed SA” for Phase 1 to be available before granting 1st license

• prepared during “decommissioning planning”, i.e. operational phase

• typically delivered at the same time as the overarching safety report

Approach Definition Release criteria

A SA is carried out by the operator

during decommissioning planning

using scenarios relevant to the

proposed end state.

Optimised site-specific

release criteria proposed by

the operator (usually Bq/g).

B SA is carried out by the operator

once the decommissioning has been

completed.

Generic criteria supplied by

the Regulatory Body (µSv/y or

Bq/g).

C Generic SA are carried out by the

regulator during the planning phase,

using generic release criteria. The

operator demonstrates that its end

state is consistent with these

assumptions.

Generic criteria supplied by

the Regulatory Body (µSv/y or

Bq/g).

IAEA

Some Results

Review of Implementation

• Topics addressed

• Review of the Implementation of Safety Assessment

Results in the Final Decommissioning Plan

• Review of the Implementation of Results from Changes

to the Safety Assessment

• Periodic Safety Reviews

No Periodic Safety Review needed, if safety assess-

ment is subject to review and revision as described in

the FaSa methodology

• Member State Experiences/Approaches to Reviewing

SA Implementation Results

IAEA

Remaining Project Activities

• During final Annual Meeting 2011 (21-25 Nov)

• final discussion of methodology chapter and completion

of main drafting of related chapters

• consistency check

• discussions of remaining issues based on written comments of

participants, submitted in advance

• completion of main drafting of test cases

• check whether FaSa aspects are addressed sufficiently

• After final Annual Meeting (in 2012)

• filling of gaps (if relevant)

• editorial post-processing

IDN 2011 - Feedback from FaSa Project 23 01 - 03 November 2011

IAEA

Conclusions

Mechanism applied

• FaSa was a project, ToR, workplan, schedule, planned

outcomes / deliverables

• 9 WGs, 90 participants / 30 countries

• Large majority cost-free for the IAEA

• NS Dept regular budget, TC

• We executed the project workplan over 3 years

• We stayed “on schedule”

• We produced most of the planned deliverables

• Is this a model for some future IDN activities?
