DurinWe are pleased to advise that Government of India has approved the continuation of the
captioned Scheme for 2ol7-18 with the revised operational guidelines which are available at
www.dahd.nic.in. The total budget allocation is Rs.125.5o crores. The scheme has been
given interim extension beyond 12th plan period upto 3o.og.2ol7 pending appraisal /
approval of the scheme, subject to the condition that there shall be no change in nature,scope and co`verage of the scheme as approved for the 12th plan.
2. NABARD is the subsidy channelizing agency under Entrepreneurship Development &
Employment Generation (EDEG) component of National Livestock Mission. This includes
i.e. Poultry Venture Capital Fund (PVCF), Integrated Development of Small Ruminants and
Rabbit(IDSRR),PigDevelopment(PD),SalvagingofMaleBuffaloCalves(SMBC).Thesub-
components of the above are furnished in Annexure -A-I (8) of the NLM guidelines.
(Copy enclosed). The rate of subsidy for various areas and various categories of thebeneficiariesarefurnishedinchnexure-A-I(C)oftheNLMguidelines.(Copyenclosed).
3. The other operational guidelines are as under;
I) Eligible Financial Institutions - Commercial Banks, Regional Rural Banks, State
Cooperative Banks, State Cooperative Agriculture and Rural Development Banks and such
other Institutions eligible for refinance from NABARD.

v) Time limit for completion of project would be as envisaged under the project subject to
maximum of 12 months from the date of disbursement of first instalment of loan. This
maximuln period may be extended by 3 months by the financing bank in cases where
justificationgivenbythebeneficiaryisfoundadequate.
4. It is requested to ensure that back ended subsidies to beneficiaries may only be releasedafter capturing aadhaar number from 1 April 2ol7 onwards. This will facilitate in
maintaining digital data base of the beneficiaries and to make MIS for this component
havingalldetailsincludingaadhaar,bankaccountnumber(aadhaarseeded),mobilenumber
along with activity taken under the component and the amount of back-ended subsidy
released to the beneficiary.
5. We enclose herewith a format in the form of Annexure 11 for "The Claims to beSubmittedunderNLM-EbEGComponentsbyBanks(throughtheircontrollingoffice)tothe
Concerned Regional Office of NABARD."
