Field Delivery SystemFire Service Training Bureau

TheFireServiceTrainingBureauistheonlyorganizationinIowaauthorizedandrequiredbylawtodelivertrainingandfireservicecertificationrelatedservicesonastatewidebasis.TheBureauhasdesignedawiderangeoftrainingprogramsspecificallydesignedtohelpfireservicepersonnelmeetthechallengesofperformingfireprotectionactivities.

OneveryimportantelementoftheservicesprovidedbytheFireServiceTrainingBureauisthedeliveryoftrainingtolocalfireserviceorganizations.Theseorganizationsinclude(butarenotlimitedto)cityortownshipfiredepartments,areafireprotectiondistricts,countyfirefighterorganizations,etc.Theseclassesarescheduledandconductedattheconvenienceofthelocalorganization.Mostoftheclassesareheldduringeveninghoursoronweekendssothatthevolunteerorganizations’needsforschedulingcanbemet.TheFireServiceTrainingBureauisproudofourcommitmenttoserviceandmeetingtheneedsofour“clients”throughscheduling,coursecontentandservice.

FireserviceorganizationsmayrequesttrainingfromtheBureauinmanyways.TheFireServiceTrainingBureaucanbecontacteddirectlybyphone,email,fax,orlettertorequesttraining,oraFieldStaffmemberintheirareamaybecontactedtorequestaclass.Oncetherequestisreceived,aninstructorisassigned(ifrequestedthroughalocalFieldStaffmember,theFieldStaffmemberisgiventheopportunitytoteachtheclass).TheFieldStaffmemberconfirmsthedatewiththehostorganizationandtheFireServiceTrainingBureauprovidesinstructionalmaterialandappropriatestudentmaterials.Uponcoursecompletion,FieldStaffmemberspreparethecoursedocumentationpaperworkandreturnittotheFireServiceTrainingBureauforprocessingandcertificatepreparation.Instructionalmaterials(slides,overheadtransparencies,Power-Pointpresentations,etc.)arealsoreturnedtotheFireServiceTrainingBureauuponcoursecompletion.

BillingandinstructorpaymentsarepreparedbytheFireServiceTrainingBureau.FieldStaffmembersareclassifiedaspart-timeemployeesofIowaStateUniversity.Payrollforinstructionalservices(hourlywages)issubmittedforpaymenttwicepermonth.(FieldStaffwillbepaidonthe15thofthemonthandthelastworkingdayofthemonth.)Reimbursementformileageandmiscellaneousexpensesispaidonacoursebycoursebasisandwillbeonadifferentcheckthanthewages.Normalprocessingtimeforexpensereimbursementis2to3weeks.

Field Staff members are not authorized to teach courses from the Fire Service Training Bureau to any fire department or any organization without specific authorization of the Fire Service Training Bureau.IfFieldStaffmemberswishtoteachacoursefortheirdepartment(oranyotherdepartment)atareducedcost,theFieldStaffmembermaywaivehis/herwagesandexpenses;thusreducingthecostofthecoursebythatamount.FieldStaffmembersarenotauthorizedtoteachfreecourses(fromtheFireServiceTrainingBureaucoursemenu)withoutauthorizationfromtheFireServiceTrainingBureau.

DetailsofthedeliverysystemandproceduresusedbytheFireServiceTrainingBureauarediscussedinanOrientationclassfornewFieldStaffmembers.

Field Staff Recruitment and Selection Process Explanation

Program Overview

TheFireServiceTrainingBureauhascreatedaprogramthroughwhichfireserviceinstructorsfromacrossIowaarehiredtoprovideinstructionalservicestoclientsoftheBureau.ClientsoftheFireServiceTrainingBureauinclude(butarenotlimitedto)firedepartmentswithinIowa,CommunityCollegePartners,countyandregionalfireassociations,fireprotectiondistricts,andprivatesectorcompanies.Theseinstructorsarehiredaspart-timeemployeesoftheFireServiceTrainingBureauandreporttotheFieldProgramCoordinators.

Responsibilitiesincludeawiderangeofduties.Primarily,FieldStaffareresponsibleforthetasksassociatedwithpreparingforandteachingfireservicetrainingtoclientsoftheFireServiceTrainingBureau.Beyondinstructionalduties,FieldStaffareexplectedto:helppromoteactivitiesoftheFireServiceTrainingBureau;serveasanevaluatoratFSTBCertificationExamsites;serveasanambassadorfortheFireServiceTrainingBureau;andhelpmarketclassesandservicesprovidedbytheBureau.

FieldStaffmembersarepaidaperhourwage(actualclasstime)forteachingclasses.ExpensesandmileagearealsoreimbursedatapplicableratesestablishedbytheState.TheFireServiceTrainingBureaualsoprovidesanumberofprofessionaldevelopmentactivitiesthroughouttheyearforFieldStaff.

FieldStaffmembersformthecoreofthedeliverysystemfortheFireServiceTrainingBureau.Theyare,manytimes,theprimarycontactthataclienthaswiththeBureau.ThisrelationshiprequiresthatFieldStaffbededicatedtotheFireServiceTrainingBureauphilosophyofclientorienteddeliveryofservices.Inordertomaintainthehigheststandardofexcellence,theFireServiceTrainingBureaucontinuestoseekoutthebestinstructorsinIowatojoinourteamofhighlymotivatedanddedicatedprofessionals.

Minimum Qualifications

ThemostqualifiedfireserviceinstructorsinIowaarebeingsoughttojointheFireServiceTrainingBureaudeliveryteam.Inordertoassistinthisprocess,minimumqualificationshavebeenestablishedasabaselinefromwhichtorecruitnewmembers.

Instructor I Certification: ApplicantsmustbenationallycertifiedasaFireServiceInstructorI.Documentationofthiscertificationshouldbesubmittedwiththeoriginalapplication.Aphotocopyofthecertificate,oranFSTBcertificationreport,isadequatedocumentation.

Firefighter I & II Certification: ApplicantsmustbenationallycertifiedasbothFirefighterIandFirefighterII.Documentationofthesecertificationsshouldbesubmittedwiththeoriginalapplication.Aphotocopyofthecertificates,oranFSTBcertificationreport,areadequatedocumentation.

2 Years Fire Service Experience: Applicantsmusthaveaminimumof2yearsexperienceinthefireservice.Additionalexperienceispreferred.Instructionalexperienceisdesiredandwillstrengthenanapplication.

Demonstrated interest in training and education: Applicantsmusthaveademonstratedinterestinfireservicetrainingandeducation.Thisinterestcanbedocumentedparticipationinavarietyoftrainingopportunities,instructionalactivities,organizationalmemberships,etc.Interestintrainingandeducationshouldbeexplainedandelaboratedonintheapplicantscoverletterexplainingtheirinterestintrainingandeducation.

Application (Step 1)

ApplicantsmustsubmitacompletedFieldStaffapplicationformtotheFireServiceTrainingBureau.Documentationofminimumrequirementsshouldaccompanytheapplicationform.Inadditiontothedocumentationofminimumrequirements,applicantsshouldalsoinclude3lettersofreference.Theapplicationpacketshouldbesubmittedunderacoverletterexplainingtheapplicant’sinterestintrainingandeducation,andwhytheywishtojointheFireServiceTrainingBureauFieldStaffteam.

Applicant Review and Selection (Step 2)

Periodically,afterreceivinganumberofapplications,theFireServiceTrainingBureauwillactivateacommitteetoreviewapplications.Providedenoughapplicationsarereceived,itistheintentoftheBureautoinitiatethisprocessatleasttwiceeachyear.ThiscommitteewillbemadeupofFireServiceTrainingBureauCentralStaff.Thecommitteewillreviewapplicationstoinsureapplicationsarecomplete,applicantsmeetminimumrequirements,andselectcandidatestoprogresstothenextstepoftheselectionprocess.SuccessfulapplicantswillbenotifiedthattheyhavebeenacceptedandshouldcontacttheFireServiceTrainingBureautoscheduletheirOrientation.

Orientation (Step 3)

TheOrientationisheldattheFireServiceTrainingBureauinAmes,andconductedbyFSTBCentralStaff.ThepurposeoftheorientationistofamiliarizenewFieldStaffwithadministrativeproceduresandpoliciesgoverningthedeliveryoftrainingthroughtheFireServiceTrainingBureau.TheorientationalsogivestheFireServiceTrainingBureauanopportunitytoexplainexpectationsthattheBureauhasofFieldStaffas theypertaintoconductandperformance.

Classification (Step 4)

UponbeingselctedasanewFieldStaffmember,allnewFieldStaffareassignedaProbationaryStatus.FieldStaffwillremainintheProbationaryStatusuntilthefirsttwoprogramsarecompleted.Afterthefirsttwoclassesaretaught,theFieldStaffmember’sperformancewillbereviewed.Basedonperformancereview,theFieldStaffmemberwillbereclassifiedtoActivestatusor(ifperformanceisnottoalevelthatwarrantsActiveStatus)appropriateactionswillbeinitiated.Ifperformancehasnotmetthestatedexpectations,FieldStaffmaybeaskedtoattendadditionaltraining,attendanotherorientation,orclassroomobservationandmentoringmayberequired.Onrareoccasions,iftheFieldStaffmember’sperformanceisunsatisfactory,theFieldStaffmembermayberemovedfromtheFieldStafflist.

Active Status

Tomaintainactivestatus,FieldStaffmustteachatleastonecourseperyear.Thisrequirementwillbeaveragedoveratwoyearperiod(ifyoudon’tteachaclassforoneyear,youmustteachtwothefollowingyear).FieldStaffarerequiredtoattendanannualadministrativeseminar(onceinatwoyearperiod).TheseseminarswillbeheldforthepurposeofupdatingFieldStaffonadministrativemattersandothercommunicationissuesrelatedtoservingasaFieldStafffortheFireServiceTrainingBureau.AnumberofAdministrativeseminarswillbescheduledatvariouslocationsthroughoutthestate.FieldStaffmembershavetheirchoiceofwhichofthesesseminarstheywillattend.Eachoftheseminarswillcontainthesameinformation.

ItistheintentthatmostFieldStaffmemberswillhavetodrivelessthantwohourstogettooneofthesemeetings.IfaFieldStaffmemberisunabletoattendtheseminarclosesttotheirhome,theywillberequiredtoattendoneoftheotherseminarsinordertomaintainActivestatus.

Inactive Status

FieldStaffmembersnotmeetingtheactivityrequirementswillbeplacedinanInactiveStatus.AletterwillbesentfromtheFireServiceTrainingBureauaskingiftheindividualwishestoremainonFieldStaff.FieldStaffwillhavetwoyearstoregainActiveStatus.TherequirementstoregainActiveStatuswillbeidentifiedonanindividualbasis.Individualsmayberequiredtoresubmitanapplication,orentertheselectionprocessatanylevel(includingtheOrientationstep).AfteranindividualhasmettherequirementsforregainingActiveStatus,theFireServiceTrainingBureauCentralStaffwillmeettoreviewthepertinent informationanddocumentation.Adecisionwillbemadeatthattimeregardingthestatusoftheindividual.Theresultofthisdecisionwillbesentinwritingtotheindividual.InactiveFieldStaffhavetheresponsibilityofcontactingtheFireServiceTrainingBureauforthepurposeofregainingActiveStatus.

FieldStaffmembersmayrequesttobeplacedonInactiveStatusforspecialcircumstances.Examples:militarydeployment,healthorpersonalissues,etc.IndividualsplacedonInactiveStatusattheirownrequestarenotsubjecttoactivityrequirements,andmayrequesttoreturntoActiveStatuswhentheirspecialcircumstanceschange.

Special Status

TheFireServiceTrainingBureauretainstheabilitytograntSpecialFieldStaffstatustopersonswishingtoserveasFieldStaff.TheSpecialstatuswascreatedinordertocapitalizeonanindividual’sspecialoruniqueexpertiseinanasubject.TheseindividualswillbelimitedastowhatsubjectstheymayteachwithintheFireServiceTrainingBureaudeliverysystem.

PersonswithSpecialstatuswillberequiredtocompletethenormalselectionprocessiftheywishtobeginteachingawiderangeofsubjects.

Emeritus Status

FieldStaffwhoretirefromtheFireServiceorleavetheStateofIowamayrequestEmeritusStatus.ThoseindividualswillremainontheFSTBmailinglists,andreceiveFieldStaffmemosandannouncements,butwillnotbeteachingclasses.TheymayattendFieldStaffactivities.Ifandwhenanindividualdoesnotwishtoreceivemailings,he/sheshouldrequesttobecompletelydroppedfromtheFieldStaff.

Qualification Courses

AllFieldStaffmustattendaqualificationcourse(train-the-trainer)foreachcoursethattheFieldStaffwishestoteach.Qualificationcoursesmustbecompletedpriortoteachingthecourse.QualificationcoursesarenormallyconductedattheFireServiceTrainingBureauasdemandrequires.TheBureauwillattempttoschedulequalificationcourseswithinareasonabletimeaftercompletingtheirOrientation.

Qualificationcourseshelpfamiliarizetheinstructorwiththeinstructionalmaterials,activities,objectivesandotherissuesthathelpinsurethatthecourseobjectivesandexpectationsoftheBureauaremet.
