The Navy is modernizing its Manpower, Personnel, Training, & Education (MPT&E) Enterprise to significantly and systemically improve MPT&E performance, productivity, and cost efficiencies in all aspects of personnel readiness processes. Over the next several years, the MPT&E Transformation will change how human resources (HR) services are offered throughout a Sailor’s entire “Hire-to-Retire” lifecycle and improve fleet combat readiness. Operate in parallel with existing legacy pay and personnel systems

Leverage already existing PS 9.2 licenses under existing Programs of Record (POR)

MPT&E Transformation Overview

The initial test population targets 1,000 Sailors entering Navy Boot Camp at Navy Recruit Training Command, Great Lakes, Illinois over a six month period. The goal is to capture and manage the requisite pay, personnel, training, and other career HR-related data and will take place outside of current Pay and Personnel systems. A parallel test management plan will facilitate appropriate data comparisons between the information generated by the non-customized PS product and the data produced by Navy’s current HR IT systems.

Field Test #1 will focus on a segment of IPPS-N, which is the largest component of MPT&E core technology. Subsequent field tests will integrate more business processes, My Navy Portal (MNP) and Authoritative Data Environment (ADE). Each Field Test will build upon the previous one and evaluate how well the software is able to meet the Navy’s IT needs.
