PRESS RELEASE
Shri Suneel Anchipaka, Deputy Commissioner (SA) convened a meeting8
in view of the sudden surge in the COVID -19 positive cases in South
Andaman in the past few days with the representatives of Health Services,
Airline Operators and Special Secretary (1T) to discuss various measures to be
undertaken to contain the further spread of the virus.
Since there have been allegations from various quarters that the
inbound passengers are arriving at Port Blair from mainland with fake RTPCR
negative test reports. As such in view to curb such activity, it has been decided
to conduct random Rapid Antigen Test (RAT) on the incoming passengers at
the Airport itself with effect from 07/04/2021. Further all the inbound
passengers are hereby requested to cooperate with the officials performing the
test at the airport and support the Administration in the fight against COVID-
19.
Further the Deputy Commissioner (SA) reiterated the Hon'ble Prime
Minister's five-fold strategy for Testing, Tracing, Treatment, COVID-19
appropriate behaviour and vaccination has to be scrupulously followed.

Whereas, there has been a rapid surge in the COVID-19 positive cases in the South Andaman District and in order to contain further spread of virus
for the safety of the islanders as a whole, it is hereby ordered that compulsory Rapid Antigen Test (RAT) shall be conducted on all incoming passengers at the Veer Savarkar International Airport, Port Blair with effect from
16/04/2021, free of cost. This will be in addition to the mandatory RTPCR negative test report to be carried by the passengers, already in force.
All the inbound passengers are hereby directed to cooperate with the officials performing the test at the airport and support the Administration in
the fight against COVID-19.
Passengers who are tested positive by the Rapid Antigen Test shall be kept under Institutional Quarantine as per Standard Operating Procedures (SOPs) in Government facilities or will have the option to stay in identified hotels on payment basis.
Any disobedience of the above orders shall invite penal action u/s 188 of Indian Penal Code, 1860 and the relevant provisions of the Disaster
Management Act, 2005 against the violator(s).

In continuation to this Office Order No.435(A) dated 01st April 2021 and in
pursuance of powers vested u/s 51(b) of the DisasterManagement Act, 2005 and in order to enforce strict compliance of the National Directives on COVID-19 in South Andaman District and to prevent the further spread of infections, 1, Shri Suneel
Anchipaka, District Magistrate, South Andaman District hereby orders the following
1. Public Transport/Buses shall be allowed to ply at the maximum 50% seating
capacity. Any person/owner violating the above directions shall be liable to be
fined to the tune of Rs.5,000/-.
2. Auto/Taxi shall be allowed to ply with maximum 02 passengers. Any
person/owner violating the above directions shall be liable to be fined to the
tune of Rs.5,000/-.
3. Social/Academic/Sports/Entertainment/Cultural/Festivals/Political functions
and other congregations shall not be permitted. 4. All Parks/Playgrounds/Stadiums/Swimming pools/Sports events shall be
temporarily closed for 04 weeks. 5. All incoming passengers from mainland has to undergo compulsory home
quarantine for 07 days irrespective of being tested negative. Any person
violating the above directions shall be liable to be fined to the tune of
Rs.5,000/- each time. 6. All passengers proceeding to Swaraj Dweep, Shaheed Dweep and Little
Andaman shall invariably undergo 10 days mandatory home quarantine irrespective of being tested negative. Any person violating the above directions hall be liable to be fined to the tune of Rs.5,000/- each time.
7. Marriage related gathering with a ceiling of guests not exceeding 50 persons and funeral/last rites related gatherings with number of persons not exceeding 20 shall be permitted. Any person/organisation violating the above directions shall be liable to be fined to the tune of Rs. 10,000/- All establishments shall ensure strict adherence of COVID-19 appropriate behaviours like wearing of masks and maintenance of social distancing/2 Gaz ki Doori. It shall be the sole responsibility of the owner/in-charge of the shop/business establishment to ensure its compliance, failing which in addition to criminal proceedings, the shops/business establishment shall be sealed for 14 days by the Executive medicines/grocery items shall be promoted. All Sub-Divisional Magistrates, Executive Magistrates, Revenue officials of the
rank of Patwari and above, Sanitary Inspectors of the PBMC, Panchayat Secretaries of
the RD department, Food Safety Officers, GST Tax Inspectors and police personnel of
the rank of the constable and above are hereby authorised to impose and collect fines
as mentioned above. However, this does not bar any other legal action that may
be attracted due to violation of any other Act/Law/Rule in force.
Further, all the fines collected by the sanitary officers of the PBMC shall be
remitted by them into the concerned revenue head of Municipal Council. Similarly, the
fines collected by the Panchayat Secretaries of the RD department shall be remittedinto the receipt account of the concerned Panchayat. Officers of the Police and the
Revenue Department shall remit the amount with the SDM office into the Government
account under Major Head 0070, Other Receipts.
A daily statement of the fines collected by all concerned should be remitted by
5.00 PM every day to this office for information and record.
This order shall come into effect from 24th April 2021 and shall remain in force
till further orders.

I. GENERAL ADVISORY FOR ToURISTS AND STAKEHOLDERS
1. The Tourism Activities are permitted only in South Andaman & North &
Middle Andaman District except Nicobar District.
2. Persons above 65 years of age, persons with home co-morbidities, pregnant women and children below the age of 10 years advised not to travel for
tourism purposes.
3. Tourists/Visitors who are at higher risk due to some medical history are
advised to take extra precautions.
4. Tourists/visitors shall minimize contact with other staff and visitors as far as
possible and zero contact policy should be followed at all tourist
destinations.
5. All tourists/visitors shall be briefed by the hotel concerned about do's &
don'ts to be mandatorily followed during their stay and movements.
6. While travelling tourists/visitors should wear a face mask and carry their
own sanitizer and wet wipes for personal use.
7. At all tourist destinations, staff must wear face mask and wash/sanitizehands regularly mandatorily while performing their duties.
8. Aarogya Setu App shall be mandatory for all incoming tourists/visitors.
9. Respiratory etiquettes to be strictly followed. This involves strict practice of
covering one's mouth and nose while coughing/sneezing with a tissue
handkerchief/flexed elbow and disposing off used tissues properly after use.
10. The tourists/visitors on arrival at Port Blair airport have to undergo
mandatorily Covid-19 screening with RTPCR test free of cost. Thereafter the
tourists/ visitors are allowed to move to their respective hotels. However, they will have to be under quarantine at Port Blair in their hotels rooms until the result of RTPCR tests are received. In case of RTPCR positive test results, the
tourists/visitors shall be remain in institutional quarantine in hotels notified
by the Hoteliers Association in consent with the A&%N Administration, on rate
as specified or to the designated hospital/ Covid 19 care centre on case to
case basis. Other guidelines prescribed by the Ministry of Civil Aviation for
airport (available at https://www.mohfw.gov.in and SOP) issued by Airport
Manager, VSI also need to followed.
II. SOP REGARDING COVID-19 TESTING FOR TOURISTS COMING TO
ANDAMAN ISLANDS
On arrival at Port Blatr
1. The tourists need to carry COVID-19 negative test report from mainland
based 1CMR approved lab using Reverse Transcriptase-Polymerase Chain
Reaction (RTPCR). However, the sample for RTPCR test should have been
taken within 48 hours prior to starting the journey from the origin
station. (For e.g. if the tourist takes a flight from Delhi at 0600 hrs. on 1st
September, 2021, the sample for RTPCR test should have beern taken not
before 0600 hrs. on 30th August, 2021).
2. The tourists/visitors on arrival at Port Blair airport have to undergo
mandatorily Covid-19 screening with RTPCR test free of cost. Thereafter
the tourists/visitors are allowed to move to their respective hotels.
However, they will have to be under quarantine at Port Blair in their
hotels rooms until the result of RTPCR tests are received. In case of
RTPCR positive test results, the tourists/visitors shall be remain in
institutional quarantine in hotels notilied by the Hoteliers Association in
consent with the A&N Administration, on rates as specified or to the
designated hospital/ Covid-19 care centre on case to case basis. Other

4. If the tourists tests positive during stay in the Islands, he/she will need
to undergo institutional isolation as per existing health protocols. The
cost of such isolation for govt. facility will be paid by the tourists as fixed
by the administration from time to time.
5. If the patient wants to stay at hotels, he/she can stay in the hotels if al the conditions below are met:
a) Patients are not symptomatic and not more than 60 years old. b) Request/ undertaking is made by patient in writing. c)lf allowed by doctors.
6. Hotels will make necessary arrangement to designate a part of their
rooms for institutional isolation for this purpose.
For travel to North & Middle Andaman District
The tourists are allowed to visit Baratang/North & Middle Andamann
subject to compulsory RAT testing for Andaman Trunk Road commuters which
will be carried out at Forest check post on the spot / same day on payment of
applicable charges.
