    Visa Over-Stayer To Defend AssaultCharges

    A Fijian and two New Zealanders areikely to defend themselves againstllegations they assaulted a man atn immigration detention centre in

    Australia.Ratu Seru Qaranivalu and two othersppeared in the Perth Magistrates Courtrom prison via video link on Monday.

    Australian media report the three menllegedly assaulted a fellow detainee at

    Yongah Hill Detention Centre at middayn March 5, causing injuries to his face

    and head.After being assessed at the hospital, the41-year-old victim was taken to RoyalPerth Hospital in a critical condition.Yongah Hill was set up to house singlemale asylum seekers in 2012, but nowcontains a mix of asylum seekers andconvicted criminals, including visa over-stayers.The victim and the alleged offenders are501 detainees – people who have hadtheir visa cancelled under section 501 of

    the Migration Act – and were awaitingdeportation.Qaranivalu has pleaded not guilty buhas been refused legal aid, which meanhe may have to represent himself at trialThe court heard it would be problematicif the three men were granted bail andreleased back into immigration custodyat Yongah Hill because “evidence may

    be contaminated”.All three men are scheduled to appear incourt at later dates.

    Retired Of cers Wait For PayoutA MAJOR plan is in place for retired andormer police special constables to thank the

    Government for initiating the payout theywere supposed to be given 10 years ago.Former Police Of cers Associationxecutive Tevita Ralulu said this would be

    done once Government had completed theayout process for all those police of cers.

    With the payout expected to be released

    on April 2 as stated earlier by DefenceMinister Timoci Natuva in Parliament,Mr Ralulu said they hoped to receivetheir pay slips soon."Normally, pay slips are supposed to begiven out a week before the pay comes.However, we haven't received any payslip as yet," Mr Ralulu said."The payout should come in the next

    Government pay week, which is nexweek."Mr Ralulu added other agenda on thmeeting included issues he had discussedwith the Commissioner of Police BeGroenewald in their meeting last monthwhich included the unceremoniousacking of some police of cers by thePolice Commissioners.

    ‘The Best In The World’The Lagilagi Housing Project has beendescribed as the best of its kind in theworld.

    The plaudits came from Mr ReminStoquart, a representative of the UnitedNations (UN) Habitat, when he visitedhe project on a recent visit to Fiji.

    The People’s Community Network co-rdinator, Father Kevin Barr, quoted Mr

    Stoquart who said, “You have one of theest, if not the best housing project forhe poor I have seen in the whole worldnd I am not just saying that.”

    Father Barr said that these plaudits werenot only for PCN, Fortech Construction,heir architects and their consultantsut also for the Government that hadartnered with them and supported theroject from the beginning.Without Government’s assistance weould not have gone ahead. And weook forward to further support so thathe projects can continue for the poorerection of Fiji’s population,” he said.

    According to Father Barr, from thenception of the project in 2006, Mr

    Bainimarama had pushed for subsidisedhousing for poorer Fijians.Then Minister for Finance, MahendraChaudhry also insisted on quality

    housing that would last, not pulled downfter a year.

    The Prime Minister said one of the 44units had been converted into a WellnessCentre, at the request of former Minister

    of Health Dr Neil Sharma. The Centrewould be administered by the Ministryof Health.Father Barr said that as part of phase two,that had started, another 76 housing units,a community hall/of ce, a kindergartenand homework centre, a small market,a Police Post, sports facilities and sometaxi stands would be built.All these, he said, would depend on the

    The branch manager of a DVD outlet in Suva has been ned $500 for selling pirated DVDs containing a rugby match that was broadcast exclusively on FBC TV.

    Nitesh Chand was ordered to pay thene within 28 days or face 30 days

    imprisonment.Chand was convicted of dealingwith infringing objects by the SuvaMagistrates Court.In 2013 Chand, a branch manager of anoutlet of Exotic Electro Movie World in

    Suva sold DVD copies of the Fiji versuClassic All Blacks match, which wa

    Police Of cer Convicted Of RapeA High Court judge in Suva has found aPolice of cer guilty of rape.ustice Salesi Temo overturned a not

    guilty verdict of the assessors becausehe found both the complainants evidences more than credible rather than theccused.

    Tarajiani Bavesi was charged with fourounts of raping two young women in

    May, 2013.Bavesi was investigating the twoomplainants on May 13, 2013 forllegedly stealing a mobile phone.

    The complainants were 19 and 20 yearsld, and the accused was 38 years old athe time of the incident.ustice Temo said the behaviour ofhe accused in this case fell below the

    tandard required of a Police of cerdding that Bavesi had abused hisosition of authority.

    The court learned that the of cer wento the victims’ home and requested themo come to the Nakasi Police Station butook a ‘short cut’ through the Nasinuemetery.

    On their way they stopped at a concretegrave site.The accused took the rst complainant20-year-old) and told another of cero take the lead with the secondomplainant.

    The accused and the 20-year-old girl werelone at the grave site where the accusedorced himself on the complainant andaped her.

    Later he took the complainant to theNakasi Police station.The accused than took the secondomplainant (19-year-old) to recover thelleged stolen mobile phone from the

    victim’s home and again took the ‘shortut’.

    On the way the accused stopped at the

    Nasinu Cemetery and told the 19-year-old that they could resolve the matteramong themselves.

    The accused then forcefully had sex andoral sex with the victim knowing that thevictim did not consent to the acts.

    Fiji To Switch To Digital TelevisionThe Fijian Government has announcedlans to switch from analogue to digitalelevision.

    Making the announcement in Suva, FijianPrime Minister Voreqe Bainimarama

    aid plans have been nalised for thereation of a National Digital TelevisionPlatform aimed to improve the picturend sound quality of television programsnd expand the coverage of all broadcastelevision channels.The digital platform will offeronsumers better reception, morehannels, and access to high definitionnd pay per view programming. The

    new platform will initially extend theoverage of all broadcast channels to

    94 per cent of the population, markinga drastic improvement over the currentlevels of coverage," Bainimaramasaid."Also, digital television will work on

    current television sets and no satellitedish is required. All that is needed is alow cost set top box, which will giveyou greater control over programming,including the ability to choose whatchannels are available in your householdsif you have children."The Department of Communications willoversee the creation of this government-owned national platform.Once completed, the platform will behanded over to FBC to manage and FBC

    will form a new transmission companyfor this purpose. Broadcasters will thenlease one or multiple digital channels fo

    xed annual fees.Bainimarama said the system will b

    completely transparent and the cost tolease channels will be the same for al broadcasters, including FBC.The xed fees he further says wireplace the need for ongoing investmenin new equipment and infrastructure, awell as costs for repair and maintenance"This means that broadcasters will bfree to focus on providing content andleave all the work related to transmissionto the platform manager.     Fiji Airways Recognises Top AgentsMacquarie Travelworld ServicesLimited and OneWorld Flight Centrewere recognised by Fiji Airways as itsGold Award recipients.This was during the national airline’snnual key partners and travel agentswards night at Five Princes Hotel in

    Suva.The event was organised to recognise thehard work and efforts invested from thevarious travel agents over the past year.The annual event was not necessarilyhanking the agents but it was recognitionn terms of how the airline communicatesnd relates with the agents.

    Gold and Silver.The Gold Award is given to travel agentswho exceed $5 million revenue.And agents achieving revenue between3 million to $5 million get a silverward.

    Mr Rounds said the event also gavechance for interaction between the

    irline and the agents themselves.We are not here to work against thegents but to recognise the fact that theyre a great part of our airline, they are

    a great part of our distribution channel,”he said.The airline works very closely with thesetravel agents and there are many areasthat the agents can tap into.

    However, the agents also play a big rolein contributing to the nation.“Basically, our airline cannot run withoutthe agent’s support of the agencies,” MrRounds“They have various distribution channelsand we cannot access these. They haveclients which we cannot access and that

    is what they are there for and we couldnot run without them.“Yet amongst themselves as agents, thereis competition but they do recognis

    $17K For A Lifetime Dream HomeWell-known Suva street beggar KrishnaKumari ful lled a lifetime dream whenhe received the keys to her new two-edroom home from Prime Minister

    Voreqe Bainimarama.

    Ms Kumari, who has begged all her life,aved $19,000. She contributed $17,000o pay off her $25,000 modest propertyt Lagilagi Housing, Jittu Estate, Suva,

    with a $8000 donation from the People’sCommunity Network (PCN). The PCNs a non-governmental organisationNGO) helping squatters and low-ncome earners to get better housing.

    Ms Kumari was among the 44 new homewners who received keys from Mr

    Bainimarama.Ms Kumari said: “I’m happy to have anew home and now I’ll be enjoying myleep under a roof.”

    For years, she said, she had lived on thetreets of Suva, braving the wet, cold and

    windy nights.She said she used part of her takings toay for food, and banked the rest.

    Begging, she said, was not easy but shehad to do it for her survival.

    Now, she said, she was doing some small business for her own survival. She didnot elaborate.PCN’s director Semiti Qalowasa saidwhen Ms Kumari applied for a house,

    they asked her if she was working.“She told us that she was not working but had been begging on the streets foryears and could pay the amount theywanted from her,” he said.He said she showed them her bankbookand when they checked they saw that shehad a balance of $19,000.“We took $17,000 and PCN paid the restto pay off her new home,” Mr Qalowasasaid.He said Ms Kumari had really taughtothers a good lesson and that was, “todeposit whatever little money they earnfrom their work and keep it.”He said when they asked Ms Kumariwhy she was keeping that money, shesaid she wanted to buy a home.Mr Qalowasa said PCN had helped her

    by giving $8000 to pay off the new home.Mrs Kumari thanked PCN for the helpit gave.

    She also thanked Mr Bainimarama and hisGovernment in caring for the poor peopleMeanwhile, Teresia Bulileka fromSolodamu, Tavuki, Kadavu thanked theBainimarama Government and PCN

    Utah Becomes The Only US State To AllowExecution By Firing Squad

    UTAH’S governor has signed a law that makes his state the only one to allow ring squads for carrying out executions ifno lethal injection drugs are available.

    Governor Gary Herbert signed the billn Monday. He has said he found the

    method “a little bit gruesome,” but thatt gives the state a fallback execution

    method.t is understood the law will reinstate the

    use of ring squads more than a decadefter the state abandoned the practice.

    Utah banned death by ring squad in004, though death row inmates still hadhe option to select ring squad for theirxecutions before the law changed.

    Currently, death row inmates in Utah can bexecuted by way of a ring squad, but they

    must choose the option themselves. Thenew law allows for the state to use a ringquad regardless of the prisoner’s choice.

    On January 17, 1977, Utah became therst state to execute a prisoner after the

    moratorium ended on the method. GaryGilmore was executed by a ring squad,amously uttering the words “just do it”now used by Nike as a slogan) as hisast words.

    The last prisoner to be shot to deathn was Ronnie Lee Gardner, who was

    xecuted by ve police of cers with30-calibre ri e in 2010 for killing aartender and a lawyer.

    The bill was passed after an 18-10 votey the Senate two weeks ago as statestruggle to access lethal injection drugsmid a nationwide shortage.

    yard, naked and emotional, the anti-discrimination commission has heard.Former Treasury policy of cer DougKerr is also accused of harassing LindaSmyth with a barrage of text messages,nd breaking into her house, naked.

    Mr Kerr admitted to the tribunal that hewas going through “a tough time” andhat he had occasionally fallen asleep

    naked in a chair in the backyard, but saidhe had no recollection of showing upnaked in the front yard.It was a while ago and it was allretty weird stuff,” Mr Kerr said of hisehaviour.I’ve certainly thought about it, and it

    was a bit weird.”

    The hearing also heard that Ms Smythound Mr Kerr passed out naked onher four-and-a-half-year-old son’s bedwith an egg poacher on the oor full ofigarette butts and semen on the sheets.I walked into my home and I found you

    naked in my son’s bed with a kitchenppliance ... there was a considerablemount of sweat around you, it lookedike you had masturbated ... was that thease?” Ms Smyth asked Mr Kerr.

    A Hong Kong man who killed,dismembered, salted and cooked hisarents has been sentenced to life inrison after being found guilty of double
