THE ARTS COUNCIL, AS LONG-TERM PRINCIPALFUNDER OF FÉILE AN PHOBAIL, IS PROUD TO BEASSOCIATED WITH FÉILE’S CONTINUINGSUCCESS. At the heart of this festival is a determination to improve inclusivity, build goodrelations, and promote the cultural and creative reputation of West Belfast. To achievethese commendable goals, Féile turns to the arts, because the arts have a special abilityto create shared experiences that bring people and communities closer together.Through the arts, we discover a common ground and a common purpose that iswelcoming and open to all. Féile and the Arts Council want to make access to the artsas inclusive as possible. The Arts Council’s investment of government and NationalLottery funds helps to subsidise ticket prices and enables Féile to host a range of freearts events. Affordability is a key factor in opening up the arts so that everyone,regardless of background or circumstance, has the opportunity to participate. Thesecret, though, to attracting the huge audiences that flock to this festival every year, isthe consistent quality of the arts events that are on offer. A group of well-known musicians have joined forces to form atribute group to the much-loved Dubliners – and are set toplay their first gig in West Belfast as part of Féile an Earraigh.The aptly named Belfasters of father and son duo Seán andSeán Óg Mac Corraidh, Gerard McNeill, Shane McNeill andStephen Loughran. Séan Mac Corraidh is a popular Belfast folksinger, Seán óg is of the Rising of the Moon Fame, while GerardMcNeill is a singer from The Raparees. They will be joined byShane McNeill, a music teacher and Stephen Loughran, a well-known flute and whistle player who is just back from touringwith the Rhythm of the Dance.

The Armagh Rhymers are one of Ireland’s most celebrated folk theatre ensemblesand have delighted audiences all over the world. They are ballad singers, actors,musicians, dancers, storytellers, and clowns and they bedeck themselves inamazing bright costumes and masks of flax, willow and straw and act out oldstories and legends, and celebrate customs and habits handed down through theages in Ireland. The Céilí drama is a blend of skits, songs and dances taken fromthe wide repertoire of shows they perform. The show is highly participative and isperfect for young audiences. Every aspect of Irish culture is used as part of thisanarchic and engaging show.

Brexit not only threatens the Irish economy, north andsouth, it also poses a threat to human rights protection,especially in the North. The EU Charter of FundamentalRights will not be retained after Brexit. That is the Britishgovernment’s intention which should be of concern to all.In the Good Friday Agreement (GFA) the two governmentspledged to ensure equivalent human rights protectionacross the island.

This talk will examine the achievements of the EU HumanRights Charter to date; the risks posed by its disappearance;the promises made in the GFA; the UK government’sobligation to ensure that it remains fully aligned with EUlaw and the possibility of retaining the Charter in the north.Colin harvey (Professor of Human Rights Law in QUB) andMark Bassett (Barrister) will draw from long-establishedreputations as human rights advocates to argue for theretention of the Charter in the north.

Written and directed by Maura o’reilly and performed by Blackbird Theatre Group,‘Three Chances for Seamus’ is a comedy set in modern-day Belfast looking at the lifeof Seamus a married man with many children. He is an unemployed window-cleanerdown on his luck. With no windows to clean and no food in the cupboard he decidesto open an old box that was lying in the attic which belonged to his grandfather.Inside are three items, old green-suede Irish dancing shoes, a gold watch and silvermedals. However, there is a letter attached to the box which states, ‘open me onlywhen all else fails’. What a dilemma! Should he sell the items to feed his family?Should he open the letter? What will Seamus do…..?

The letters they received reminded them dailythat they were subjects of the British empire. The power of those messages hasbegun to dissipate, as we begin to rename our own places and priorities. TheFalls road itself has become a mnemonic for all the battles that were wagedthere with the goal of equality and justice.

And along that road, today,thousands of tourists come towitness visualcommemorations of the peopleand events we have chosen toinclude in the rosters of thosewho deserve honour. Amongthe earliest of those murals wasone in memory of dan McCann,Sean Savage and MaireadFarrell, who were illegallyexecuted in Gibraltar on the 6thof March 1988. At their funerals,more unlawful killings followed,as mourners were attacked withbullets and grenades - andthese deaths were thenfollowed by more funerals andviolence: murder is the father ofmurder.

But in the midst of the Milltownattacks, Martin McGuinnesswas famously photographedgoing unarmed after theattacker in order to preventmore people from dying. It’s aniconic moment, included in this

introduction because itrepresents a moment frozen intime, but also a moment whensomething shifted - when MartinMcGuinness somehow survivedand went on to become one ofthe leading Statesmen anddiplomats of our age, whendirect rule began to give way togreater democraticparticipation, and when culturealong and around the FallsRoad - in the shape of IrishLanguage schools, theatres,galleries, and Féile and Phobail,the People's Festival - finallymanaged to make its myriadvoices heard above the din ofother noise.

In remembering Gibraltar andMilltown, then, we reclaim thespaces we live in and thememories we are allowed tohave: we tell our own stories,and not someone else’s. We seetoo how far we’ve come, andnot least how far we can go.

The story of how Irishwomen obtainedthe vote is a story of organisation andbravery in the face of ignorance,indifference and hostility. In the decadeof political anniversaries in Ireland itprovides a very different understandingof Home Rule, World War I and the Irishrevolutionary period. Every mainpolitical party in Ireland and Britainopposed votes for women in the lead upto WWI – women were barred fromvoting in Westminster, and were alsogoing to be barred in any Dublin, orBelfast based parliament. It was left towomen themselves, with the assistanceof a minority of radical socialist andrepublican men, to actively work tosecure the vote that was finally achievedfor women over 30 in 1918, in a muchchanged country following the upheavalof WWI and the 1916 rising.

Enjoy a family fun day atColin Glen this St Patrick’sDay, with a range ofactivities, including thevery popular GruffaloTrail and the Colin GlenFairy village.

The event will mark thelaunch of theSpring/Summer seasonfor the park and visitorswill be able to have a go ata range of outdooractivities, such as theclimbing wall, zip line,high and low ropes

course, mountain biking,laser tag and archery. Ofcourse, being St. Patrick’sDay, the park will be filledwith music, entertainersand children will be ableto get into the atmospherewith face painters, balloonmodellers and bouncycastles. There will also bea food & craft village, soyou can take a break fromthe activities and browsethrough some of the stalls.

As large numbers areexpected to attend, there

will be no parkingavailable on site. A Park &Ride service will beoffered. Details to beconfirmed. The shuttleservice will operate from10.35am to 4.30pm.

As we approach the 20thanniversary of the GFA inApril 2018 and as Féile anPhobail prepares tocelebrate its 30th, the Féilean Phobail Debates andDiscussion committee seekto celebrate theachievement that was theGFA and provide a space andopportunity for wider civicsociety in tandem with localpeople to reflect on thatachievement, subsequentachievements and toexplore the distance still totravel in terms of realising asociety imagined andreflected within the GFA.

The desire to organise suchan event is driven by thelong standing principle ofFéile an Phobail which is toprovide a platform for localpeople to tell their story.

In the context of keyanniversaries, we are of thefirm view that thecommunity narrative of thisparticular period is of anequal value to that ofgovernment, politicians andinstitutions therefore thepeople best placed toarticulate the communitynarrative and to reflect onthis period is indeed thewider community itself.

Aimed at wider civic,community and politicalsociety this series of paneldiscussions will provide anopportunity for widercommunity to reflect on thesignificance of the GFA, thespirit of that period whilstexploring outstanding andcontemporary societalissues and barriers thatremain to realising thevision laid out in the GFA.

Panels will strike a balanceof those activists andcampaigners from GFAperiod and those peopleinvolved in similar issues inthe here and now.
