President Aquino’s bilateral visit to Canada will provide an opportunity for both leaders to reaffirm the close relationship between Canada and the Philippines, based on strong people-to-people ties. Discussions between the two leaders will focus on expanding trade and investment, as well as cooperation on a range of issues, including development and countering threats to regional and global security. As Chair of APEC in 2015, the Philippines shares Canada’s commitment to fostering the participation of small- and medium- sized enterprises in the global economy. The two leaders will also meet with members of Canada’s vibrant Filipino community. Makati City Mayor Junjun Binay

First introduced into Philippinejurisprudence in 1959, the “doctrine ofcondonation” has become the electedofficials’ “escape hatch” from potentialadministrative liability committedduring a previous term. In other words,it’s a “not guilty” verdict sans judicialprocess, absolving the elected officialfrom past administrative misconductfor as long as he gets re-elected toanother term. The only exception tothis doctrine is that it doesn’t apply tocriminal cases.

This is the gist of Makati CityMayor Jejomar “Junjun” Binay Jr.’scontention before the Supreme Courtthat since he’s been reelected mayorin 2013, he is immune fromadministrative liability in connection

with the alleged overpricing in theconstruction of the Makati City Hallparking building, which was builtduring his first term. By invoking the“doctrine of condonation,” Binayclaims that by virtue of his reelection,he’s forgiven for whateveradministrative liability he might havehad committed during his previousterm.

And this is where his casegoes into a grayish area. Did hecommit a crime when he made –inadvertently or advertently — anadministrative error? Or was a crime –e.g., dishonesty, graft, plunder –committed in approving the overpricedcost of building the parking building?Unconscionable overpricing

Lord-of-Makati.2Last year, agroup of Makati City citizens broughtgraft and plunder charges against VicePresident Jejomar “Jojo” Binay, his sonJunjun, and 23 others over alleged“unconscionable overpricing” in theconstruction of the 11-story parkingbuilding that was supposedly built for

P1.56 billion. In their complaint filedbefore the Ombudsman, lawyerRenato Bondal and Nicolas Enciso VI,members of the group known as the“Save Makati Movement,” claimed thatit was “the most expensive parkingbuilding in the entire country, if not theentire world.”

In their complaint, the groupsaid that the project was “proposedand approved” in 2007 with an initialbudget of P400 million during theadministration of then Mayor JojoBinay. The complainants claimed thatbased on the construction costestimate by the National StatisticsOffice (NSO), the project should havecost only P245.6 million. They said thatthe city should only have paid P7,691per square meter, but the project costwas marked up to P48,859 per squaremeter when it was completed in 2013,or an overprice of a whopping P1.255billion! Accusing the elder Binay andhis son of “despicablemismanagement and gross abuse ofpublic funds,” Bondal and Encisosought the preventive suspension of

the Binays to keep them frominfluencing the investigation by theOmbudsman.

Preventive suspension

Junjun-Binay On March 12,2015, Ombudsman Conchita Carpio-Morales issued a preventivesuspension against Junjun Binay and20 other Makati City Hall officials forsix months pending the preliminaryinvestigation into the allegedoverpricing in the construction of theMakati City Parking Building. But in anact of defiance, Binay said he wouldnot vacate his office even if theDepartment of Interior and LocalGovernment (DILG) serves him theorder. “Hindi kami aalis dito. Ang standnga namin ay there is no reason for thesuspension order,” Binay toldreporters, which makes one wonder: Isthis how the Binays would rule whenthe elder Binay were electedPresident? Hmm…

On March 17, Junjunsubmitted a petition for certiorari to theCourt of Appeals (CA) asking for theissuance of a temporary restrainingorder (TRO) on the implementation ofBinay’s suspension. The CA issued the

TRO and also directed theOmbudsman to file her comment onBinay’s plea to cite her in contempt fordefying the TRO.

NOTICE OF RETRACTION IN APREVIOUSLY PUBLISHED ISSUE

OF THE FILIPINO FORUMPlease note that the following statement, whichappeared on the July 16th-August 15th 2013 issue ofthe Filipino Forum, and which read as follows:“Bernardo (B.S.) Sarmiento, who was caught stealingplastic bags from a Montreal hospital and kicked out asan orderly for sexual harassment…” was false, devoid ofany foundation and published with malice to spite andtarnish the image of Mr. Bernardo Sarmiento.

Sup reme -Cou r t -Ca rp i o -Morales The Ombudsman then filed apetition for certiorari to the SupremeCourt (SC) to stop the implementationof the CA’s TRO. Morales argued thatthe Office of the Ombudsman is an

independent constitutional body,which must be protected from the“unconstitutional interference” of theCA Sixth Division.

The CA Sixth Divisionretaliated by issuing a writ ofpreliminary injunction on theOmbudsman’s preventive suspension.Then the government’s SolicitorGeneral, Florin Hilbay, came to theOmbudsman’s rescue. “Does theCourt of Appeals have statutoryauthority from Congress to issue a writof preliminary injunction on [orders] ofthe Ombudsman? No, because wecannot find any statutory authority withsuch express provision,” Hilbay saidduring the oral argument before theHigh Court.

While all the players of this“zarzuela” are dancing to their owntunes, Sen. Sonny Trillanes introducedSenate Resolution 1265 calling for aprobe on “justice for sale” involvingCA justices. Trillanes claimed that aprominent lawyer had arranged forJunjun Binay a P50-million bribe totwo of the three CA Sixth Divisionjustices for the issuance of a TRO and,

eventually, a writ of preliminaryinjunction against the Ombudsman’ssuspension order.

Trillanes claimed that the twojustices initially received P20 millioneach for issuing the TRO. But when

the Ombudsman, the DILG, and theDepartment of Justice ignored theTRO, another P5 million was given toeach of the two justices for theissuance of a writ of temporaryinjunction. “This was purportedly thereason why the concerned CA divisionissued the writ of preliminaryinjunction with undue and inordinatehaste, long before its TRO issupposed to elapse,” Trillanes said.

It was about this time that thelawyers pleading Junjun’s case beforethe Supreme Court invoked the“doctrine of condonation.” In short,they begged the High Court to forgetall the charges of overpricing; to forgetall the accusations of corruption; andto forget all allegations of bribery. Yes,just for being reelected to anotherterm, Junjun Binay would be forgivenand deemed “not guilty” of alladministrative wrongdoings while hewas in office.

This led Chief Justice MariaLourdes Sereno to scold Binay’slawyer, Sandra Marie Coronel, forrepeatedly insisting that the “doctrineof condonation” – which was adoptedfrom American jurisprudence — isground for removal of Binay’sadministrative liability over the allegedoverpricing of the parking building.

Three legal luminaries –

retired Associate Justice VicenteMendoza, San Beda College of LawDean Ranhilio Aquino, and former U.P.Law Dean Pacifico Agabin – all agreedthat the Philippine legal system doesnot have to be stuck with the 56-year-old doctrine. According to Mendoza,the ruling on condonation doctrinecan be abandoned, retained ormodified. It’s up to the High Court tomake that decision and it doesn’trequire any legislative action.

Mendoza explained that it canbe retained “with respect to minoradministrative lapses of public officialslike light misconduct where his re-election means condonation as in the1959 Pascual case.” “But where theadministrative offense is serious likedishonesty and was not publicly wellknown, the ruling [condonation]should not apply. I think this is howthe [Binay] hearing should proceed,”he said.

If the Supreme Court upholdsthe “condonation doctrine,” Serenosaid that it could wipe out all statutesthat provide preventive suspension.She warned about the magnitude ofupholding the “condonation doctrine”of the 690,502 local elective posts inthe country. And when that situationarises, it would make a mockery ofjustice… and the Constitution. Itwould make the Office of theOmbudsman and the graft court,Sandiganbayan, inutile and unable toprosecute those who are guilty ofadministrative wrongdoings. Yes, thatwould be when the guilty is “notguilty.” It’s called institutionalizedcorruption.([email protected])

15 April 2015 – AdvancingPhilippine economic and culturaldiplomacy in Canada, the PhilippineEmbassy in Ottawa hosted theInternational Women’s Club of Ottawa(IWCO) in a virtual tour of the countryon 15 April 2015 at the Embassyshowroom.

In her welcome remarks,Philippine Ambassador Petronila P.Garcia thanked the IWCO forchoosing the Philippines as a countryof interest. She prefaced the programwith the role of women in Philippinehistory and invited guests to view theexhibit titled “Inang Bayan: TheFounding Mothers of the Philippines”,which the Embassy mounted on theoccasion of National Women’s Monthin March. Adding that the Philippinehistory is replete with stories ofcourage, bravery and integrity ofFilipino women who fought forequality and liberty, AmbassadorGarcia called attention to thePhilippines’ standing as among the 10best countries for women accordingto the World Economic Forum’s 2014Global Gender Gap Report.

The Ambassador also invitedthe IWCO to take a look at the variousPhilippine handicrafts and Philippinefurniture on display, particularly thepieces designed by renowneddesigner Kenneth Cobonpue, as wellas the personal collection of craftsand jewelry of the ladies of the

Ang ilan sa mga karapatan ngmidya ay ang mga sumusunod:

Napilitan akong bumili ngsariling komputer . Nang magsimulaakong magsulat sa The North AmericanFilipino Star, email pa rin ang ginagamitko sa pagsusulat at pagpapadala ngmga article. Sinabi ng aking pamangkin,“Uncle, you use email when sendingshort messages. You have to use WordProcessor to write your articles.” Gustokong matutuhan ang paggamit ng WordProcessor dahil sa email, hindi ko

nakikita kaagad ang aking mga typingerrors. Mabilis akong mag-type. Alam kona may mga typing errors perobabalikan ko ang mga ito pagkataposkong mag-type. Pero minsan, kahit ilangbeses akong mag- proof read , mayroonpa rin akong hindi nakikitang malingspelling. Hindi ito tulad ng WordProcessor na nakikita ko kaagad angmali sa spelling dahil may hudyat napula o asul.

Kamakailan, tinanong ako niZeny Kharoubbi kung gumagamit akong Word Processor. Parang ipinauubayako na lamang sa kaniya ang pag-proofread. Parang napikon ako kayasinabi ko na paga-aralan ko ang WordProcessor pero kapag hindi ako natuto,titigil na siguro ako ng pagsusulat.

Sa iba, madali ang paggamit ngWord Processor pero sa akin, mahirap.Pero naisip ko na patunayan muna kayZeny o sa sarili ko na kaya kong pag-aralan ang paggamit ng WordProcessor.

Marami pa akong dapat pag-aralan pero kahit paano, natutuo ako ngkaunti kung paano gamitin ang WordProcessor. Ang mahalaga, hindi akosumuko. Napatunayan ko sa aking sarilina magagawa ko ang isang bagay kunggugustuhin ko.

The committee has developeda series of cards or “legal healthchecks” for people to use to gauge theirlegal health in certain situations, anddecide whether they need to look formore information or legal help.The six cards released on April 16,which is Law Day in Canada, deal withissues ranging from writing a will, toyour rights as a non-unionizedemployee, to deciding whether someform of alternative dispute resolution,such as mediation, might beappropriate if you’re going through adivorce.

An earlier set of six cards,

released last year, alerted those buyingtheir first home to questions they shouldbe able to answer; offered up someadvice on basic steps to take for legalwellness; talked about things to thinkabout when you’re out on your own forthe first time, among other topics.

A report published by theAccess to Justice Committee in 2013,titled Reaching Equal Justice, stressedthe need for the general public to bebetter equipped to identify legalproblems and know when and where togo for help. These checks are intendedto be an important step in that process.

“People need to have a betteridea of what their legal rights are, andwhen they could be heading into legaltrouble – because it’s not always asobvious as, say, a criminal matter,” JohnSims says. “And having an idea early onthat you might need legal help – andthen finding it – can save a lot of time,trouble and money down the road.”

Is the extra speed andreliability of a Solid State boot driveenough to edit video? Are externaldrives for backups still needed? Whilethese questions seem fairly simple, acloser look at workflows show that theanswers aren’t the same for everyeditor and every project.

By answering a few questionsabout the projects you'll want tocomplete, you'll have a good idea ofwhat additional storage gear you'llneed, if any.

What does your footage look like?What resolution is your source

footage: SD, HD, 4K? Is the footagehighly compressed, mildlycompressed or uncompressed. Doesthe footage need to be convertedbefore editing? How much footage areyou editing? These are the questionsyou should be asking before you beginany project.

Many laptops can editcompressed SD and HD footagewithout too many problems. Ultra HighDefinition is a bit more challenging, butas more editing programs areproviding native support for UHD, it’sgetting easier. You should check thesystem requirements for the softwareyou'll want to edit with to ensure yourlaptop can support the resolution you'llwant to work in.

By answering a few questionsabout the projects you'll want tocomplete, you'll have a good idea ofwhat additional storage gear you'llneed, if any.

The video file of an hour offootage from a GoPro will be smaller infile size than the file of a camera evenif both clips are in 1080p. Compressionplays a big part in video file sizes.Many cameras are able to shoot atmultiple bitrates which increases thecomplexity of figuring out your storageneeds. Looking at user manuals or themanufacturer's website for thecameras or recorders you're using is agood way to find thebitrate(s) supported. This allows you tocalculate the amount of storage you’llneed for every minute orhour of video. Manufacturers often listonly the video bitrate so don’t forget tofactor in audio bitrates as well.

If you have access to the gearyou’re going to be recording with, aneasier way for you to determine filesize might be to take some test shotsat one minute long. Then you’ll be ableto calculate how much spacethe video, audio and metadata take up.Most cameras and recorders usevariable compression rates so a

one-minute video clip won’t alwaystake up the same amount of space. Besure to overestimate your storageneeds to factor this in.

If the source footage you'regoing to edit isn’t supported by thesoftware you're editing with, you'regoing to have to transcode thatfootage to a codec that is supported.This will take more time and morestorage. Most video editing softwaresupports a large number of codecsalthough support for file types likeREDCODE and CinemaDNG isn’tuniversal. What other media files are you editing?Inevitably, you'll also have

other media involved in your projectsuch as stills, animation clips andadditional audio. A few JPGs or ahandful of WAV audio clips don’t takeup that much space; however, ifyour editing projects routinely includeanimation clips that are saved as TIFFsequences, storage canbecome an issue. Likewise, DSLR clipsshot in raw or documentary typeprojects that use a lot of archivedfootage can also eat up space so you’llwant to factor in storage of thesemedia assets into your overall needs.

How complex are your edits?The length and complexity of

your edits will play a large role indetermining if you need media storageseparate from your boot drive.Consider a simple project in SD or HDwith 20 or 30 minutes of sourcefootage, a few graphics, basic colorcorrection and simple transitions; thisprobably won’t need extra storage ifyour laptop meets the systemrequirements of the editing softwareyou choose. If youdo have 128GB free for media storage,you’ll only want to use about half ofthat, 64GB, with sourcefootage and leave half for renders.

While the lack of moving partsmakes SSDs more reliable than harddrives, SSDs are not always faster.

SSD speed ratings given bythe manufacturer are not alwaysaccurate for video work. Some SSDshave slower write speeds than some7200RPM hard disk drives. These listsgive you a good idea of driveperformance while working with video.

Even if an SSD has slowerread/write speeds than a comparableHDD, the SSD will almost alwaysoutperform the HDD when used as aboot drive. This is because HDDs havephysical read/write pins thatmust move back and forth across thedisk to transfer data which causes adelay when the pin is moving.

SSDs have no moving parts so there isno delay.

Even if your boot drive has very fastread/write speeds, your system will stillrun slower if your source footage is onyour boot drive. Your computer willhave to stop transferring media data totransfer program or OS data. While thismay only cause a slight delay, it isnoticeable in large video renders.

What are your backup needs?If you're editing short videos

for the Web and you don’t have a lot ofsource footage or your footage isalready uploaded to a cloud storageservice so that you can collaboratewith others, then you won’t need anexternal drive or RAID. Your backup isin the cloud. If cloud based backupsaren’t an option for you, you're goingto need external storage.

There is a difference betweenstoring media for editing versus storingmedia for backup. When storing mediafor editing, you want to ensure that youhave fast enough storage to supportyour editing needs notjust whileediting, but also while rendering. Slowmedia storage can dramatically

increase your rendertimes and make it harder to meet yourdeadlines. With backup storage, youwant it to be simple and redundant.

When is redundancy not redundant?(RAID) is a data storage

system that was developed years agoto add data redundancy orperformance (or both) to a system.Using RAID storage to increaseperformance can be very helpful, butusing RAID 0 doesn’t bring anyredundancy. In an external disk arrayusing mirroring like RAID 1 or 10, thedata isstored on two sets of harddrives though the device has only oneRAID controller. If the controller fails,your data could be very hard torecover; likewise, if the controllercorrupts the data, then all could belost.

If you don’t have largeamounts of media to backup, then apair of USB 2.0 or USB 3.0 hard drivesfrom a reputable storage manufacturer.If your backup needs are greater, apair of network attached storage (NAS)devices might be a better fit than a pileof external drives. Whether you’reusing NAS or individual drives, you'llwant to make sure that you're usingthem at least in pairs so that if anythinggoes wrong with one of them, you caneasily access the data on the other.Some companies are going as far asusing triple or quadruple redundancyto protect from data loss.

How do you keep it moving?Your laptop editing speeds

aren't just dependent on your mediastorage but also on how you manageyour system. Adobe and many othersstill recommend that you use threedifferent disks (or groups of disks) foryour editing system: one with your OSand software, the second with yourproject files and the third with yourmedia. It may not always beconvenient to set up two externaldrives, but you will see betterperformance storing your project filesand media files on a separate disk (ordisk array) from your OS andprograms.

Conclusion

With a little bit of work, you can easilydetermine the storage and backupsolutions you need to fit theediting work you'll be doing with yourlaptop. Then you’ll be ready to go outand make your masterpiece.

Boil kidney beans in water. Removefrom heat. Cover and let stand for anhour. Again, boil the beans and thenreduce heat and simmer until they aretender. Set aside. Alternatively, usecanned of red kidney beans (or anykind of canned kidney beansaccording to your liking).In a skillet, brown beef for about 4 to

6 minutes over medium heat. Drainexcess fat. Add garlic, onion andtomatoes. Stir-fry until soft and wilted.

Add celery and spices. Stir for awhile until well blended. Heat toboiling and then reduce heat, coverand simmer for 30 minutes or untildone.

Stir in boiled beans (or canned, ifusing). Correct seasonings. Boil andsimmer uncovered for 10 minutes untilthe chili thickens.

Remove from heat. Transfer to aserving dish. Garnish with crumbledbacon on top and serve.

Beef Calderetangredients :

2 lb. beef, cut into cubes1 cup vegetable oil3 cloves garlic, chopped1 onion, chopped1 tsp. chili flakes4 cup water1 cup tomato sauce1/2 cup liver spread3 bay leaf2 cup potatoes, quartered2 cup carrots, sliced2/3 cup green olives1 red bell pepper, sliced1 green bell pepper, slicedsalt and pepper, to taste

Cooking Procedures :

In a large pan, heat oil. Fry thepotatoes and carrots until color turnslight brown. Remove and set aside.Add beef to the pan; stir-fry for a

few minutes until lightly brown.Remove and set aside.In the same pan, sauté the garlic

and onions until translucent. Add chiliflakes. Return beef and accumulatedjuices to pan. Stir-fry for a fewminutes. Add water, tomato sauce,liver spread and bay leaf; stir tocombine. Bring to a boil then simmer,about an hour or until meat tender.

Add potatoes, carrots and greenolives; simmer for another 6 to 8minutes. Season salt and pepper totaste. Add bell peppers, cook foradditional 2 minutes.

Transfer to a platter. Serve hot andEnjoy your caldereta.

Astrid are not surprised why she’smusically inclined. She was taught byher father, Sebastian Torrico, how toplay the guitar and drum and coachedby her mother, Lene Catedrilla, how tosing. Astrid’ younger sister, Ingrid,

sings too. They are members of thechoir in St. Patrick in l’ile Pin-court forabout seven years.

“Even at the age of two, wecould see early signs that Astrid willbe a good singer,” said Lene of Astrid,who is in Grade 5 at L’ecole de laSamare at Notre-dame-de-I’ile Perrot.She liked watching diva singers thatincluded Celine Dion, WhitneyHouston and Cristina Aguillera on YouTube. But despite her interest insinging, she’s an honor student sinceGrade 1. ”

Lene said that Astrid normallyspends an hour a day to vocalize. “Inthe past, she was also coached byMichelle Lao, former Fil-Can Idolchampion. She easily grasps musiclessons.”

Last year, Astrid has won twomajor singing competitions. Sheclinched the title of Junior Divisionchampion in the Fil-Can singingcontest in Montreal. The contestants`ages ranged from 5 to 14 years. In thepreliminary finals, she impressed thejudges when she belted Listen byBeyonce. Only three of thecontestants advanced to the finals.Her winning songs were I have

Nothing by Whitney Houston andSomething`s Got a Hold on Me byCristina Aguillera. In the same year,she auditioned for the TV reality show,Talent Nation.

“First, we sent a video for theaudition,” said Lene. “There werethousands of kids who sent their

videos. Astrid was one of the 100 kidswho were asked to audition in thestudio here in Montreal in front of thejudges. Twenty kids, including Astrid,were finally chosen to join the concertat the Club Soda Club in Montreal lastDec. 2014. What was also impressivewas she was the youngest among thekids who auditioned and the onlyFilipino to be chosen.

Astrid, who has no problemsinging in English and French, alwaysrepresents her school whenever thereis a singing program. Her teacher andclassmates are proud of her. In fact,when she joined the Fil-Can Idol, herteacher attended the event to root forher.

Astrid dreams of becoming adoctor or an engineer. Moreover,she’s an art lover who paints andsketches and a sport enthusiast whoplays soccer and goes swimming.

Fry in deep medium-high oil.Sprinkle 1/8 teaspoon of sugar overyour turon. This will caramelize andstick to your turon. Flip your turon tocoat evenly with caramelized sugar.Fry until golden brown and crisp.Remove from pan and set over wax

paper for a couple of minutes and thenenjoy!

Salad with Mango Dressing

Ingredients :

250 g. romaine lettuce (wash anddry)2 cups baby tomatoes2 cups 1 in. cubed ripe avocado (or

lychees or seedless grapes)2 cups alfalfa (or Brussels sprouts or

bean sprouts)

Dressing

2 tsp. crushed garlic1 cup ripe cubed mango1 cup mayonnaise (or olive oil)1 tbsp. light corn syrup1 tsp. toasted sesame seeds1/4 tsp. each salt and pepper

Cooking Procedures :

Prepare the Dressing: Put in a blenderthen chill: crushed garlic, ripe cubedmango, mayonnaise (or olive oil), lightcorn syrup, toasted sesame seeds, saltand pepper.

Arrange in a salad bowl: romainelettuce, baby tomatoes, cubed ripeavocado (or lychees or seedless grapes),

alfalfa (or Brussels sprouts or beansprouts). If using bean sprouts, blanch inboiling water 1 minute, drain.

Chill until ready to serve, cover tightlywith plastic cling. Pour dressing whenready to serve.Serves 6 to 8.

Tip: When buying sprouts, they should bewhite, crisp-looking without brown spots.Ingredients

Ingredients:

1 lb string beans (sitaw), cut in 2 inchlength¼ lb pork belly, thinly sliced (optional)½ cup soy sauce1 cup vinegar1 medium-sized onion, thinly sliced

lengthwise4 to 6 cloves garlic, crushed½ teaspoon ground black pepper1 cup water

Instructions

Heat a frying pan or wok then sear thepork.

When oil and juice comes out of thepork, add garlic and onions then cook for2 minutes.

Pour-in the soy sauce, vinegar, andwater then bring to a boil.

Shake-in the ground black pepper andstir.Cover and simmer for 15 minutes or until

the pork is tender.Add the string beans and cook for 3 to

5 minutes.Turn off the heat and transfer to a serving

bowl.Serve hot with steamed rice.Share and enjoy!

Spring is here at last… or, is it?You may not notice the physical signsbut just attend any community socialevent at this time, and you will detectthe colorful scarves, bright coloredskirts, multicolored print shirts whichare the tell-tale signs of winter to springseasonal change. And despite acollection of yesteryear's’ spring outfitstucked in our closets, we are stilldrawn to buy new stylish dresses andaccessories.

My social report starts with theSalinggawi Philippines Artsorganization’s presentation of thefiesta at St-Willibrod in Verdun. In thePhilippines, fiestas are celebrated tohonor patron saints. They are also aform of acknowledgement of goodharvests, good health, peace and unityin the community. Mrs. Imelda Estigoy,president of the SalinggawiPhillippines Art Organization thankedFather Greg Nuñez, St. Willibrodadministrator for his help andgenerosity. In return, Father Nuñezwith enthusiasm, the friendship forgedas a result of the formation of two newgroups such as the couples for Christand the Knight of Columbus. FatherNuñez is also thankful to the NabuaAssociation of Montreal, and to theSallinggawi fathers for renovating thesoup kitchen and the rectory free ofcharge.

President Estigoy extendedher thanks to the Salinggawi dancetroupe for their dedication in attendingpractices; to the mothers who bringsnacks, and to the Salinggawivolunteers who help make everyperformance a success. For those ofus who attended, we were treated witha program that included the following

Members who wentwere Mr and Mrs Roger (Neri) Ajero,Mr and Mrs Beny (Lita) Bote, Mr andMrs Greg (Miling) Antonio, Mr and MrsJune (Nita) Tan, Connie Fabro, CelyDagsaan, Paz Viloria, Nene Isada andEdith Valenzuela. Also on an extendedvacation were Cesar and Emy Bayan,(“Ang lalaki ang mga malls”), Pete andPerla Ison (“It was nice to see mostrelatives”), Vangie Salvador (“I enjoyedmy visit very much”). Included in thisbunch are Greg Guerzon and NardsAlberto. They both came back withdescriptions of where they visited suchas Bucay and Bangued, Abra, Vigan,I..Sur, Laoag, I.Norte,. Bicol andCalamba. Among the resorts theyvisited were the underground river inPuerto Princessa and the Pico de LoroResort in Palawan. To all of you,welcome back to scenic West Island!

April 18, 2015 was also animportant event at the St Michael’s andAll Angels Church. The Congregationof the Living Waters InternationalFellowship under Pastor Rene Saquingcelebrated Easter with the programtitle “He Is Risen.” During the service,

Marla Morata and Jennie Guingabgave their testimonies. Testimoniesshow where God’s hand was clearlytheir guiding force. There was also akid’s action song.

Highlight of the celebrationwas the choir singing happy hymnshonoring the resurrection of Christ.Choir members are: Roger and LornaAlano, Dondon and Angel Ganida,Concon and Jonah Raphael, Rod andAdel Saquing, Ely and MonaDomingo, Jun and Andea de Jesus,Nilda Ala, Christie Madriaga, RutlaneAlejo, Violy Campos, Mariz Matue,Betty Lewis, Lori Gingab, AlmaCalaguin, Fely R. Cariño, Ronald Mialy,and Pastor Rene Saquing.Conductress is Charlotte Asigurado.April 18, 2015 was also the UnitedPilipino Seniors (UPS) spring discoheld at the St. Kevin social hall. Thismust have been a very well-advertisedevent. There was hardly any wiggleroom for dancers to swing and sway.President Warly Basbacio was visiblydelighted by the non-stop dancing andthe packed social hall.

SWIS Sugaring party 2015.The Seniors of West Island andSuburbs members led by chairmanMr. Roger (Neri) Ajero and guestscelebrated a sugaring party at theCoolbrook Chalet at Spring GardenApril 18th. This sugaring party wasunique because we did not go towhere the maple syrup was. Insteadthe maple syrup came to the chalet.The maple syrup employees broughtthe food (pancakes, beans, maplesyrup, etc.) to the chalet. After lunchthe program began with thechairman’s welcome speech. This wasfollowed by games, hilariously doneby SWIS male members who tried tograb the chair instead of sitting onthem during the trip to Jerusalemgame. Likewise the ladies turnfollowed. Edith Valenzuela and NitaAdvincula had other games prepared.The program ended with karaokesinging by Felix Salazar, Roger Ahero,Nards Alberto, Perla Ison, MilingAntonio and Cora Zarate. Allparticipants were winners.

Although every memberpitched in whatever that has to bedone, the following were outstanding

in their contribution to the success ofthe sugaring party: Ike Bas, Aling Pina,Lucy Salazar, Felix Salazar, EdithValenzuela, Nita Advincula, Lita Bote,Mary Bangalan and a host of othervolunteers. Mrs. Connie Fabro led theline dancers.

Of course, the party of themonth was the spring dinner hostedby the Mabuhay Montreal TV (MMTV)held at the Hellenic community centerApril 4, 2015. Highlight of the partywas the awarding ceremony. It was thefirst Filcan Artist Award. Honored wereCaroline Fe, Cherylyn Toca, MariaJanice Galvez (Maiara) and PaulBaluyot. The three ladies received theirawards for their excellent singingabilities, and the gentleman receivedhis for his outstanding gift of comedy.

Dressed to the nines were theMMTV ladies, Zeny Kharroubiproducer of MMTV was in a delicateblack lace gown; TenneroseDayandante also in elegant black,Remy Monteagudo in a stylish formal,and Amy Manon-og in a sexy almostbare back ensemble. Guests AdoreSilva, Cora Abdon, Ipang Nicolas, IrmaOsano, Jovy Narvas, were all inattractive cocktail dresses On thedistaff side, all the MMTV gentlemensuch as Michael Davantes, DerwinCollantes, Al Abdon, D.C. Sebellita.were dapper in their evening formals.Inspirational speaker was Mr. BertAbiera, Montreal’s godfather andcommunity leader. He handed aCertificate of Achievement to Mr. WillyQuiambao for community service. Mr.Willy Quiambao is a columnist of theNorth American Filipino Star.

In memoriam:Amidst all the happy social

gatherings came to us two sadoccasions. The first is the passing ofAlan Schachter, Marlene Birao’shusband. Alan was a prominent figurein the Filipino community especially inthe FAMAS, where Marlene served theassociation for two terms. The secondsad event is the passing of Mrs.Erlinda Cantuncan beloved wife of LitoCantuncan. May they both rest inpeace.

Prime Minister StephenHarper Announces Intentto Expand Access toStudent Grants

Prime Minister StephenHarper today announced theGovernment’s intention to expandeligibility for Canada Student Grantsfor students from low- and middle-income families enrolled in short-duration educational programs. Hewas joined by James Moore, Ministerof Industry, and Andrew Saxton,Parliamentary Secretary to the Ministerof Finance and Member of Parliamentfor North Vancouver.

The enhancements will makepost-secondary education moreaccessible to students in low- andmiddle-income families, and will alsohelp Canadians acquire or upgradetheir skills, making it easier to enterthe workforce.

Beginning in 2016-2017,

Canada Student Grants will be madeavailable to qualifying low- andmiddle-income students enrolled ineducational programs with a minimumduration of 34 weeks. Currently,students must be enrolled in aneducational program with a minimumduration of 60 weeks to qualify. Theexpansion would help approximately42,000 additional students per year,including approximately 22,000students at private career colleges,gain eligibility to Canada StudentGrants.

The changes to CanadaStudent Grants follow consultationswith stakeholders such as the NationalAssociation of Career Colleges, andwill be implemented once thesupporting regulations are approved.

singers who try to pass themselves offas artists, she shared, “It seems like aharsh thing to say but if you sing off-key and you call yourself artist, thenyou are insulting all the people who,number one, sing on pitch and,number two, who actually work hard todo what they do.”

Lea gets angry whensomebody who clearly has nointonation tries and makes a career outof singing. “You kinda diminish whowe are and what we do,” she said.

For Lea, being a good singeris more than just about having apleasing voice. One should also beable to connect emotionally to a song

and express himself or herselfbeautifully.

“It doesn’t matter what thegenre is. It doesn’t matter who thesinger is, as long as you have thosequalities, then I respect you as anartist,” she said.

Actress Melissa Mendez wasoffloaded from a Cebu Pacific flightafter she allegedly punched a flightattendant and the friend of modelAndrew Wolff.

Based on the Instagram postof Andrew, the incident happened onFriday, March 20. He and his friendwere on their way to Mindanao via aCebu Pacific flight. However, the flightwas delayed when an unnamedFilipina actress with the initials "M.M."run amok.

Apparently, Melissa, who waslater named in reports, refused tovacate the seats reserved for Andrewand his friend. The actress transferredto her reserved seats after being toldby a crew member.

Melissa, however, did not stopthere and continued cursing Andrew'sfriend. A flight attendant warned her tostop cursing at the other passenger,but Melissa suddenly punched theflight attendant, as well as Andrew's

friend. This was when the pilot

decided to turn their plane back toManila to offload her.

Although Andrew nevernamed the actress, Melissa can becleary seen on the video he posted onthe Internet.

In his post, Andrew saidMelissa kept on telling the flightattendants that she was a popular star.The video showed the captainannouncing that they have to go backto Manila to offload on unrulypassenger.

Andrew said Melissa tried toappeal to the captain, but he did notbulge. The captain also apologized tothe other passengers.

The model also said thatMelissa smelled of alcohol, whichalready signalled something will goawry.

In a statement, Cebu Pacificbacked Andrew's reports of an unrulypassenger that had to be offloaded,but they did not mention any names.

Cebu Pacific is currentlycoordinating with authorities regardingthe incident. Reports said an incidentlike this has a fine of P500,000 withthree years imprisonment. �

Amid previous reports abouthis gambling, Willie Revillame nowsays no to casino.

“Nagca-casino, yes,tatanggapin ko na totoo iyan.Naglibang ako sa buhay ko,pinakiramdaman ko lang kung anongmeron kasi hindi ako sanay diyan eh.So, na-challenge ako,” Willie said in arecent interview on “Kapuso Mo,Jessica Sojo.”

He admitted that gamblingbecame part of his life, but theseasoned host stressed he did not“lose” himself to it.

“Nagsugal ako. Pero part ngbuhay ng tao iyan. Pero hindi akomagpapaubos sa casino,” he said.

Willie now fully commitshimself to having a lifestyle changebecause he is no longer allowed toengage in gambling as part of hisblocktimer contract with GMA. Hereturns onscreen with a new gamevariety show “Wowowin.”

“Tinigilan ko na iyan (casino),kasi nga una, bawal na sa akin gawiniyan. Kasi my contract with GMA, hindina pwede. Sa sarili ko din sinabi kokasi pangit eh,” he said.

Another clause in his contractis to not use the show for politics.

“Bawal siguro akong ma-involve sa politics na magagamit yungshow,” he added.

Willie’s defunct game show“Wil Time Big Time” went off-air foralmost two years now, which sparkedrumors that Willie has been losing a bigamount of money. However, Willieremains unaffected by these talks.

“Hindi ako apektado sa mgasinasabi naman nila, kasi ikaw namannakakaalam ng totoo sa buhay mo,” hesaid.

Before reaching his status,Willie went through many challenges inlife. He came from a broken family andalso tried various jobs in his youngeryears. From being a barker andnewspaper boy during his youngeryears, Willie now has multimillionsinvestments.

On “Kapuso Mo, JessicaSojo,” Willie showed some of hisinvestments throughout the years,

including a resort-hotel in his five-hectare land in Tagaytay City, threevillas in Tagaytay Highlands, luxurycars, a yacht and an airplane.

His house in an exclusivevillage in Quezon City was previouslyowned by ABS-CBN’s Gabby Lopez. Itboasts of five bedrooms, a bigswimming pool and a P45 millionpainting by National Artist BenCabrera.

Willie plans to develop hisproperty in Tagaytay into a five-starhotel. He bought the land for anestimate price of P130 to P140 million,while he built the mansion for P160million. It has a music room, sauna,gym, swimming pool and a viewdeck.

When it comes totransportation, Willie takes it to anotherlevel. He owns an airplane and a P18million yacht, which has five rooms anda living room. He also has two RollsRoyce and a Ferrari, which cost himover P100 million in total.

“Sana maintindihan nila. Hindiko naman po ninakaw ang pera ko.Pinaghirapan ko naman ito. Tsakayung perang ito ay gastos ko sa,kumbaga sarili kong happiness,” hesaid.

Willie clarified that he dutifullypays his taxes and works hard for hismoney. He also makes sure to giveback and help those who are in need.When typhoon Yolanda hit the countryin 2013, Willie donated P10 million.

“He had every excuse in thebook to fail — broken family, no food,no home, nowhere to go, no money,but he still persevered, and that’s whatI want the people to see — that he iswhere he is today because of hardwork,” filmmaker Paul Soriano toldThe Associated Press.

The 36-year-old boxer wasborn in a thatch-roofed house with adirt floor in the mountains of southernBukidnon province at a time whenanti-communist militiamen werebattling insurgents. One brutal clashnear the Pacquiao home forced thefamily to move to General Santos city,into a shack owned by his uncle,Sardo Mejia.

There often was not enoughfood for the family; sometimes they ateboiled rice paired with fish entrails orcorn on the cob. In the movie,

militiamen compel Pacquiao’s motherto hand over two small fried fish shehad prepared for her family.

Pacquiao’s father laterabandoned the family, leaving Manny,the eldest of three brothers, to find alivelihood like most young boys in thecountry’s rural areas. He sold friedpeanuts, bread and doughnuts madeby his mother, and earned a littlemoney of his own by gathering andselling tiny native lemons calledcalamansi.

He also worked as a storeassistant for Mejia, and collectedsacks of empty bottles of Vino Kulafu,which he returned to the distributors tocash in the deposits. Kulafu wasoriginally a Tarzan-like Filipino comic-book hero.

Pacquiao became drawn toboxing after he started watchingBetamax tapes of world heavyweightfights with his uncle. Mejiaencouraged Pacquiao to box and latertrained him, though his mother hatedthe sport. She wanted her son to be apriest, but was too poor to enter himinto a seminary. Still, she ingraineddeep spirituality and religious faith inhim.

Ironically, Pacquiao’s road toboxing was partially paved by hismother when she was struck by aheart attack, Soriano said. The moviedepicts the boy entering a fight to win100 pesos (about $2) needed to buyher medicine.

With training by his uncle anda friend’s father, Pacquiao soonbecame the amateur boxing derbychampion in General Santos, fightingin the open-air ring in the town plazaas Kid Kulafu, a name Mejia came upwith. Without telling his mother, he leftGeneral Santos to train in a dingyboxing gym in Manila.

“‘Kid Kulafu’ is really a movieabout a young boy who grew up withnothing,” Soriano said. “All he really

had was a dream and he fought andfought and fought until he made thosedreams come true.”

The movie, with most scenesshot on location, was produced byTen17P, an independent film companyowned by Soriano, a director andproducer who also has directed manyof Pacquiao’s local television ads.

The 110-minute film was threeyears in the making, including twoyears of research and emotionalinterviews with Pacquiao, members ofhis family, friends and former trainers,Soriano said.

“It is a fairy-tale story, but it’strue,” producer Marie Pineda said.

The “rags” part of Pacquiao’srags-to-riches story is all too familiar inthe Philippines. Many Filipinos areborn into poverty and forced to leavehome to find work in Manila or evenother countries to support theirfamilies. About 10 million Filipinos, atenth of the population, work abroadand send money back home thathelps shore up the economy.

The 17-year-old actor playingPacquiao, Buboy Villar, also grew uppoor with separated parents; he had toscavenge garbage heaps to earnmoney before becoming a child star inPhilippine TV and movies.

While Villar shares Pacquiao’shumble beginnings, the boxing skillstook more work: He spent weeksbuilding up muscles and learning tomove as a southpaw like thechampion.

Soriano said the film takessome creative license to compressPacquiao’s first 15 years, but is true tothe boxer’s life. Pacquiao did notproduce or invest in the film buthelped in making it, facilitatinginterviews with key characters andgoing over the script while but givingSoriano creative freedom, thefilmmaker said. �

Early on, Hollywood actor LiamNeeson, who narrated UniversalPictures’ documentary titled Manny lastyear, had already requested, “Twotickets, buddy.”

From celebrities to ordinaryfolk, it seems everyone wants to witnessthe “fight of the century” live at the MGMGrand Garden Arena in Las Vegas.

As it happened, in less than aminute that the 1,000 tickets (Top Rankpromoter Bob Arum said 500) to thefight were made available today, April24, they were sold out.

The prices: a low $1,500(about P66,450), mid-ranged $7,500(about P332,066), and up $141,000(about P6.2M) for the choice seats.

According to BBC Sport, “Theremaining 15,500 seats will go tofighters, sponsors, and promoters.”

Manny’s camp reportedly hasbeen allocated 200 tickets of which 50are set aside for the boxer.

But in an interview with ABS-CBN's Bandila, Manny told DyanCastillejo that he actually bought ticketsfor his family.

Most Pinoys will be happy towatch it via television or pay-per-view.

Pacman’s hometown GeneralSantos, and Saranggani where Manny’swife Jinkee is the vice governor, willdefinitely have a public viewing.

Pacquiao will end ‘internationalboxing nightmare’

Legendary trainer FreddieRoach said that his prized pupil MannyPacquiao would end an “internationalboxing nightmare” when he beat FloydMayweather Jr. on May 2 at the MGMGrand Arena in Las Vegas Nevada.“Our long international boxingnightmare will soon be over,” saidRoach on Tuesday in an email interviewfacilitated by Top Rank Promotionpublicist Fred Sternburg.“Boxing has been held hostage byFloyd Mayweather and his antics longenough. Manny is going to stand up toFloyd on May 2 and put a bully in hisplace.”

Roach said that though hisward remains an underdog on paperand in the sports books, he staysconfident that Pacquiao would winconvincingly against the unbeatenAmerican. �
