independent, nonpartisan

nonprofit organization

which promotes dialogue

among leaders from

business, government, and

the media in the United

States and Europe. The ACG

strengthens transatlantic

understanding and

coordinates policy

initiatives on key issues in

the post-September 11th

world.

The ACG was incorporated in 1952 in NewYork to encourage reconciliation andunderstanding following the two disastrouswars in the first half of the 20th century.Among its early leaders were John J. andEllen McCloy, General Lucius D. Clay,Christopher Emmet, Joseph Kaskell, GeorgeN. Shuster, and Eric M. Warburg. Because oftheir vision of transatlantic cooperation, theCouncil has served as a key bridge betweenGermany and the United States for morethan 60 years. In the 21st century,transatlantic cooperation on a range ofglobal economic, political, and social issuesis more important than ever. As theEuropean Union continues to evolve, theACG provides Americans with a betterunderstanding of Europe as a whole.

Through its range of programs and outreachactivities, the American Council onGermany anticipates emerging challengesfor the transatlantic relationship andencourages innovative approaches toproblem solving. The ACG supports theopen exchange of views and builds personalnetworks among leaders on both sides of theAtlantic by:

• convening regular policy discussions inNew York City and Washington, D.C.,and at its Eric M. Warburg Chaptersthroughout the United States to informindividuals about German and Europeanaffairs as well as global challenges thatEurope and the United States are facing;

• identifying leaders from the successorgeneration on both sides of the Atlantic toengage in American-German YoungLeaders Conferences and in multilateralYoung Leaders Conferences;

• organizing high-level policy conferencesand Study Tours in Europe and theUnited States on important political andeconomic issues;

• awarding fellowships to American andGerman mid-career professionals fromthe fields of agriculture, environmentalpolicy, journalism, and urban affairs,along with academia andentrepreneurship, to enable them toconduct research and collaborate withtheir professional counterparts; and

• distributing occasional papers on a rangeof issues affecting the transatlanticrelationship to more than 1,000individuals and other timely newscontent to corporate members.

The past 12 months have been a tumultuoustime for the German-American partnership.The NSA spying scandal has damaged trustand highlighted a yawning gap in securityperceptions between two close allies.Germans emphasize the need to protectprivacy in the Internet age, whileAmericans, still traumatized by the 2001attacks on New York and Washington, recallthat a number of perpetrators were based inHamburg and insist on going to greatlengths to avert future terrorist attacks.

Other problems have tested transatlanticcohesion. Trade negotiations designed tointegrate the American and Europeaneconomies in the 21st century have run intoserious political opposition. Germany hasrebuffed frequent Administration pleas tostimulate its economy to help boost jobs andgrowth in order to revive Europe’s stagnanteconomy. And the quest to find effectivecommon strategies to deal with Russia, theUkraine crisis, and burgeoning problems inthe Middle East, such as Syria’s civil war, theIsraeli-Palestinian conflict, and Iran’spossible acquisition of nuclear weapons, hasat times frustrated policymakers on bothsides of the Atlantic.

Despite these challenges, the United Statesand Germany recognize their continuingpartnership is vital to the health of theAtlantic alliance. Their mutual agendashows that perhaps no other pair of

countries shares such an important array ofglobal issues demanding policy cooperation.The September 2013 elections in Germanythat resulted in a new ruling coalitionbetween Chancellor Angela Merkel’sChristian Democrats and their longstandingrivals, the Social Democrats, reaffirmed thatfact. In their coalition contract, the CDUand the SPD stressed the centrality ofrelations with the United States as thecornerstone of Germany’s security andeconomic strength. Through four decades ofYoung Leader programs, our high-levelconferences with the Atlantik-Brücke, ouractivities at 19 Warburg Chapters in citiesacross the United States, our almost 40annual research and travel fellowships, andour frequent breakfast and lunch policydiscussions, we at the American Council onGermany have sought to fortify this uniqueand special partnership in ways that reflectthe changing dynamics of German-American relations in the post-Cold War era.

We believe that both countries can betterappreciate the value of this partnership bylearning from each other’s best practices.Last year, we inaugurated a fellowshipprogram that brings young Germanentrepreneurs to the United States toexchange ideas with their counterparts inSilicon Valley and other regions where high-tech enterprise has flourished. In recentyears, Berlin has emerged as a new hub forstart-ups that have sought to emulate thesuccessful achievements of Americantechnology pioneers. We also supported aconference on digital entrepreneurship inNew York with Berlin Partners to promoteinnovation in the two cities. In anotherinitiative, we collaborated with the GermanEmbassy in Washington in organizing afour-city “road show” to show howAmericans can learn from Germany throughvocational training skills. The Berufsschulesystem is a unique form of business andclassroom cooperation that trains youngworkers for rewarding careers that can last alifetime. It is considered a critical factorbehind Germany’s economic prowess, andwe believe it may serve as a useful model tohelp improve the training of America’sworkers, drawing also on the communitycollege system.

Throughout 2013 we were privileged to hosta number of prominent politicians,

diplomats, educators, journalists, andbusiness executives who share our senseabout the importance of transatlanticdialogue. Germany’s first female DefenseMinister, Ursula von der Leyen, spoke withus last year in her previous role as Labor andSocial Affairs Minister about how Europe isslowly emerging from five years of economiccrisis despite the immense challenge offinding jobs for unemployed youths. Wehosted a dinner for Finance MinisterWolfgang Schäuble on the eve of the WorldBank and International Monetary Fund’sspring meeting so he could discuss theeurozone crisis with senior financialmanagers in the United States. We alsoheard from Klaus Regling, the ManagingDirector of the European StabilityMechanism, about how Europe hopes toconsolidate its financial sector and pave theway for an eventual banking union thatwould prevent further disruptions to theglobal economy. Other leading Germanfigures, such as Green Party leader JürgenTrittin, Handelsblatt Editor-in-Chief Hans-Jürgen Jakobs, and the head of the EuropeanInvestment Bank, Werner Hoyer, providedilluminating updates on the economicsituation in Europe.

The leaked revelations by Edward Snowdenin the National Security Agency spyingaffair caused great consternation inWashington and Berlin, which we trackedclosely with the help of leading journalistscovering the story. Claus Kleber, Germany’stop anchorman/correspondent for the ZDFtelevision channel, gave the annual GarrickUtley Lecture on Global Media Issues andexplained why Germans were so incensed byaccounts that Chancellor Merkel’s cellphone was tapped by the NSA. GeorgMascolo, the former chief editor for thenewsweekly Der Spiegel and now a leadinginvestigative reporter in Germany, gave ourmembers a fascinating account of hisinterview in Moscow with Snowden, the firstreceived by a Western journalist. StevenErlanger, the veteran foreign correspondentfor the New York Times now posted inLondon, gave his assessment about thedamage caused by spying among friends –and whether this affair could permanentlyimpair relations – from his talks withsources in Washington and around Europe.We also heard insightful analysis from a topGerman expert, Arne Schönbohm, thePresident of Cyber-Security Council

Germany, about why finding a compromiseto resolve the crisis and restore trust has sofar eluded policymakers in Washington andBerlin.

The September national elections inGermany and the two months of arduousnegotiations that stitched together a secondgrand coalition between the CDU/CSU andthe SPD – which together will control about80 percent of the Bundestag votes – wasanother subject that we followed closely in2013. In the aftermath of the Germanelections, we brought together variousexperts to explain the impact to Americanlisteners. Young Leader alumnus Eckart vonKlaeden, one of Chancellor Merkel’s toppolitical aides who recently joined Daimleras its senior executive for globalcommunications, talked about theChancellor’s looming priorities in her thirdterm in office. Other pundits, such as UlrikeGuérot of the European Council on ForeignRelations and Klaus Prömpers of ZDF,informed our members about the winnersand losers of the German vote and offeredtheir views on what the new government islikely to do.

The outgoing U.S. Ambassador to Germany,Philip Murphy, also gave his assessment ofthe elections’ political consequences as wewelcomed him and his wife, Tammy, backfrom their successful stint as America’senvoys to Germany. Ambassador Murphyoffered his views on the Transatlantic Tradeand Investment Partnership (TTIP) talks,which were launched in July 2013 with theambitious goal of reaching a deal by the endof 2014. These negotiations are designed toimprove trade and investment flows byabolishing regulatory barriers, but have beenblocked by certain lobbies that fear the lossof jobs in their sectors. Nonetheless,Ambassador Murphy insists there is stilltremendous political will in Germany andthe United States to bring the talks to apositive conclusion, a view echoed byGermany’s Ambassador to the United States,Peter Ammon, who spoke of a “transatlanticrenaissance” if a deal can be reached.

The strong economic bonds between the twocountries were highlighted at our annualJohn J. McCloy Awards Dinner last June byour two CEO honorees, John Lechleiter ofEli Lilly and Frank Appel of Deutsche PostDHL. At a symposium the next day, Frank

Appel and ACG Board Member Alex M.Azar II, President of Lilly USA, deliveredopening remarks to put the TTIPnegotiations into context, and U.S. DeputyAssistant Secretary of State KathleenDoherty, Ambassador J.D. Bindenagel,Germany’s Deputy Chief of Mission JensHanefeld, and Bruce Stokes of the PewResearch Center unanimously agreed that aTTIP deal would strengthen the influence ofthe Western allies in the global economy andcreate more jobs and prosperity on bothsides of the Atlantic by adding severalhundred dollars a year in income gains forevery household.

In the coming year we intend to followclosely the evolution of the TTIPnegotiations, the continuing impact of theNSA affair, and top-level discussions amongChancellor Merkel, President BarackObama, and their senior advisors. There willbe other developments that affect thiscrucial partnership, notably in the energysector as Germany pursues its plans to shutdown all nuclear power plants by 2022 andshift toward renewable sources of power,while the United States seeks greater energyindependence through its shale gasrevolution. On these and other issues, ourwork at the American Council on Germanywill continue to seek ways to enhancedialogue and understanding betweenGermany and the United States, which areindisputably most important partners whosegood relations are absolutely essential to thefuture well-being of the Atlantic alliance.

Transatlantic Global Agenda

Series

The Transatlantic Global Agenda Serieswas started in 2011 by the AmericanCouncil on Germany in cooperationwith American Friends of Bucerius tobring speakers to New York City toshare their insights on global issuesthat Germany and the United States areaddressing together as transatlanticpartners. Each event is generouslyhosted by Alston + Bird LLP. In 2013,seven programs were held on topicsincluding Iran, Turkey, U.S. andMiddle Eastern relations, Sub-SaharanAfrica, Hezbollah, German and U.S.foreign policy, and the impact of theGerman elections on Europe. Thissuccessful speaker series underlines theimportance of global issues in thefuture of the German-Americanpartnership.

Policy Conferences

“Building a New Transatlantic Partnership for Global Success”

From June 25 to 27, 2013, theAmerican Council on Germanyand the Atlantik-Brücke joinedtogether for a conference on“Building a New TransatlanticPartnership for Global Success.”The conference coincided with the50th anniversary of President JohnF. Kennedy’s historic visit toBerlin in 1963. This eventcelebrated the past, present, andfuture of the German-Americanpartnership as signified by therenewed cooperation between theACG and the A-B.

During the opening reception,German Federal Minister ofFinance Wolfgang Schäubledelivered the keynote address onthe significance of the transatlanticpartnership. Former World BankGroup President Ambassador

Robert Zoellick, a former ACG Board Member, spoke at the opening dinner on theimportance of Kennedy’s visit to Berlin.

The next day, the conference was attended by more than 200 Americans and Germansas discussions covered a myriad of topics, such as the eurozone crisis, the TransatlanticTrade and Investment Partnership (TTIP), the current state of the U.S. Congress, andGermany’s transition to renewable energies. Speakers included Robert F. Cekuta,Principal Deputy Assistant Secretary in the Bureau of Energy Resources at the U.S.State Department; Ambassador Wolfgang Ischinger (1978 Young Leader), GlobalHead of Government Affairs at Allianz SE and Chairman of the Munich SecurityConference; and former Congressmen Scott Klug (1986 McCloy Fellow in Journalism),James Kolbe, and Robert Wexler.

Transatlantic Entrepreneur Conference

From December 4 to 6, 2013, the American Council on Germany partnered with NewYork International and Berlin Partners to host a conference for young entrepreneursfrom Germany and New York. The Transatlantic Entrepreneur Conference – “What2014 Will Bring: Investing, Innovating, and Collaborating in Two Global Hubs – NewYork and Berlin” – brought together individuals from the tech sector, policymaking,and green industries in New York City to discuss topics such as the entrepreneurialspirit of Berlin, the future of technology, and expanding small start-ups intotransatlantic companies. Speakers included Nicole Glaros, Managing Director of NewYork Tech Stars; Holger Luedorf, Head of Business Development at Foursquare;Marty Markowitz, former Brooklyn Borough President; Frederik Pferdt, GlobalProgram Manager for Innovation and Creativity at Google Inc.; and CorneliaYzer, Senator for Economics, Technology, and Research for the City Government ofBerlin. Participants also had the opportunity to visit start-ups and venture-capitalfirms such as Etsy, KISI, and First Mark Capital.

The Eric M. Warburg Chapters werelaunched in 1992 to promote transatlanticdialogue across the United States. TheChapters are named after ACG founder andlongtime Treasurer Eric M. Warburg. Thisunique network of 19 Chapters provides ACGmembers and local audiences with a dynamicforum to discuss economic, political, andsocial issues that are important to German-American and wider transatlantic relations.With the United States’ so-called pivot toAsia, it is more important than ever tostrengthen dialogue focused on thetransatlantic partnership, as Europe remains aclose partner for political, economic, andsocial policy.

The Warburg Chapters programmed morethan 70 events around the U.S. in 2013. Theseprograms focused on many pressing topics,including the Transatlantic Trade andInvestment Partnership (TTIP), the NSArevelations and their implications for theGerman-American partnership, global foodsecurity, immigration policy, climate changeand energy, the vocational training system inGermany, entrepreneurship in Germany, andGerman domestic policy.

Many prominent figures spoke at theChapters, including Ambassador PeterAmmon, German Ambassador to the UnitedStates; Ali Aslan (2010 Young Leader), TalkShow Host for Deutsche Welle TV; BerndFischer, Consul General of Germany in LosAngeles; Klaus-Dieter Frankenberger,Foreign Editor at Frankfurter AllgemeineZeitung; Katja Gloger (1992 YL), Editor-at-Large at Stern magazine; Ulrike Guérot, thenSenior Policy Fellow and Representative forGermany at the European Council on Foreign

ACG President William M. Drozdiak visitedthe Chapters in Denver and Phoenix to speakon the current state of transatlantic relationsand the TTIP. Ambassador J.D. Bindenagel,then Special Advisor to the President forInternational and Global Chicago Affairs atDePaul University, also toured manyChapters to discuss the importance of theTTIP for the United States and Germany.

ACG Study Tour participants spoke beforemany Chapters on the topics of immigrationand climate and energy issues. Theirprofessional knowledge coupled withinformation learned while on ACG StudyTours allowed Evelyn Cruz, Professor ofImmigration Law, Asylum, andComprehensive Law Practice at the SandraDay O’Connor College of Law, and BruceLeimsidor, Professor of Asylum Law at Ca’Foscari University in Venice, Italy, to speakon the importance of immigration policy forEurope and the United States. Tracey Grose,Strategic Advisor for Next 10 and Co-Chair ofthe Cleantech Industry Group for theGerman American Business Association, andShane Owl-Greason, Co-Founder of GeorgiaSolar Utilities, Inc., shared their expertise onrenewable and clean energy, as well asdomestic energy security.

The Chapters also held a number of uniqueprograms in 2013. In Boston, an event co-sponsored with the Minda de GunzburgCenter for European Studies at HarvardUniversity looked into the visual aspects ofocean exploration in film. The San DiegoChapter, in partnership with the GermanConsulate in Los Angeles, supported theAlbert Einstein Day of Innovations at AlbertEinstein Middle School. This programbrought German companies into theclassroom to work on innovative scienceexperiments with students. In addition, theSt. Louis Chapter co-sponsored a panel

discussion on the legacy of German art andculture in St. Louis with the Mildred LaneKemper Art Museum.

The programs at the Warburg Chapterscontinue to expand and attract largeraudiences. The need for a growingtransatlantic network around the country ismore important than ever as we confront themost pressing global issues of the day.

Skills Initiative Road Show

Through its network of Eric M.Warburg Chapters, the AmericanCouncil on Germany partnered withthe German Embassy to bring aprogram on job skills to Atlanta,Charlotte, Indianapolis, andPittsburgh. The Skills Initiative RoadShow brought experts from Germanyto exchange best practices with thesecommunities. The speakers introducedGermany’s successful dual-trackeducational system to local educatorsfrom vocational schools, trainees, andcompany trainers. The educationalsystem in Germany has resulted in ahighly skilled, specialized workforcethat has buoyed the German economyeven amid the eurozone crisis. TheACG hopes to continue supporting thisinitiative further through the Chapternetwork.

The ACG organized two Study Tours toBerlin in 2013 on immigration and onclimate and energy issues. The Study Tourprogram is designed to create dialogue andan ongoing professional network betweenAmerican and German experts. Each StudyTour is intended to create a two-wayexchange of ideas for best practices andpolicies on the political and sociallandscapes in both countries relating to thetopics of immigration and climate andenergy, respectively. This program isgenerously supported by the GermanFederal Ministry of Economics and Energythrough its European Recovery Program tosupport transatlantic dialogue.

Both Study Tours began with an openingdinner, followed by four intensive days ofmeetings and briefings with Germangovernment officials, political leaders,businesspeople, academics, journalists,nongovernmental organizations, and thinktanks to discuss and share on each topic.Each evening, an official dinner gave theAmerican participants the opportunity tohear from distinguished German politicianson German and EU policy, as well as expertsin the field of either immigration or climateand energy.

The Study Tour on immigration took placefrom April 14 to 19. The delegation exploredimmigration policy in Germany and theEuropean Union, including the difficultsituation with political refugees;multiculturalism in Germany and its

importance to future generations; and theeconomic factors for migrant and immigrantworkers in Europe. The delegation in turnshared their experiences from the UnitedStates on social and economic immigrationpolicy, as well as the legacy ofmulticulturalism.

Karsten D. Voigt, former BundestagMember and Coordinator of German-American Cooperation at the GermanFederal Foreign Office, opened the StudyTour. Other prominent figures, includingHans-Ulrich Klose, then Chairman of theGerman-American Parliamentary Group,and Joschka Fischer, former ForeignMinister and Vice-Chancellor, briefed thegroup. The delegation on immigration alsoheard from Bundestag Members DietmarNietan, Omid Nouripour, Cem Özdemir(2001 Young Leader), and Ruprecht Polenz.They met with Ali Aslan (2010 YL), TVHost at Deutsche Welle; Berend Diekmann,Head of the U.S. and Foreign Trade Divisionat the Federal Ministry of Economics andTechnology; and Ambassador HeinrichKreft, Director for Public Diplomacy andDialogue Among Civilizations. The groupwas treated to a special briefing at the U.S.Embassy with Ambassador Philip D.Murphy, as well as a walking tour throughthe Berlin borough of Wedding with ÖzcanMutlu, a local Berlin politician for Alliance90/The Greens who was recently voted intothe Bundestag. The delegates also hadmeetings at the American Jewish CommitteeBerlin Office, the Federal Chancellery, the

Federal Foreign Office, the Federal Ministryof the Interior, the German Marshall Fundof the United States, the Heinrich BöllFoundation, the Immigration Department ofthe Berlin Police for Kreuzberg, and theMercator Foundation.

The Study Tour on climate and energy tookplace from December 8 to 13. The Americandelegation left Berlin with a more profoundunderstanding of the German Energiewendeand surrounding policies on climate changeand energy practices in Germany. AsGermany moves forward to shut downnuclear power plants by 2022, the countryhas put tremendous resources intorenewable and green energy developmentand implementation.

Speakers during the Study Tour on climateand energy issues included BundestagMembersMaria Flachsbarth, energy expertand member of the Government CoalitionTask Force on Energy, and Norbert Röttgen,former Minister of the Environment andmember of the Foreign RelationsCommittee. The delegation was briefed atother ministries by experts such as DiethardMager, Deputy Director General forRenewable Energy at the Federal Ministry ofEconomics and Energy; Susanne Parlasca,Head of the Energy Policy Unit at theFederal Chancellery; and Hinrich Thölken,Head of the Division for Climate andEnvironmental Foreign Policy, andSustainable Economy, at the Ministry ofForeign Affairs. The delegation also heardfrom Nicola Brüning, Head Representativeof BMW’s office in Berlin; R. AndreasKraemer, Director and CEO of EcologicInstitute; and Andreas Nauen, CEO ofRepower Systems SE. John Melville,Deputy Chief of Mission at the U.S.Embassy, briefed the delegation on U.S.policy in Germany. They also met withexperts at BASF SE’s Berlin office, theInstitute for Advanced SustainabilityStudies e.V., the Hasso-Plattner-Institut, thePotsdam Institute of Climate ImpactResearch (PIK), the European ClimateFoundation, and the Wuppertal Institute forClimate, Environment, and Energy.

The American Council on Germany bringstogether about 50 promising youngprofessionals from the United States andGermany each year to discuss pressingpolitical, economic, and social issues on thetransatlantic agenda and to promotenetworking among these future leaders.Since 1973, the American-German YoungLeaders Conferences have been buildingunderstanding, new perspectives, andultimately strong bonds among the delegatesand thus are a cornerstone of the Council’smission to promote transatlantic relations inthe long term as well as the short term.

From July 21 to 26, 2013 – at a time whenunfolding international crises added fuel todebates – Young Leaders came together inBerlin to consider “Transatlantic Relationsin a Globalized World: Creating Cooperationor Conflicts?” The delegates included seniorstaffers in the State Department, the U.S.Army, the Bundestag, and the GermanChancellery; executives from companiessuch as AT&T, Lilly, and Mercedes-Benz, aswell as law firms; researchers; journalists;academics; and entrepreneurs.

The conference featured plenary sessions,working groups, and discussions with arange of officials and experts with uniqueperspectives on the transatlanticrelationship. In addition, the Americandelegation took part in an orientation inMunich the weekend before the conference.

Speakers at the conference included JörgAsmussen, Member of the Executive Boardof the European Central Bank; GünterHeiss, Coordinator of Federal IntelligenceServices; Eckart von Klaeden (1997 YoungLeader), then Minister of State to theFederal Chancellor; Harald Leibrecht, thenCoordinator of Transatlantic Cooperation in

the Federal Foreign Office; Philipp Rösler,then Vice-Chancellor and Federal Ministerof Economics and Technology; BundestagMember Norbert Röttgen, former Ministerof the Environment, Nature Conservation,and Nuclear Safety; Wolfgang Schäuble,Minister of Finance; Klaus Töpfer, formerMinister of the Environment, NatureConservation, and Nuclear Safety;Ambassador Hans-Georg Wieck, formerGerman Ambassador to Iran and Chairmanof the Advisory Council of IntelligenceRound Table; and General Volker Wieker,Chairman of the Joint Chiefs of Staff for theBundeswehr. Delegates also met withmembers of four of the major Germanpolitical parties to discuss their outlooks onthe federal elections.

The 2013 conference zoomed in on thefollowing themes:

• “Trans-Atlantic 2025: The World as WeWant It.”

The delegates join a growing list of alumniwho have gone on to become leadingpolicymakers and opinion shapers in thetransatlantic relationship, underscoring themultiplier effect inherent in the program.

The Tripartite Young Leaders Conference is designed to create anenduring network of future global leaders. The third and finalsegment of this conference series – on “The European Union inCrisis and the Transatlantic Partnership in Trouble” – broughttogether 30 young bankers, lawyers, academics, journalists,researchers, and leaders from the private and public sector fromGermany, Poland, and the United States in Washington, D.C., fromOctober 15 to 18, 2013. This program was held in cooperation withthe Dräger Foundation and the Center for International Relations inWarsaw and was hosted by the German Marshall Fund of the UnitedStates.

The Young Leaders analyzed the many situations facing thetransatlantic relationship today, including the eurozone crisis, theNSA revelations, and ongoing negotiations on the TransatlanticTrade and Investment Partnership (TTIP). Knowledge from the two

previous conferences allowed the Young Leaders to engage in fruitfuldialogue to continue their discussion on the financial crisis and itsmanagement over the course of three years, as well as its effect onEuropean domestic policy and foreign relations. The topicsdiscussed throughout the panels reflected the younger generation’sinterest in a strong transatlantic partnership and a strong EU,particularly as both sides of the Atlantic work together on thepressing global issues of the day. The dynamic mix of Germany,Poland, and the United States allowed for a multifaceted discussioninvolving three key players in the transatlantic partnership andstability of Europe.

Prominent speakers during the conference in Brussels includedIndermit Gill, Chief Economist for Europe and Central Asia at theWorld Bank; Jens Hanefeld, Minister and Deputy Chief of Missionat the German Embassy; former ACG Board Member John Lipsky,Distinguished Visiting Scholar at the Paul H. Established in 1976, the McCloy Fellowshipprogram provides a unique opportunity fortalented young professionals from theUnited States and Germany to travel acrossthe Atlantic to conduct research and engagein dialogue with their counterparts. Sincethe creation of the fellowship program, morethan 900 individuals have traveled abroad.The American Council on Germany awarded25 individuals McCloy Fellowships in 2013with the continued goal to foster transatlanticsynergies. McCloy Fellows are selected fromvarious industries and locations throughoutGermany and the United States in the fieldsof agriculture, art, environmental policy,journalism, and urban planning.

The McCloy Fellowships were named forJohn J. McCloy, founding Chairman of theACG, who believed that younger Americansand Germans benefit greatly from meetingtheir peers. His commitment to promotingtransatlantic understanding lives on in theMcCloy Fellows and the extensive networkof alumni.

Agriculture

During the fall, the 2013 McCloy Fellows inAgriculture traveled across the Atlantic for athree-week study of agricultural industriescovering policymaking, farming, and more.The four American McCloy Fellows inAgriculture visited various cities inGermany and Belgium to learn more aboutEuropean agricultural issues. The fellows,who come from Illinois, Iowa, New York,and Tennessee, met with members of theDeutscher Bauernverband (GermanFarmers’ Association) and the EuropeanParliament, as well as numerous fellowshipalumni who hosted the fellows during theirstay.

Similarly, four German McCloy Fellows inAgriculture came to the United States in lateSeptember to meet their Americancounterparts. The fellows, from Berlin,Neubrandenburg, Stuttgart, and Wittlich-Bombogen, visited farms, markets, andvineyards, and also met with members of theAmerican Farm Bureau Federation. Thefellows traveled to Washington, D.C., NewYork, Missouri, Illinois, Arizona, andFlorida while being hosted by Americanfellowship alumni.

The ACG extends its thanks to theAmerican Farm Bureau Federation and theDeutscher Bauernverband for their

assistance in identifying qualified candidatesfor the agriculture fellowships and forensuring the fellows’ itineraries are tailoredto their professional interests.

Art

For the first time in four years, the ACGawarded a McCloy Fellowship in Art. SherylOring, an Assistant Professor at theUniversity of North Carolina at Greensboro,is traveling to Germany to create acomprehensive understanding of Germanindividuals’ feelings associated with the fallof the Berlin Wall. Her research is leading toa larger art exhibit in Berlin on the 25thanniversary of the fall of the Wall in October2014.

Environmental Policy

The ACG awarded four McCloy Fellowshipsin Environmental Policy in 2013. The twoAmericans and the two Germans are eachtraveling abroad for three weeks to conductresearch of their own design on timely topicssuch as climate change and energy efficiency.Arndt Bohrer, Head of Project Developmentfor Power Generation at Mark-EAktiengesellschaft in Hagen, examined U.S.capacity markets of energy supply. BenjaminReuter, a Berlin-based freelance journalistfor WirtschaftsWoche and DIE ZEIT,researched oil and gas production in theUnited States, particularly looking at shalegas. Erin Stojan Ruccolo, Director ofElectricity Policy for Fresh Energy in St.Paul, Minnesota, is reviewing energymarkets in the United States and Germany.Jason Schaefer, Clean Energy Coordinatorfor Red River Valley Community Action inGrand Forks, North Dakota, is looking atenergy efficiency policy in existing buildingsand the German model of the Passivhaus.

Journalism

In 2013, McCloy Fellowships in Journalismwere awarded to four individuals – twoAmericans and two Germans – to researchcurrent transatlantic issues. ViktoriaGrossmann, Editor for the SüddeutscheZeitung from Munich, is focusing on theTransatlantic Trade and InvestmentPartnership (TTIP). Lucy McKeon, a NewYork-based freelance journalist, is examiningthe German interest in Jewishness. BolaOmisore, a freelance journalist from Bowie,Maryland, is looking at the drivers behindthe greenification of Germany. Jonas Rest,Junior Editor for Berliner Zeitung, is

researching the rise of the share economy.

The 2013 American McCloy Fellows inJournalism were selected by a panel ofdistinguished journalists: ACG BoardMember Lee Cullum, Host of “CEO,” aseries of television interviews with businessleaders; ACG President William M.Drozdiak; Josh Friedman, Director ofMaria Moors Cabot Prizes at ColumbiaUniversity’s Graduate School of Journalism;and Michael Parks, a Professor at theUniversity of Southern CaliforniaAnnenberg School for Communication.

Urban Affairs

In early spring, four German McCloyFellows in Urban Affairs traveled to theUnited States to meet with city officials andpolicymakers and exchange best practices.The fellows, who come from Cottbus,Düsseldorf, Munich, and Oldenburg, werehosted by fellowship alumni for three weeksas they discussed topics such as urbanredevelopment, immigration, and energypolicies. The fellows traveled to New YorkCity, Washington, D.C., Iowa, Minnesota,and Washington state.

During the fall, four American McCloyFellows in Urban Affairs traveled toGermany to meet with their Europeancounterparts. The fellows, from Arizona,Florida, Michigan, and Ohio, were hosted bythe German fellows who had traveled earlierin the year and members of the DeutscherStädtetag (German Association of Cities).The fellows were able to witness the Germanfederal elections and participate in UnityDay celebrations.

The ACG would like to thank the NationalLeague of Cities and the DeutscherStädtetag for their assistance in selectingcandidates and for helping with thecoordination of the fellows’ itineraries.

ACG Fellowships for Young

Entrepreneurs and Innovators

In 2013, the American Council on Germanylaunched its newest fellowship program, theACG Fellowships for Young Entrepreneursand Innovators. The fellowships bring fourGermans to the United States for threeweeks to meet with American entrepreneursand venture capitalists to exchange bestpractices and build new networks. Hunt and Goldman Fellowships

The Dr. Richard M. Hunt Fellowship for theStudy of German Politics, Culture, andSociety is awarded to promising youngAmerican academics whose work exploreskey themes of contemporary German societyor the political, cultural, and social history ofGermany. The fellowship is named in honorof former President and current ViceChairman of the ACG Richard M. Hunt andwas launched in 2003.

Two Hunt Fellowships were awarded in2013. Matthew Bunn was awarded the HuntFellowship to complete research toward hisPh.D. in history from the University ofTexas at Austin. Mr. Bunn’s research is onthe censors in Germany between 1815 and1866, with a focus on both the institutionalstatus of censors and the intellectual workthey produced in their roles as universityprofessors, journalists, and novelists.Alexandra Winnick, a Ph.D. candidate atRutgers University, is examining howGerman historical and collective memory ofthe 20th century is actively shaping publicrhetoric concerning contemporary human-rights foreign policy. The project addressesthe German debate surrounding NATOintervention in the Balkans in the 1990s byproviding a lens in which one canunderstand how governments and the mediaemploy notions of collective understandingsof the past to affect current policy.

The Dr. Guido Goldman Fellowship for theStudy of German and European Economicand International Affairs is awarded eachyear to an American scholar whose researchconcentrates on German economic andinternational policy in a wider Europeancontext. The fellowship was established in2003 to honor political scientist and ACGBoard Member Guido Goldman, Director ofGerman Studies at the Minda de GunzburgCenter for European Studies at HarvardUniversity.

Martin Steinwand was awarded theGoldman Fellowship for his research onGerman foreign aid. Dr. Steinwand is anAssistant Professor of Political Science atStony Brook University. His researchexplores how Germany coordinates itsforeign aid policy with the United States andother European donor countries. Thisresearch is part of a larger project that looksinto the causes of donor fragmentation,which occurs when the number of donors

engaged in a single recipient countrythreatens to overwhelm the recipient’sbureaucratic capacity for administering aid.

Kellen Fellowships

Each year the Anna-Maria and Stephen M.Kellen Fellowship is awarded to promisingyoung Berlin-based journalists to conductinterviews and complete research on currenttrends in the transatlantic partnership. Thefellowship is named for Anna-Maria Kellenand the late Stephen M. Kellen, a Berlinnative who was an ACG Board Member andCo-Chairman of the New York investmentfirm Arnhold and S. Bleichroeder Holdings,Inc., and is funded by the Anna-Maria andStephen Kellen Foundation.

In 2013, five journalists were awarded aKellen Fellowship. Maja Heinrich, a StaffReporter of the Parliamentary Bureau ofMadsack Media Group, is researching thefuture of print media. Martina Merten wasawarded a Kellen Fellowship to conductresearch on American views associated withuniversal health care. Ms. Merten is a healthcare journalist for Deutsches Ärzteblatt. PeterMücke, Parliamentary Correspondent forARD-Hauptstadtstudio Berlin, isconducting research on new energy sourcesin the United States. Alexander-GeorgRackow, a political reporter and editor forBild am Sonntag, is looking at how someAmerican cities have decided to outsourcetheir policy department and prison system toprivate security organizations. AxelRahmlow, a host and editor forDeutschlandradio Kultur, is examining howthe changing demographics of Texas arecreating a shift in the political landscape.

On June 27, 2013, the ACG hosted abreakfast discussion with Kellen Fellowshipalumni in Berlin. Participating in aninteresting debate on the German federalelections was Ali Aslan (2010 YoungLeader), Host of “Quadriga” on DeutscheWelle TV; Henrik Flor, Senior Editor andConcept Developer for Stiftung Bürgermutand 2009 Kellen Fellow; and Birte Meier,Journalist/Reporter for ZDF and 2010Kellen Fellow. The discussion wasmoderated by ACG Board Member GarrickUtley, Senior Fellow at The Levin Instituteat SUNY and former ACG Chairman. Thespeakers covered the differences betweenAmerican and German campaigns,predictions for the German elections, andthe roles of the media.

the founder of Labfolder, a cloud-baseddigital lab notebook that aims to helplaboratory scientists move from pen andpaper to tablet devices, allowing them tovisualize and communicate theirexperiments; Markus Gilles, the founderof Makeapoint, an embeddablecommenting board for websites that usesmicro videos instead of text comments;Thomas Grüderich, the founder oftestCloud.de, which provides crowdsoftware testing for web, mobile, andenterprise applications; and BenjaminWüstenhagen, the founder ofmeinUnterricht.de, which helps teachersprepare their classes in faster, moreefficient, more innovative, and intuitiveways. The ACG worked in conjuctionwith the JFK Atlantic Forum in Berlin toselect these fellows.

Fellowship in the Spotlight

In the fall, four German McCloy Fellowsin Agriculture come to the United Statesfor three weeks of meetings with farmers,policymakers, and food producers todiscuss best practices. The 2013 fellowsbegan their program in Washington, D.C.,with a series of meetings with theAmerican Farm Bureau Federation beforetraveling to New York for several farmvisits and meetings.

While the fellows were familiar with NewYork City, they were unaware of the foodproduction nearby on Long Island. Thefellows spent three days touring producefarms, wineries, and dairy farms on theeastern end of Long Island. The fellowswere able to see farms that were affectedby Hurricane Sandy and the continuingrecovery process.

The fellows proceeded to New York City,where they visited a rooftop farm thatserves the community of Greenpoint,Brooklyn. To the fellows, the concept ofrooftop farming was quite unique. Thefellows were able to discuss thelimitations of farming in New York, suchas air quality and high land costs. Thefellows shared their ideas on how rooftopfarming could be successful in majorGerman cities.

The American Council on Germany’s corporate membershipprogram provides leaders in the German-American businesscommunity with added perspectives on economic andpolitical developments through special policy discussions,publications, and more. Corporate members have theopportunity to meet with various German officials,journalists, academics, and other experts to discuss key issueson the transatlantic agenda, and to network with others whoare engaged in the German-American relationship. Topcontributors are automatically members of the BusinessAdvisory Committee (BAC).

In 2013, as the eurozone crisis and economic uncertaintycontinued, Germans went to the polls, and the NSArevelations dominated headlines, the ACG conveneddiscussions with distinguished officials and experts to analyzepolicy prescriptions and the best way forward. Meetingpartners in 2013 included Ursula von der Leyen, thenGerman Federal Minister of Labor and Social Affairs;Werner Hoyer, President and Chairman of the Board ofDirectors of the European Investment Bank; and KlausRegling, Managing Director of the European StabilityMechanism. Business Advisory Committee members alsowere treated to a private dinner with Wolfgang Schäuble,German Federal Minister of Finance, in Washington, D.C.

As we at the American Council on Germany were preparing to go topress with this annual report, we received the very sad news that twoof our most dedicated longtime leaders had passed away: BoardMember and former ACG Chairman Garrick Utley and HonoraryBoard Member and longtime ACG Treasurer Walter A. Eberstadt.Both laid the groundwork for the Council’s future in their ownspecial way, and their loss is deeply felt at the ACG.

Garrick was Chairman of the American Council on Germany foralmost 13 years, from 1998 to 2011. ACG Chairman Robert M.Kimmitt described the scope of Garrick’s impact at the ACG andindeed more widely: “Garrick Utley’s contributions to the German-American relationship are significant and enduring. He was thepersonification of the American Council on Germany for thegeneration of Young Leaders who came of age in the exciting yearsafter the fall of the Berlin Wall. His legacy will live through them forgenerations to come.”

Garrick had been serving as a Senior Fellow at the Neil D. LevinGraduate Institute of International Relations and Commerce of theState University of New York after serving as its President from 2003until December 31, 2011. He previously was a senior correspondentfor CNN based in the network’s New York bureau. His 2000 book,You Should Have Been Here Yesterday, provides a sweeping history ofnetwork news. Before joining CNN in February 1997, he served asABC News’ chief foreign correspondent for three years. Earlier, hespent 30 years with NBC News covering international affairs andreporting from more than 70 countries. While at NBC, he moderated“Meet the Press” in Washington, D.C., anchored “Sunday Today,”hosted the monthly magazine “First Tuesday,” and anchored “NBCMagazine,” among many other assignments. He was awarded severalof journalism’s most distinguished honors, including the OverseasPress Club’s Edward R. Murrow Award in 1984 for his reports onSoviet-American relations, and the George Foster Peabody Award in1986 for his contributions to “Vietnam: Ten Years Later.”

Garrick Utley Walter A. Eberstadt

“He was the most dignified raconteur I have ever met, one of thetruly great foreign correspondents of his or any generation, a man ofsubstance, with diverse interests and a gentleman through andthrough,” said longtime American-German Young LeadersConference Steering Committee Chairman Edward S. McFadden(2002 Young Leader), Vice President for External Communicationsat Verizon. “Garrick Utley was a class act, pure and simple, a greatjournalist who was truly committed to the important transatlanticrelationship many of us are invested in, and I am proud to have beenable to call him a friend.”

Former ACG President and current Vice Chairman Richard M.Hunt, who created the annual Garrick Utley Lecture on GlobalMedia Issues, related an anecdote about Garrick: “When he retiredfrom the Chairmanship of the Council, I sat next to him at a lunchone day and we talked about 1989 and the fall of the Berlin Wall andthen the collapse of Communism. I quoted from a book I had beenreading about George Kennan: ‘Blest is the man who has visited thisworld in its fateful moments ...’ He smiled and said, ‘I guess that’strue for all of us old-timers.’ ”

If Garrick was the resident policy analyst – the roving journalist whocould place world events into context for audiences of all sizes, at theACG and far beyond – then Walter was the numbers man, deft as hewas with the written word as well.

Walter became a member of the American Council on Germany in1975, and in 1977 became a Board Member and Treasurer – aposition in which, he noted, he followed with considerabletrepidation in the distinguished footsteps of Eric M. Warburg.Walter served as Treasurer until 2000. In his professional life, heserved as Managing Director of Lazard Frères and Company. Walterremained on the ACG Board until 2008, at which time he was electedan Honorary Board Member. A patron of the arts and a longtimebenefactor for The Frick Collection, he also served as Chairman ofthe Advisory Board of the World Policy Institute, a Trustee at theNew School University, and President of the Northside Center forChild Development. Walter had moved with his family to Englandin 1936 to escape Nazi persecution. He served in the British Army asan officer and fought in Normandy, where he was wounded. Afterthe war, he was put in charge of Radio Hamburg and then wrote forthe Economist for three years. In his book Whence We Came, WhereWe Went – a chronicle of his family’s remarkable history – he wrotethat his involvement in the Council “was a way to continue what Ihad started in Hamburg after the war.” He went on to say that hecarefully nurtured the Council’s growing financial base by avoidingrisky positions amid a volatile stock market. As a result of hisacumen, the ACG’s endowment grew 10-fold during his tenure.

The ACG would like to express its heartfelt sympathy to Garrick’swife, Gertje Utley, and also to Walter’s wife, Vera Eberstadt; theirchildren, George (1998 YL) and Michael; and four grandchildren.The Council simply would not be where it is today without Garrick’sand Walter’s Herculean efforts and, it must be said, winningpersonalities.
