According to Head of Public Service, Dr. Joseph Kinyua, the scheme, established under the Public Service Su- perannuation Act, 2012, will see public servants contribute 7.5 per cent of their basic sal- ary, graduated from 2 per cent in the first year, 5 per cent in the second year and 7.5 per cent in the third year. In a circular on Implemen- tation of the Public Service Superannuation Scheme for civil servants, teachers and the disciplined services per- sonnel from the National Po- lice Service, Prison Service and the National Youth Ser- vice, Dr. Kinyua said the em- ployer’s contribution will be 15 percent of the employee’s basic salary. e circular stated that em- ployees will have the option to make additional voluntary contributions above the man- datory 7.5 percent of the basic salary to boost their savings; but where an employee takes this option, the government will not increase its contribu- tion. The membership of the scheme is mandatory to all employees aged below 45 years as at 1st January, 2021 and serving on permanent and pensionable terms and all new employees who join the service on similar terms on or after 1st January, 202. Oth- ers are those aged 45 years and above as at 1st January, 2021 but who opt to join the Scheme. Employees aged 45 years and above who will not have exercised the option by 31st March, 2021 will remain in the current defined benefit scheme as provided for under the Pensions Act, Cap 189. ese provisions will apply to employees on secondment to other government agencies and the 31 percent pension contributions they have been remitting to preserve their pension rights while on se- condment will cease effective 1st January, 2021. The circular directed Ac- counting Officers to remit to the Fund employee and em- ployer contributions by the 10th of the next month fol- lowing the due date failure to which the sum will attract a compound interest at the rate of three per cent per month. Dr. Kinyua further said prior to the commencement date, the Scheme in conjunc- tion with the stakeholders will hold education and out- reach sensitization forums across the Public Service. In August, Cabinet Secre- tary, National Treasury and Planning Amb. Nairobi Region had the highest number chem- ists closed at 83 followed by Coast and Lower Eastern Region whose 71 pharma- ceutical premises were shut down. In Nyanza and Western Regions, 62 pharmaceutical premises were closed while North Eastern had 21 prem- ises affected. In the North Rift and South Rift, 19 prem- ises were shut down and Central and Upper Eastern Regions 15 pharmaceutical premises were closed. Speaking to KNA, Director of Inspection and Enforce- ment at PPB, Dr. Dominic Kariuki said since July 2020, they have been carrying out follow up inspection inspec- tions to ensure compliance to the guidelines. “We have so far audited a total of 1224 pharmaceutical outlets and 49 County Refer- ral and Sub County Hospi- tals”, he said. He explained that monitoring included conducting the GDP audit on selected health facilities and major public procuring agencies. “We have audited all the six referral hospitals and also KEMSA”, he said. He said that the audit was done against the 2019 guidelines for GDP guide- lines with some of the major findings in public facili- ties being, lack of adequate qualified pharmacists and pharmaceutical technolo- gists and lack of storage space for pharmaceuticals. Dr. Kariuki added that the poorly designed storage areas for pharmaceuticals lacked basic requirements such as temperature con- trol and systems for timely disposal of pharmaceutical waste which include expired drugs. On the crackdown on sub-standard alcohol-based hand sanitizers, conducted between March and June 2020, he explained that PPB inspectors were checking for compliance with labeling requirements as stated in the guidelines. Civil servants, teachers and members of the disciplined forces aged

below 45 years by 1st January 2021, will start contributing two percent of their basic sal-ary towards their pension as mandatory members of the new contributory Public Ser-vice Superannuation Scheme (PSSS).

According to Head of Public Service, Dr. Joseph Kinyua, the scheme, established under the Public Service Su-perannuation Act, 2012, will see public servants contribute 7.5 per cent of their basic sal-ary, graduated from 2 per cent in the first year, 5 per cent in the second year and 7.5 per cent in the third year.

In a circular on Implemen-tation of the Public Service Superannuation Scheme for civil servants, teachers and the disciplined services per-sonnel from the National Po-lice Service, Prison Service and the National Youth Ser-vice, Dr. Kinyua said the em-ployer’s contribution will be 15 percent of the employee’s basic salary.

The circular stated that em-ployees will have the option

to make additional voluntary contributions above the man-datory 7.5 percent of the basic salary to boost their savings; but where an employee takes this option, the government will not increase its contribu-tion.

The membership of the scheme is mandatory to all employees aged below 45 years as at 1st January, 2021 and serving on permanent and pensionable terms and all new employees who join the service on similar terms on or after 1st January, 202. Oth-ers are those aged 45 years and above as at 1st January, 2021 but who opt to join the Scheme.

Employees aged 45 years

and above who will not have exercised the option by 31st March, 2021 will remain in the current defined benefit scheme as provided for under the Pensions Act, Cap 189. These provisions will apply to employees on secondment to other government agencies and the 31 percent pension contributions they have been remitting to preserve their pension rights while on se-condment will cease effective 1st January, 2021.

Dr Kinyua directed in the circular that, Authorized Of-ficers should ensure employ-ees covered under the PSSS, who are not on permanent and pensionable terms of ser-vice and are contributing to

the National Social Security Fund (NSSF) are admitted to permanent and pension-able terms of service on com-mencement of the Act.

The employees in this cat-egory, below 45 years, will automatically join the scheme while those above the age of 45 years will exercise the op-tion to join the new scheme.

The circular further stated that contributions to the Wid-ows and Children’s Pension Scheme (WCPS) and NSSF will cease from the date an employee joins the PSSS.

The circular clarified that employees engaged on local agreement terms (contract) are not eligible to join the scheme.

Authorized officers are fur-ther required to ensure of-ficers realign their salaries to comply with the provisions of section 19 (3) of the Em-ployment Act, 2007 which requires an employee to take home not less than a third of their salary.

The Pharmacy and Poi-sons Board (PPB) has shut down 271 phar-

maceutical outlets across the country in a sustained in-spection exercise started in July, for failure to adhere to Good Distribution Practices (GDP) regulations.

Nairobi Region had the highest number chem-

ists closed at 83 followed by Coast and Lower Eastern Region whose 71 pharma-ceutical premises were shut down.

In Nyanza and Western Regions, 62 pharmaceutical premises were closed while North Eastern had 21 prem-ises affected. In the North Rift and South Rift, 19 prem-ises were shut down and Central and Upper Eastern Regions 15 pharmaceutical

The Government has invested heavily in technology and in-

novation to offer better services to citizens by increasing accessibility and efficiency.

Technology is also being used to combat corruption by enhancing transparency and accountability among government officials, lim-iting contact between wananchi and officials.

Among the areas where the gov-ernment has increasingly adopted technology, immensely benefit-ing citizens are immigration ser-vices, motor vehicle registration, driver’s license applications and renewals, lands registration, rev-enue collection and case file man-

agement.On immigration, Kenyans can

now apply for their passports online, only going to the immi-gration offices to get their pho-tographs taken and to pick their ready passports. This has not only eased the application process, and reduced the time taken to get a new passport but has also lim-ited avenues for corruption where brokers would ask citizens to part with ‘’something small” to render services, thus delaying the appli-cation process.

Foreigners have also benefitted from the digitization of services at the immigration department as they too can apply for their visas online and have them ready in 10 working days.

The government launched the digital driver’s license in 2018, with all drivers expected to mi-grate to this license by 2021. The digital license not only carries basic driver information such as age, blood type and number of offences committed, but will also carry information such as vehi-cle ownership status and num-ber plate of the registered vehicle

among others. This centralization of informa-

tion stored digitally and available at the touch of a button has greatly reduced motor vehicle theft and reduced fraud by making it dif-ficult to duplicate or manufacture false information on the NTSA da-tabase. It has also increased reve-nue collection from motor vehicle imports and sales.

The ongoing digitization of lands registries, via the National Land Information Management System is helping to reduce fraud, land conflicts and bureaucratic inef-ficiencies which in the past have seen many Kenyans complain of corruption in the lands sector. The digitization exercise, set to be completed by 2021, has also im-proved access to land information by Kenyans.

The government has also em-ployed technology within the rev-enue collection system to reduce tax evasion, streamline revenue collection and enhance trade. Through the Integrated Scanner Command Centre (ISCC) and the Regional Electronic Cargo Track-ing System (RECTS), KRA is able to undertake non-intrusive, in-

telligence-led scanning of goods via the scanners distributed across various ports of entry country-wide.

This provides real time scanned images to multiple users who are able to analyze the images from centralized command centres in Nairobi. This has increased the transparency of the scanning pro-cess and reduced collusion be-tween unscrupulous personnel and probable tax evaders.

The system has seen an increase in scanning levels to 99.4% of all containerized cargo and enhanced tax compliance from 86 % in June 2018 to 98% in July 2020. It has also had the effect of reducing trade in contraband and coun-terfeits and enhanced legitimate trade through quicker cargo clear-ance at the ports.

Similarly, automation of ser-vices within the criminal justice sector, such as the digital Occur-rence Book (OB) by the police is also helping to fasten the wheels of justice, ensuring timely, effi-cient and reliable service provision to Kenyans.

Please give us a brief history of the Coast Development Authority (CDA), when and how it was established.

The Coast Development Author-ity (CDA) is a state corporation es-tablished in 1990 through an Act of Parliament Cap 449, Laws of Kenya which was later revised in 1992.

What is the mandate of the Au-thority, and how is this mandate ex-ecuted?

The Coast Development Authority is mandated to undertake integrated development through planning and coordination, and implementation of development projects in the six Coast counties of Lamu, Mombasa, Kilifi, Kwale, Taita Taveta, Tana River and a section of Garissa county. In terms of land mass, we cover approximately 186,000 square kilometers. In these seven counties, 65 per cent is arid and semi-arid and the remaining 35 per cent is only suitable for subsistence farming. In the remaining 65 per cent of this land mass, people in col-laboration with the government do livestock rearing and livestock con-servation. In this vast area, we have ranches, game parks, nomadism and pastoralism especially in Tana River and parts of Garissa County. The projects implemented by CDA are derived from our mandate which has enabled us to undertake integrated projects in specific counties in our area of jurisdiction. We have five key objectives: planning and execution of sustainable development projects by exploiting the natural resources which exist in a particular area, pro-viding food security for the popula-tion living within the region. We are also tasked with reducing poverty and unemployment in this region, while also doing conservation of the catchment areas within this region.

What are the specific projects un-dertaken by CDA?

We have done many projects in this region, but the major one is the Mwache multi-purpose dam in Ki-nango Kwale County which was conceptualized in 1995, three years after the birth and inception of CDA. We mooted the project because as our counties grew in population, demand for water was also rising.

Consequently, we conceptualized Mwache Dam which is being imple-mented under the Kenya Security Resilience Climate Project to provide water for domestic consumption in Kwale, Kilifi and Mombasa Coun-ties. Of course the extra water will be used for irrigation and fishing to improve food security in the affected areas. Besides, the Mwache multi-purpose dam which is funded by the World Bank at a cost of Sh19 Bil-lion, we have also mooted the Chala Integrated Water Resource Project in Taita Taveta Sub-county, in Taita Taveta County. We are in talks with development partners who have pur-posed to fund this project at a cost of Sh3.3 Billion. We have equally im-plemented successfully the Malindi Integrated Social and Health Pro-ject which is a grant from the Ital-ian Government for the purpose of boosting development for residents of Ngomeni in Magarini Sub-county where we have the Italian owned San Marco satellite station. We have also implemented a lot of food security projects in Boji, Chakama and Chala plus smallholder irrigation projects in Vanga (Kwale) and Bura (Tana River) which are funded by the na-tional government. Also, we have undertaken many drought mitiga-tion projects to fight the vagaries of drought in our areas of jurisdiction.

What can you say are the key achievements registered by CDA since its inception?

One of our biggest achievements is the commencement of the im-plementation of the Mwache multi-purspose Dam, the adaptation fund sponsored by the UN through the Kenya Climate adaptation fund. Through the UN Adaptation Fund, we have partnered with stakehold-ers to implement projects along the shorelines in Msambweni and Shi-moni using the Youth and Women to rehabilitate Mangrove forests, Coral reef rehabilitation and shoreline sta-bilization, and many other projects which have been affected by climate change. As an authority, we have won many awards after implement-ing these environmental projects, the first being selected to present our project concepts at the continen-

tal level. We were given a trophy for the best institution that empowered the youth and women. We have also convinced the Italian development agency to enhance phase 2 of the Malindi integrated social and health development project which will im-prove the social economic and health welfare of the people of Ngomeni area where the San Marco satellite project is domiciled. Projects to be funded by the Italian Agency include access roads, education facilities, health fa-cilities and the modernization of the Malindi sub-county hospital.

Are there specific instances where the Authority’s activities have di-rectly and positively impacted the livelihoods of the targeted benefi-ciaries?

All our projects are need based and all of them have a positive impact on the beneficiaries. These projects, in a nutshell, address the Big Four Agenda especially water provision which is a food security component as well as manufacturing.

The onset of devolution basically decentralized development to the counties. How does CDA work with the various counties while ensuring non duplication of activities?

The roles of the national govern-ment and devolved units are very distinct and our projects are intra or inter counties oriented. In execution of our mandate, we engage in a lot of consultation with various counties

to enable us implement our projects seamlessly and minimize over-laps.

In any given sector or venture, there are usual challenges. Can you enumerate the challenges CDA en-counters while executing its man-date?

In any project implementation, especially in the Coast region, chal-lenges like drought, which is a na-tional disaster, and floods hamper our activities. We also face debilitat-ing poverty levels, soaring unem-ployment and food insecurity among the people in our area of jurisdic-tion. Needless to say, drug abuse among the youth, insecurity in the northern coastal areas of Lamu and Garissa, and the COVID 19 Pandemic have also impacted negatively on our work.

Does CDA work with any partners (locally and internationally)? If any, who are they and which activities do you undertake together?

Our biggest and primary part-ner is the local community be-cause projects are premised on their needs. Our other partners include the World Bank, the UN Adaptation Fund, NEMA and National Govern-ment Ministries since the projects are cross-cutting, not forgetting, of course, county governments and the Italian Development Agency.

What, in your opinion, is the fu-ture of regional development au-

thorities like CDA?The future of these organizations

is very bright since their roles are very enormous by their very nature of being inter and intra basin. They traverse several counties and engage in different activities from what the counties are doing. We are looking at regional development authorities like the Kerio Valley Development Authority, the Lake Basin Develop-ment Development Authority, the Uaso Nyiro Development Authority, the Tana and Athi River Development Authority, the Coast Development Authority among others as vehicles of societal change whose position in Kenya’s development is assured even as we transit into the future. These quasi government agencies hold the key to unlocking lack of development in the rural areas where poverty lev-els impact negatively on the lives of ordinary Kenyans. I am upbeat that these movers and shakers of de-velopment in the rural areas have a very special role to play in tackling the quagmire of poverty in the rural areas especially in arid and semi-arid areas. These bodies have the potential to spur the Big four Economic blue-print through provision of water and food to poor arid areas and take the manufacturing sector to the most rural parts of Kenya. Needless to say, every Kenyan should support these bodies since they hold a special place in our lives.

‘Coast Development Authority is out for planned, holistic and inclusive progress’

The Coast Development Authority (CDA) is a regional devel-opment semi-autonomous Agency domiciled in the Ministry of East African Community and Regional Development. It was established in 1990 through an Act of Parliament to undertake integrated development in six Coast counties and parts of Garissa County. It is one of the six regional development agencies in Kenya charged with the responsibility of spurring development in their areas. Despite being prevent-able and treatable,

malaria remains one of the biggest global health prob-lems, and the World Health Organization (WHO) now wants countries and other global partners to relent-lessly fight the disease.

WHO says gaps in access to life-saving tools as well as funding are undermin-ing global efforts to curb the disease, and the COVID-19 pandemic is expected to set back the fight even further.

In a press statement is-sued after releasing the “World Malaria Report 2020,” WHO says progress against malaria continues to plateau, particularly in high burden countries in Africa.

“It is time for leaders across Africa and the world

to rise once again to the challenge of malaria, just as they did when they laid the foundation for the progress made since the beginning of this century,” said WHO Director-General Dr Tedros Adhanom Ghebreyesus.

Dr. Tedros says that through joint action, and a commitment to leaving no one behind, a lot can be achieved on the shared vi-sion of a world free of ma-laria.

In 2000, African leaders signed the landmark Abuja Declaration pledging to re-duce malaria deaths on the continent by 50 percent over a 10-year period.

According to the report, 1.5 billion malaria cases and 7.6 million deaths have however been averted since 2000. In 2019, the global tally of malaria cases was

229 million, an annual es-timate that has remained virtually unchanged over the last 4 years.

According to WHO, the African Region shouldered more than 90 percent of the overall disease burden de-

spite the region having re-duced its malaria death toll by 44 percent since 2000 from an estimated 680 000 to 384 000 annually.

A funding shortfall at both the international and do-mestic levels further poses a significant threat to future

gains considering last year, total funding reached USD3 billion against a global tar-get of USD 5.6 billion.

Dr Matshidiso Moeti, WHO Regional Director for Africa said that while Africa has shown the world what can be achieved if we stand together to end malaria as a public health threat, pro-gress has stalled.

COVID-19, she added further threatens to derail efforts to overcome malaria, particularly treating people with the disease.

“Despite the devastat-ing impact COVID-19 has had on African economies, international partners and countries need to do more to ensure that the resources are there to expand malaria programmes ” Dr. Moeti added

County governments in maize growing areas want

the Government to fast-track the approval of Genetically Modified Bt maize variety to enhance food sufficiency.

County government ex-ecutive members in charge of agriculture in maize growing areas in western Kenya say

they are satisfied with the ef-ficacy of the new maize insect resistant variety developed by researchers at the Kenya Ag-ricultural Livestock and Re-search Organization (KALRO).

Led by the Nandi County Executive Member in-charge of agriculture and cooperatives Mr. Kiplimo Lagat, the CEC’s said it was imprudent for crit-

ics of Genetically Modified Organisms (GMO’s) to con-tinue opposing its introduction yet import the same into the country from southern African countries.

KALRO scientists have been undertaking National Perfor-mance Trials (NPS) in Western and Eastern regions on the new insect protected GM maize va-

riety known as Bt maize that will help farmers increase their yields by reducing dam-age caused by stem-borer and other pests.

The organization is yet to

get a nod from the National Biodiversity Authority and Na-tional Commission for Science, Technology and Innovation to commercialize the growing of the crop that is already being

practiced in a number of Af-rican countries such as South Africa and Nigeria.

During a sensitization work-shop held at Kenya Sugar Re-search Institute in Kisumu, the county officials said the Bt maize planted earlier in West-ern Kenya under the National Performance Trials (NPT) has shown resistance to destruc-tive stem-borer and fall army-worm pests.

Dr. James Karanja, coordi-nator of the programme, said the new maize variety is en-vironmentally friendly and will reduce the use of pesticide sprays.

Kitui County has estab-lished grazing com-

mittees along the porous Kitui-Tana River border to stem uncontrolled in-flux and intrusion of camel herders in search of water and pasture.

Speaking in Kitui Wednesday, area County Commissioner John Ondego said the ongoing rainy sea-son is a reprieve to com-munities living along the border due to availability of

water and pasture in Tana River County.

Ondego lamented that the prolonged dry season had pushed camel herders from the neighbouring Tana River County into Kitui County in search of water and pasture, fueling fears of possible conflict over the scarce natural resources.

He said that the formation of the grazing committees headed by the local elders has been pivotal in ensur-ing lasting peace is achieved and decimated the peren-

nial conflicts pitting the lo-cals and camel herders.

“Grazing committees act as the focal point that knows

which farmer has leased his land for grazing. Once the camel herders come, they are shown their boundary thus reducing conflicts with other landowners who have not leased their farmlands and water points,” said the administrator. The County Commissioner said police are on high alert to drive il-legal camel herders back to their respective homes to avert clashes in the area.

“I am in constant com-munication with my coun-terpart in Tana River to

constitute a team that will hold meetings with the herders to stick to their borders despite the harsh weather conditions that may tempt them to cross over to Kitui in search of pasture and water for their camels,” said Ondego.

The County Commis-sioner said that the gov-ernment cannot sit back and watch any intrusion that will destabilize peace that the locals are enjoying in the area just because of camels’ need for pasture.

Communities hosting refu-gees in the country have

started to benefit from govern-ment projects under the Sh10 billion Kenya Development Response to Displacement Im-pacts Project.

Speaking during a two-day project inspection tour of Tur-kana West sub county, Devo-lution and Arid and Semi-Arid

Areas PS, Micah Powon said Wajir, Garissa and Turkana counties have begun benefit-ing for hosting the refugees for close to 30 years.

Powon said the government secured a loan from the World Bank to fund the 10-year pro-ject.

Specifically, residents of Turkana West sub county will benefit for hosting refugees at Kakuma, with Powon saying

the projects will help improve the livelihoods and infrastruc-ture among the host commu-nities.

There are about 190,000 refugees in Turkana west sub county currently, with the PS noting that the communities have not benefited in the past for hosting the refugees, hence the need for government in-tervention to target the host communities which have been

affected by environmental degradation.

He said the local project is at its inception stage of imple-

mentation and Sh218 million has so far been disbursed to support various groups in their income generating activities.

He said Turkana county will receive close to Sh1 billion in the current financial year to undertake the targeted pro-jects including upgrading of dispensaries and hospitals, construction of extra classes in schools and water projects.

During the tour, the PS commissioned a borehole at Losajait, witnessed a water piping project in Nanam, vis-ited a bakery in Lokichoggio, a motorcycle spares business in Kakuma and a latrine pro-ject at Lapacho. In Turkana county, each group is receiv-ing Sh500,000 to support their income generating activities.

County governments have been asked to inject more fi-nancial resources into Small and Medium Enterprises (SMEs) in the tourism sector as a way of cushioning the indus-try from Covid-19 economic aftershocks.

Tourism Chief Administra-tive Secretary Joseph Boinnet said this could be achieved through provision of low in-terest loans with prolonged periods of repayments and tax reliefs to tourism businesses by

the county governments.Speaking at the Lake Na-

kuru National Park and Bird Sanctuary where he launched boat riding tourism, the CAS accompanied by Nakuru Gov-ernor Lee Kinyanjui, said apart from promoting domestic tourism where Kenyans visit game parks to view wildlife, there was need to enhance and package new and improved products in areas of business and conference tourism, medi-cal tourism and ecotourism.

The State Department for

Tourism, he stated, was work-ing with all the 47 devolved units to promote domestic tourism through exploitation of their unique geographical features and cultural heritage towards attracting local and foreign visitors.

“Each county in Kenya has a vast potential which can be ex-ploited through activities such as mountain and rock climb-ing, mountain biking, river rafting, bridge swings, bungee jumping and scuba diving.

Most of these devolved units

have underutilized entomol-ogy, beach, cultural and her-itage, health and wellness, sports and birding tourism, which have a potential to net billions of shillings from do-mestic tourists. There is a need to tap into Kenya’s growing domestic tourism market as part of the post COVID-19 re-covery strategy,” noted Mr Boinnet. In Kenya, he said, domestic tourists’ bed-night occupancy accounted for more than 50 percent of accommo-dation from 2015-2018.

The Authority’s attention is drawn to the widespread violation of Rule 5(a) of the Traffic (Registration Plates) Rules 2016 as evidenced by the large number of vehicles using registration plates not issued by the Authority.

Rule 5(a) of the Traffic (Registration Plates) Rules 2016 provides that :- A person shall not manufacture or sell a reflective registration plate or third registration plate licences without the written consent of the Authority.

It is further observed that such registration plates are not of the prescribed design contrary to Section 12(1) of the Traffic Act which provides that :- Nomotor vehicle or trailer registered under this Act or driven under theauthority of a general dealer’s licence shall be used on a road unless there is fixed thereto in the prescribed manner the prescribed number ofidentification plates of the prescribed design and colour on which isinscribed the identification mark of the vehicle or of the general dealer’s licence

Further, it has also been noted that newly registered motorcycles areusing printed papers indicating the registration number as opposed to the prescribed registration plate as required by Section 12(1) of the Traffic Act.

Through this Notice, motor vehicle and motorcycle owners are advised with immediate effect, to cease the use of these unauthorized registration plates, failure to which will result in prosecution.

County governments are being called upon to embrace policies

and laws that will facilitate faster and cheaper expansion of internet infra-structure.

ICT Cabinet Secretary Joe Mucheru says county governments are the first line facilitators in the government’s quest to expand internet connectiv-ity and should therefore put in place friendly policies and legislations that will bolster the internet expansion programme.

He noted that the devolved units

could contribute towards enabling the country achieve broad internet coverage by waiving the charges that are usually levied on the national gov-ernment before laying of the requisite backbone cabling that support inter-net penetration across the country.

Mucheru made the remarks dur-ing the launch of a teleconferencing facility at the Nyeri County Assem-bly grounds, where he was the chief guest.

The facility, a donation from the Chinese tech giant, Huawei, and sourced through the support of the Ministry of ICT will allow the county

assembly to conduct its affairs virtu-ally.

Mucheru said the Covid 19 pan-demic had impacted negatively on service delivery in both levels of governments, adding that appropri-ate technology must be deployed to forestall chances of public service grinding to an abrupt halt owing to the effects of the highly infectious respiratory disease.

Area Governor Mutahi Kahiga said technology was a game changer in the operations of the assembly which were affected by the Covid- 19 pan-demic.

The much awaited Likoni Floating Foot Bridge which is nearing comple-tion with 92% of the work done will be a Christmas boon for Mombasa who have for years borne the brunt of long queues and delays at the Likoni Ferry crossing.

According to Transport and Infra-structure CS James Macharia the gen-esis of implementing the unique project was spurred by the outbreak of the COVID-19 pandemic whose contain-ment could not be managed effectively at the congested Likoni ferry crossing

as one of the ways of managing and containing the spread of the virus.

“As government under president Uhuru Kenyattta we assessed in mid July on all possible containment meas-ures to take. As you know the trans-mission of the corona virus in public transport sector was the main avenue and conduit in terms of transmission.” said the CS

The CS observed that 90% transmis-sion was estimated to be as a result of public transport with Mombasa re-flected as one of the hot spots in the virus transmission.

The Likoni ferry transports approxi-mately 300,000 passengers daily from the island to Likoni side where the

need for social distancing at the ferry, passengers were queuing for over two kilometers in harsh weather.

The president directed for an emer-gency intervention to address the situation through the Department of Infrastructure agreeing to implement an intervention hence the idea of the Likoni floating bridge.

Macharia said two companies were contacted and China Road and Bridge Construction Company was contracted in mid July 2020.

“It is now 92% Complete and we came here to verify, inspect the con-struction and the completion before the

official commissioning by the president soon before Christmas so the people of Mombasa and Likoni can have a very special Christmas gift from the presi-dent himself.” said CS Macharia

The bridge built at a cost of Sh1.9 bil-lion was initially set to take a period of six months but due to improvement in technology by the contractor it is ex-pected to be completed in five months.

The 800 metres long bridge will have a great impact since people will be walking normally as if they were on the mainland maintaining social dis-tancing unlike in the ferry which gives value for the Sh1.9 billion in costs.

The National Govern-ment through the Na-tional Transport and

Safety Authority (NTSA) has launched a road safety programme in Makueni County to curb road car-nage in the county.

NTSA Director General George Njao said the pro-gramme dubbed “Usalama Barabarani” is funded by the European Union and is expected to run for a period of three years.

Njao said the objective of the initiative is to enhance road traffic safety to reduce the number of fatalities caused by accidents.

‘‘There is a need to strengthen road safety programmes and County Transport and Safety Com-mittees (CTSCs) to reduce carnage,’’he said.

The Director-General noted that the programme also seeks to create aware-ness among Kenyans on road safety and trigger be-havioral change that will lead to high levels of com-pliance.

‘‘We need to change peo-ple’s mindset by creating awareness. Arresting peo-ple is not sustainable and our aim is to have increased compliance,’’ he added.

Speaking during the launch of the programme in Wote, Njao disclosed that NTSA will spend Sh420 mil-lion for the programme to be implemented along the northern corridor counties with high numbers of road fatalities.

These counties are Mak-ueni, Nairobi, Nakuru, Kericho, Kisumu and Kaka-mega.

The Director General also

launched a five day issuance of the smart driving license at the Makueni Huduma Centre and urged residents to take advantage of the ex-ercise and register in large numbers.

He promised that NTSA

will soon roll out mobile motor vehicles inspection units in the county as a way of decentralizing NTSA ser-vices currently offered at Machakos county.

82- year -old Pius Malasi ekes out his living as a peasant farmer in Kitise, a remote and dry area located in the south eastern parts of Makueni county. Here, rainfall is erratic and successive crop failure is the norm.

While his age mates are cooling their heels at home, enjoying their sunset years, Malasi leads an active life. He cannot afford to slack because his five orphaned grandchildren solely depend on him and his wife Esther Mukonyo, aged 71 years.

‘‘Four of my six children died in suc-cession between 2000 and 2004 leav-ing me with the grandchildren to fend for,’’he says.

Save for a failing eyesight, Malasi is as fit as a fiddle. He stands almost six feet tall and walks with a strong gait. Not even the painful blow that death has dealt his family can falter his con-fidence. His determination to see his grandchildren through school is un-wavering.

Luckily, the octogenarian is one of the beneficiaries of Inua Jamii cash transfer programme for older per-sons aged 70 years and above. The programme was rolled out in 2017 by

the government to uplift the lives of poor and vulnerable elderly Kenyans through a bi- monthly stipend of Sh4000.

Malasi supplements his meagre income with the money from the programme to educate his grandchil-dren. He only buys a packet of milk and sugar on pay day. The rest goes to school fees.

‘‘That’s the only luxury we can af-ford. It is a big sacrifice but I know the importance of education, without it my grandchildren’s future is grim,’’he notes.

Already a granddaughter has com-pleted a nursing diploma course at the Webuye Kenya Medical Training Col-lege (KMTC) awaiting graduation. Two grandsons are in technical colleges in Thika and Wote towns.

‘‘The cash transfer has come in handy. It is a major boost especially now the children are in colleges and a lot of money is required,’’he says.

Malasi who also serves at the chairperson of Kitise Beneficiar-ies Welfare Committee (BCW) hails the programme and says without the money he cannot imagine how the lives of his grandchildren would have panned out.

‘‘That the programme has changed our lives for the better, is something out there for everyone to see,’’says the retired artisan.

He however says delays in disburse-ment of the money remains the biggest challenge and wishes the government would pay on time.

‘‘Sometimes we stay up to four cy-cles without being paid. The wait is ag-onizing especially during these tough times of the covid 19 pandemic,’’he notes.

The octogenarian also wishes the government would shift the payment to mobile money transfer, saying many beneficiaries without caregivers find it difficult to travel to nearby towns to get

the money.‘‘Some are conned on the way,

while others with dishonest care giv-ers are shortchanged, ’’he notes.

Malasi’s sentiments are echoed by 92- year- old Kasivu Mbatha also a beneficiary.

Before she enrolled for the cash transfer Mbithi lived in a dilapidated makeshift structure but with the money she managed to build a perma-nent two bedroomed house at Kilisa village.

‘‘I have a roof over my head thanks to the money, the house is big enough. I even have an extra room for my grandchildren whenever they come visiting,’’she says.

The money has also enabled Mbithi to enroll for the National Health Insur-ance Fund (NHIF) medical cover.

‘‘With my age access to qual-ity medical care is important, I was recently admitted at the Makueni County Referral Hospital for close to a week and the cover came through for me,’’she notes.

Besides the occasional delays in releasing the money, Mbithi has no qualms with the programme. She has enlisted her daughter- in- law, Christine Mua as the caregiver.

‘‘I can’t walk for long distances so my daughter- in- law manages the money. I just tell her what I need and she gets it for me,’’she says.

For 87- year- old Monica Mwania the money helped her replenish her beddings and renovate her house in Kaseve village.

‘‘I also installed a solar sys-tem to light my house using the money,’’she adds.

Makueni Social Development Co-ordinator Daniel Mulonzi says there are 24,150 registered beneficiaries for the Older Persons Cash Trans-fer Programme (OPCT) across the county.

Mulonzi says the programme that was rolled out universally in 2017 has transformed the lives of the beneficiaries. The pilot programme was initiated in 2009 in targeted lo-cations.

‘‘Some of the beneficiaries have been able to invest the money while others pay school fees for vulnerable and orphaned children,’’he says.

The social development coordi-nator notes that the money has seen beneficiaries improve their shelter, nutrition and seek better health care.

Kisumu County govern-ment and its development partners have unveiled a pro-gramme that seeks to promote the adoption and up-scaling of green energy.

Deputy County Gover-nor Dr. Mathews Owili said, the county Government has in the initial phase procured 280 gel stoves and fuel, which are non-toxic compared to firewood and charcoal, for distribution to low income households.

The move aims at limiting the emissions Indoor Air Pol-lution (IAP) by 30 per cent by 2030 in support of global ef-forts fighting climate change.

Already, the County De-partment of Energy and In-

dustrialization has signed a two-year Memorandum of Agreement with the Clean Cooking Association of Kenya (CCAK) and Green Energy and FlexiBioGas to support the

clean cooking sector through promotion of clean cooking solutions and fuels.

Speaking at a county forum organized for creating aware-ness, Dr. Owili assured that in

the next few days, the county Government officials will visit all the sub-counties to ensure families use the renewable sources of energy to reduce the destruction of forest by cutting down trees for firewood and charcoal.

“The aim of the County gov-ernment is to attain a 100 per cent transition from unclean sources of energy to clean and affordable cooking solutions to reduce pollution pressure on the environment,” added the Deputy Governor.

He said community health workers and People Living with Disabilities (PLWD) have been incorporated as champi-ons and health cooking am-bassadors of Clean Cooking Association

A group of coffee farm-ers in Murang’a County have partnered with two private companies to assist them in-crease coffee production. The companies, Coffee Man-agement Services (CMS) and Nestle Kenya Ltd have been enlisting farmers into con-tract farming with the aim of helping them to increase their production. Since 2018, the two compa-nies deployed agronomists to coffee farms in Kandara Sub county which has seen pro-duction increase significantly. Farmers allied to Gakui Co-operative society last year managed to produce 283,000 kilos of coffee compared to 45, 000 kilos they produced in 2018. Chairman of the So-ciety Peter Njoroge lauded the agronomists for the high production. He revealed that his society has 588 active members who have embraced the training leading to production of qual-ity coffee. “Apart from an increase of coffee production, we have also managed to produce

better grades of coffee which fetch high prices,” added Njoroge. The presence of the agron-omists, Njoroge said, has helped farmers exercise best practices in taking care of coffee bushes thus increas-ing production. “In Murang’a, we are the only society with an agronomist and this has greatly helped us produce high quality and quantity of coffee,” he further said. The chairman noted that they are targeting to produce more than 500, 000 kilos of coffee by the close of the year. “In the coffee sub sec-tor, better returns can only be attained through increased production and especially of good grades of coffee,” Njoroge further asserted. A local farmer, Boniface Mu-richu said, he used to harvest at most 350 kilos but after he embraced new farming prac-tices, he managed to produce more than 1,400 kilos of cof-fee in 2019.

The New Partnership for Africa’s Development (NEPAD/APRM) Kenya Sec-retariat has embarked on the dissemination of the Sec-ond Country Review Report launched by President Uhuru Kenyatta last year. The report revealed that the promulgation of the Constitu-tion of Kenya 2010 that estab-lished the devolved system of government progressively resolved perceived margin-alization. Speaking in Mombasa during the dissemination exercise, National Treasury and Plan-ning Chief Administrative Secretary Nelson Gaichuhie said, the 2010 constitution also established constitu-tional commissions and in-dependent offices to improve governance and public ser-vice delivery. Gaichuhie observed that during the review, Kenya was hailed for its efforts towards economic empowerment of marginalized groups through initiating various funds such as Women Enterprise Fund, Youth Enterprise Develop-ment Fund and the Uwezo Fund.He observed that the estab-lishment of Huduma Centre

Kenya, as a One-Stop-Shop for efficient public service delivery was also highlighted as a best practice worth emu-lation across the continent.Some challenges were also identified by the report in-cluding, the slow pace wit-nessed in the implementation of the two –thirds gender rule and terrorism which posed a major threat to national se-curity.High cost of the devolved governance system including the rising wage bill, manage-ment of diversity for national unity especially within the de-volved units were identified as other challenges. The Sec-ond Country Review Report was borne out of an extensive review process under the Af-rican Peer Review Mechanism (APRM). The mechanism is a voluntary Governance “Self-Assessment” by African countries, which was agreed upon by African Union (AU) and adopted in 2003. Nod for Kenya by NEPAD over empowerment of marginalized

Finding a sustainable way to dispose of plastic waste has never been easy. But

it has been a child’s play for Mr Peterson Kinyua and Fran-cis Kinyua who have come up with an innovation that uses plastic waste to produce cook-ing gas.

Kinyua who hails from Ki-angombe in Gichugu constitu-ency says he came up with the innovation after realizing the community faced a challenge in getting rid of the plastic waste. “I came up with this idea in 2017 and set to com-plete it in just one month, but as you can see, we are yet to finalize the production due to financial constraints,” Kinyua said.

He said the innovation could provide jobs for the youth who could be hired to collect the plastic waste; the raw material that he uses to produce the gas. That is after burning the waste in a furnace.

“Shortage of finances has made us lag behind. We are looking for money to buy a pump which we intend to use in pumping the gas,” Kinyua

said adding that, so far, the project has cost them close to Sh 100,000 which they have used in the creation of the furnace and the several tanks used in the distillation of the fuel. “The process involves breaking the plastic waste into pieces which are then put into the furnace before they are heated to liquid form. The liq-uid is then turned into vapor which is then cooled down and comes out in form of a gas,” he explained.

He said so far they have managed to fill several gas cyl-

inders noting that, a 6kg gas cylinder took four days to fill. “If we can acquire a machine to compress the gas, the four days we use to fill the cylinder could be reduced to just min-utes” Kinyua noted.

He says he had to overcome the challenge of being mocked by the members of the com-munity who kept telling him that the project would come to naught. “This almost made me lose hope but Francis encour-aged me and even supported me financially. Since then we have partnered up to this mo-

ment but we still require more resources to improve the pro-ject,” Kinyua went on.

The two Jua Kali artisans say they intend to complete the project and have the product approved by the Energy Regu-latory Authority, before they finally start mass production for the local community and beyond.

Kinyua said some govern-ment officers paid them a visit and promised assistance but are yet to do so. He said the officers encouraged them to move on with the project which they agreed helped members of the community to get rid of the plastic waste.

“We have managed to pro-vide a way out for the villagers in disposing of their waste in that they deliver the same to us whenever they come across them,” Kinyua said.

He said they intend to cover the entire Kirinyaga County after the approval of the pro-ject by the relevant authorities.

Recently, the government outlawed use of plastic carrier bags, concerned of the grave environmental damage caused by their use.
