    PREAMBLE

    The Government of Maharashtra had decided to join NEET UG 2013 Examination

    conducted by Central Board of Secondary Education (CBSE) for admission to degree course

    in Health Science. However NEET UG examination will not be conducted in 2014. Therefore

    the Government of Maharashtra has decided to conduct a single Common Entrance Test MH-

    CET-2014 for selection to degree courses in Health Science and BVSc & AH courses. The

    Entrance Test (MH CET 2014) will be held on Thursday 08 th May 2014 at all the district

    headquarters in Maharashtra.

    For selection to Health Science degree courses, The Director, Medical Education andResearch (DMER), Mumbai is the Competent Authority. The Authority for selection to BVSc& AH degree course is the Registrar, Maharashtra Animal and Fisheries Science University,

    Nagpur.

    The application form for MH CET 2014 will be available on the website"www.mhcet2014.co.in". The information Brochure for Health Science Course is availableon the website "www.dmer.org". The syllabus of MHCET 2014 is also available on thewebsite "www.dmer.org". The admit card & Score Card can be downloaded by the candidatefrom the website "www.mhcet2014.co.in".

    MH-CET 2014 INFORMATION BROCHURE: HEALTH SCIENCE COURSES

    1. INTRODUCTIONThe entrance examination for the selection to Health Science degree Courses in the State of

    Maharashtra for the academic year 2014-2015 shall be conducted by the Competent Authority appointed by The Government of Maharashtra. Seats in Health Science Courses are at all Government/MunicipalCorporation, Government aided Health Science institutions and Private Medical Health ScienceColleges/ Institutions who opt for admission through MH CET 2014. The Competent Authority shalldevise the system of Counseling and Selection. This procedure shall be governed by regulations anddirections specified by the Govt. of Maharashtra from time to time.

    The merit list of MH-CET-2014 will be utilized for the selection to Veterinary Colleges inMaharashtra. The Registrar, Maharashtra Animal & Fishery Science University (MAFSU), Nagpur, whois the Competent Authority for selection to Veterinary colleges, will notify the details of selection

    process separately. (Annexure J).

    2. DEFINITIONS

    2.1 "Online Application Form" means prescribed form to be filled Online by the candidate forappearing at MH-CET 2014. Information submitted by the candidate and stored in the databasewith the competent Authority will be consider as valid information.

    2.2 Appeal Committee means the Committee setup under the chairmanship of the CompetentAuthority, it shall deal with the representations submitted by the candidate(s)/parent(s) relating togrievances of the candidates with regard to MH-CET-2014 examination and the selection

    process.

    2.3 Competent Authority means the Authority designated or appointed by Govt. of Maharashtrato conduct MH-CET 2014, and declare the results. The Competent Authority will supervise andcontrol the selection process for the admission to Health Science degree courses and act as achairperson of the Appeal Committee for representations submitted by the candidates. TheCompetent Authority will issue necessary executive instructions for implementation and providerelevant information to be published or communicated.

    2.4 Center in-charge of the District means the District Collector or the officer(s) authorized bythe District Collector.

    2.5 Council means respective Central Council for Health Science courses.

    2.6 Defence means services established under the Army Act 1950/ Air force Act1950/ Navy Act1957.

    2.7 Divisional Authority means the Dean/Officer(s) of specified Govt. Medical College who will be responsible to carry out the directions and instructions of the Competent Authority.

    2.8 "Health Science Courses" means courses affiliated to Maharashtra University of HealthScience(MUHS), Nashik, which include MBBS, BDS, BAMS, BHMS, BUMS, BPTh, BOTh,

    BP&O, BASLP and BSc Nursing.2.9 Economically Weaker Section (EWS) means EWS as specified and laid down by Govt. of

    Maharashtra .

    2.10 "Government College/Government Institution" - Means college/institution which is governedor aided by Government of Maharashtra/Central Government/ local self Government i.eGovt./Govt. aided/Municipal Corporation.

    2.11 "Private College/Private Institution" - Means College/Institution which is governed by privatemanagement and not aided by Govt. of Maharashtra/Central Government/ local self Government.

    2.12 Hilly Area (HA) means Hilly Areas as per the resolutions issued by the Government ofMaharashtra from time to time. (Annexure - F)

    2.13 Intake Capacity in any particular institution/course means the minimum number of seats permitted by the four Regulatory authorities i.e. Govt. of India, respective Central Council, Govt.of Maharashtra and MUHS, Nashik.

    2.14 Maharashtra Karnataka Border (MKB) means Maharashtra Karnataka disputed border area

    as set out by Government of Maharashtra. (Annexure-E)2.15 Nomadic Tribes (NT) means Nomadic Tribes as specified and laid down by the Government

    of Maharashtra.

    2.16 Other Backward Class (OBC) means Other Backward Class as specified and laid down bythe Government of Maharashtra.

    2.17 "Preference Form" means the preprinted form containing essential details of the candidatealong with State Merit List Number, issued to the candidate after the examination. In this formthe candidate has to give his choice of course and college in preferential order for selection toHealth Science Courses.

    2.18 Person with Disability (PH) as per the directions issued by Medical Council of India.

    2.19 Qualifying examination means the examination (i.e. HSC [12 th standard] or equivalentexamination) on the basis of result of which a candidate becomes eligible to appear at MH-CETentrance examination for selection to aforesaid Health Science Courses.

    2.20 Scheduled Castes (SC) means Scheduled Castes as specified and laid down by theGovernment of India and as recognized issued by in the State of Maharashtra.

    2.21 Scheduled Tribes (ST) means Scheduled Tribes as specified and laid down by theGovernment of India and as recognized issued by in the State of Maharashtra.

    2.22 Special Backward Category (SBC) means Special Backward category as specified and laiddown by the Government of Maharashtra.

    2.23 Status Retention means the retention of a seat by a candidate, once admitted at a particularcollege/institution.

    2.24 "Sub-Centre Incharge" means the officer incharge of the High School /College where the MHCET 2014 examination is being conducted.

    2.25 Vimukta Jati (De-Notified Tribes) (VJ/DT) means Vimukta Jati as specified and laid down by the Government of Maharashtra.

    3. SCHEME OF EXAMINATION

    3.1 Date of Examination: The examination will be conducted at various centres in Maharashtra onThursday, 08 th May 2014.

    3.2 Schedule & Test Design: The MH-CET-2014 will consist of one question paper Containing 180Multiple Choice questions (MCQ), each carrying 4 marks and total marks 720.

    There is no choice among the questions, i.e. all questions have to be answered. The candidatedesirous of selection to Health Science courses and BVSc & AH should appear for MH CET

    2014. The Candidates will be provided one OMR Answer Sheet and Question Booklet. At the endof paper, candidate will hand-over the OMR Answer sheet and Question booklet to theinvigilator. No candidate is allowed to leave the examination Hall till the end of examination.

    3.3 The candidate will be required to mark the correct answer by blackening the corresponding circleagainst the serial number of the question in the answer sheet with black ink ballpoint pen only .Out of four circles provided for selection of an answer against a question, the candidate should fillup one circle only. Each question with correct response shall be awarded four (4) marks.

    There shall be negative marking. For wrong answers there will be deduction of one markper question. One mark shall be deducted for marking two or more answers of samequestion, scratching or overwriting.

    CHANGING AN ANSWER IS NOT ALLOWED: The candidates must fully satisfythemselves about the accuracy of the answer before darkening the appropriate circle, as no changein the Answer once marked is allowed. The answer once marked is final, any change in the optiononce marked, done by any method, will amount to a invalid/incorrect response.

    3.4 Candidate should completely darken one and the only one best response (circle)

    Candidate should not use any other method for answering i.e. Half circle, dot. tick mark, crossetc. This may not be read by the scanner. Answer sheet of each candidate will be evaluated bycomputerized scanning method only (Optical Mark Reader). There will not be any manualchecking during evaluation and verification.

    3.5 Grievance Redressal Committee : A Greviance Redressal Committee will be constituted at eachsub centre comprising following members:

    i) Sub-centre Incharge - Chairperson

    ii) A Supervisor - Member SecretaryIII) An Invigilator - Member

    The committee will function from 8.00 am to the end of the examination on the day of

    examination. If there is any grievance during this period (regarding loss of time due toadministrative error or any other examination related important matter), the candidate will reportit to the invigilator of his/her examination block. It will be communicated to the sub-centreincharge through supervisor. The committee will examine the Grievance on the spot and takenecessary decision regarding the Grievance/s.

    3.6 If a candidate has objection against any question in the question paper of this examination, thesame may be submitted through website " www.mhcet2014.co.in", from 27/05/2014 to30/05/2014. Representation received after this period shall not be considered.

    3.7 Syllabus of Examination: Syllabi of Physics, Chemistry and Biology is available on website"www.dmer.org" for the MH-CET-2014.

    3.8 Time & duration of Examination: There will be one paper of 3 hours duration. Schedule of

    examination - Thursday, 8th May 2014. Time 10.00 AM to 1.00 PM 3.9 Language of Question Paper: The medium for examination shall be English or Marathi or Urdu.

    The option once exercised about the medium by the candidate on online application shall beirrevocable.

    3.10 Examination Centre: The MH-CET-2014 will be conducted at all the district headquarters of theState of Maharashtra. The MH-CET examination center will be within the same district fromwhere the candidate has passed / is appearing at the qualifying examination i.e. HSC/12 th Standard examination. For the eligible candidates passing qualifying examination from outsidethe state of Maharashtra, the Competent Authority shall allot the examination center. The center

    once allotted by the Competent Authority shall not be changed under any circumstances. Inthe online application form, the facility for choice of distinct of examination center isavailable only for the candidates who have passed / appearing HSC 12th / equivalent fromoutside the State of Maharashtra.

    4. ELIGIBILITY FOR ADMISSION TO HEALTH SCIENCE DEGREE COURSES

    4.1 The candidate must be an Indian National. Persons of Indian Origin (PIO)/ Non Resident Indian

    (NRI)/Overseas citizen of India (OCI) are not eligible. (Exception: Annexure J) .4.2 The candidate must be born on or before 31 st December 1997 to be eligible to appear for MH-

    CET-2014. However, for admission to Ayurved and Unani courses, candidate must be born on or before 1 st October 1997. The Birth certificate indicating name of the candidate, SecondarySchool Certificate i.e. SSC or equivalent examination certificate or School LeavingCertificate endorsing the date of birth will constitute a valid proof.

    4.3 The candidate must be medically fit and must submit a certificate of medical fitness at the time ofPreference form filling as per proforma (Annexure-I).

    4.4 The candidate must have passed the SSC or equivalent examination from an Institution situated inthe state of Maharashtra. (Please refer 4.7, 4.8, Annexure"C" & Annexure"E" forexception)

    4.5 The candidate must have passed the qualifying examination i.e. Higher Secondary Certificate(HSC/12 th Standard) or equivalent examination, from an Institution situated in the State ofMaharashtra (Please refer 4.7, 4.8, Annexure "C" & Annexure "E" for exception) withEnglish, Physics, Chemistry and Biology (Botany & Zoology).

    4.5.1 Eligibility criteria of Qualifying Examination for various courses 4.5.1.1 For MBBS/BDS/BAMS/BUMS : A candidate belonging to Open Category must have

    obtained not less than 50% (i.e. 150 out of 300) marks in Physics, Chemistry and Biologytaken together at the HSC (or equivalent) Examination. A candidate belonging toconstitutional reservation (Annex. B) and constitutional reservation with Person withDisability claim must have obtained not less than 40% (i.e. 120 out of 300) marks inPhysics, Chemistry and Biology taken together at the HSC (or equivalent) Examination.Person with Disability in General category must secure not less than 45% marks inPhysics, Chemistry & Biology (PCB) taken together at the HSC (or equivalent)Examination.

    4.5.1.2 For B Sc. Nursing - A candidate belonging to Open category must have obtained notless than 45% marks in Physics, Chemistry, Biology and English taken together at HSC(or equivalent) examination. A candidate belonging to constitutional reservation (Annex.B) must have obtained not less than 40% marks in Physics, Chemistry, Biology andEnglish taken together at HSC(or equivalent) Exam.

    4.5.1.3 For BHMS, BPTh, BOTh, BASLP and BP&O courses: Clause 4.5.1.1 is not applicable.Passing grade at HSC/12 th Standard or equivalent examination is however necessary.

    4.5.1.4 For admission to BP&O candidate who has passed 12 th standard examination withPhysics, Chemistry, Biology and / or Mathematics is eligible.

    4.5.1.5 For admission to BASLP, candidate who has passed 12 th standard examination withPhysics, Biology, Chemistry and/or Mathematics and/or Computer Science is eligible.

    4.5.1.6 The candidate who is appearing for qualifying examination i.e. HSC (or equivalentexam.) in February/March 2014 is eligible to appear for MH-CET-2014, however theymust fulfill the eligibility condition at Para 4.5 at the time of filling up of the PreferenceForm.

    4.6 Domicile of Maharashtra : - Candidates seeking admission to Health Science Courses should be Domicile of Maharashtra (Please refer 4.7, 4.8 Annexure "C" & Annexure "E" forexception.)

    4.7 Exception for SSC (10 th ) and HSC (12 th ) or equivalent examinations: Children of employeesof the Government of Maharashtra or its Undertaking :-

    Children of employees of the Government of Maharashtra or its Undertaking posted on deputation ortransfer to a place outside the State of Maharashtra, or transferred from outside to a place situated withinthe State of Maharashtra:-

    1. The children of such employees of Government of Maharashtra or its undertaking who have joined service since beginning at a place situated outside the State of Maharashtra but who

    have been transferred to a place situated within the State of Maharashtra shall be eligible foradmission even though such children might have passed the S.S.C.(Std. X) and/or H.S.C.(Std.XII) or equivalent exam from the recognized Institutions situated outside the State ofMaharashtra, provided that such an employee of Government of Maharashtra or itsUndertaking must have been posted/ transferred/ deputed at a place of work located in theState of Maharashtra and also must have reported-for-duty i.e. joined the duty before the lastdate of submission of Preference Form.

    2. The candidates belonging to the aforesaid category at (1) shall be required to produce therequisite Certificate from the Office at which such an employee of Government ofMaharashtra or its Undertaking has reported for duty as a proof that such employee has joinedthe office and/or reported for duty before the cut off date for eligibility i.e. the last date ofsubmission of Preference Form. The certificate should contain full name of the employee,designation, transfer/posting order number and date, date of joining and present status of

    posting. A copy of transfer/posting order should also be produced at the time of filling the preference form.

    3. The children of such employees of Government of Maharashtra or its Undertaking who have been transferred or deputed to a place situated outside the State of Maharashtra or who havereturned to the State of Maharashtra after initial transfer/deputation shall be eligible foradmission even though such children might have passed the S.S.C. (Std. X) and/or H.S.C.(Std. XII) or equivalent examinations from the recognized Institutions situated outside theState of Maharashtra.

    4. The candidates belonging to the aforesaid category at (3) above shall be required to producethe requisite Certificate from the Office at which such an employee of Government ofMaharashtra or its Undertaking has reported for duty. The certificate should contain full nameof the employee, designation, transfer order number and date, date of joining and presentstatus of posting. A copy of transfer order should also be produced at the time of filling the

    preference form.4.8 Exception for SSC (10 th ) and HSC (12 th ) or equivalent examinations: Children of employees

    of Government of India or its Undertaking:- 1. The children of the employees of Government of India or its Undertaking shall be eligible for

    admission even though they might have passed the S.S.C. (Std.X) and/or H.S.C. (Std. XII) orequivalent exam from the recognized Institutions situated outside the State of Maharashtra,

    provided that such an employee of Government of India or its Undertaking must have beentransferred and posted at a place of work, located in the State of Maharashtra and also must

    have reported for duty i.e. joined the duty before the last date of submission of PreferenceForm.

    2. The candidates belonging to the aforesaid category (1) shall be required to produce therequisite Certificate from the Office at which such an employee of Government of India or itsUndertaking has reported for duty as a proof of the fact that such employee has joined theoffice and/or reported for duty before the cut-off date for eligibility i.e., the last date ofsubmission of Preference Form.     4.9 CET-Marks Eligibility For Admission to MBBS & BDS Courses:

    A candidate belonging to open category must secure not less than 50% marks in Physics,Chemistry & Biology (PCB) taken together at Common Entrance Test i.e. MH-CET-2014. Acandidate belonging to constitutional reservation (Annexure B) and constitutional reservationwith Person with Disability (PWD) must secure not less than 40% marks in Physics, Chemistry &Biology (PCB) taken together in the MH-CET-2014. Person with Disability in General categorymust secure not less than 45% marks in Physics, Chemistry & Biology (PCB) taken together inthe MH-CET-2014.

    4.10 CET Marks for Admission to BAMS/BHMS/BUMS/BPTh/BOTh/BASLP/BP&O and B.Sc.Nursing:

    A candidate will be selected on the basis of merit in Common Entrance Test (MH-CET-2014) toabove stated courses.

    4.11 Additional Eligibility For BUMS:

    Candidate should have passed SSC (or equivalent) examination from the recognized board withUrdu or Arabic or Persian Language as one of the subject.

    4.12 Cut-off date for the eligibility: The eligibility of the candidate shall be determined and/ordecided for all purposes including for applicability of all these Rules and Regulations by

    considering the last date of submission of Preference Form as the cut-off date. It is madeabundantly clear that if a candidate is found ineligible as on the last date of submission of preference form, in terms of these Rules and Regulations, and if such an ineligible candidateacquires the requisite eligibility after the aforesaid cut-off date (i.e. the last date of submission of

    preference form), such subsequent acquisition of eligibility will not make an ineligible candidateeligible for any purpose whatsoever, much less for the purpose of admission.

    4.13 The selected candidates who have cancelled their admission after the cut-off-date declared by therespective central councils for the admission to Health Science Courses in the year/(s),2012-13and 2013-14, by the Competent Authority (MHT-CET-2012 and NEET UG-2013) are noteligible to appear at MH-CET 2014. Notwithstanding anything stated in the rule here-in-above,a candidate, who was allotted a seat in any course under MUHS Nashik in previous year(s) andwho failed to join or vacated / abandoned it after availing the said seat, or has completed such a

    period of course which would result into lapse of the said seat, will not be eligible for appearing atMH-CET examination and admission for the next two years.

    Penalty for lapse of seat (MBBS/BDS Course) : Any candidate responsible for lapse ofMBBS/BDS seat will have to pay a penalty of Rs.10,00,000/- (Rupee Ten Lacs Only) . This penalty isapplicable to all those candidates who do not join during last round or cancel a seat after last round ofadmission. This penalty is also applicable to the candidate resigning a seat after cut-off date forMBBS/BDS course or also fails to complete the course and also applicable to candidates who cancel theadmission after prescribed date to be notified by Competent Authority.

For submission of online application form the candidates should login"www.mhcet2014.co.in" website. The detail procedure for online submission of application form &registration is as follows.

    6.1 Procedure for MHCET 2014 Registration and payment through State Bank of India (SBI)branchesA candidate has to first register for MHCET 2014 at " www.mhcet2014.co.in" and only then he / she canmake the payment at the branches of SBI.6.1.1 MHCET 2014 Registration: In order to register online, the candidate has to visit the website

    "www.mhcet2014.co.in" and click MHCET 2014 Registration . The MHCET2014 Registration page opensup wherein he/she has to fill-in the online form. The information to be provided includes personal detailsand uploading of your recent colour passport photograph and signature.

    6.1.2 Filling of online application form: The candidate will be prompted to enter his/her valid email id, mobile No. and a password on the first login. All these three must be carefully noted and retained by the candidatefor all future correspondence with MHCET Office, downloading MHCET Admit card etc.The candidate can continue and complete his/ her filling up of educational details.

    6.1.3 TO UPLOAD PHOTOGRAPHS AND SIGNATURES Please note that all the applicants are required to upload their scanned/digital recent colour photograph andsignature. File size of each of the Photograph and Signature should not be more than 50 KB per file. Theonline application system will not allow to upload files larger than 50 KB. All Candidates have to uploadhis/ her Photograph and Signature only in " Jpeg " format and file name of Photograph and signatureshould preferably be photo.jpeg and sign.jpeg respectively.

    For Uploading photograph Take your recent colour passport size photograph. The picture should be taken against a light/white

    background. In case the face on the photograph is not clear , your application is liable to be rejected.

    Candidate should upload such scanned/digital photograph. File size of each of the Photograph should not be more than 50 KB per file , otherwise it will not

    be allowed by the System to upload. To reduce the size, crop the image of the passport size photograph in MS Paint or any other Photo

    Editor. Please ensure that only the full face portion is cropped and not the entire photograph.

    For Uploading Signature The candidate himself/herself should sign (no capital letters) on a white paper with a black ink pen. Scan the signature in 200 dpi( dots per inch) scanner resolution settings and the file size should be

    less than 50 kb in jpeg format. To reduce the size, crop the image of the signature in MS Paint or any other Photo Editor. Please

    ensure that only the signature portion is cropped and not the entire A4 paper on which you have

    signed.Once photograph and signature files are uploaded by the candidate successfully, the system willshow on the screen Photograph and Signature that has been uploaded. If these have beencorrectly uploaded, you should now proceed further to generate the bank challan for thepayment through 'State Bank of India'.

    How to ensure that the Photograph and Signature are within 50 KB per file? Please open the digital or scanned photograph or signature in MS Paint by right clicking the

    photograph or signature. Press Ctrl + W, a window will open which will have an option 'resize by %'. Here enter anything

    between 10 to 50% and save the file with an extension .jpeg.

    6.1.4 Downloading Bank Challan: The candidate has to download and print the MHCET bank challanon an A4 size paper on a single page. Please adjust your printer settings suitably to take the printon an A4 size paper. The bank challan will have MHCET2014 Registration No., Name of thecandidate, address, phone number and date of registration, printed on it. The printed bank challanis in two parts. You have to take this bank challan to the SBI branch.

    6.1.5 Payment of fees at State Bank of India (SBI) Branch: The candidate has to take this printedMHCET Bank challan to any of the SBI branches(https://www.sbi.co.in/corporate/branchlocator.htm) to make the payment after 48hrs ofregistration. Please tender Rs 800.00 + Rs 60.00 Bank Commission for Open Candidates andRs 600.00 + Rs 60.00 Bank Commission for Reservation Category Candidates. On the printed

    bank challan, the bank will enter the date of payment, Journal No/Bank Transaction ID, Branch Name & Code and put a bank seal on each part of the bank challan. The bank will retain theBanks copy of the bank challan and return the rest of the bank challan to the candidate.

    6.1.6 Completion of online application Form: The candidate should visit "www.mhcet2014.co.in" andlogs in MHCET2014 registration using his/her MHCET 2014 Registration No and password after24 hours of making the payment. Please confirm whether the Bank transaction ID No. and date of

    payment have been updated. If it has been, click on the generate MHCET Confirmation Page. AConfirmation Page will open up. Please save this page and also take a print out of the same. Thiscompletes the Registration process.

    6.1.7 MHCET 2014 Registration No.& Password: The candidate is advised to keep a copy of theBank challan, MH CET2104 Registration Confirmation Page printout. He/she should note theMHCET Registration No. and password for all future correspondence with MHCET Office.

    6.1.8 Generation of Admit Card: Candidate should visit website " www.mhcet2014.co.in" any time between 28 th April 2014 and 08 th May 2014 and take a print out of the same where candidate'sMHCET 2014 Roll No., the address of the Examination centre will be mentioned.

    6.2 FLOW CHART OF MHCET 2014 REGISTRATION PROCESS

    6.3 The facility of online submission of application form will be closed on 25/03/2014 at 4.00 pm., toavoid last minute rush, candidates are requested to submit the online application form well inadvance without waiting for last date. The last date for submission online application form will

    not be extended under any circumstances. After satisfactory submission of online application formif payment is not made on or before 29/03/2014 in the bank, the candidates will not be eligible forthis examination.

    The center for examination will be allotted by competent Authority and it will be district place where the candidate passed /appearing HSC / 12th equivalent examination. In the onlineapplication form facility for choice of examination center is available only for candidates pass/appearing HSC/12th equivalent examination from outside the State of Maharashtra. A specimencopy of online application form is available in information brochure as shown is Annexure "N"

    Visit MHCET 2014 website and click Registration link. Fill following information,"Personal information, Contact information, Reservation, Educational details and MHCET details"

    Create own password and click NEXT. The candidate receives an email confirming theregistration. (Future Login will be allowed with your Registration ID and password).

    On the next screen, upload your scanned photograph and signature.Uploaded files are displayed on screen. Click SUBMIT to confirm or

    RELOAD to change the images.Applicant is required to upload his/her scanned digital photograph

    and signature in jpeg format only.

    Link is displayed to generate the Bank Challan. Take a print ofthe Challan and make payment at any of the SBI branches after

    48hrs of registration.The last date of fee acceptance at SBI branches is 29th

    March 2014

    Your admit card will be available for download from 28/04/2014 onwards.

    You must end your session properly by clicking on LOGOUT button after completing the steps above.

    6.4 The candidates desirous of claiming the constitutional and / or specified reservations must haveclaimed the same in the original online application form of MH-CET 2014, failing which theclaim will not be entertained subsequently. A candidate belonging to backward class fromMaharashtra state only, is eligible for claiming seat under reserved category. (Refer Annexure-B)

    6.5 An incomplete application form will be rejected. Application form sent by post/courier will berejected. The candidate shall submit one and only one application form. In case, candidate submitsmore than one application form. The last submitted online application form along with paymentwill be treated as valid.

    6.6 Admit Card: The Admit Cards will be downloaded from " www.mhcet2014.co.in" website after login during28/04/2014 to 08/05/2014. Candidate has to appear for examination with downloaded Admit Cardand any Photo ID proof (School / College Identity Card, Pass port).

    Issue of Admit Card is merely an enabling document for appearing at the MH CET 2014and does not imply that the candidate satisfies all the requirements of eligibility conditionsof admission to health Science Courses.

    7. CERTIFICATES No original certificates or their attested photocopies are required to be submitted along with online

    application form. However, the following certificates in original and their attested photocopies must be submitted for scrutiny at the time of filling the preference form, as well as at the time ofadmission.

    The attested photocopies of certificates for additional weightage claim along with photocopy of admitcard of MH-CET-2014 must be sent by registered post/courier/hand delivery so as to reach the office ofthe Competent Authority at Mumbai, on or before the prescribed date , failing which, the claim will not be

    granted. The envelope must be superscribed as Additional weightage claim for MH-CET-2014.

    7.10 Necessary transfer order/(s) of the parent (Rule 4.7 and Rule 4.8 and Annexure C 3(d)).

    8. PREPARATION OF MERIT LIST AND DECLARATION OF RESULTThe Competent Authority will conduct the examination, evaluate the answer sheets and declare theresult. The result will be declared on websites of DMER i.e. www.dmer.org on or before 14/6/2014.8.1 After the examination question booklet of all versions will be made available on website

    "www.dmer.org" from 20/05/2014. Provisional Answer key of each version will be madeavailable on website "www.dmer.org " from 22/05/2014. The OMR Answer sheet of all thecandidates will be made available on " www.mhcet2014.co.in" website from 26/05/2014. TheOMR Sheet will be available to each candidate after entering Password and Registration ID asmentioned in flow chart of registration process. (Refer rule no 6.2)

    8.2 Preparation of Merit List for Selection to Health Science CoursesMarks obtained by the candidate at the MH-CET-2014 will be corrected with additionalweightage for the circumstances/activities stated at Annexure-G and State Merit List indicatingState merit number, regional merit number, categorywise merit number, will be prepared on the

    basis of such corrected marks, in descending order of merit.8.3 The downloadable mark sheet will be made available on website " www.mhcet2014.co.in" from

    26/06/2014 till the last date of filling up of preference form.8.4 Tie-breakers

    In case of equal corrected marks at the MH-CET-2014, the following procedure shall be adoptedfor deciding inter-se merit,

    First level : A candidate with higher total of uncorrected marks in Physics, Chemistry andBiology at the MH-CET-2014 shall be preferred, if the tie still persists, then:

    Second level : A candidate with higher marks in Biology at the MH-CET-2014 Examinationshall be preferred, if the tie still persists then:

    Third level : A candidate with higher marks in Chemistry at the MH-CET-2014

    Examination shall be preferred, if the tie still persists then:

    Fourth Level : A candidate with higher percentage of aggregate marks at the SSC (orequivalent) Examination shall be preferred, if the tie still persists, then:

    Fifth level : An older candidate shall be preferred over a younger candidate.

    8.5 Verification of Marks Obtained at MH-CET 2014: If a candidate desires to get his/her Answersheet evaluation verified, an application in prescribed proforma (Annexure L), along with selfaddressed unstamped envelope (9X 4.5) should be submitted to any Divisional Authority ,within 4 days of declaration of the result of MH-CET-2014, along with Demand Draft/Pay Orderof Rs.1000/- (Rs. One Thousand only) drawn on any scheduled commercial bank in favour ofDirector of Medical Education & Research, Mumbai, payable at Mumbai.

    The candidate will be sent photocopy of the Answer sheet and model answer key, after dueverification by the Competent Authority through registered post.

    Representations received after the specified period will not be entertained. The change if any,shall be communicated to the candidate. The decision of the Competent Authority in this mattershall be final and binding.

    8.6 The Rules and Regulation/procedure stated herein is applicable for MH-CET-2014 examinationand selection to Health Science Courses for the academic year 2014-2015. No promise is impliedherein for the subsequent years and no expectations should be based on this for future.

    9. REVALUATION OF HSC OR EQUIVALENT EXAMINATION MARKSIf the marks of a candidate at HSC (or equivalent) examination have been revised on revaluation, theeligibility of the candidate may be altered. The candidate will be permitted to avail the benefit of revisedmarks upto the last date of filling up of Preference Form, subject to his/her representation to that effectto the Competent Authority and production of necessary proof to the satisfaction of the latter.

    10. SEATS ALLOCATION TO ALL INDIA QUOTA AND SEATS EARMARKED FORTHE "CENTRAL POOL SCHEME"

    Among all the seats available in Health Science Courses at all Government/Municipal Corporation andGovernment aided Health Science institutions, AIPMT quota and seats earmarked for the "central poolscheme" are allocated as follows,

    10.1 AIPMT Quota : At present 15% seats in each Government and Municipal Corporation Medical(MBBS) and Dental (BDS) Colleges are contributed to All India Quota. All India quota seats(15% AIPMT Quota seats / Surrendered back to the state shall retain their original Character filledin by 30% state quota All India Quota will retain their original Category character. All IndiaQuota surrendered Seats having OBC character will be allotted to MH CET candidates, of VJ,

    NT1, NT2, NT3 and OBC Category candidate (group together) as per interse merit.

    10.2 Seats Earmarked For The "Central Pool Scheme": Fifteen (15) seats in Govt. Medical Colleges,Three (3) seats in Govt. Dental Colleges and Five (5) seats (BAMS) in Govt. Ayurved Colleges

    are filled by the Ministry of Health and Family welfare, Government of India, Nirman Bhavan, New Delhi as a seats earmarked for the, central pool scheme. Any Vacancies under "central poolscheme" shall be filled in by 30% OPEN category candidate from State Merit List. The Ministryof Health & Family Welfare is maintaining a Central Pool of MBBS/BDS seats by seekingvoluntary contribution of various States/UTs having Medical/Dental Colleges and institutions.The seats collected in the Central Pool from the States/UT Governments/Institutions are in turnallocated to the States/UTs which are not having Medical/Dental Colleges of their own and tocertain other Ministries/Departments like Ministry of External Affairs, Defence, Home Affairs,Human Resources Development and Cabinet Secretariat to mean their needs.     10.3 The scheme of seat distribution for State Quota seats will be published in the information brochure for preference system. There will be constitutional and specified reservations for StateQuota.

    11. LEGAL JURISDICTIONAll disputes pertaining to the conduct of examination and selection shall fall within the jurisdiction ofCourts, at Mumbai only. The Competent Authority shall be the legal person in whose name theGovernment of Maharashtra may sue or may be sued.

    12. CONDUCT AND DISCIPLINE12.1 Failure of the candidate in entering full and correct information in the online application form

    and/or suppression of any information would lead to disqualification of the candidate for MH-

    CET 2014 or even at later date. Such a candidate will be debarred from the examination / entire

    selection process.

    12.2 Adopting an unfair means or engaging in malpractice in the examination shall render a candidate

    liable for punishment under, Maharashtra Prevention of Malpractices Act, Universities, Board

    and Other Specified Examination Act, 1982 and disqualify him/her for MH-CET-2014

    examination.

    12.3 If any person(s) or officer(s) dealing with the conduct of the MH-CET-2014 are found engaged

    in act(s) that would result in the leakage of question paper or attempt to use or help in the use of

    unfair means in this examination, he/she shall be liable to prosecution under Indian Penal Code.

    12.4 As per Government Resolution (G.R. No. MED 1007/CR-490/07/Ed-2 dated 8th Feb 2008 and

    any G.R issued in this regard from time to time), candidates joined against the seats of

    Government/Municipal Corporation colleges for admission to MBBS/BDS Courses either

    through GOI nominee, All India quota or through MH CET 2014 will be required to sign a bond

    to serve the Government of Maharashtra or local self government or Defence services for a period of one year, failing which he/she will be required to pay Rs.10,00,000/- (Rupees ten lacs

    only) for the default. Additionally, he/she will be required to sign an undertaking to the effect

    that he/she will not leave India within a period of five years from the date of obtaining the

    degree, otherwise he/she will have to pay Rs. 10,00,000/- (Rs.Ten lacs only) as penalty.

    13. Any issue not dealt here-in above will be dealt with, when arising, fully and finally by the

    competent authority. Any amendments made by Government of Maharashtra from time to time will

    be implemented.

    against a post reserved for such Castes, Tribes or Classes by producing a false Caste Certificate shall, oncancellation of the Caste Certificate by the Scrutiny Committee, be liable to be debarred from theconcerned educational institution, or as the case may be, discharged from the said employment forthwithand any other benefits enjoyed or derived by virtue of such admission or appointment by such person asaforesaid shall be withdrawn forthwith.

    (2) Any amount paid to such person by the Government or any other agency by way of scholarship, grant,allowance or other financial benefit shall be recovered from such person as an arrears of land revenue.7

    (3) Notwithstanding anything contained in any Act for the time being in force, any Degree, Diploma or any

    other educational qualification acquired by such person after securing admission in any educationalinstitution on the basis of a Caste Certificate which is subsequently proved to be false shall also standcancelled, on cancellation of such Caste Certificate, by the Scrutiny Committee.

    (4) Notwithstanding anything contained in any law for the time being in force, a person shall be disqualifiedfor being a member of any statutory body if he has contested the election for local authority, Co-operative Society or any statutory body on the seat reserved for any of Scheduled Castes, ScheduledTribes, De-notified Tribes, (Vimukt jatis), Nomadic Tribes, Other Backward Classes or SpecialBackward Category by procuring a false Caste Certificate as belonging to such Caste, Tribe or Class onsuch false Caste Certificate being cancelled by the Scrutiny Committee; and any benefits obtained bysuch person shall be recoverable as arrears of land revenue and the election of such person shall bedeemed to have been terminated retrospectively.

    Para 11: (Offences & Penalties)(1) Whoever,-

    (a) Obtains a false Caste Certificate by furnishing false information or filing false statements or documentsor any other fraudulent means ; or

    (b) not being a person belonging to any of the Scheduled Tribes, De-notified Tribes, (Vimukt jatis), Nomadic Tribes, Other Backward Classes or Special Backward Category secures any benefits orappointment exclusively reserved for such Castes, Tribes or Classes in the Government, local authorityor any other company or corporation owned or controlled by the Government or in any Governmentaided institution, or secures admission in any educational institution against a seat exclusively reservedfor such Castes, Tribes or Classes or is elected to any of the elective offices of local authority or Co-operative Society against the office, reserved for such Castes, Tribes of Classes by producing a falseCaste Certificate; shall, on conviction, be punished , with rigorous imprisonment for a term which shallnot be less than six months but which may extent up to two years or with fine which shall not be lessthan two thousand rupees, but which may extend up to twenty thousand rupees or both.

    (2) No court shall take cognizance of an offence punishable under this section except upon a complaint, in

    writing, made by the scrutiny Committee or by any other officer duly authorized by the Scrutiny Committee forthis purpose.

    Para 12: (Offences under Act to be cognizable & non-bailable) Notwithstanding anything contained in the Code of Criminal Procedure; 1973 --

    (a) offence punishable under section 11 shall be cognizable and non-bailable;(b) every offence punishable under this Act, shall be tried by any Magistrate of First Class in a summery

    way and provisions of sections 262except sub-section(2) to 265 both inclusive of this Code shall as for as possible may be applied to such trial.

    Para 13: (Penalty for issuing false Caste Certificate)(1) Any person or authority performing the functions of Competent Authority under this act, who

    intentionally issues of false Caste Certificate shall earn conviction, be punished with rigorousimprisonment for a term which shall not be less than six months but which may extend up to two years orwith fine which shall not be less than two thousand rupees, but which may extend up to twenty thousandrupees or both.

    (2) No court shall take cognizance of an offence punishable under this section except with the previoussanction of the Government.

    Para 14: (Penalty for abatement)Whoever abets any offence punishable under this Act shall be punished with the punishment provided for

    in this Act for such offence.

    A specified number of seats i.e. 5% of the intake capacity, subject to a maximum of 5 seats in each Government/Municipal Corporation /Government Aided Medical, Dental/ Ayurved ,Unani Colleges and some allied Health Sciencecourses are reserved for children of Defence Service Personnel and Ex-Defence personnel, including those permanentlydisabled or killed in action. The ratio of these seats between Ex-defence and In-service Defence personnel is as given

    1) DEFENCE CATEGORIES

    (c) Def3 - For a son/daughter/spouse of Active defence service personnel, transferred to Maharashtra State fromout-side Maharashtra, who is not domicile of the State of Maharashtra.

    2) For selection against Def-1 & Def-2 seats following conditions will apply;

    a) To be eligible for such a seat, a candidate must be a son/daughter/spouse of a person who has been a memberof the Armed Forces of India and who has put in at least 5 years active service and has been subject to IndianArmy Act, Indian Navy Act or Indian Air Force Act; and includes an ex-serviceman who has retired fromsuch service or was permanently disabled/killed in action. A candidate claiming a seat under Defencecategory will be required to produce a certificate from an Appropriate Authority, who is authorized to issuesuch certificate/Zilla Sainik Board in the State of Maharashtra certifying the same.

    b) However, the condition of minimum active service for five years will stand relaxed in case of Defence service person who has been permanently disabled or killed in action. The exception is admissible subject to

    production of a certificate from Zilla Sainik Board in the State of Maharashtra certifying permanentdisability/death of such Defence Service person.

    c) To be eligible for seat in Def-1 & Def-2 category candidate should produce following certificates, i)Certificate mentioning that his / her parent who is/was defence personnel ii) Domicile certificate of the parentstating that he/she is domicile in the State of Maharashtra. The domicile certificate should be obtained fromDistrict Magistrate/Metropolitan Magistrate/ Addl. District Magistrate or Tehsildar.

    d) Candidates belonging Def-1 & Def-2 category shall be considered eligible for admission even if they have passed SSC and /or HSC examination from outside Maharashtra State.

    3) For selection against Def.-3 category following conditions shall apply:-

    (a) The concerned Defence Service person who is not domicile of the State of Maharashtra and who has beentransferred in public interest to Maharashtra State, prior to the last date for filling up of Preference Form.

    (b) The concerned Defence Service person ought to be working as on the last date of filling of Preference Form,at a place within the jurisdiction of the concerned regional area in Maharashtra in which the candidate isseeking a seat.

    (c) The candidate ought to have appeared and passed the qualifying examination.

    (d) The candidate is required to attach necessary and sufficient proof to fulfill above conditions and a certificate in proforma issued by appropriate authority who is authorized to issue such certificate.

    1) As per Graduate Medical Education Regulation 1997 and Amendment Notification No. MCI-34(41)/2008-Med./ 54469 Dated 25 th March 2009, and MCI guidelines letter No.MCI-34(1)/2003-Med/11773, dated 14/7/2003 following is the criteria for reservation under Physically HandicappedCategory.

    3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotorydisability of lower limbs between 50% to 70%.Provided that in case any seat in this 3% quota remains unfilled on account of unavailability ofcandidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat inthis 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to50% - before they are included in the annual sanctioned seats for State Quota candidates.Provided further that this entire exercise shall be completed by each medical college/institution as per thestatutory time schedule for admissions and in no case any admission will be made in the Medical courseafter 30 th of September

    RESERVATION

    Eight seats in Government Medical Colleges, two seats in Government Dental Colleges and five seats inGovernment and Govt. aided Ayurvedic Colleges in Maharashtra are reserved for the candidates belongingto Maharashtra-Karnataka Disputed border area on the following conditions:

    a) The candidate must be a domicile of place situated in the areas as specified in the list given below, and produce a domicile certificate from the District Collector accordingly.

    b) He should have passed SSC (or equivalent) and/or HSC (or equivalent) examination from an Institutionsituated in the border area. The candidate must produce a certificate from the Principal/Head-Master ofthe College/School stating that candidate has passed SSC/HSC (or equivalent) examination from theInstitution.

    c) Mother tongue of the candidate must be Marathi. The candidate must produce a certificate from thePrincipal/Head-Master of the School from which he/she has passed the SSC (or equivalent)examination, stating that the candidates mother tongue is Marathi as per the original school record.

    HILLY AREA (HA) RESERVATION

    As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt. / MunicipalCorporation Medical colleges are reserved for the candidates from Hilly areas.

    In accordance with G.R. issued by the Govt. of Maharashtra MED Dept. G.R. No. MED-1002/3852/CR-617/02/Edu-2, dated 17/4/2003 and resolutions issued by Govt. of Maharashtra from time to time, thecandidates claiming seat under HA claim should satisfy following criteria to be eligible:

    i) Domicile Certificate of the parent stating that he/she is domicile in the village declared as a Hilly areaspecified in the Table for the respective Regions (Rest of Maharashtra/Vidarbha /Marathwada). Thesaid certificate should be obtained from the concerned Revenue Department officer (Tehsildar andAbove).

    ii) To avail the benefit of HA claim, the candidate must appear at MH-CET- 2014 examination.iii) The Competent Authority shall select the candidates claiming HA, on the basis of their Merit at MH-

    CET- 2014 examination.iv) The constitutional reservation is provided under these HA claim seats.v) The candidate should pass SSC/HSC (or equivalent) examination from School/Junior College situated

    in the hilly area of his/her parents domicile or if not so, at the most, from a School/Junior Collegesituated in the taluka of his/her parent's domicile.vi) Only the areas mentioned in the latest information provided by the concerned department and

    uploaded by the competent authority on the website "www.dmer.org" will be considered for the HA claim. The students are specially informed that the corrections if any in the HA area name mentioned in the list should be done by the students from the concerned department for HA claim.

    ADDITIONAL WEIGHTAGE CLAIM

    Benefit of additional marks is restricted to 1% of maximum obtainable marks in Physics, Chemistry and Biology at the MH-CET-2014 i. e. 7.2 marks per category and/or 7.2 marks per sports/game as stated bellow, subject to the condition that the total number ofadditional marks under all the headings together, for consideration of weightage shall be limited to a maximum of 4% of maximumobtainable marks at the MH-CET-2014 i.e. 28.8 marks.

    The certificate/s required for additional weightage claim must reach to the Competent Authority at Mumbai on or before thenotified date, failing which the claim will not be granted.

    1. SPORTS

    A candidate claiming the benefit of representing his/her Institution and actually participating in an inter-Institutionaltournament/competition organized at State/National level between the period of his/her passing of SSC (or equivalent)examination and HSC (or equivalent) examination , in any of the following games will be given additional marks (7.2 marks

    per sports/game as listed below) as specified, provided he/she is,
