India International Coir Fair (IICF 2007) Background Coir Board under the Ministry of Micro, Small and Medium Enterprises had organized the first India International Coir Fair from 11-13th October 2001 at Kochi to showcase the capabilities and potential of Indian Coir Industry before a discerning national and international audience. It was the first ever attempt of the coir industry to organize an event with international dimensions. The unfortunate incident of the 11th September attack on World Trade Center in United States of America however, had its shadow and affected the prospects of participation of importers in large number in the fair. However, the fair was successful in attracting exporters and manufacturers in large number to exhibit their products and a handful of importers. Organisation of IICF once in two years, although, was a general consensus among all concerned, it could not be materialised, despite the best efforts subsequently, till 2007. Genesis of the IICF- 2007 Coir Board had originally made a proposal to sponsor a group delegation of exporters to visit overseas countries utilizing the assistance under Market Access Initiative Scheme for promoting export of coir from India. On a re-.consideration it was decided to change the original proposal to a reverse delegation from abroad with financial assistance from the Ministry of Commerce under Market Access Initiative Scheme. It was expected that if the buyers from abroad get an opportunity to see the full range of products produced by the Indian Coir Industry and available for export and the deeper insight of the production techniques and the community producing the items, it would have more impact on their buying decisions. Moreover at present the chunk of the export is made by a few large scale exporters. If the visit of the importers is facilitated to this side, the small scale manufacturers and exporters who do not have adequate exposure to market their products abroad at the same time having adequate export potential can also take advantage of the opportunity that exist in the overseas market for promoting this environment friendly product. There are instances of a number of new coir entrepreneurs entering the export business after getting adequate exposure to the global market prospects and environment through participation in International Exhibitions along with Coir Board. Coir Board decided to organize the second India International Coir Fair to showcase the capabilities of Indian coir from 7th to 11th December 2007 so that

the delegates visiting India can see the whole range of coir products available for export, particularly the new generation products of the industry and can meet all manufacturers and exporters at one place. Emphasis was given to communicate the status of coir as an eco friendly, ethnic and versatile product which employs almost totally environment friendly technologies and help in gender empowerment. The programme was designed to facilitate congregation of various players such as importers, potential buyers, interior decorators, landscapers, organizations concerned with erosion control/ soil stabilization and domestic market players. Organising Committee The Organising Committee constituted for IICF 2007 is annexed. (Annexure A)

Pre-Fair Events Pre-Event Marketing Missions in India and Abroad Approached All Embassies/ High Commissions of India and other Trade Missions abroad and overseas Embassies and High Commissions in India have been addressed seeking their co-operation for ensuring large scale participation of foreign delegates in the fair. Marketing materials like posters and a flyer were brought out and have been sent to these Trade Missions, Chambers of Commerce and Industry, Import Promotion Offices abroad, trade and industry in India, Trade Promotion Organisations, coir producing States and other target audience. There has been overwhelming response from the Trade Missions, Embassies and High Commissions of India abroad and most of them have communicated the message of IICF to the target audience and prospective trade visitors through their website and other media available to them. Coir Board participates in selected important trade fairs and exhibitions organised in various countries, particularly in Carpet and Home Decor Fairs. In all such international fairs in which Board participated after deciding to hold the IICF 2007, the message of IICF was communicated to the fair visitors through appropriate marketing materials.

Press Conference and Road Show at New Delhi Coir Board had organised a Press Conference at 11.30 a.m. on 26.10.2007 at Hotel Intercontinental, New Delhi as a prelude to the forthcoming event IICF 2007 at Kochi. About 55 media representatives covering main line publications, vernacular publications, electronic channels and wire agencies participated in the press conference of the Chairman, Coir Board on IICF 2007. At the press conference, the major objectives of IICF 2007, the events being organised in that connection the extent of trade and industry participation, the reaction of the global importers and other similar highlights of the events were provided to the media personnel through video presentations and Chairmanʹs interaction with the media. During the subsequent days there were wide coverage in the national and regional dailies and through network of televisions. The road show was organised on the same day at Hotel Intercontinental at 6.30 p.m. The road show was targeted at selected audience like Buying Houses, Inter Country Trade Chambers, Embassies, Trade Councils and General Trade and Import and Export Councils and Govt. officials. Around 50 delegates from various organisations participated in the road show. The Honʹble Minister of Micro, Small and Medium Enterprises Shri Mahabir Prasad attended the road show for some time in the beginning. Road Show at Kochi on 10.11.2007 A Road Show was organised at Hotel Travancore Court, Kochi on 10.11.2007 targeting the logistic supporters and shipping companies in the city. Representatives of some of the leading shipping companies participated in the road show. Press Meets of Chairman which were held periodically helped in communicating the developments in organising IICF 2007 to the public. Website of IICF An informative website of IICF was hosted with web address www.iicfonline.com with linkage to Kerala Tourism and Coir Board site with facility for online registration for participation in the fair, seminar and buyer seller meet.

Hoardings/ Posters/ Banners Hoardings on IICF were erected at vantage points in Kerala and elsewhere besides publicising the event through display of posters and putting up banners and publicity through other display arrangements. IICF - Curtain Raiser on 03/12/2007

Coir Board organized the IICF Curtain Raiser Meet on 3rd December 2007 at Avenue Center, Panampilly Nagar, Kochi to announce the programme and release of Logo of IICF 2007. Prof. Mercy Williams, Worshipful Mayor of Cochin Corporation inaugurated the event. Shri A C Jose presided over the function. Smt. Minnie Mathew I. A. S, Chairperson, Coconut Development Board & Vice Chairperson of the Organizing Committee (IICF-2007), Shri. N. Venugopal, Vice Chairman of the Organizing Committee (IICF-2007) & President of the Co-ordination Committee of Coir Exportersʹ Associations addressed the gathering. A large number of Exporters, Manufacturers, IICF Sponsors and other dignitaries witnessed the IICF Curtain Raiser. Prof. Mercy Williams released the IICF Logo and the programme of IICF at the event.

Delegate Sourcing and Management

Ensuring participation of at least a minimum of 75 serious buyers from importing countries was a pre-condition, when the Ministry of Commerce and Industry had approved the proposal of the Coir Board for organising an International Coir Fair with the Ministryʹs funding support, under Market Access Initiative Scheme. IICF 2007 was primarily conceived as an event capable of providing the benefits to the export trade, of a reverse delegation. Therefore added importance and emphasis was given for sourcing credible and reputed buyers from the overseas market to participate in the IICF 2007 for ensuring short term and long term benefits in the matter of export promotion. After usual formalities of identifying a professionally competent and experienced consultant for sourcing and management of overseas delegates, M/s Chrysalis Communications Pvt. Ltd. based in Trivandrum, Kerala was identified to work as consultant for sourcing credible importers from abroad. An exclusive, dedicated event secretariat was set up at the office of the Chrysalis at Trivandrum with a team headed by Director, Chief Co-ordinator, Data Base Management Team of two, Tele Calling Team of five, PR team of two etc. The entire sourcing was spread over a period of four months. Being the first of its kind in coir industry, the campaign was planned to the last detail and executed with care to ensure that not only the numbers were achieved but also genuine and best buyers were identified and invited. Including the data base sourced from Dun & Bradstreet, buyer list from the manufacturers and exporters of coir in India, those collected from domestic and international Buying Houses/ overseas sales agents, data base from the embassies and trade missions etc., data base of over 8000 buyers were compiled. As a result of consistent and earnest efforts, a total of over 126 registrations were received online out of which 102 confirmed their participation. There were 12 dropouts. Besides, 18 delegates who had not confirmed their participation earlier had also landed at Kochi for the event. There were 108 buyers from 33 countries. A list of country wise buyers who attended the IICF 2007 is annexed. (Annexure B). The Seventh Commonwealth - India Small Business Competitiveness Development Programme was organised by the Commonwealth Secretariat in association with the Coir Board at Kochi from 5th to 10th December, 2007 to synchronize with India International Coir Fair. Seventy two delegates

representing thirty two member countries of the Commonwealth participated in the programme. All these delegates, some of whom are prospective buyers of coir, were active participants in the IICF 2007. Hospitality The Organising Committee of the India International Coir Fair with the active support of the consultant engaged for sourcing and management of the foreign delegates spared no efforts in extending a befitting hospitality to the invitees from abroad. The delegate management involved reception of the guests, hotel transfers, transport management, venue transfers, confirmation of return tickets, delegate management at cultural programmes, visit to IICF and buyer seller meet and departure transfers to airport. During the period of IICF, Reception Counters manned by specially trained executives were functioning at Kochi International Airport both at the international and domestic terminals. Trained volunteers recruited for the purpose had been deployed for extending all assistance to the delegates in the six hotels identified in the city for accommodating them. Reception and registration counters were also functioning at the IICF venue. Delegates were provided info kits containing brochures, leaflets, tourism brochures, city guides, delegate badges, feed back forms etc. For the benefits of the guests from abroad cultural evenings were organised all the days during 7-11 December at selected hotels in the city featuring a series of spectacular performances highlighting a variety of art forms that have enriched the cultural heritage of India, particularly Kerala, which became a unique visual feast. Those evenings provided a never before experience to the audience especially to the foreign guests. These cultural shows were followed by sponsored dinners.

Inaugural Function It was 9 a.m. on the bright and pleasant sunny day on 7th December 2007.

The ceremonial flag of India International Coir Fair 2007 glittering in the sunlight of the bright morning slowly floated up in the flagstaff erected in front of the fair venue at Jawaharlal Nehru International Stadium at Kochi in Kerala. Shri A C Jose, Chairman of the Coir Board and Chairman of the Organising Committee hoisted the flag. The unfurling of

the fair flag marked the beginning of the historical event IICF 2007. The caparisoned elephants with muthukuda mounted on it, with venchamaram weaving in the air in the background of traditional thalavattom, the rhythm of panchavadyam, thalappoli with women dressed in traditional Kerala style attire, a huge jubiliant and enthusiastic crowd of fair visitors, exhibitors, participants and delegates from India and abroad all charged the atmosphere with a festival fervour. Earlier coir entrepreneurs of Tamil Nadu arrived at the venue in a convoy of vehicles carrying a torch from Pollachi, symbolising the progress of coir industry in Tamil Nadu and handed over the same to the Chairman of the Organising Committee, Shri A C Jose. The Chairman lit the stationary torch mounted over a specially set up decorated platform in front of the flagstaff. The torch was kept burning throughout the end of the IICF on 11th December 2007. The Organising Committee of the India International Coir Fair led by Shri A C Jose, Chairman, Coir Board, officers of the Board and Industry & trade representatives gave a traditional warm welcome to the Ministers and dignitaries who came for the inaugural function on 7th December 2007 morning at the entrance of the IICF venue at Jawaharlal Nehru International Stadium, Kochi. The programme of the inaugural function is annexed (Annexure C).

The five day event took off with flying colours when Shri Jairam Ramesh, the Honʹble Minister of State for Commerce, Govt. of India lit the ceremonial lamp and declared IICF 2007 opened at the inaugural function held at 10.30 a.m.

at the Convention Hall at Jawaharlal Nehru International Stadium. In his Inaugural address, Shri. Jairam Ramesh, Honʹble Minister of State for Commerce, Govt. of India stated that the Govt. of India is giving due importance for development of Coir Industry in India. The

support given to the Coir Board in organizing the programme by arranging reverse delegation is only a part of the development programmes for coir. The Govt. of India has given approval for a very important programme for modernization of Coir Industry. This is an ambitious programme. With the implementation of the programme it is expected that it would enhance the status of coir as a lifestyle product and would enhance its value. Reducing drudgery is yet another aim of the programme. The project would cost Rs. 240 Crores. ʺAlleppey Coirʺ has already got Geographical Indication registration and it is expected that this would enhance the brand image of Alleppey Coir which in turn would help to fetch better price. Coir Industry is not a Traditional Industry, it is a Modern Industry in the path of development. There had not been any sizeable investment towards productivity enhancement in the Coconut Industry during the last 40 - 50 years. The Govt. of India has taken up a very big Coconut Re-plantation and Rejuvenation Programme to be carried out over the next 10-15 years. It is almost a 4,700 crore programme and Govt. of Indiaʹs component would be roughly one third and the balance would come as soft loans from financial institutions. But the whole idea is to replace almost 4,00,000 hectares of coconut plantations in the coconut growing areas of South India, particularly, which are senile, unproductive and disease prone and the health of the coconut industry is essential to ensure continued growth of the coir industry.

The Minister congratulated Coir Board and its Chairman for organizing the programme. Minister Extended a warm welcome to the delegates from abroad and advised them to spend some time to feel the natural beauty of the Great State of India. Before concluding he once again wished IICF 2007 all success. The programme was declared opened by lighting the ceremonial lamp.

In his address, Shri.G Sudhakaran, Honʹble Minister for Coir, Co-operation and Devaswom outlined the various steps taken by the State Government of Kerala for the development of Coir Industry. Coir is a symbol of hard work, imagination and beauty. It is also an export oriented industry. The Coir products are famous

because it is 100% natural and biodegradable. The State Government is going to implement its development programmes in Coir Sector through the Coir Cooperatives and Public Sector Undertakings. 1,000 coir outlets will be opened in various Districts and Panchayats by the State Govt. and coir products will be sold with brand name ʺKerala Coirʺ. The State Government have already made a representation to the Central Government for reintroduction of MEP and Purchase price. This would help the manufacturers and workers to earn a decent living. The Honʹble Minister concluded his speech wishing all success to the fair. Shri Golappalli Surya Rao in his brief address touched upon the prospects and progress of coir industry in Andhra Pradesh. He felicitated Chairman, Coir Board and team of officers for organising the fair with international perspective. Speaking on the occasion, Dr. Christy L Fernandez IAS, Secretary to the President of India, stated that continued efforts are required to sustain the developments in the Coir Sector. It is necessary to promote other hard fibres as well and the Coir Board is capable of undertaking that activity. For this it is necessary to constitute a National Natural Hard Fibre Board. Coir is facing bigger challenges in markets abroad, he added. What is required by the consumers are innovative products. Using coir alone, innovative products cannot be produced. Those involved in the coir sector should

learn to manufacture products using other natural hard fibres and blended products using coir so that the industry would grow further. More R & D is required for developing diversified and innovative products in attractive designs and patterns. It is time to accept innovative and new ideas. To acquire new technologies and new ideas we have to make maximum utilization of IT enabled services. It is necessary to organize this kind of programmes in the coming years with due partnership with the exporters and manufacturers so that success of the programme can be ensured. Concluding his speech Dr. Christy Fernandez stated that organization of this kind of programmes would lead to better understanding and generation of business. Dr. Chandrapal IAS, Secretary to Govt. of India, Ministry of MSME stated

that the Ministry of MSME would support the Coir Board in organizing such programmes in the coming years. He congratulated the Chairman for having arranged the programme which would act as a catalyst to promote export of coir and coir products from India. Dr. Chandrapal IAS also released the book ʺIndian Coir- A Reference Bookʺ.

Doyens of Coir Industry Honoured It was a moment of glory to the recipients of prestigious award presented by the Coir Board on the occasion of the inaugural ceremony of India

International Coir Fair 2007 in recognition of lifetime contribution for the development of coir industry. Six luminaries were honoured with three categories of awards. A jury consisting of eminent personalities had earlier decided the recipients of these prestigious awards. Shri V R Prasad, Travancore Mats &

Matting Company, Cherthala, Allappuzha in Kerala and Shri V R Bhaskar, Venugopal Coir Industry, Pattukkoottai, Thanjavur District in Tamil Nadu were honoured with the ʺAward for Lifetime Contribution to Coir Industryʺ. Shri M P Pavithran, President, Kerala State Small Scale Manufacturers Federation,

Alappuzha was honoured with ʺAward for Meritorious Services rendered to small scale coir manufacturing sectorʺ. The contribution of importers in the development of a stable export market was also thankfully remembered on the occasion of IICF when the Coir Mithra Award was presented to Mr. Edigio Giocomini (Jr.), Kerafibretex International (P) Ltd., Kakkanadu, Kochi, Kerala, Shri S S Maniam, Maniam Group of Industries, Tiruvarur, Tamil Nadu and Smt. Kuntala Kumari Acharya, Nilachal Nari Seba Samithy, Sakhigopal, Puri, Orissa were the other recipients of Coir Mithra Award. These awards were presented at the inaugural function by Dr. Christy Fernandez IAS, Secretary to the President of India.

IICF 2007 - The Largest Showcasing of Indian Coir

The Exhibition was intended to showcase the capabilities of Indian coir sector to cater to the world market requirements. It was organised with an international perspective. There was overwhelming response from the coir manufacturers, exporters and manufacturers of allied products to participate in the exhibition. There were a number of exhibitors, from Tamil Nadu, Karnataka, Orissa and Andhra Pradesh besides those from Kerala. The fair was a fascinating world of colourful coir products. The items displayed include coir door mats, carpets and floor coverings in varied designs, coir products blended with other natural fibres, coir geo textiles, coir mattress, coir pith, coir garden articles like plant climbers, fibre baskets, fibre liners, fibre discs, coir pots etc. and coir manufacturing machineries.

The participants consisted of manufacturers and exporters of coir, coir geo textiles, coir pith based products, rubberised coir mattresses, machinery manufacturers and handicraft manufacturers. Representing the MSME sector, besides the coir units, KVIC, National Institute of Rural Development, National Small Industries Corporation and National Institute

of Designs also put up their display of products/ services in the exhibition. The other major participants were India Trade Promotion Organization, Coconut Development Board, Rubber Board, Spices Board, Marine Products Export Development Authority, Export Credit and Guarantee Corporation, State Bank of India, Bank of Baroda and Apollo Tyres. The Karnataka State Coir Co-operative Federation Limited, Karnataka State Coir Development Corporation, Tancofed, Coirfed, Foam Mattings India Ltd. were the major participants representing public sector undertakings in the coir sector.

The Central Coir Research Institute, Kalavoor, Alappuzha and the Central Institute of Coir Technology, Bangalore put up separate stalls highlighting their activities. The wood substitutes such as furniture, tray etc. developed by the Central Institute of Coir Technology, Bangalore attracted the host of visitors.

There were more than 80 exhibitors who displayed their products in 113 stalls. 108 buyers from 33 countries visited the exhibition and negotiated business. Besides, 72 delegates from 32 member countries of Commonwealth also had visited the exhibition. The display of coir products characterised by the variety of spectacular

range in texture, richness in colour, innovation in ideas etc. attracted the fair visitors. Nearly 90,000 persons consisting of designers, interior decorators, traders, business houses and common public visited the exhibition during the five days of IICF 2007. List of companies/ organizations who had put up their stalls in the exhibition is annexed (Annexure D).

An exclusive and a very attractive pavilion set up by the Coconut Development Board was the star of attraction in the Hanger B, where the stalls of Public Sector Undertakings were mainly housed. The coconut based products of some of the units on display at the pavilion were widely appreciated by the

visitors. The product on display included coconut oil, coconut chips, soap, preserved coconut water, coconut shell/wood based handicrafts items etc. The stall put up by Jayadurga Mahila Sangh from Puri in Orissa presented a very impressive display of handicrafts made out of coir fibre. At the stand there was live demonstration of woman artisans

converting coir into beautiful forms - crocodiles, elephants, camels, horse, dragon and what not; all in fanciful ways embellished with thread work, sequins and woolen thread. Live Demonstration on Coir Technology At the India International Coir Fair 2007, special emphasis was given to demonstrate some of the important technologies developed as a result of the research and development effort of

the Coir Board through its twin research institutes - Central Coir Research Institute at Kalavoor in Kerala and the Central Institute of Coir Technology at Bangalore in Karnataka. Live demonstrations were organised in an exclusive pavilion set up for the purpose at the Jawaharlal Nehru International Stadium. Technology demonstrated includes willowing of coir fibre in willowing machine, spinning of coir yarn in motorised ratts, coir retting with coirret, composting of coir pith using pithplus, weaving of coir door mats and matting in Anupam and Anugraha loom, coirnet green house, effluent treatment etc. Besides live demonstration an array of posters and blow ups were displayed depicting various processing and manufacturing activities involved in coir industry. Sponsors get adequate projection at IICF- 2007 The major sponsors for IICF-2007 received adequate projection at the fair through their participation in exhibition. The major sponsors were the India Trade Promotion Organization, the Export Credit Guarantee Corporation of India Limited, Appolo Tyres Limited, State Bank of Travancore, Bank of Baroda and Canara Bank . Industry Visits Romance of Coir stems from the fact that * Raw material is only a bye product of the Coconut Industry - Coconut Husk - a throw away waste * Industry is concentrated mainly in rural and semi urban areas providing livelihood to thousands of people belonging to economically and socially backward strata of the population. * More than eighty percent of labour employed are women who derive their primary income from coir. * Entire processing and production operations involved are environment friendly not contributing to pollution. * The ultimate products are all eco-friendly and biodegradable.

* The application of hand and hand operated equipments and machineries predominates the production operations. Although the overseas buyers are familiar with the products of coir they import, most of them are not aware of the facts mentioned above, may be the facts making coir different from the host of the competing articles. Seeing is believing. During the fair every day the interested delegates were provided facilities for visiting the spinning and product manufacturing industrial units in Alappuzha, the cradle of Coir Industry.

International Seminar on Coir A three days’ International Seminar on Coir was conducted at the Jawaharlal Nehru Stadium, Kochi in connection with the IICF, 2007 during the period from 9-11 December, 2007. The seminar was held to disseminate the details of technological advancement world over in the field of coir industry particularly in India to the entrepreneurs from India, visiting public as well as

delegates from the various foreign countries. The Seminar was inaugurated at 10.00 a.m. on 09.12.2007 by Mr. Pongalur Palaniswamy, Hon’ble Minister for Rural Industries, Govt. of Tamil Nadu in a function presided over by Mr. A.C. Jose, Chairman, Coir Board. Mr. Pongalur Palaniswamy in his inaugural address said that India is the leader in the

coir industry in the world. He said that he is particularly happy to note that Tamil Nadu is only next to Kerala, the premier state in the coir industry in India. He said that coir industry in India should be capable to meet the challenges posed by the world economy by producing quality coir products in a cost effective manner. The Minister also said that the coir industry in Tamil Nadu is ready to complement the efforts of Kerala and both the States can go hand in hand to develop overseas market for coir. He wished that the seminar would give a boost to the exports of coir and coir products from the country. Shri. A.C. Jose, Chairman, Coir Board said that he is happy that there is an overwhelming response from the delegates to the seminar particularly from foreign countries. He exhorted the delegates to take full advantage of the seminar and make it a grant success.

Shri. Sesh Kumar Pulipaka IA&AS,

Joint Secretary, Ministry of MSME, Govt. of India delivered the keynote address. Shri Sesh Kumar dealt in detail the over all economic conditions in the country and the role of agro based industries like coir to tap the potential available in the export market. He mentioned that the industry has to change to suit the requirements of the

market and become competitive both in price and delivery schedules. Earlier

Mr. N.R. Pai, Chairman of Seminar Committee welcomed the audience and Mr. M. Kumaraswamy Pillai, Member-Secretary, proposed vote of thanks. The entire seminar was divided into five technical sessions.

1. Technical Session I – Marketing 2. Technical Session II – Social issues in the export oriented

coir sector 3. Technical Session III – Coir Geo-textiles for soil bio-engineering 4. Technical Session IV – Coir Pith – a nature’s gift 5. Technical Session V – Emerging technologies for

innovative coir products

The three days’ seminar organized provided an exposure to the participants on the technology developed by the coir industry in various fields and also the potential available for marketing of coir and coir products within the country and abroad. Marketing was given a prominent place in the seminars as the entire exercise was for promoting the exports of coir and coir products from the country through India International Coir Fair-2007. It was possible for the participants to understand the nuances about the newly emerging topics like carbon trade in the coir industry, social issues, coir composites etc. There were a lot of interactions between the speakers and participants which showed the enthusiasm the participants had on the topics discussed. Around 300 participants attended the seminar from different States of India and Abroad.

While Mr. Anandakuttan.B.Unnithan, IIM-K, Kozhikode deliberated on the intangibles in the marketing of coir products, Mr. Venkatagiri, Regional Secretary of the Indo-American Chamber of Commerce and Industry, Chennai spoke on the Chain Stores network for marketing coir products in USA. He mentioned that more than 50% of the marketing of products in USA is done through chain stores. If coir has to make its presence felt in a significant way in the chain stores marketing, it has to bring out attractive products at cost effective manner in volumes.

Dr. Hans Peter Merz, Germany explained in detail the latest trends and coir opportunities in German market. Mr. John Chacko made a presentation on the export market trend of the coir and coir products and efforts taken for competing in the world market. Mr. Prakash Shilkar, Mumbai in his presentation gave some thoughts in objective

marketing for coir products in the overseas markets. Mr. S. Sundaresan, President, All India Coir Mattress Manufacturers’ Association explained in detail the origin and evolution of Rubberized coir industry in the country.

Shri. Sesh Kumar Pulipaka, Joint Secretary, Ministry of MSME,

Shri N. Venugopal, Vice Chairman of the organizing committee, Mr. Herbert Bitcher, President German Coir Association and Shri. Rameshwar Goel, Member, Coir Board were in the panel of chairing the technical session, Mr. N. Venugopal summed up the discussions on the presentations at the technical sessions. II. Social issues in the export oriented coir sector - The session was held in the afternoon of 9th December’07. There were three papers presented at this session as per the details furnished below:

Ravi, Product Manager, BVQI, Chennai described about the Social Compliance Audit in the coir industry. He narrated the requirements of the audit in respect of social compliances. The representative of the DHL Global Service, Mumbai presented the paper on logistics support in the

geo-textiles in agriculture and Shri Mohan Charankattu, APISBE presented and spoke on the potential domestic market for Coir Geo-textiles as an Erosion Control Product. Dr. Zachariah from USA also spoke at length on the potential market for coir geo-textiles in USA.

Mr. C.R. Devraj, Dr. U.S. Sarma and Mr. Indrajith Piyasena from Srilanka were in the panel of the technical session. Mr. C.R. Devraj, Chairman of the Panel summed up the discussions. IV. Coir Pith – a nature’s gift; Followed to the Session III, the Session IV on “Coir Pith – a nature’s gift” was held. There were four papers presented on the quality and potential markets of the Coir Pith as per the details furnished below:

Kumararaja, Secretary, Coir Board and Shri Balamurugan were in the panel. Shri. Kamaraj summed up the discussions. V. Emerging technologies for innovative coir products – The technical session V was held at 10 AM on 11.12.07. There were four papers presented at this session as per the details furnished below:

Dr. U.S. Sarma elaborately explained the details of Research and Development works carried out by the Coir Board through its Research Institutes CCRI and CICT. Dr. Ms. Malgorzatta Zimniewska from Poland spoke on different natural fibers and the advantages of coir fibers over other natural fibers. She said that coir among other natural fibers has the greatest strength, which makes it acceptable for geo-technical applications. Dr. R. Gopalan, Executive Director, RV Tifac, Bangalore spoke on the Development of Coir Polymer Composite Board about a decade back and its further evolution to convert into light weight building material by admixing coir fiber with glass fibre. He said that this composite can be used for making doors, door panels, partitions, false ceiling, molded articles, helmets etc. in place of wood. Coir polymer composites will be an ideal wood substitute, which has to be popularized by the trade.

Mr. H.S. Sarma from Delhi gave a presentation on the carbon trade in the era of global warming and the role of coir products in the carbon trade. Supported with statistical data, he said that if properly planned, there is a huge potential for getting Carbon Credit in the coir industry. He said systematic studies have to be conducted for assessing actual benefits of coir industry through Carbon Trade.

Revi Karunakaran Memorial Lecture Revi Karunakaran Commemorial Lecture was an important event of the IICF 2007. Shri Revi Karunakaran born on 22nd November 1931 had his education in UK and Switzerland and graduated from Babson Institute of

Business Administration, Massachusetts, USA. He spent his lifetime for the development of coir industry with his activities mainly concentrated in the coastal District of Alleppey in Kerala. He was the Chairman and Managing Director of Karan Group of Companies. Shri Revi Karunakaran had widely travelled all over the world and was well-known for his pioneering efforts in modernising the coir industry and trade during five decades of his presence in coir sector. He had represented India in several international forums like Inter Governmental

Group on Hard Fibres of FAO, International Trade Center, UNCTAD etc and served FAO as consultant on coir. He had represented the Govt. of India on India EEC (European Economic Commission) negotiations on coir pertaining to tariff and quota restrictions. He was in the Director Board of many developmental organisations and member of trade associations in Kerala. The fact that he had continued in coir sector itself, where he started his business pursuit, nurturing it all through his life, without diversifying his business activities to other more profitable areas to satisfy his business ambitions, makes Revi Karunakaran different from others. In recognition of his long devoted and selfless service rendered to the coir industry and trade, Coir Board conferred on him the prestigious ʺLifetime Achievement Awardʺ on the occasion of the first India International Coir Fair in October 2001. More than anything, he was a great philanthropist. The Organising Committee of the IICF 2007 therefore resolved to hold the Revi Karunakaran Commemorial Lecture as a sub event associated with IICF 2007. The Revi Karunakaran Commemorial Lecture was commenced at 3 p.m. on 10th December 2007 at the Convention Hall in the IICF venue (Jawaharlal Nehru International Stadium, Kochi). Shri. A C Jose, Chairman, Coir Board welcomed the chief guest Shri Anwar-ul Hoda, Member, Planning Commission of India and other dignitaries and the participants. Shri Jose in his welcome address said that Shri Revi Karunakaran was the doyen of the Indian Coir Industry and made a brief mention about the contributions made by Late Shri. Revi Karunakaran for the development of Coir Industry. He added that coir

fraternity will ever cherish his memories and invaluable contributions. He expressed his deep gratitude to Shri. Anwar-ul Hoda for having accepted the invitation to deliver the memorial lecture. Smt.Subhadra Revi Karunakaran, W/o Late. Revi Karunakaran and CMD of the Karan Group of Companies, Alappuzha lighted the ceremonial

lamp to mark the beginning of the memorial lecture. Shri. Anwar-ul-Hoda in his memorial lecture mentioned that Shri Revi Karunakaran was a pioneer of the industry, a social worker, philanthropist and a very affable man. He was known to him more than 30 years ago, while he was working in the Ministry of Commerce. Shri. Revi Karunakaran was a visionary and he tried to bring modernization in the coir sector at a time when India had a very inward looking economic policy and those were difficult time for setting up industries. He was a person who believed in simplifying the procedures in the field of export and import. The efforts by persons like Shri Revi Karunakaran ultimately lead to the simplification of restrictions and procedures. It is indeed an appropriate and thoughtful step taken by Coir Board in arranging the Revi Karunakaran Memorial Lecture on the occasion of holding IICF-2007. Shri Anwar-ul Hoda delivered his speech on ʺGlobalisation; Risks and Opportunities for Indiaʺ. He said that though liberalisation has thrown open many opportunities for Indian entrepreneurs, it has exposed India to some risk. This is especially true of agriculture which has to be handled with care. The volatility of International prices of agriculture commodities has a direct impact on the country. Globalisation of the Indian economy makes it possible to use external trade and capital flows to minimise the effect of domestic shocks, but also opens up the economy to shocks originating in the world economy. The process of eliminating import restrictions was completed in 2002 and there was fear of deluge of imports if restrictions on consumer goods were lifted. Imports, he added, did not rise despite elimination of restrictions in 2001-02. The lowering of barriers on trade and investment has led to considerable progress of the Indian economy. In the latest financial year FDI flow had increased to US $ 15.5 million nearly a three fold rise from the previous year. Indian exports according to him are on a high growth path in

automobiles and pharmaceuticals service sectors like medical, tourism too have high potential. In her reply speech, Smt. Subhadra Revi Karunakaran thanked the Chairman, Coir Board for organizing the lecture in the memory of her late husband. She also thanked Shri. Anwar-ul Hoda, Member, Planning Commission for delivering the thought provoking memorial lecture. In the vote of thanks, Shri. V R Prasad, Member, Coir Board shared his memories of happy association, as a co-industrialist, with late Revi Karunakaran. Shri. Revi Karunakaran had served the Coir Board as its member and also as the Vice Chairman for several years, he said. He was a driving force behind organizing the first India International Coir Fair in 2001. Shri Prasad remembered that Revi Karunakaran was against all restrictions in the field of business and instrumental in fixing quality standards for coir.

Valedictory Function The caparisoned elephants with glittering ʹmuthukudaʹ, women dressed in Kerala style carrying ʹthalamʹ and rhythm of ʹpanchavadyamʹ reverberating in the atmosphere once again created a festive atmosphere on the evening of 11th December 2007 at Jawaharlal Nehru International Stadium when the preparation for the valedictory function of the IICF 2007 started at 4.00 p.m. Shri Mahabir Prasad, Honʹble Minister of MSME, Govt. of India and Shri Kodiyeri Balakrishnan, Honʹble Minister for Home, Vigilance and Tourism, Govt. of Kerala, the Honʹble MP Dr. Sebastian Paul, Prof. K V Thomas, MLA and other dignitaries were given a very warm welcome at the IICF main entrance by the Chairman, Coir Board Shri A C Jose, Members of Organising Committee and a huge crowd that thronged at the venue to witness the valedictory function of IICF 2007. The Ministers and dignitaries visited all the stalls in two hangers and

had a feel of the fascinating world of coir. Before entering the IICF pavilions, the Union Minister Shri Mahabir Prasad put out the burning torch and lowered the IICF flag while a huge crowd of delegates, exhibitors, industry and trade representatives and general public looked on.

The Valedictory Function of the IICF-2007 was held at 4 p.m. on 11th December 2007 in the Convention Hall at the venue of the IICF. The programme is annexed (Annexure E). Following the invocation by Smt. Dhanalekshmi, the Chairman of the Organising Committee of IICF 2007 Shri A C Jose, Chairman, Coir Board handed over the IICF flag to the Vice Chairman of the Organising Committee Shri N Venugopal in the presence of Minister, dignitaries, delegates, coir industrialists, manufacturers, exporters, workers and other guests. Shri P Ajid Kumar, Director (IICF) welcomed the entire gathering to the valedictory function of the IICF. In his presidential address, Shri A C Jose, Chairman, Coir Board briefly mentioned about the significant role played by the industry by way of contributing to the economic development of rural sector, employment generation, poverty alleviation, gender empowerment and sustainable development,

thus meeting the national and global priorities. Coir industry deserves special support and certain initiatives through creation of separate Coir Mission for comprehensive and integrated development. Research and Development Programmes of the Coir Board need to be streamlined and strengthened to make it more market driven and industry specific. The reverse delegation from abroad with financial assistance from the Ministry of Commerce under Market Access Initiative Scheme would provide an opportunity to the small scale manufacturers and exporters who do not have adequate exposure to market their products abroad to showcase their capabilities to the prospective buyers. There are instances of a number of new Coir entrepreneurs entering the export business after getting exposed to export market prospects through participation in International Exhibitions along with Coir Board. The programme would set in motion a revolutionary change in export marketing approach of the Indian Coir Sector. The feed back is indicative of the success of the IICF, particularly on the business front and this will have its beneficial impact on our exports in the coming months.

In his valedictory address Shri. Mahabir Prasad, Honʹble Minister for MSME, Govt. of India expressed happiness over the organiserʹs success in getting participation of more than 108 buyers from different countries in the IICF 2007 that would have led to meaningful dialogue with the manufacturers and exporters. He added that it was the duty of the organizers to carry forward

these interfaces to successful business to the advantage of the coir industry. The globalization he said had created opportunities and numerous challenges and threats to the Small and Medium Enterprises. In the face of competition small firms were showing impressive growth. SME contribution to exports had been significant. Regarding finance the RBI directed the domestic and foreign banks that credit should be directed towards the priority sector which included Agro, SSI, Tiny and Village industries, Artisans, Traders etc. The National Commission for Enterprises in the unorganized sector under the Chairmanship of Shri Arjun Sengupta had submitted a report detailing the need for reorienting priorities to help the small scale sector. The suggestions, when

implemented, would resolve a number of present day problems of micro and small scale industries. For the development of coir industry the Ministry of MSME has been extending support. The Scheme of Rejuvenation, Modernization and Technology Upgradation will be implemented during the XI Plan for which allocation has already been made. Mahila Coir Yojana, Assistance for Development of Production Infrastructure, Market Development Assistance, Export Market Development Assistance etc. provided to the coir sector through Coir Board are some of the incentive programmes of the Govt. of India. More emphasis need be given for R&D and to bring out new and innovative products for market consumption. There is also need to widen the production base of the coir industry. The Ministry of MSME will continue to support the Coir Board in all its programmes.

Speaking at the concluding session of IICF, Shri Kodiyeri Balakrishnan, Honʹble Minister for Home and Tourism, Govt. of Kerala stated that the IICF is organized at a time where in Kerala Tourism Season has commenced. It is expected that 6 lakhs tourists would visit Kerala during the season. The International Film Festival is also in progress and the Grand Kerala Shopping

Festival is on from 1st Dec. 2007. Kerala produce many products which has good markets abroad. Coir is one among them. How far the possibilities in coir and handloom sectors have been utilized is a matter to be examined. Now people are very much concerned about the nature and there is good demand for eco-friendly products. Coir is an eco-friendly product. We have to make use of the possibilities to the maximum extent. As part of promotion, the Tourism Department proposes to promote selected souvenir products and 120 such products have been identified, including coir. Heritage Villages will be set up where there is concentration of traditional industries. The Tourism Department will set up two Coir Villages. This would be helpful to the tourists to understand more about coir industry and its products. Organisation of programmes like IICF

would help to bring all stakeholders together and to think about programmes that would promote the industry. Felicitating the programme Shri Ramachandran, Chairman, Cochin Port Trust stated that the IICF 2007 is a programme well organised in the recent times in Kochi. The Cochin Port Trust would continue to render its cooperation to the Coir Board and Shri A C Jose, Chairman and his team of officials in Coir Board deserves congratulations for organising the mega event with international perspective. Dr Sebastian Paul, MP and Prof. K.V. Thomas, MLA addressed the gathering and congratulated Coir Board for organising a successful international fair. Shri M Kumararaja, Convenor, IICF 2007 proposed vote of thanks. The national anthem marked the conclusion of the valedictory function. Awards for Best Stalls in IICF The Organising Committee constituted a panel of judges for selection of stalls in IICF 2007 for the awards. The designated panel of judges after careful consideration and assessment based on product display, content, response to visitors, aesthetics, special effects, visual displays and general assessment had selected the following exhibitors. 1. Mahabir Prasad, Honʹble Minister for MSME, Govt. of India presented the Revi Karunakaran Memorial Best Workmen Award to the winners at the valedictory function of the India International Coir Fair- 2007 (11th December 2007). Cash Awards to the Children of Coir Workers The objective of the scheme is to provide cash awards to the children of coir workers for their performance in the SSLC/ SSC/ Matriculation Examination (equivalent to 10th standard) conducted by the State Board of Examinations. At the closing ceremony of the IICF 2007 held at Jawaharlal Nehru International Stadium, Kaloor, Kochi on 11.12.2007, in the presence of Honʹble Minister for MSME, Shri Mahabir Prasad, Shri Ramachandran, Chairman, Cochin Port Trust presented the Educational Awards to sixteen children of coir workers. The Award consisted of a Certificate of Merit and Rs.15,000/-.

IICF 2007 - Benefits to the Industry and Trade

*** Exclusive trade fair showcasing the wide range of exquisite environment friendly and functional products of coir helped the importers and the prospective buyers to see, evaluate and study the full range of products available for exports from India under one roof. This would result in product range of export of coir from India getting enlarged leading to increase in the export turnover. *** Selected Industry Visit facilitated during the fair helped the delegates to get themselves convinced of the labour intensive nature, pollution free production and processing, and the fact that the industry is rural based and contributes to gender empowerment. *** The International Seminar on Coir organised during IICF results in generation and consolidation of a wealth of database, dissemination of technological advancement and collective thinking of meeting the challenges facing the industry in various front etc. *** IICF provided an exclusive opportunity to the coir trade to showcase the full capabilities and potential of the industry to the domestic market players. *** The live demonstrations of various technologies not only benefitted the existing but also encouraged prospective entrepreneurs. *** Participation of 108 delegates from 33 overseas countries importing coir besides 72 delegates from 32 member countries of the Commonwealth, most of them are future prospects resulted in a successful reverse delegation. *** Based on the feedback collected it is roughly estimated that IICF 2007 has resulted in generating an export business to the tune of Rs.40 crores. In addition to this, it could set in serious trade negotiations between the buyer and the seller. It is estimated that export orders totaling to Rs.100 crores from different buyers also is in the pipeline. Besides IICF 2007 facilitated product specific trade talks on prospective joint venture programmes which would lead to investment to the tune of Rs.10 crores in India.

Communication Strategy: In order to attain maximum media coverage and impact on a sustained basis; The event was approached on a 3 tier level – in the Local and National media as well as the international media. The aim was to deliver the listed key messages below, through Key Opinion Leaders (KOL’s) from the relevant industry, especially senior officials from the Coir Board and the apex authority-The Minister of Industries & Commerce, Government of India, Mr. Jayaram Ramesh himself. Media tools such as local interactions and quotes carried by these KOL’s played an essential role in giving this event a credibility and further explaining to the target audience, the advantage of such key industrial initiatives in a comprehensive manner. The key messages were:

a) IICF 2007 as a vital industrial initiative showcasing the Coir Industry and highlighting its potential to a wider global audience.

b) A unique consolidated and interactive platform for direct interface between Buyers, Sellers and Exhibitors (Domestic & Overseas).

c) A forum encouraging exchange of industrial information and an opportunity to forge on the ground business alliances and explore various trade opportunities ,besides inducing a basic B2B relationship building and networking exercise.

d) Showcase IICF 2007 as a successful event basis the information received on delegate participations, business generated and potential trade orders and trade links established, during the event and post IICF.

Target Audience: The target audience for IICF 2007 included:

'Preparations are on in full swing for the India International Coir Fair 2007 which will be held at Jawaharlal Nehru International Stadium, Kaloor, from December 7 to 11', thus began the story in the Indian Express, which ran the headline' International Coir Fest'. The article in the Hindu titled 'Commonwealth India Business Programme', quotes Shri.A.C.Jose, Chairman, Coir Board, thus, '.....................India's coir industry is today poised to play a vital role in the development of these natural resources in Commonwealth countries.” Malayala Manorama began the story by stating that the Coir Board expects trade worth 160 crore in the IICF 2007, wherein more than 100 delegates would participate from 40 countries around the world. The reports adds a statement from

Shri.A.C.Jose, that world famous coir producers are participating in the Fair. Kerala Kaumudi in its report states that delegates from 40 countries are participating in the Fair. Coir manufacturers, , exporters, coir technology providers will exhibit their products to international buyers adds the report. Deepika in its reports said that the IICF is organised with the intention of not only for the development of the coir industry but also to introduce coir and its various products to international as well as domestic buyers. Siraj began its report by stating that the IICF is organised by the Coir Board of India, with the aim of giving a major boost in the export of coir products, which will be held from December 7to 11 at the Jawaharlal Nehru International stadium, Kochi. The report further adds that representatives from 4o countries will take part in IICF 2007 , which will also see the participation of business representatives, coir employees, coir exporters and various other representatives of the coir industry.

Deshabhimani reported that the India International Coir Fair will be held from December 7 to 11 at the Kaloor Nehru stadium and will be inaugurated by the Kerala Chief Minister Shri V.S.Achuthananthan. Madhyamam reported that IICF aims at introducing coir products to international consumers and the event will see the participation of exporters, manufacturers, technology providers and so on. Business Line reported that the mega event was aimed at creating a platform for the coir industry to expand its overseas niche markets and create avenues for business alliances. 'Kerala CM to inaugurate International Coir Fair in Kochi', ran the headline of the Indian Express. The report said that the Coir Board is spinning a new hope for the Rs.800 crore industry by hosting the India International Coir Fair. Janayugam reported that the 2nd India International Coir Fair will begin tomorrow will the aim of generating 160 crore business. Mathrubhumi reported that more than 40 delegates from different parts of the world will be participating in IICF 2007 and the buyers will have a chance to purchase products directly from the manufacturers.

8/12/07:Financial Express reported the speech by Shri Jairam Ramesh wherein he mentions that the government will also make the usage of coir geo textiles mandatory in the construction of rural roads to enlarge the market. Economic Times reported that the Fair is conducted after six years, when demand for various coir products like coir pith, coir geo textiles etc. is on the rise and the buyer seller meet is expected to be the highlight of the meet. Deshabhimani reported that IICF which saw the participation of more than 100 buyers, coir exporters, coir business men and organisations was inaugurated by Shri Jairam Ramesh in the absence of the Chief Minister of Kerala. Indian Express reported that the India International Coir Fair organised by the Coir Board will pave the way for the corporates from abroad flocking the venue of the fair for closing a

deal with manufactures here. Another report in the Indian Express mentions what Shri Jairam Ramesh said in his inaugural speech that the century old shabby processing system still prevailing in the coir industry will give way to the state of the art system with the implementation of the Rs.240 crore modernization programme which was cleared by the Union Government on Friday. Business Line reported thus,' Recognizing the importance of coir, the Union Government has drawn up to Rs.240 crore modernization programme to enhance the competitiveness of coir industry, the Union Minister of State for Commerce and Industry, Mr. Jairam Ramesh, has said.” Kerala Kaumudi reports that a programme worth Rs.240 crore will be given for the modernization of the coir industry according to Union Minister Shri Jairam Ramesh. Deepika reports that the International Coir Fair has begun by showcasing beautiful handicrafts to the world. Chandrika reported that the IICF which is to be held from December 7 to 11 th was inaugurated by Shri Jairam Ramesh who remarked that Rs.240 crore will be sanctioned for the development of the coir sector.

Mangalam reported that according to Jairam Ramesh an amount of Rs.240 crore has been sanctioned for the development of the coir industry and 1,000 coir outlets will be opened by the state government and 55 crore rupees will be sanctioned by the state government for the development of the coir industry according to Shri G.Sudhakaran, Minister for Coir, Government of Kerala. Business Standard began its report thus, “ In a bid to replant and rejuvenate the country's coconut plantations, the government has outlined an investment of Rs.4,700 crore in the next 10-15 years.” Mathrubhumi reported that 1000 coir outlets will be started in Kerala according to Shri G.Sudhakaran, Coir Minister and the coir products will be sold as 'Kerala Coir'. Deshabhimani too reports on the same lines but also adds that in the last financial year 605 crore rupees coir was exported. Madhyamam reported that 243 crore rupees has been allocated for the coir industry and the marketing of coir products should be given to the private sector. Janmabhumi reported that in order to develop the coir industry four coconut trees will be grown four lakh hectres of land . The Hindu reported that according to Union Minister Jairam Ramesh, coir marketing should be privatised totally and that the Coir Board should curtail its role to that of being a facilitator of the coir industry. In another report Hindu mentions that 1,00 coir products outlets are planned in different parts of the state. Manorama ran the headline, “240 crores to revive coir industry: Minister”. Veekshanam reported that 240 crore has been allocated by the central government of coir and Alleppey will be made the cradle of coir in India.

9/12/07:The New Indian Express reported that IICF may give a new lease of life to coir industry since it has offered a common platform for manufacturers and international buyers and the visitors to come under one platform. In another report the paper mentions that trendy, handy, useful and economically viable

gifts made of coir is set to hit the market on New Year. The Hindu reported the speech by Shri Pongalur Palaniswamy, Minister for Rural Industries, Government of Tamil Nadu. The Minister said that the coir industry in Tamil Nadu has larger scope due to abundant availability of raw material particularly brown fibre. Economic Times reported that the central government and the state government will jointly work together to improve the infrastructure and develop Alleppey as town of export excellence. Veeksahnam reported that coir products are in huge demand in Germany according to Henner Shoegolds the head of Dekove a coir import firm in Germany. The Hindu reported that the delegates had showed keen interest in the live demonstrations of coir pith processing, green house and various other processes. Indian Express reported that Tamil Nadu has emerged an attractive destination for investment in the coir industry, according to Shri. Pongalur Palaniswamy, Minister for Rural Industries, Government of Tamil Nadu.

10/12/07:“Take a look at the wealth of coir products on display at the India International Coir Festival” ran the headline of the Indian Express. The report mentioned that the 108 stalls showed the way in which the potential of this strong nature fibre can be tapped. Mathrubhumi reported that right from handcrafts to furniture worth lakhs are displayed at the India International Coir Fair held at the Jawaharlal Nehru Stadium, Kochi. The Hindu reported that according to Shri. Pongalur Palaniswamy, Minister for Rural Industries, Tamil Nadu, Tamil Nadu was in the process of drawing up an exclusive policy for micro, small and medium enterprises in the State. Madhyamam reported that various coir products are drawing attention especially the handicrafts stall from Orissa. Deshbahimani reported that Coir Board and the Coconut Development Board should allocate fund for the research in finding medicine for the prevention of diseases in coconut trees according to Shri. Pongalur Palaniswamy, Minister for Rural Industries, Tamil Nadu. Mangalam too reports that domestic coir market is gaining momentum at that the India International Coir Fair.

11/12/07:Manorama reported that according to Anwar-ul Hoda, Member Planning Commission, Government of India, liberalisation has paved for the opportunities for investors in India. Mathrubhumi reported that according to Mr. Hoda, liberalisation will lead to crises in the Agriculture sector. The Hindu “ The volatility of international prices of agriculture commodities has a direct impact on the country. Among the worst affected are tropical agriculture products like the ones that Kerala produce large quantities if which are exported,” according to Anwar-ul Hoda, Member Planning Commission, Government of India, while delivering the Revi Karunakaran Memorial Lecture. 12/12/07:Kerala Kaumudi reported that according to Tourism Minister, Kodeyeri Balakrishnan, in order to attract tourists two coir villages will be started in Kerala and land will be allocated in Alleppey and Kollam. Mathrubhumi, too reports on the same lines and also adds that these coir villages will be modeled on the line of the handloom villages at Balaramapuram. Manorama reported that according to Union Minister Shr. Mahabir Prasad, the Central Government will grant loans to the industrial units un-organised sectors. The Hindu reported that Union Government is studying the report of the National Commission for Enterprises in the Unorganised Sector, which has made recommendations on financing of enterprises in the unorganised sector according to Union Minister, Mahabir Prasad. The Indian Express reported that according to Shri. Kodeyeri Balakrishnan, the State Government will set up two coir villages in Kollam and Allapuzha to promote manufacturing and export of coir and coir products. Madhyamam reported that according to Shri. Mahabir Prasad, the coir industry will develop only when the coir business expands to other states in India, rather than concentration only on South Indian states. Chandrika reported that according to Shri. A.C.Jose, Russia is a good market for coir products. Tejas reported that according to Shri.Mahabir Prasad, the central government will create new prgrammes for the development of small scale sectors.
