    2.3. General Precautions Against Capsizing

    Compliance with given stability criteria does not ensure immunity against capsizing regardless of

    the circumstances or absolve the Master from his responsibilities. Masters should therefore

    exercise prudence and good seamanship having regard to the season of the year, weather

    forecasts and the navigational zone and should take the appropriate action as to speed and

    course warranted by the prevailing circumstances.

    Asymmetrical loading distribution must be avoid and care should be taken to minimize vessels

    heel in all operating conditions as excessive heeling may result should the vessel sustain damage

    when in a less favorable condition.

    Care should be taken to ensure that the cargo allocated to the ship is capable of being stowed so

    that compliance with the stability criteria can be achieved. If necessary the amount should be

    limited to the extent that ballast weight may be required.

    Before a voyage, commence care should be taken to ensure that the cargo and sizeable piece of

    equipment have been properly stowed or lashed so as to minimize the possibility of both

    longitudinal and lateral shifting while at sea, under the effect of acceleration caused by rolling

    and pitching.

    The arrangement of cargo stowed on deck should be such as to avoid any obstruction of the

    freeing ports or of the areas necessary for the drainage of pipe stowage positions to the freeing

    ports.

    In determining the sequence of tanks from which fuel oil and fresh water is to be consumed and

    those into which water ballast may be admitted during the voyage, the Master must ensure,

    prior to departure, that the required minimum stability criteria will be maintained throughout

    the voyage after making due allowance for free surface effects as may be appropriate.

    The master must not start filling of all the ballast tanks together. Either first fill the port and

    starboard tanks or the centerline tanks when these are required to be filled.

    In case some ballast tanks are slack and others full, first fill the tanks which are to be made full

    and then fill the slack ones. There should not be more than one center or one pair of side Ballast

    tanks slack at any time.

    Master should note that stability can be adversely affected by such influences as beam wind on

    ships with large windage area, icing on top sides and deck cargo, water trapped on deck and in

    deck cargo, rolling characteristics and following seas.

    Access openings such as doors, hatches, etc. on the main deck, raised decks and superstructure

    are to be secured, closed at all times when the vessel is underway.

    A minimum freeboard at the stern of at least 0.005 L should be maintained in all operating

    conditions.

    2.4. Notes on Stability

    2.4.1. Stability Criterion

    As this ship is required to comply with IMO requirements for statical and dynamical stability, it is

    most important to ensure that, in any sailing condition, the stability complies at least with the

    following minimum criteria:

    A Area under the GZ curve up to 30O to be not less than 0.055 metre-radians (10.3 feet-

    degrees)

    B Area under the GZ curve up to XO to be not less than 0.090 metre-radians (16.9 feet-

    degrees)

    C Area under the GZ curve between 30O and X

    O to be not less than 0.030 metre-radians (5.6

    feet-degrees)

    E Maximum GZ to occur at an angle preferably exceeding 30O but not less than 25

    O

    F Maximum GZ to be not less than 0.20 metres (0.66 feet) at angle of heel, , equal to or

    greater than 30O

    G Initial GM to be not less than 0.15 metres (0.49 feet)

    X 40O or Angle of flooding (angle at which water could enter hull) whichever is lesser.

    2.4.2. Weather Criterion

    (ii) The area S2 measured up to f or 50 or C (whichever is less) should be greater than or

    equal to the area S1 as shown above

    Notes:

    The angle of down flooding (f) is an angle of heel at which openings in the hull, superstructure or

    deckhouse, which cannot be made weather tight, immerse. In applying this criteria small openings

    through which progressive flooding cannot take place need not be considered as open.

    2.4.4. Notes Showing Use of Cross Curves

    The purpose of the Cross-Curve is to enable Statical Stability Curves to be drawn for the ship in any

    sailing condition. An example is given below.

    2.4.5. Notes on Use of Free Surface Moments

    Provided a tank is completely filled with liquid no movement of the liquid is possible and the effect

    on the ships stability is precisely the same as if the tank contained solid materials.

    If a quantity of liquid is withdrawn from the tank, immediately the situation changes completely and

    the stability of the ship is adversely affected by what is known as the Free Surface Effects. This

    adverse effect on stability is referred to as a Loss in GM or as a Virtual Rise in VCG and is

    calculated as follows:

    In this booklet, the actual or true righting arms (GZ) in each condition are computed by including

    the effect of the CG variation of tank contents with heel & trim.

    However, for simplifying any manual calculations the maximum free surface moment for each slack

    tank may be used.

    In case the tank is filled with a new liquid other than it was originally meant for, the loss in GM due

    to Free Surface Effects:

    Note :

    The Free Surface Effects of all FO, FW, LO, WB & FO Service Tanks with the possibility of being

    slack should be taken into account in both Departure and Arrival Conditions.

    Example:

    Condition No.2 (FULL LOAD, MAX DRAFT 6.3 M)

    Displacement of the ship = 6111.61 Tonnes

    Vertical Centre of Gravity (KG) = 4.966 Metres

    Total Free Surface Moment = 1921.65 Tonnes-Metres

    Free Surface Moment Correction (GGc) = 1921.65/6111.61

    = 0.314 Metres

    Corrected Vertical Centre of Gravity (KGc) = KG + GGc

    = 4.966 + 0.314

    = 5.280 Metres

    2.4.6. Operational procedures before and in heavy weather

    All doorways and other openings, through which water can enter into the hull or deckhouses,

    forecastle, etc., should be suitably closed in adverse weather conditions and accordingly all

    appliances for this purpose should be maintained on board and in good condition.

    Weathertight and watertight hatches, doors, etc., should be kept closed during navigation,

    except when necessarily opened for the working of the ship and should always be ready for

    immediate closure and be clearly marked to indicate that these fittings are to be kept closed

    except for access. All portable deadlights should be maintained in good condition and securely

    closed in bad weather.

    Any closing devices provided for vent pipes to fuel tanks should be secured in bad weather.

    Reliance on automatic steering may be dangerous as this prevents ready changes to course

    which may be needed in bad weather.

    In all conditions of loading necessary care should be taken to maintain a seaworthy freeboard.

    In severe weather, the speed of the ship should be reduced if excessive rolling, propeller

    emergency, shipping of water on deck or heavy slamming occurs. Six heavy slammings or 25

    propeller emergences during 100 pitching motions should be considered dangerous.

    Special attention should be paid when a ship is sailing in following or quartering seas because

    dangerous phenomena such as parametric resonance, broaching to, reduction of stability on the

    wave crest, and excessive rolling may occur singularly, in sequence or simultaneously in a

    multiple combination, creating a threat of capsize. Particularly dangerous is the situation when

    the wave length is of the order of 1.0 to 1.5 ships length. A ships speed and/or course should be

    altered appropriately to avoid the above-mentioned phenomena.

    Water trapping in deck wells should be avoided. If freeing ports are not sufficient for the

    drainage of the well, the speed of the ship should be reduced or the course change, or both.

    Freeing ports provided with closing appliances should always be capable of functioning and are

    not to be locked.

    Masters should be aware that steep or breaking waves may occur in certain areas, or in certain

    wind and current combinations (river estuaries, shallow water areas, funnel shaped bays, etc.).
