Certain circumstances that prevent some students from carpooling are not covered by AAVA’s provision for special stickers.
Distance of Residence from DLSZ (e.g. Batangas, Cavite, Laguna, Taguig)
Participation in Activities/Sports/Clubs that require them to stay in school after class hours
PARENTS’ CONCERNS
Not all carpools can be assumed to be safe and reliable.
While DLSZ strongly encourages carpooling, some parents have legitimate issues against carpools, such as:

DLSZ sent a letter to AAVA formalizing its objections to the sticker policy given parents’ concerns.
DLSZ proposed an alternative sticker program.
KEY POINTS OF DLSZ’S ALTERNATIVE STICKER PROGRAM
Reduction of vehicle volume during peak hours from approx. 1,200 in AY 2014/15 to 960 (vs. AAVA’s cap of 800)
Target volume of approx. 850 vehicles by AY 2018/19
DLSZ proposed a new category of special stickers, wherein a “managed” number of “regular” stickers will be issued for those who are unable to join carpools and do not fall under AAVA’s set categories.
Total number of stickers will keep to the target 960 vehicle volume.
Pricing of stickers should be rationalized and structured to encourage carpooling:

congratulating him on the improved traffic
situation.

Parents’ Bulletin 16 was issued to update
parents on developments.
DLSZ requested AAVA for another meeting.

DLSZ wrote to AAV neighbors
about the potential traffic
scenario if the old sticker
validity will not be extended.

JUNE 5AAVA deleted reference to DLSZ’s criminal liability in the application form but retained reference to applicants’ criminal liability
JULY 3
AAVA posted streamers saying forms have been ready since June 5, and all schools inside the village have endorsed applicants except for DLSZ.
Parents’ Bulletin 21 was issued, explaining DLSZ’s stand and the reason for non-endorsement of the sticker.
JULY 2
The traffic situation was problematic especially in the morning.
Parents’ Bulletin 20 was issued, inviting parents to the assembly on July 6.
JULY 1
AAVA informed DLSZ that old stickers will only be valid until today.
Traffic situation to date had improved: Br. Bernie mentioned that the average vehicle count during peak hours was at 700.
DLSZ informed AAVA that it will not be endorsing sticker applicants without a MOA.
In the interim, DLSZ will distribute the application forms, to facilitate issuance of stickers once MOA is signed.
Parents’ Bulletin 19 was issued advising parents on the entry procedures for the next day.
DLSZ requested parents’ full cooperation and patience towards the long lines outside AAV which could have been avoided if AAVA extended the validity of the old stickers for a few more days.

MAIN HIGHLIGHTS
DLSZ agrees to bring down its student population to 3,978 by AY 2020-21.
DLSZ commits to a vehicle volume reduction of approximately 960 vehicles by end of the 1st semester AY 2015-16, with the number decreasing in proportion to the decrease in student population.
DLSZ will exert best effort to evaluate the possibility of building a satellite campus outside AAVA to decongest the current campus.
MAIN HIGHLIGHTSA Traffic Management and Committee Relations Committee will be created and empowered to oversee implementation of the revised sticker scheme and the Traffic Management Plan and to adopt amendments relating to the foregoing and other relevant policies.
The Committee will be comprised of representatives from the AAVA, DLSZ, DLSZ PA, and the Neighborhood.
The MOA details implementation mechanics of the revised sticker scheme to discourage arbitrary changes midway through the school year.
The Committee can revoke outlier stickers and replace them with a revised sticker scheme in case it is proven that vehicle volume exceeds stated maximum (e.g. 960 vehicles).
This agreement shall be the basis for settling the lawsuit between DLSZ and AAVA.
As a responsible member of the community, DLSZ is
committed to improving the traffic situation in the village.

3Installation of LED Billboard to reflect pollution index, as well as advise on dismissal schedules and school events
Even without a MOA, DLSZ has already implemented the following:
1Mandatory Traffic Management Seminar for all parents/guardians (more than 20 sessions conducted)
A new Traffic Management Handbook on rules and violations is now available in the family portal.
Even without a MOA, DLSZ has already implemented the following:
4 Use of body cameras by security personnel to aid in evidence gathering for improved enforcement.
Requirement of a tracking device for all school vans to encourage bussing.

DLSZ ordered and will make advance payments for the tracking devices, at a cost of at least USD $420/van for 72 vans (a total cost of about USD $30,240).
To date, DLSZ’s efforts have resulted in significant improvements in all of AAVA’s areas of concern:
