Welcome to everyone attending this
year’s aviation conference in
Wellington.
This year’s Leadership Summit theme is
‘Meeting tomorrow’s challenges and
succeeding today’. We’re covering
some of the bigger issues facing the
industry’s growth, but giving you advice
on steps to be taken now, to ensure you
are still in business in the longer term!
The divisional conferences are more about what is happening in the ‘here and now’ with
some good direction on helping you to become more resilient. Resilience is the theme for
the NZAAA, NZHA and Training and Development conferences. We’ve been fortunate to get
so many good speakers.
Enjoy the socialising too, catching up with old mates and making new friends. It is often that
informal talking that brings the real benefits of such conferences.

Nathan Guy – Minister for Primary Industries and Racing
Since 2009 he has been the Minister of Internal Affairs,
Immigration and Veteran Affairs, as well as the Associate
Minister of Justice and Transport. He has now been Minister
for Primary Industries and Racing for over three years.
Jaqueline Rowarth – The University of Waikato
Bachelor of Agricultural Science and PhD in Soil Science,
Massey University.
I’ve taught at Lincoln, Massey, University of Melbourne and
now University of Waikato. My raison d’etre is enabling
students to realise futures where they can make a
contribution through knowledge, enthusiasm and
determination, whilst dispelling misunderstandings in society
through media comment…
Doug Avery
Smashed by years of drought, eastern Marlborough farmers
Doug and Wendy Avery realised they needed to build a more
resilient farming model. The result of this journey is that the
farm that struggled is now a hugely successful business. In
2008 they won the Green Ribbon award for leadership in
improving drought affected land. The Avery family were
South Island Farmers of the Year in 2010 and Marlborough
District Council Environment Award winners in 2011. In
2012 Doug was made a Land Care Ambassador by the NZ
Land Care Trust and in 2013 Doug was named Landcorp
Agricultural Communicator of the Year.
Glen Eastlake
Glen is a semi-retired aviation professional with over 30
years of experience in the Australasian aviation industry. His
background also includes information technology (software
development) and television production.

Joe Dewar – CAA
Joe works in the intelligence and risk analysis unit of the
CAA. Since 2013 Joe has worked with the NZHA on our
ongoing accident analysis project. The goal of the project is
to analyze the safety data from the industry and then to
distribute the information to operators. The project is guided
by the principle that information is critical to improving the
safety resilience of operators.
Mark Daniels
Mark Daniels is a licenced Business Coach, Business Trainer
and Seminar Presenter with Action Coach Business Coaching.
He has more than three decades of experience in business
and management. Mark is professionally qualified with two
Master of Science degrees.
Philippa Gander – Sleep/Wake Research Centre
Philippa is the Director of the Sleep/Wake Research Centre
at Massey (Wellington). She has extensive experience as a
scientific consultant working with industry, unions and
regulators and as an expert witness in fatigue-related
accident investigation and legal cases. Recognition for her
work in aviation includes a NASA Group Achievement Award
for the work of the Fatigue Countermeasures Program
(1993), being on the ICAO Taskforce that developed the new
global regulatory framework for fatigue risk management
and leading the writing team for both editions of the
IATA/ICAO/IFALPA guidance manual for operators
Lloyd Klee – Aviation Safety Supplies Ltd
Klee has been involved in both Marine and Aviation Safety
for thirty years.
Lloyd will update you on his research for ELT antenna
survivability and what needs to happen to allow a better
outcome for ELT activations

Geraint Bermingham – Navigatus Consulting
Geraint has about 35 years of formal risk and safety
management experience across many high-threat sectors
including aviation, marine, and nuclear. This has been in
operational and management roles as well as consulting to
private and government organisations. Included among
these have been roles such as submarine squadron safety
officer at what was then Europe’s largest industrial site,
Manager Operational Risk at Air New Zealand, Safety Officer
for Svitzer BV during the Rena recovery.
John Rasmussen
John has a farming, forestry and rural fire background and
has spent 23 years in working management roles within the
commercial forest industry and 25 years working within the
rural fire industry with the National Rural Fire Authority.
John has worked on a number of significant projects during
his career including leading the NZ project on the
Coordinated Incident Management System (CIMS) and
assisting in the development and introduction of the
Standard for Use of Aircraft at Wildfires.
Harry Maher
“Early working days I had a lot of fun working for 10 years as
a ski patroller, heli-ski guide and white-water raft guide.
Then 22 years with DOC from 1990 in a variety of
concessions and commercial roles. Recently did 3.5 years as
CEO of LandSAR and have returned this year to DOC as
Director, Health & Safety. My role is to build and maintain
the systems and behaviours that keep DOC staff, contractors
and volunteers safe from harm. “
John Fysh - RMF CONSULTING (NZ) Limited
John Fysh has in excess of 29 years’ experience in the OHS
field. Established in 1989 RMF Consulting Services Pty Ltd
has provided practical support and advice in the OHS filed to
more than 1500 businesses across Australasia & the Pacific
Region with compliant safety management system in that
time.

Mark Price – CAA
Mark has worked as a LAME in GA, mostly in Agriculture. He joined
CAA in 2000 and worked in a number of operational roles.
He left CAA in 2012 to work within a safety management
environment, as a Safety and Quality Manager, for a closed-charter
aviation operation in Papua New Guinea, supporting oil, gas and
mineral exploration companies. After gaining a broad working
knowledge of applying safety management systems in an
operational environment, he returned to CAA in 2013.
Arden Jennings
I have been involved in Aviation insurance for 30 years and
have gained valuable experience from many of the Aviation
underwriters at Lloyd’s whom I visit every year. The big
advantage I find in New Zealand is the ability to interface
with many operators in the Aviation Industry to learn many
of the important challenges that aviation people face and
have to deal with. Insurance is one of the costs that
operators need to deal with and also to obtain the required
cover for their particular role, whether they are aircraft
owners or provide one of the many services.
Bill MacGregor – CAA
Bill spent 28 years in the RNZAF as a pilot flying
predominantly helicopters (Sioux and Iroquois) and fixed
wing aircraft (Harvard, Devon, Airtrainer, Airtourer). Since
leaving the air force Bill has spent time as Director of Civil
Aviation in Solomon Islands and Niue plus advisor on
aviation regulation in various Pacific Island States. Bill joined
CAA as Principal Aviation Examiner (PAE) in February 2014.
Jim Burtenshaw – CAA
Jim is a dedicated aviation professional who enjoys working
in the complex socio-technical environment of aviation. He
is passionate about aviation safety and ensuring the New
Zealand skies are safe and secure. He is currently the Civil
Aviation Authority’s Safety Investigation Unit Manager and
the CAA’s representative for the NZAAA’s Down to the Wire
campaign. Jim has an aeronautical engineering background
through time in the New Zealand Air Force and has
completed a degree focusing in aircraft accident
investigation and aviation human factors.

Martin Matthews – Secretary of Transport
Martin Matthews is the Secretary for Transport and the Chief
Executive of the Ministry of Transport. He has held this position
since September 2008, and finishes a few days after the
conference ends.
Martin was previously the Chief Executive of the Ministry for
Culture and Heritage and before that, Assistant Auditor-General.
Nigel Gould – Chairman, CAA
Nigel is a Fellow of both the New Zealand Institute of Chartered
Accountants and the Institute of Directors. In 2010 he was
appointed Officer of the New Zealand Order of Merit.
Nigel played a key role in establishing Massey University in
Wellington and was Chancellor of Massey until 2008. Other
appointments have included Chairman of Centreport, President
of the Wellington Regional Chamber of Commerce, and
subsequently New Zealand President, and Commissioner of the
Tertiary Education Commission. Nigel was appointed Chairman
of the Civil Aviation Authority in 2011.
Graeme Harris – Director, CAA
Harris began his career in the RNZAF where he finished in the
role of commanding officer, Avionics maintenance squadron. He
joined Transpower for a time and took his first role with CAA in
1988 as Team Leader Airline Surveillance. In 2000 he was
appointed Quality Assurance and Risk Manager at Mount Cook
Airlines. Graeme returned to CAA in 2004 as General Manager
Personal Licensing and Aviation Services. He has been Chief
Executive and Director of CAA since 2012.

Steve Moore – GM CA, CAA
Before taking up his present position in 2013, Steve was
Assistant Chief of Defence Strategic Commitments and
Intelligence. Most of Steve’s military flying career has been
associated with the Air Combat Force flying the A-4K Skyhawk
and BAC-167 Strikemaster. He flew the Iroquois for a short
period, including a seven-month tour in the Sinai Desert as part
of the New Zealand Contingent to the Multinational Force and
Observers, and an exchange with the United States Navy in
Antarctica.
Steve is a qualified flying instructor and a graduate test pilot
from the United Kingdom’s Empire Test Pilot School.
Neil Richardson – Principal Consultant
Neil Richardson provides highly specialist advisory services to
senior management teams and technical experts across
Operators, Maintenance organisations and Regulatory
Authorities. He has over 20 years experience in civil and military
aviation and offers clients a wealth of safety expertise in the
maintenance and engineering world.
Neil began his aviation career with the Royal Air Force gaining
experience as an Airframe Technician, civilian Aircraft
Maintenance Engineers Licences in Airframes and Engines.
Brett Murray – GM, Worksafe
Brett Murray joined the former Department of Labour in 2004,
and previous roles have included Regional Manager for Central
Region, heading the investigation into the Pike River mine
tragedy and General Manager National Services and Support.
Earlier in his career, he spent 15 years working within the NZ
Police in various roles, and also spent time running his own
business.

Mike Impey - CAA
A warranted health & safety inspector and HSNO enforcement
officer, Mike is the Chief Inspector and Manager of the Health &
Safety Unit at the Civil Aviation Authority of New Zealand, a
team tasked with applying and enforcing the national health and
safety and HSNO legislation in and on operational aircraft.
Previous employers in a safety leadership role include a power
generation and retail company, a well-known ice cream
manufacturer and a large steel mill. Prior to that Mike worked
for several major international airlines in senior operations and
engineering management positions.
Ray Thorpe – General Manager Aviation Sales, MetService
Ray qualified as a meteorologist in South Africa. He moved to
New Zealand and his career with MetService began in the early
1990s when he was employed in the Whenuapei operation. Ray
subsequently moved to Wellington where he has taken on
further responsibilities including in the international market.
Don McCracken – CEO, Oceania
Don has 25 years of experience in the industry. He has become
an expert in team building, engineering, management and
aviation products. At Oceania Aviation he oversees 194
employees across New Zealand, deals with offshore businesses
in Asia and the Pacific coast of Australia, provides team
leadership, and drives business growth, production and profit. In
five years, he would like to expand the business into the Asia-
Pacific region.
Don has a passion for aviation. He became involved in the
industry after 11 years’ experience in the engineering industry
when he found an interest for aviation and decided to become a
licensed engineer. Don is also a quality assurance lead auditor
and has technical qualification in heavy engineering. He has a
diploma in aeronautical engineering.

Steve Smyth – Director, New Southern Sky
Steve Smyth is originally from the UK where as an RAF officer,
he flew Phantoms and Tornado fighters as a navigator. In his last
RAF role Steve was responsible for the RAF’s operational test
and evaluation programme, which included preparing Typhoon
fighters ready for service.
In 2006, Steve was recruited by the RNZAF as a civilian to
manage the Introduction into Service programme for the
upgrade or replacement of every operational aircraft and
supporting system. In July 2014, Steve joined CAA, as Director –
New Southern Sky.
Ashok Poduval - Head of School, Massey University School of
Aviation
Ashok Poduval has a wealth of aviation industry experience,
with over 12,000 hours of airline jet flying experience as a
training captain on A320 and B737 aircraft and holds a current
New Zealand ATP and Instrument rating. He has held various
senior management positions in Gulf Air, and was the Director
of Flight Operations and Safety Services with IATA for a number
of years.
Hon Simon Bridges – Minister of Transport
In 2014, Hon Simon Bridges MP was appointed Minister of
Energy and Resources, Minister of Transport, Associate Minister
for Climate Change Issues, Associate Minister of Justice and
Deputy Leader of the House.
He has previously served as Minister of Labour, Minister of
Consumer Affairs and Associate Minister of Transport. Prior to
standing for Parliament, Simon was a Senior Crown Prosecutor
in the District and High Courts.
Simon was educated at the University of Auckland, completing a
BA (Political Science and History) and a LLB (Hons), and at
Oxford University where he gained a Bachelor of Civil Law.

Dr. Steve Jarvis - Jarvis Bagshaw
Steve Jarvis PhD, left Cranfield University in 2012 to meet the
increasing demand for his industry-focussed services. He applies
human and safety science to flight operations, investigates
incidents for airlines and conducts research to support critical
risk judgements. He has acted in an advisory capacity to most
UK airlines.
Steve is a Fellow of the Royal Aeronautical Society, a Chartered
Ergonomist and Human Factors Specialist, and holds PhD and
MSc degrees in aviation safety and human factors. He is an
experienced private pilot and qualified on the Boeing 737 with
Air New Zealand in 2009.
Kirk Hope – CEO, Business NZ
Before joining Business NZ, Kirk was CEO of the New Zealand
Bankers' Association. Prior to that he was Executive Director of
the Financial Services Federation, the industry body
representing the non-bank sector. He has previously held a
range of senior positions at Westpac, including Head of
Government Relations and Regulatory Affairs.
A qualified barrister and solicitor, Kirk holds a Master's degree in
law, focused on regulation of financial services, and a Bachelor
and Post-Graduate Honours degree in political science. For five
years he was a member of the Commercial and Business Law
Committee of the New Zealand Law Society.
David Talbot – Research Director, UMR Research NZ
David is a Research Director at UMR - a research company which
works with many of New Zealand’s leading corporates on issues
management, reputation, and evaluation. From a varied
background in campaigning and communications, David brings
the ability to translate qualitative and quantitative research
findings into the real world strategic insights and comms advice
that decision-makers require.
