Executive Summary AHKMT has developed the business plan with the facilitation of UN-ESCAPE/ UN-HABITAT team. According to the business plan all targets will be achieved with in 5 years and IRRC will be profitable; successful sustainable and replicable model for other. The suitable land for IRRC allocated by JKCHS in G-15/4. MOU signed with JKCHS for 5 Years. The Map of IRRC is developed and finalized in first quarter. The land clearance process has completed and mapping; land survey and soil testing survey has also completed. The task of completion of 1000 HH door to door primary collection has achieved. AHKMT Coordinated with UN-ESCAPE/ UN-HABITAT and JKCHS and lane departments for successful implementation of IRRC. For this Purpose planning meetings; visits conducted. EIA from EPA has issued with jointly struggled of UN Habitat and AHKMT. The activity of Piloting of separation at source level on 100 HH has completed and the involved staff was trained. The community was aware and sensitized. Two types of waste bags designed and distributed on selected 100 HH in G-15/4 in second quarter. During the activity e-guard install 30 waste rings in commercial area for visitors. After the pilot of source separation it is up-scale into 1000HH of the society. For up-scaling Train a staff member on source separation methodology. He aware and sensitized the community about importance of waste separation at source level. Academia is involved in all over activities. Zero waste campaign for waste free society was launched with NUST students. For the involvement of students a session was organized in society. 10 students were engage in the campaign. Arid agriculture university organized a seminar on IRRC. Therefore student of the relevant department were visited IRRC. A briefing was organized in society office for students. 03 vehicles and 09 workers engaged for the provision of good quality of waste collection. 02 vehicles have been hired on monthly bases and one vehicle for waste collection is purchased and waste is being collected on daily bases in society. During the construction process different visitors were visit the IRRC construction process. Different groups and academia, NGO’s were visited IRRC. Before inauguration of IRRC planning meetings were organized in UN Habitat office. Inauguration has been taken place on 17 September 2015 in ILO building Islamabad. After inauguration ribbon cutting ceremony was organized in IRRC G-15 Islamabad. On next day of inauguration an introductory orientation was organized in IRRC and formally waste dumping in pits was started there by ESCAP team. IRRC operational staff training was organized on 1st October 15.Mr. Bhushan (Regional technical advisor UN Habitat) organized the training and train the IRRC staff.

IRRC is operating successfully almost 800kg green waste is dumping to pits for biodegradation process. On initial days it was 300 kg green waste on daily bases gradually it is improved. At this time 03 pits are filled and waste is being dump into 4th pit. Source separation campaign was organized and introduced 02 colors bags community was habitual of these bags. After that Government of Pakistan ban the polythene bags. According to that AHKMT is strict to obey the rules and regulations. Now introduced the waste box in this box 02 different bins are installed. These bins are move able and easy to replace. For installation of these boxes motivation is continued. It takes the time of months. Meetings with traders were organized time to time for mobilization on source separation. AHKMT is coordinating with CDA for permission of reject waste dumping in CDA allocated site. Although JKCHS wrote the letter for permission and AHKMT also struggle for this. Permission letter has been approved by CDA and they allow dumping the waste into CDA dumping site. IRRC require 03 tons green waste on daily bases but now it is round about 01 ton on daily bases and trying to achieve the set target. UN Habitat and AHKMT also coordinating with Serena hotel for kitchen waste. It is important to fulfill the waste requirement according to the business plan. Another option is vegetable market waste can be transport to IRRC. After approval of JKCHS waste would transport from outside. AHKMT design the Source separation campaign with Schools with collaboration of UN Habitat. It is step to improve the separation at source level. AHKMT have taken many initiatives for improvement and sustainability of IRRC. Tetra packs were one of the biggest problems because its market is not available locally. We utilize these tetra packs in growing of seeds. These small plants can sell or gift to the JKCHS households. Some other initiatives as like poultry and duck farming are in process which would initiate very soon. Another idea of organic farming would implement in IRRC. Initially we develop kitchen garden in small part of IRRC. Arid agriculture university is one of the implementation partner in IRRC. For research base purpose they take some leached and compost for quality test. After the research results were shared. Compost dissemination results were good and it is indicator to sell on the markets and nurseries. Compost marketing strategy has been developed and marketing plan is implementing. Although marketing team visited different nurseries. As well gardeners meetings was organized I IRRC. They are demanding samples. After testing the compost they would buy. Although we are facing some technical problems in IRRC operation but usually we are solving all these with coordination of UN Habitat. UN Habitat Team organizes Monitoring visits time to time for improvement of work and IRRC operation running smoothly. AHKMT is coordinating with other societies for replication of e-guard & IRRC into other societies. National Police Foundation is one of them. For this purpose coordinate and visit the society and organize a meeting with PHA & NPF officials and arrange exposure visit of IRRC. National visitors and NGO’s visit IRRC time to time Mr. Kaleem Ullah Mayor Quetta visited IRRC and interested to replicate into Quetta.

‘’HANDS’’ is replicating the IRRC in Hyderabad. Therefore Mr. Ghulam Musatafa, Ms. Sumaira and technical team visited many times. UN Habitat and UNICEF representatives visited IRRC for replication of IRRC in Balochistan. IRRC is show case on international level during ISWA 15 and APUF6. IRRC model was shared in both forums.

Background The growing need of solid waste management in Islamabad city has led the demand for the establishment of first Integrated Resource Recovery Centre in Pakistan. This demand created an opportunity for UNESCAP to collaborate with UN-Habitat Pakistan office for piloting IRRC model in Sector G-15 of Islamabad City. The technical support is being provided by Waste Concern Bangladesh which is a NGO dealing with the Solid Waste Management issue through IRRC model in Dhaka City. In sector G-15 the model is being implemented through a Dr.Akhtar Hameed Khan Memorial Trust (AHKMT) in partnership with Jammu and Kashmir Cooperative Housing Society, which is the private developer that manages sector G-15,F-16 and owns the land for infrastructure works. The land for the construction of the building and IRRC plant is provided by the housing society free of cost whereas the construction and IRRC establishment will be borne by UNESCAP. The whole process is being facilitated by UN-Habitat Pakistan office for effective and efficient implementation of this pilot initiative. UN-Habitat Pakistan office is also responsible for bringing all the stakeholders together under the leadership of Climate Change Division and showcasing this pilot for further replication in other human settlements.

Project has been initiated with 1000 household for the first year and then extending the collection services to 2520 households in 5thyear.The IRRC have the capacity to process 3 ton of waste per day. The waste collection from houses being carried out through AHKMT, JKCHS is responsible for paying the collection fee to AHKMT, as their collection fee. The collected waste is segregated into inorganic and organic waste. The organic waste is treating through aerobic decomposition and process for compost formation whereas inorganic waste is segregating into recyclables and rejected material. The recycle sell out in the market and the rejects transported to the main collection point from where it is safely disposing of by Municipal Services Department of Capital Development Authority.

Activity Report

Finalize the Business Plan AKHMT has prepared the business plan and submitted to UNESCAPE for finalizing. This business plan starts with the collection of solid waste from 1000 household for the first year and then extending the collection services to 2520 households in 5thyear.

Agreement with JKCHS After the coordination with Jammu Kashmir housing cooperative society (JKCHS), AHKMT has allocated suitable land for establishment of IRRC through signing of written agreements. The land will lease for 5 years at least.

Mapping and land survey AHKMT has assisted and help in conducting necessary land survey, land contouring, mapping and soil reports needed for design and construction of the IRRC. For this purpose AHKMT contacted with the authentic responsible institutions GEO Material Testing Laboratory and coordinated with them to work on it.

Land Clearance For the clearance of IRRC land AKHMT has submitted to Chairman of JKCHS. After the submission of letter, AHKMT official conducted a meeting with JKCHS officials. They explained that they issue the allotment letter only. Because CDA or other departments were not authorised for the clearance of such land. All the commercial or domestic plots were authorised through society allotment letter only. Second, AHKMT had a signed agreement with JKCHS on stamp paper for land clearance. So, the land was allocated to AHKMT through a leasing letter

System for transfer of waste rejects System has developed for transfer of waste and rejects. Rejects waste segregate on daily bases.

AHKMT coordinated with CDA for dumping waste in CDA approved site. Now at this time rejects

waste has been dump into I-12 once or twice in a week. For this purpose CDA approved AHKMT

in form of written letter.

CDA letter is attached as Annex A

Organize door to door collection E-guard is collecting waste from 1286 households on regular

bases. Collection has been carried out on 03 vehicles and 09

workers. E-guard is collecting waste from 1286 units including

144 are commercial. On daily bases 02 vehicles collect waste

from households on 02 trips a vehicle is working for schools and

commercial units specially.

Communication Material AHKMT design and publish 02 kinds of pamphlets and hand fans. 01 for commercial waste bins utilization purpose for visitor’s awareness. Second was for source separation in households. Third hand fan was for domestic workers. It was pictorial massage about time keeping and separation at source level. Another thing was highlighted in the material is to manage the over lefts. Material is using for promotion of the project.

Facilitate Hygiene campaign A waste free community campaign was organized before construction process to sensitize the local community about the proper disposal of waste as well as importance of IRRC. AHKMT achieved the set task of campaign and launched awareness campaign in domestic areas as well as in commercial areas. Waste free campaign started from 16th to 20th March, 2015 and jointly facilitated by UN- Habitat; Dr. Akhter Hameed Khan Memorial Trust and Jammu & Kashmir Cooperative Housing Society. For effective implementation of the project Hygiene and awareness campaign was organized with engaging NUST students. Waste free campaign was supporting activity for promotion of source separation.

Pilot source separation As it was proposed in the business plan to conduct Pilot of separation at source level before the

construction of Integrated Recovery Resource Center (IRRC) AHKMT took an initiative to

conduct pilot of separation at source level on 100 HH of G-15/4. This objective behind this

initiative was to analyze the situation of organic and inorganic waste produced by Households

on daily basis. The duration of the pilot was one month and conducted from 02-12-2014 to 02-

01-2015 on 100 HH of G-15/4.

Preparing Plan of Action.

Coordination with the administrative official JKCHS (Jammu & Kashmir Cooperative

Housing Society) to make sure the land for separation at source level.

Up-Scale source seperation Installation of waste bins According to the Government of Pakistan rules polythene bags are banned in Pakistan. As well we are restricted to follow the rules and regulation therefore we have designed waste box. This box contains on 02 bins box would install permanently but bins would move able. These bins can move and replace easily. Motivating JKCHS schools and hotels for installation waste bins. Different sessions and activities have been planned for involvement in Source separation. For encouraging separation at source level campaign was organized to aware students and parents as well as celebrate a week for this purpose. For shopkeepers and hotels it is make sure to spare a bucket or bin for green waste. 02 meetings were organized for same purpose. Operating IRRC IRRC is operating successfully. Some of the problems were taken place which address with facilitation and help of UN Habitat. Particular operation starts after the training of 1st October 2015. UN Habitat organized monitoring visits and guides for improvement. One of the problems was occurred regarding data entry Data entry. Mr. Sajid trains the data entry operator regarding the data entry of waste and temperature recording.

Segregated Waste is transport to IRRC on daily bases. All the waste is being measure in IRRC on daily bases. Waste measurement record is being developed.

Staff appointment Appointed the additional staff for IRRC management. Initially it is require for managing IRRC. Data collection and relisting is one of the needs therefore data entry officer is appointed. For activation of traders social mobilize is appointed for 03 months. A watchman and care takers is also appointed to look after IRRC. IRRC launching ceremony held on 17 sep 2015 in ILO building

Islamabad. Guests of the ceremony are Mrs. Maryam orangzaib, Mr. Yoshinobo Fukasawa, Mr. Donovan storey Mr. Irfan qureshi

A short briefing was organized after ribbon cutting ceremony IRRC operation details were briefed.

IRRC Operational training on 1st October 2015 Inauguration of waste pits by Mr. Rowan On daily bases 10 minutes short meetings is organized. In this meeting

daily brief the sanitary workers and other staff what they do or what they don’t. After this short meeting work has been start.

Different kind of plants has been planted in IRRC. According to the UN Habitat advice mosquito preventive plants has been installed in IRRC.

Map development and documentation is very important for this purpose served households map and list has been developed and shared with society officials.

Tetra packs were one of the biggest problems because its market is not available locally. We utilize these tetra packs in growing of seeds. These small plants can sell or gift to the JKCHS households.

AHKMT add up the some Tools and equipments in IRRC. Some Material was provided by UN ESCAP. But we need more according to the requirements.

Leached is coming to box with help of open drain. Washing water was also connected to the box and it channel is open for this purpose. Box were filled due to water according to advice of UNHabitat we collect the leachet into bottle and sprinkle again to the waste pits.

Daily record keeping of temprature and weight measurement on waste box charts

Measure Quality & Marketing of Compost After formal operation of IRRC one pit is filled and records the temperature on daily bases. Follow the technical advice of Mr. Bhushan, Dr. Arshad. According to the advice take the steps to increase the temperature and composting process as per advice. Leached box water was sprinkled to the waste pits in first box. But unable to fulfill the require temperature. After that on advice of Mr. Col Islam second pit was started and sprinkle the leached into waste from first week of November. After 45 days process of biodegradation quality of compost would check and disseminate the results.

Marketing Compost For Marketing of compost it was necessary to coordinate with Nursery owners. AHKMT Team visit different nurseries for marketing of compost. All of them demand the samples for results testing. After that they would place their order.

Makkah Nursery On 17 December Makkah nursery was visited and introduce IRRC. Brief the Nursery owner about the IRRC product natural compost. It has no chemicals or artificial ingredients. Suggest them to use this compost for best results as well as advice the customers to do so. They requested to provide the sample after assessing the results they would buy and suggest to others on condition of good results.

Fateh Muhammad Nursery Fateh Muhammad Nursery was visited and briefed them on compost. They said that they are not use any kind of fertilizer. They are mixing dung and mud and use into plants. But they have fertilizer for customers. They demand the sample after testing they would need 5-10 kg packing compost.

Evergreen Nursery Brief the Evergreen nursery owner about the compost. They demand for samples and shades for display. They would require 2-5 kg packing compost. On answer of price related question it was clear that per kg rate would 20r.s .They would order after testing of samples.

Punjab Nursery Punjab nursery is import the fertilizer .they suggest to print the compost testing results on the packing it help to explain the customers. They can order after assessing the results and compost libratory report.

Meeting with Gardeners On 18 December a meeting was organized in IRRC with 17 gardeners and nearby nurseries owners as well JKCHS officials. In this meeting marketing plan was discussed they suggested one KG pack for households and 05 KG packing for Nursery as sample. After laboratory report sample would distribute. Laboratory report should attach in sample and it should distribute by e-guard team on household level.

Disseminate results A pamphlet would disseminate to Customers households, Nurseries and others. It is also idea to publish Pena-flex and hang on nurseries and ideal locations

Reporting As per plan AHKMT is submitting reports on quarter wise. All the reports were submitted timely. At end of project final progress and finance report is submit.

Challenges 03 tans per day organic waste is challenge on initial bases Transportaion charges of outside waste is challenge Proper place for segregation is another challenge AHKMT appointed additonal staff as per requirement untill december 2015. It is

challenge that after the month of december we would not able to continue that staff. Contract of AHKMT was ended in may 15 but due to IRRC construction it extand up to

december 2015. At this time AHKMT is facing financial constraint Recommendations
