East Fraser Lands Area 2 Flood Protection Vancouver, BC

Dear Sir: 1.0 INTRODUCTION This memorandum provides EXP Services Inc.’s (“EXP”) geotechnical recommendations on the type and zoning of fill in the Flood Management Structure (“FMS”) embankments in Area 2 of the East Fraser Lands Flood Protection Project. EXP’s scope of services is limited to the geotechnical aspects of flood protection for the FMS. The geotechnical-related aspects of the design of surficial elements, such as paving and park landscaping is understood to be outside EXP’s scope of services for this project; however, the details of these elements should be provided to EXP for review. Reference information for this memorandum includes:

• EXP Services Draft Geotechnical Report, dated May 2, 2018.

• KWL Draft Preliminary Design Drawings, dated March 2, 2018.

• US Army Corps of Engineers (USACE), 2000. Design and Construction of Levees. Seepage analysis was carried out using Seep/W (GeoStudio 2018, version 9.0.2, Build 15352). Sample outputs from the results of this analysis are attached in Appendix A. Zoning of fill materials was based on the results of the seepage analysis, filter compatibility and availability of local materials. 2.0 SITE DESCRIPTION / PROJECT UNDERSTANDING The site is located on the north bank of the Fraser River North Arm, extending about 600m east of Kerr St. It is understood that the site was historically an industrial site, and it is now under development, with low-rise residential buildings. Several buildings in the west of the site have been completed, and some groundworks may have taken place across the rest of the site. It is understood that the proposed FMS would be a total of about 700m in length. The FMS would mostly consist of an earth embankment, and there would also be a flood wall about 170m long. The current project proposes to raise the crest of the FMS to 4.85m geodetic elevation, and to consider a future crest rise to accommodate an additional 1m of sea level rise. The FMS would be landscaped to function as a public park.

3.0 SUBSOIL CONDITIONS The subsoil conditions are described in EXP’s Draft Geotechnical report. Typically, the site is underlain by up to about 4.0m of Sand/Silt Fill and Organic-Rich Fill, which is underlain by Organic Silt/Clay and Clayey Silt. Groundwater levels are expected to be influenced by the water levels of the adjacent Fraser River. 4.0 DESIGN WATER LEVELS For this assessment, the Designated Flood Level (“DFL”) has been considered as shown in the table below (reproduced with modification from EXP’s draft geotechnical report). An allowance for regional subsidence and local settlement of the FMS has been made to account for the settlement of the land relative to sea level.

Considers 100 years of regional geological subsidence 5.0 DISCUSSION AND RECOMMENDATIONS 5.1 Subgrade Preparation Subgrade preparation should include removal of all vegetation, grass sod and organic-rich materials. On completion of subgrade preparation, and before any fill is placed, EXP should be contacted to review the prepared subgrade. 5.2 FMS Fill Materials and Fill Zoning The recommended FMS fill materials and fill zoning are shown on Figures 1 and 2 attached. EXP recommends the use of three material types, summarized in the tables below. All fill should be placed in lifts less than 300mm thickness and compacted to at least 95% of Modified Proctor maximum dry density (MPMDD) as per ASTM D1557.

These fill materials were designed following the recommendations in USACE (2000). Zones 2a and 2b are recommended for relatively narrow FMS sections with crest widths less than 30m (Figure 1), and are not required where the crest width is greater than 30m (Figure 2). The purpose of the fill materials and zones is as follows:

• Zone 1: FMS Core Fill. This material has been selected to control the flow of groundwater through the FMS, with low risk of piping.

• Zone 2a: Gravel Filter Blanket. This material has been selected to filter Zone 1 and prevent internal erosion of the FMS, from groundwater flow through the FMS.

• Zone 2b: Gravel Drain. This material has been selected to collect groundwater flowing through the foundation soils beneath the FMS.

The gravel drain has been designed considering a future FMS raise to accommodate a total of 2 m of sea-level rise. It is not required in the present FMS design, but installation at this stage may prevent rework of the landside of the FMS is future upgrades. 5.3 HDPE Perforated Drainage Pipe As shown on Figure 1, attached, a perforated High Density Polyethylene (“HDPE”) Drain Pipe is recommended within the gravel drain to prevent ponding of water on the land side of the FMS. This pipe should discharge to a suitable outlet, and should be sized to accommodate a flowrate of at least 0.2 L/s per linear meter of FMS. This drainage pipe may be omitted it ponding on the land side of the FMS is permitted. 5.4 Utilities Passing Through the FMS New utilities crossing the FMS should cross perpendicular to the FMS alignment. To minimize the risk of preferential flow paths developing around the utility ducting, they should be installed a minimum of 2m below the existing site grade. For narrow FMS sections, utility backfill below the location of future crest should consist of Zone 1 Fill Material; Zone 2b material should be used as backfill within 4m of the landside of the future crest.

Recommended Trench Backfill "Narrow" FMS Section

For wide FMS sections, a minimum 8m long zone of Zone 1 material should be used to backfill new utility trenches, placed beneath the location of the future FMS raise.

Recommended Trench Backfill "Wide" FMS Section

Where existing utilities cross the FMS alignment, the upper 1.5m of the utility trench backfill should be excavated and replaced with fill materials zoned as per new utility crossings described above. Several existing steel pipes have been observed protruding from the river bank. Given the change in use of the site, it is possible that these pipes no longer serve their original purpose and may have been disconnected or abandoned. Existing piping such as these should be examined to ensure that they do not allow flood waters to bypass the FMS. Non-return valves should be installed on pipes such as these which are still in use. Pipes which have been disconnected or abandoned should either be permanently plugged or removed from the FMS footprint.

USE OF THE REPORT The information and opinions expressed in the Report, or any document forming the Report, are for the sole benefit of the Client. NO OTHER PARTY MAY USE OR RELY UPON THE REPORT OR ANY PORTION THEREOF WITHOUT OUR WRITTEN CONSENT. WE WILL CONSENT TO ANY REASONABLE REQUEST BY THE CLIENT TO APPROVE THE USE OF THIS REPORT BY OTHER PARTIES AS “APPROVED USERS”. The contents of the Report remain our copyright property and we authorise only the Client and Approved Users to make copies of the Report only in such quantities as are reasonably necessary for the use of the Report by those parties. The Client and Approved Users may not give, lend, sell or otherwise make the Report, or any portion thereof, available to any party without our written permission. Any use which a third party makes of the Report, or any portion of the Report, are the sole responsibility of such third parties. We accept no responsibility for damages suffered by any third party resulting from unauthorised use of the Report. 5. INTERPRETATION OF THE REPORT a. Nature and Exactness of Descriptions: Classification and identification of soils, rocks, geological units, contaminant materials, building

envelopment assessments, and engineering estimates have been based on investigations performed in accordance with the standards set out in Paragraph 1. Classification and identification of these factors are judgmental in nature and even comprehensive sampling and testing programs, implemented with the appropriate equipment by experienced personnel, may fail to locate some conditions. All investigations, or building envelope descriptions, utilizing the standards of Paragraph 1 will involve an inherent risk that some conditions will not be detected and all documents or records summarising such investigations will be based on assumptions of what exists between the actual points sampled. Actual conditions may vary significantly between the points investigated and all persons making use of such documents or records should be aware of, and accept, this risk. Some conditions are subject to change over time and those making use of the Report should be aware of this possibility and understand that the Report only presents the conditions at the sampled points at the time of sampling. Where special concerns exist, or the Client has special considerations or requirements, the Client should disclose them so that additional or special investigations may be undertaken which would not otherwise be within the scope of investigations made for the purposes of the Report.

b. Reliance on Provided information: The evaluation and conclusions contained in the Report have been prepared on the basis of conditions in evidence at the time of site inspections and on the basis of information provided to us. We have relied in good faith upon representations, information and instructions provided by the Client and others concerning the site. Accordingly, we cannot accept responsibility for any deficiency, misstatement or inaccuracy contained in the report as a result of misstatements, omissions, misrepresentations or fraudulent acts of persons providing information.

c. To avoid misunderstandings, exp Services Inc. (exp) should be retained to work with the other design professionals to explain relevant

engineering findings and to review their plans, drawings, and specifications relative to engineering issues pertaining to consulting services

provided by exp. Further, exp should be retained to provide field reviews during the construction, consistent with building codes guidelines

and generally accepted practices. Where applicable, the field services recommended for the project are the minimum necessary to

ascertain that the Contractor’s work is being carried out in general conformity with exp’s recommendations. Any reduction from the level of

services normally recommended will result in exp providing qualified opinions regarding adequacy of the work.

6.0 ALTERNATE REPORT FORMAT When exp submits both electronic file and hard copies of reports, drawings and other documents and deliverables (exp’s instruments of professional service), the Client agrees that only the signed and sealed hard copy versions shall be considered final and legally binding. The hard copy versions submitted by exp shall be the original documents for record and working purposes, and, in the event of a dispute or discrepancy, the hard copy

versions shall govern over the electronic versions. Furthermore, the Client agrees and waives all future right of dispute that the original hard copy signed version archived by exp shall be deemed to be the overall original for the Project. The Client agrees that both electronic file and hard copy versions of exp’s instruments of professional service shall not, under any circumstances, no matter who owns or uses them, be altered by any party except exp. The Client warrants that exp’s instruments of professional service will be used only and exactly as submitted by exp. The Client recognizes and agrees that electronic files submitted by exp have been prepared and submitted using specific software and hardware systems. Exp makes no representation about the compatibility of these files with the Client’s current or future software and hardware systems.
