3 UNDERLYING PRINCIPLES OF FINANCIAL NEEDIt is the students and the parents responsibility to pay for postsecondary education costs.

The amount of aid given should be based on the familys ability to pay, not willingness to pay.

The familys ability to pay should be independent of the amount of financial aid available and the cost of attending postsecondary school.
