    In the wake o the Chateauguay Summit 2020 organized in the all o 2010, the

    development o a downtown core was clearly at the heart o the preoccupationso Chateauguay citizens.

    As proposed in the special downtown urbanism program, the objectives othis program are to create a dynamic downtown core on the economic plane,

    a milieu where lie is pleasant, an example to ollow at the level o sustainable

    development, as well as a place that is connected, modern and convivial.

    Composition o the programThe program is addressed to owners o land and buildings situated in the areas othe territory designated by the program.

    The program o nancial incentives linked to the revitalization o the downtowncore is composed o ve (5) distinct parts:

    Part 1 Financial incentives based on the increased value o the buildings;

    Part 2 Financial assistance or indoor parking acilities;

    Part 3 Financial assistance or new housing units;

    Part 4 Reimbursement o expenses or engineering and architecturalhonorariums and or demolition costs;

    Part 5 Reimbursement o registration ees and LEED certication ees.

    Evaluation committeeAn evaluation committee will analyze the projects submitted and will establish

    the calculation o incentives or which the applicant is eligible according to thepre-established criteria. The evaluation committee will present the projects to

    the municipal council and to the urbanism advisory committee (CCU), will assureitsel o the synchronization between the inormation provided beore the start othe works and ater the work is nished, and will communicate with the applicant.

    This program is in orce rom January 1, 2013 to December 31, 2015.

    Territory designatedThis program is addressed to owners o land and buildings situated in theollowing areas o the territory:

    On the north side o DAnjou Boulevard whose civic addresses are locatedbetween 67 and 237 DAnjou Boulevard, between Normand Avenue and Bell

    Street, at the time the bylaw goes into efect.On the south side o DAnjou Boulevard whose civic addresses are located

    between 100 and 102 Danjou Boulevard, at the time the bylaw goes into efect.

    On the west side o Maple Boulevard whose civic addresses are located

    between 121 and 124 Maple Boulevard, at the time the bylaw goes into efect.

    Part 1 Property-tax incentives

    based on increased value o buildings

    Objectives:

    To provide assistance or buildings o mixed uses; To move the buildings closer to the street;

    To construct upwards (vertically) to increase the inhabitation o the territory;

    To reduce the surace parking spots, particularly in the ront courtyard;;

    To encourage the construction o durable and certied buildings;

    To generate a long-term growth o property evaluation

    Financial aidPart 1 o the nancial incentives program related to the revitalization o thedowntown core seeks to improve the setting built within the sections o its

    territory designated by the granting o a property-tax incentive.The property-tax incentive applies itsel on the diference between the amounto the property taxes which are efectively due as the result o modications and

    the amount o property taxes which would have been due i the evaluation othe building inscribed in the municipal evaluation roll had not been modied

    according to the municipal evaluators certicate because o the expansion o anexisting building or the construction o a new building.

    The modication o the evaluation o the building inscribed in the triennialproperty evaluation roll ater the work must be at least $100,000 in order or the

    program to be applied.

    Evaluation systemIn order to determine the number o months or which the project would beeligible or property-tax incentive benets based on the increased value obuildings, the evaluation system must be completed. To be admissible or a

    property-tax incentive, the number o months must be a minimum o twelve(12). The total maximum o the number o months or the property-tax incentive

    based on the increased value o buildings is sixty (60).

    Modes o paymentThe property-tax incentive is applied or all o the months during which saidproperty-tax incentive is available, and this, in unction o the tax rates applicableat the rst nancial accounting period according to the ollowing options:

    Option 1: maximum o 50% o the total property-tax incentive which isreimbursed during the rst nancial accounting period.

    Option 2: the total amount o the property-tax incentive which is applied on theamount to be paid or each o the eligible nancial accounting periods.

    Program unds$5 million or the value o all o the property-tax incentives or the duration o

    the current program.

    Part 2 Financial assistance or indoor parking

    Objectives: Reduce the number o surace parking spaces;

    Remove parking spaces rom the ront courtyard;

    Generate a long-term growth o property evaluation.

    Financial aidPart 2 o the program o nancial incentives linked to the revitalization o the

    downtown core seeks to improve the esthetic aspect o DAnjou Boulevardthrough the granting o$10,000 per space or arranging indoor parking spots

    (storeys and/or underground).

    The number o indoor parking spaces must consist o at least fve (5) spaces in

    order or the current program to be applied.

    Program unds$1 million or the total cost o eligible works to lay out indoor parking spaces

    (storeys or underground) or the duration o the current program.

    Part 3 Financial aid or new housing units

    Objectives: To make the downtown territory more dense;

    To encourage the mix o commercial and residental uses;

    To generate a long-term growth o the property evaluation.

    Financial aidPart 3 o the program o nancial incentives linked to the revitalization o the

    downtown core seeks to make the downtown core more dense through thegranting o the amount o$10,000 per residential housing unit created.

    Program unds$1 million or the total cost o the eligible work or the creation o residential

    housing units or the duration o the current program.

    Part 4 Reimbursement o expenses or

    engineeering and architectural honorariums

    and or demolition costs

    Objectives: To replace buildings that are outdated and in poor condition;

    To generate a long-term growth o property evaluation.

    Financial aid:Part 4 o the program o nancial incentives linked to the revitalization o thedowntown core seeks to improve the setting built within its territory designated

    by:

    - the granting o an amount representing 50% o proessional honorariums in

    engineering and architectural services incurred to produce the project withoutever exceeding $50,000, conditional on the project including at least ve (5)

    indoor parking spaces, at least ve (5) housing units and the acquisition o a LEEDcerticate (certied, silver or platinum);

    - the granting o an amount representing 100% o the cost o demolition obuildings without ever exceeding $25,000.

    Program unds$1 million or the total cost o the eligible expenses or honorarium ees orengineering and architectural services and or the cost o demolition o buildings

    or the duration o the current program.

    Part 5 Reimbursement o registration ees

    and LEED certifcation ees

    Objectives: To promote ecologically responsible, sustainable and certied buildings;

    To generate a long-term growth o property evaluation.

    Financial aid:$4,000 applicable to a reimbursement o registration ees and certication ees

    to the Canadian Council o Sustainable Buildings (CBDCa), conditional on theobtaining o LEED certication (certied, silver or platinum) (proo o paymentissued by the CBDCa is mandatory).

    Program unds$40,000 or the reimbursement o expenses rom the Canadian Council o

    Sustainable Buildings (CBDCa) or the duration o the current program.
