“Full Scope Urban FH Monitoring”
Easy to use Central Data Mgmt….• The (Urban Forest Health Info Center – UFORHIC) will
house local tree inventory and IPED data enabling access & analysis of pest risk, trends, and mgmt needs at multiple scales.
• UFORHIC provides links and user information on I-Tree tools, pest alerts, and other pest & Urban FH information. (FS FHP, States DNR)
Identifying Unknowns… Public outreach networks highlight proper contacts to report unknown pests for proper identification. (NIFA, FS FHP, States DNR & DOA)
Prioritized Monitoring.. Commodity shipping and host risk analysis can identify priority communities for integrated monitoring. (APHIS, FS-R, States –DOA, Universities)
Looking for known pests… a pest protocol & training (like IPED) is part of local tree inventory to identify known FH issues. (FS FHP, States DOA & DNR, NIFA, SMA)
Urban Tree Inventory …. Community level inventory is needed to make site specific mgmt decisions. (FS UCF, States-DNR, ISA, SMA)
Full Scope Urban Forest Health Monitoring – Putting the right pieces together
Blueprint Components
Public Outreach…..• Urban Forest Health Monitoring and First Detector
training are integrated to recruit citizen involvement for finding known and unknown pests earlier.
• City Foresters are a key link to public networks. NPDN is a key partnership for identifying unknown pests. (NIFA, FS FHP, States DNR & DOA)

Urban Forest Health Monitoring effort supports
Earlier detection and responses to protect our
Urban forests
Prioritizing Monitoring
Central Plant Board Meeting, March 2011, St. Louis, Mo.
Prioritize Monitoring.. Commodity shipping and host risk analysis can identify priority communities for integrated monitoring. (APHIS, FS-R, States –DOA, Universities)
5 minute analysis – major communities on major travel corridors
Additional commodity analysis – help identify other high risk locations
!? LOGICAL LEAD ?! State DOA Programs
Address 80% of the risk – by looking in 20% of the places
Urban Tree Inventory
Central Plant Board Meeting, March 2011, St. Louis, Mo.
Urban Tree Inventory …. Community level inventory is needed to make site specific mgmt decisions. (FS UCF, States-DNR, ISA, SMA)
** Larger communities are likely already doing some form of inventory…several off the shelf software packages are being used.
** I-Tree is an available suite of software that includes an inventory module, as well as a known pest protocol module (I-Ped)…
** Step 1 – Find out what the priority communities are already doing!
!? LOGICAL LEAD ?! State UCF Program
For more information contact:Dr. David J. Nowak [email protected] Forest Service (315) 448-3212Northern Research Station5 Moon Library, SUNY-ESF http://www.itreetools.org/Syracuse, NY 13210
** But…look for more than just maintenance needs…
Include a Pest Protocol
Central Plant Board Meeting, March 2011, St. Louis, Mo.
LOOK for known pests… a pest protocol & training (IPED or other) is part of local tree inventory to identify known FH issues. (FS FHP, States DOA & DNR, NIFA, SMA)
** What are the primary pests you are concerned with?
** Train inventory & Maintenance personnel.
!? LOGICAL LEADS ?! State FHP & UCF Programs
working with City ManagersBug holes or bullet holes?Don’t be another Worcester!
** I-Ped is a module of I-Tree for recording tree
symptoms and help to identify known pests.
** Could be a Booklet, could be plastic ID Cards.
**** Key ****---- Use the existing Eyes ----
State wide use of that Urban Information

Terms: ** Citizen monitoring, Citizen scientist, Volunteers, Pest Scouts, etc.** Options and approaches are many….
!? Coordinated Effort ?! State FH – State DOA – Extension
Key PartnersState UCF – City Foresters
** State determination…how to best help them… …..to help you.
** Mostly untapped, willing and growing resource…. …..it is a miss to not engage them.
** Millions of Baby Boomers retiring every year, 67% say they want to remain stimulated and productive.
Identifying Unknowns
Central Plant Board Meeting, March 2011, St. Louis, Mo.
!! An Engaged Public is THE key to finding new pests sooner !!
!! They have found the majority of initial introductions !!!! Make it easier for them to help do this !!
Identifying Unknowns… Public outreach networks highlight proper contacts to report unknown pests for proper identification. (NIFA, FS FHP, States DNR & DOA)
** Known pests of concern info is available …Good…but there is more to it…!!
More Eyes...Prescreening...samples to NPDN
** KEY ** How to report unknown specimens for proper identification.
!? Coordinated Network ?! State FH – State DOA – Extension
Report Invasive Pests to:
Minnesota Department of AgriculturePlant Protection Division
“Arrest the Pest” Hotline651-201-6684 – Metro Area
or1-888-545-6684 – Greater Minnesota
This …WILL… help find new pests sooner!
Three elements: ** Must be prepared to be responsive to this increased public input.
** A clear contact point and prescreening capacity before samples go to NPDN is key.
** Need the NPDN partnership established.
Seven Steps to Building a better Wall
Central Plant Board Meeting, March 2011, St. Louis, Mo.
1. Prioritize where to focus UFHM efforts in your State.
2. Contact those communities, convince them it is in THEIR best interest to be a part of the coordinated statewide effort.
3. Determine their current inventory processes, if none, help them initiate one (I-Tree). If some financial assistance is needed, consider …State, UCF, Redesign, other Agency grants, etc.
4. Ensure a pest protocol is part of all inventories…if I-Tree, use I-PED.…if not…look for other options…it could be training and pocket ID cards. Have who ever is looking at trees (inventory/mtc crews) priority pest symptom trained.
5. Coordinate individual community inventories for larger prevention and response planning. UFORHIC can help avoid the cost of inventing and maintaining a system on your own…it will also be a central source of forest health information useful to your communities…it is going to be free…take advantage of it.
6. Engage the public, Statewide…first detector training can help train trainers, Locally…help your priority communities engage their publics…. Together… determine how to best engage the public.
7. Establish a coordinated unknown pest reporting network that is visible and available to the public.… the many more eyes will help earlier detection become a reality.
What will it take?
** Vision or blueprint of how to approach it…..
** Establishing Key Partnerships…...
** More about coordinated staff effort than about new money…..
** A Champion with the Vision to orchestrate the process
…..that’s you!
Central Plant Board Meeting, March 2011, St. Louis, Mo.
** Coordinated Use of Existing Tools **
** Next Steps……..Several Leadership States to…... ** Conduct the seven step process….. ** Demonstrate implementing all the components…..
**Take Away **** Exposure to concepts of the core pieces
needed to better protect your state….
**Turn UFHM Concepts into National Strategies….
** Stimulate thinking of the roles and partnerships needed….
** Let you know we are working on this to….
**Focus Research to support the outcomes…. **Facilitate needed Information and Technology
Transfer….
Central Plant Board Meeting, March 2011, St. Louis, Mo.
** Entice Action….
