#2 - Write your Project Scope
O EXAMPLE GOALS: The sidewalk installation project would provide ADA (Americans with Disabilities Act) compliant pedestrian facilities on portions of Wren School Road, Roper Road and Wigington Road to serve the needs of Wren Middle and High School students, Hurricane Springs Park patrons and Wren area residents. Specifically, sidewalk would be installed on (see attached map for location):…..
O In order to install the sidewalk facilities the chain link fence surrounding Wren Middle School will be removed, several trees on the Wren Middle School property will be removed and modifications to the Wren Middle School entrance and exit on Wren School Road will be made. Additional alterations to the Wren Middle School parking lot and pick-up loops may be completed by the school district in conjunction with the sidewalk project, but those expenses are not eligible for funding through the sidewalk project (A, B, C and D on attached map)

Example Scope – Wren Schools O PHASE I PROJECT SCOPE –
O Wren School Road – O 1) From SR 81 south 400 feet to Wren Court, new
sidewalk with curb & gutter (east side).
O 2) From Wren School Road to Wren Court, 200 feet of new sidewalk (optional).
O 3) From Wren Court to Wigington Road, 2150 feet of new sidewalk, including connection to Wood Creek cul-de-sac (east side).
O 4) Remove existing fence for new sidewalk.
O 6) From Wren High School to north, add 665 feet sidewalk (west side).
O 7) Add two new catch basins & pipe to address drainage needs (west side).
O 8) Add new crosswalk at Wren High School north entrance across to Wren Middle School.
O 9) Add new crosswalk at Roper Road from Wren Middle School.
O 10) Re-stripe crosswalk at Wigington Road.
O Wigington Road – O 5) From Wren School Road east 840 feet, replace
existing sidewalk with ADA compliant sidewalk and add additional sidewalk (north side).
O 11) Add new crosswalk at football field.
O Roper Road – O 12) From Wren School Road 190 feet west to
Hurricane Springs Park, new sidewalk (north side).

Anderson County is soliciting support for a sidewalk installation project that would provide pedestrian facilities on portions of Wren School
Road, Roper Road and Wigington Road to serve the needs of Wren Middle and High School students, Hurricane Springs Park
patrons and Wren area residents.
Project funding will be sought through the SCDOT Transportation Enhancement
Program and if funded, the sidewalk construction will be completed prior to the
2006-2007 school year.
Anderson County Transportation Division and Anderson School District One thank-you for your support of this community project.

#6 - What funds can I get?
O TAP Funds – Transportation Alternatives Program, federal funding managed by SCDOT, requires 20% local matching funds
O Local City or County Funds – Contact you City or County Administrator or Councilman
O C-Funds – Administered by you county’s CTC, County Transportation Committee.
O School District – Your School Board and District Administrative staff can budget funding. Your Principal and PTSA can advocate projects.
TAP Fund Eligible Elements
O New sidewalk O from Point A to Point B,
O connecting to the town street system, subdivisions, sports facilities, schools
O Replacing non-ADA compliant sidewalk
O Installing ADA ramps
O High visibility crosswalks
O Pedestrian and school area road signs
O Road drainage problems that impact the sidewalk
O Intersection changes to accommodate sidewalk and crosswalk
#7 - Find out funding deadlines
O TAP/MPO – Know your MPO Study Team and Policy Coordinating Committee funding decision-making schedules and project submittal deadlines. What are their planning boundaries? How do they rank the projects?
O TAP/Statewide – When to submit a project application?
O CTC – When do they meet and where? Who administers their funding? How do you petition for project funding?
O City/County/School District Funding – Part of the budget process or by other council/board approval process?

O #2 – Identify lead agency, “the applicant,” usually the local match provider
O #3 - Have your technical help prepare the project estimate, check on right-of-way needs, identify participating and non-participating items.

O #5 – Gather support letters, including SCDOT County RME.
O #6 – Gather maps and pictures
O #7 – Get signatures, copies made, send it off, and wait…..
#9 – Be ready for changes
O Know what’s essential vs. desirable.
O Make MPO contact aware that changes can be made if available funding doesn’t fit.
O Consider phasing project to match funding available.
O Be prepared to “tweak” application for final SCDOT application approval.
